Notes:
New proposed building is only 9, 100 S/F in comparison to existing
office building at 479 Buckland Road, generating 115 autos a day
or 11. 5% which is 11, 000 S/F. The proposed building is 8 . 3%
smaller which, in comparison would generate 7 .2% or 8 autos less
per day thah at #479 Auckland Road. This then would be a total
of 1, 202 cars onto Buckland Road via the two curb cuts. To the
Psarch 1987 traffic count of 13, 100 autos on Buckland Road, it
represents 9. 2% entering or the increased count of 16,000 autos
would represent 7. 5%.
Also:
It was noted on the day of the traffic count, that only seven
times during the heaviest Buckland Road traffic did autos
stack five autos deep into the drive at 465-481. The maximum
waiting time for this stack was one and one-half minutes. Five
of the seven stacks were caused by continuous South bound
traffic going South from Ellington Road and Sullivan Avenue
through the Five Corners.
Also:
On the day of the traffic count, I observed one walker on
Buckland Road
Also:
The width on Buckland Road, that the point of the two drive
ways, is 36' 4" wide. Observations will show how an auto
going North, wanting to make a left turn into said driveway,
most times allowed trucks and autos to continue North via
going around on the right.
Also:
Noted during the heaviest traffic hour of 4 :30 P.M. to 6 :00
P.M. , 102 autos exited from driveway at 465 - 481 Buckland
Road. Of that, 60. 78% turned right or South and 39.22% turned
left or North toward Five Corners.
Also:
Building # 465 -481 and 479 Buckland Road employs 86 employees
and 78% are South Windsor residents. During the day, many of
these employees utilize supporting services in the existing
complex via interior means, thus eliminating traffic trips
to other parts of town or out of town for such services.
By visualizing traffic patterns, one could observe that many
autos using Buckland Road, also utilize such services as
Banking, Pharmacy and Dry Cleaning on their way to or from
work. All business said that most customers were town
residents indacating that if given the opprotunity, residents
will keep their tax dollars in town.

RE: Terry Office Park
I have reviewed the "Final Plans" dated 3-27-89 and attached
drainage calculations dated 1-10-89 and have the following
comments:
1 . P&Z approval letter item #13 states "Sewer profile is
required" . The applicant provided a separate 8 1/2" x
11" sheet dated 4-4-89 for this requirement. This sheet
is unacceptable as it has no elevations defined, i.e. top
of frame, flow line, etc. Also this should be shown on
the "Final Plan" contract drawings so that it will be a
permanent record.
2. The drainage calculations indicate "CB #11 CB #3, etc. I
can only locate CB #2 on the plans. Where are the
others? Also the sheets indicate "Reset M.H. " - where is
this?

South Windsor Planning and Zoning Commission AUG Pia 19&9
1540 Sullivan Avenue
South Windsor, CT 06074 South 'Win(Jsgr
Dear Chairperson and Members: Planning & 10flift CammissjN
On September 13, 1989, the South Windsor Planning and Zoning
Commission approved project application #88-54P of Terry Office
Park on Buckland Road. As a condition, we were required to widen
Buckland Road. In order to meet that condition, we have to move
three telephone poles. At that time and up until now, I have been
meeting with Mr. Min Lee, Field Engineer of SNET. He in turn has
been meeting with town staff to coordinate the moving of said
telephone poles with the proposed widening of Buckland Road.
At this date, SNET will not move any poles, (to eliminate any
future duplication of this work) . As a result, it will be
impossible for us to widen Buckland Road until that time.
Shortly, all other requirements of said approved application will
be complete and building occupancy scheduled for the middle or end
of October, 1989.
At this time, I am asking for an extension of that one condition.
As in the past and with the issue of sidewalks on Buckland Road, I
intend to fully cooperate with the Planning and Zoning Commission
and work with town staff to improve Buckland Road.
Please advise me on this matter as soon as possible. It is at
this time an area out of my control, however, this matter has
serious bearing on leases and moving schedules for the tenants.
Thank you very much.
Sincerely,
oe

Recommendations
It is recommended that the State Traffic Commission grant permission
to Mr. John G. Samsel , Jr. to construct and occupy the entire Terry Office
Park without full compliance to conditions of Certificate No. 920.
This recommendation is based on the following conditions:
1. That all conditions of Certificate No. 920 be complied with
except for conditions No. 1 and 9 p.rior to the occupancy of
the two building, 13,100 square foot expansion to the existing
Terry Office Park Development.
2. That conditions No. 1 and 9 of Certificate No. 920 be completed
in conjunction with the Town's interim improvement project at
the Wapping Five-Corners intersection and at the direction of
the Town.
Ms. Marcia A. Banach, representing the Legal Traffic Authority for
the Town of South Windsor, concurred with the above when contacted on October 12,
1989.
Mr. Daniel W. O'Neill , the developer's representative, concurred
with the above when contacted on October 12, 1989.

