Notice of this proposal was transmitted to the Planning Division of the Capitol Region Council of Governments under the provisions of Section 8-3(b)of the Connecticut General Statutes,as amended. The referral involves proposed zone change from RR to AA 30. Property within 500'of the Vernon Town Line. Comments: The staff of the Regional Planning Commission of the Capitol Region Council of Governments has reviewed this referral and finds no apparent conflict with regional plans and policies or the concerns of neighboring towns. General Observations: A review of CRCOG's Plan of Development shows the proposed change of zone is located in an area which crosses the Vernon and South Windsor Town Lines and is designated as a Fully Suburbanized Area. The regional plan states that the land use potential is"Mixed, Urban, Suburban,Industrial, Residential-2 to 7 units per acre,Commercial, Institutional,Limited Agriculture. In South Windsor substantial portions of the AA-30 and A-30 Zones are located westerly of the proposed zone. Northerly of Dart Hill Road there is an existing RR Zone but also an extensive area of A-30 Zone which runs from Dart Hill Road northerly to the Ellington Town Line and abuts the Vernon Town Line on the east. A short distance from the proposed southerly boundary there also exists a rather extensive area of A20 zone. The proposed zone change also abuts the Vernon Town Line and Vernon's Special Economic Development Zone. This zone allows only selected uses by the special permit process and should provide sufficient safeguards for any abutting future residential development occuring on this subject parcel. The Town Plan's Future Land Use Plan shows this general area as SR and defines this term as Rural/Suburban Residential. Apparently,as the plan notes, the"majority of future residential growth should occur within this category'. A review of the comprehensive zoning map also shows evidence that the trend is to zone favoring the A residential zoning classifications. Questions concerning this referral should be directed to Wil Maxwell. A VOLUNTARY COUNCIL OF GOVERNMENTS FORMED TO INITIATE AND IMPLEMENT REGIONAL PROGRAMS OF BENEFIT TO THE TOWNS AND THE REGION. In accordance with our procedures this letter will constitute final CRCOG action on this referral. The public hearing date is not yet scheduled. Fish before the Planning and Zoning Commission in the Town of South Windsor. The site is located adjacent to Avery Street and Dart Hill Road in South Windsor. The zone change request is from Zone RR to Zone AA30. The study consisted of a field review, afternoon peak hour turning movement counts, automatic machine counts, accident analysis, a projection of traffic generation with each zone type, development of directional distribution, and capacity analysis. Zone RR would allow for a projected maximum number of 75 lots and Zone AA30 would allow for a projected maximum of 90 lots. Land uses in the area are predominently residential and agricultural thereby contributing to a condition of relatively low traffic. The latest three-year accident history indicated no roadway or geometric deficiencies and a very acceptable rate. The trip generation calculations indicated a total of 56 a.m. peak hour trips and 76 p.m. peak hour trips for the RR Zone and 68 a.m. and 91 p.m. peak hour trips for the AA30 Zone. The background traffic was projected to the year 1990 using a 3% growth rate per year. In addition, traffic from three other developments which are expected to be completed prior to this development was added to the projected background traffic. The site traffic was then added to these volumes to get the final combined volumes that were used in the capacity analysis. 1 STORCH ASSOCIATES The capacity analysis indicated L.O.S. C or better operation at the 4-way stop controlled intersections of Dart Hill Road and Avery Street and Avery Street and Beelzebub Road. There was no significant difference between Zone RR and Zone AA30 results. The capacity analysis for the site drive at Avery Street resulted in L.O.S. A operation for both a.m. and p.m. peak hours with either zone type. Again, there was no significant difference between the two. — In summary, after careful consideration of all of the available data, we conclude that a zone change from Zone RR to — Zone AA30 will not have any significant impact on Avery Street or on any local roadways within the vicinity of the proposed site. 2 STORCH ASSOCIATES I. INTRODUCTION A. Study