OFFICE OF TRAFFIC ENGINEERING
BUREAU OF HIGHWAYS
Report of Findings
Town of South Windsor
Terry Office Park
Buckland Road
Existing Conditions and .Departmental Concerns:
As conditions of Certificate No. 920, issued to Mr. John G. Samsel ,
Jr. for Terry Office Park, the developer was required to widen Buckland Road
four feet to provide a northbound left-turn lane at the center site drive,
and initially install pavement markings and signing for the northbound left-turn
lane, as approved by the Town of South Windsor. In providing the required
widening, the developer must relocate three utility poles.
The Town of South Windsor is currently in the process of designing
an interim improvement project for the Wapping Five-Corners intersection,
located approximately 1,500 feet north of the Terry Office Park center site
drive, which will also require utility pole relocation. The project is currently
scheduled for start of construction in late spring, 1990. In order to prevent
any duplication of utility relocation, SNET, the developer and the Town have
requested that the developer's widening be done at the same time as the Five-Corners
construction project.
Buckland Road is a Town-owned roadway and the northbound left-turn
lane requirement at the development's center site drive was at the Town's
request. Therefore, since the Town has requested that the development be
allowed to operate prior to the completion of the above-mentioned roadway
improvements, and that they be constructed at the same time as the Five-Corners
interim improvements, it is recomRended that the development be allowed to
operate without full compliance with the conditions of Certificate No. 920
at this time.

Center to be accomplished at the same time the Town constructs
interim improvements to 5-Corners . A condition of that
concurrence was the posting of a cash bond equivalent to the cost
of construction prior to issuance of certificates of occupancy
for your new buildings .
To date, such bond has not been posted with the Town. This could
create a difficult situation for all of us when certificates of
occupancy are requested.
Please contact me when you receive th..s letter so we can discuss
the fulfillment of the bond requirement. Thank you for your
cooperation.

RE: Letter Dated 1-30-1990
Buckland Road Widening
Dear Marcia,
On September 12, 1989, the Planning and Zoning Commission requested
a Cash Bond equivalent to the cost of Road construction prior to
issuance of a Certificate ,of Occupancy.
At this time, I am requesting that I submit a Letter of Credit in
lieu of cash for $15, 000 .00 . That would more than cover the cost
of the widening of Buckland Road. I consider a Cash Bond to be a
hardship.
Thank you for your consideration.
Sincerely,
John Samsel, Jr.

Re: Application
Jeff Squillante or Nominee
465 Buckland Road
South Windsor, CT
Dear Ms. Lipe:
In connection with the application of Jeff Squillante or his nominee for a liquor license for
the former Buckland Video store at 465 Buckland Road, South Windsor, CT, I have been
asked to explain the ownership and parking situation for this restaurant.
Samsel Properties Partnership owns 465, 475, 479, 481, 491 and 497 Buckland Road.
Currently there are 57 parking spaces on the site known as 465 Buckland Road. It is my
understanding that this is not a sufficient number of spaces to allow both the former Bel
Amis Restaurant to become a Thai Restaurant and the former Buckland Video Store to
become an Italian restaurant. In my opinion, we do have enough land area between the
current parking lot and Buckland Road and south of the building to build sufficient
additional parking to allow both uses.
We would prefer not to add more amesite to our property. Where we do have 118
additional parking spaces across the entry road from Buckland Road to this site, I
believe that we can take care of any parking required without adding parking. The
additional parking would be on the properties known as 481, 491 and 497 Buckland
Road. This parking is rarely if ever fully occupied and never at night. I would appreciate
it if you or the Planning Commission would allow us to handle the parking situation in this
manner. I intend to be at the hearing on this application on July 10, 2001. 1 would be
happy to answer any questions at that time.
Respectfully submi