Purpose This study has been prepared by Storch Associates in support of the zone change application made by Mr. Donald W. Fish before the Planning and Zoning Commission in the Town of South Windsor. This zone change application which concerns property of Chapman & Gerber is from Zone RR to Zone AA30. The site is located adjacent to Avery Street and Dart Hill Road in South Windsor, Connecticut. This report analyzes projected future traffic conditions for both the existing and the proposed zone with the intent of identifying any potential traffic or safety problems. In order to clarify the meaning of certain specialized traffic engineering terms used in this report, the following definitions are offered: Trip is a one-way movement to or from a site. One vehicle entering and leaving a site constitutes two trips. Traffic Generation is the actual number of vehicle movements which may reasonably be expected to be attracted by a specific development. Usually, traffic generation is expressed as a number of trips. Peak Hour Generation is the maximum traffic generation which may be anticipated during the highest volume hour for the particular development. This analysis parameter may vary as to the time of day, depending on the type of facility proposed. Single-family houses and multi-family houses typically generate peak volume rates which coincide with the peak volume rates of the surrounding roadway network. 3 STORCH ASSOCIATES Trip Distribution is the process of determining the proportion of the generated trips that can be expected to originate at any location. — Traffic Assignment is the process of estimating the total traffic volumes and assigning the distributed traffic from the various points of origin to the roadway system which would provide the most direct access route to and from the project site. Capacity and Level of Service (LOS)_ are terms utilized to describe the ability of a roadway or intersection to handle the volume of traffic that it carries. Level of Service is a measure of the quality of flow and overall congestion on a particular section of road or at a specific intersection. Level of Service (LOS) at unsignalized intersections such as those involved in the present study are defined in terms of reserve capacity. Definition of LOS vs. reserve capacity is given in Table 10-3 of the 1985 Highway Capacity Manual (Special Report 209) as shown below in the referenced table. LEVEL OF SERVICE CRITERIA FOR UNSIGNALIZED INTERSECTIONS Reserve Level of Expected Delay to Capacity (PCPH) Service Minor Street Traffic >_400 A Little or no delay 300-399 B Short traffic delays 200-299 C Average traffic delays 100-199 D Long traffic delays 0 - 99 E Very long traffic delays 4 STORCH ASSOCIATES B. Study Process The study consisted of the following tasks: 1. A field review of existing physical conditions on Dart Hill Road, Avery Street, and at the location of the site drive on Avery Street was undertaken which included a review of pertinent roadway characteristics such as road width, lighting, and site distance. 2. Afternoon peak hour turning movements were recorded at the intersection of Dart Hill Road at Lawrence Road/Avery Street. Continuous traffic counts were conducted on Avery Street north of Pine Knob Road and south of Woodland Drive and on Dart Hill Road and Ellington Road. 3. Observations were made of existing traffic conditions and operational characteristics on Dart Hill Road and on Avery Street at the proposed site entrance. 4. The study included estimation of future peak hour traffic volumes that would be generated by single-family detached housing which would be developed with each zone. 5. Trips generated by the site were distributed onto the local street network according to employment data obtained from the Capitol Region Council of Governments (CRCOG) . 6. Future traffic levels of service were determined for the Dart Hill Road/Lawrence Road/Avery Street intersection, the site drive at Avery Street and the Avery Street/ Beelzebub Road/ Woodland Drive intersection. 5 STORCH ASSOCIATES 7. Traffic impacts that the proposed development would have on the adjacent roadway system were identified and evaluated, both with and without the zone change. II. EXISTING CONDITIONS A. Site Description The proposed site consists of 104.7 acres of undeveloped land which is irregular in shape and has moderate slopes. The site is located east of Avery Street approximately 0.8 miles north of Beelzebub Road, diagonally across from The Philip R. Smith School with a narrow strip of property fronting Dart Hill Road at the Town Line. Access to the general area is primarily via I-84. However, Route 74, Route 30 and Route 83 also serve as major routes to the site (see Drawing No. 1, Area Location Plan and Drawing No. Z, Site Location Plan) . It is proposed that the above-described site be changed from Zone RR to Zone AA30. The minimum lot size for Zone RR is 40,000 square feet. The minimum lot size for Zone AA30 is 30,000 square feet. Considering the geometry, wetlands, and other site features, the projected maximum number of lots attainable is 75 lots for the RR Zone and 90 lots for the AA30 Zone. Access on Avery Street will be from either one or two drives where the site property is adjacent to Avery Street. For purposes of this report, it will be analyzed as one drive. The strip of property that reaches north to Dart Hill Road is too narrow to allow development of a road and lots. Thus, a drive is not proposed to Dart Hill Road (see Drawing No. 3, Site Plan) . However, there is a possibility of an interconnection 6 o oy F,Q} r 0 0 s9 SFr cq wR ENCF RO - 'D SITE LOCATION t4F4 ROAD coy, A4, • D.W. FISH SOUTH WINDSOR, CT. This would provide another access to Avery Street and access to Dart Hill Road. The analysis for Avery Street is conservative using one drive and levels of service would improve with two or three access points. The maximum amount of traffic utilizing a _ Dart Hill Road connection would be 8% of the peak hour traffic. This results in less than 6 vehicles entering or exiting onto Dart Hill Road. Based on existing volumes, that number of vehicles could easily be serviced by Dart Hill Road with no deleterious impact on available levels of service (see Drawing No. 3, Site Plan) . Site lines were measured in excess of 500 feet at either drive location on Avery Street. This is in excess of the minimum required site distance of 300 feet for traffic condition on Avery Street. B. Roadway Geometries The geometric characteristics of Avery Street were carefully examined due to the fact that it will be accessed directly by the proposed site. Avery Street is a residential collector which begins at its intersection with Route 30 in Manchester and extends approximately 2.5 miles to the intersection of Dart Hill Road in South Windsor, 0.5 miles north of the proposed site drive. Avery Street has recently been resurfaced from the 0 intersection of Kelly Road northerly paste the site drive to the Dart Hill Road intersection. In the vicinity of the proposed site drive, Avery Street has been widened by 3 feet and presently exhibits an average width of 25 feet. The posted speed limit is 7 STORCH ASSOCIATES 30 mph. North of the proposed driveway location, Avery Str et exhibits relatively flat topographic features. South of the proposed driveway, Avery Street exhibits a uniform grade of 5.5% for approximately 700 feet. Avery Street then continues in a southerly direction for approximately two miles where full access to I-84 is available. Dart Hill Road is a bituminous concrete roadway, generally 22 feet wide (its width varies slightly) , providing two 11 foot travel lanes. Pavement markings consist of a double yellow center line. The posted speed limit on Dart Hill Road is 35 miles per hour. C. Existing Traffic Volumes Land uses in the area are predominately residential and agricultural thereby contributing to a condition of relatively low traffic volumes. Points of traffic volume data acquisition included Avery Street adjacent to the site drive, Avery Street south of Woodland Drive, Kelly Road east of Avery Street, Dart Hill Road west of Avery Street, and Route 74 northeast of Niederwerfer Road. A tabular form of all pertinent traffic volume information appears in Table I and is summarized below. The latest Storch count data ( 1988) for Avery Street was recorded at a location south of Woodland Drive. The 1988 bi-directional average daily traffic was recorded as 6,300. The a.m. and p.m. peak bi-directional counts were 520 (7:00-8:00 a.m. ) and 584 (5:00-6:00 p.m. ) . Automatic traffic machine counts 8 STORCH ASSOCIATES were taken on Avery Street adjacent to the proposed site driveway. The ADT at this location was recorded as 3,026 v hicles for a typical weekday. The a.m. peak period northbound and southbound traffic at this location was recorded as 46 and 162, respectively. The p.m. peak period northbound and southbound traffic was recorded as 189 and 132 respectively. 9 STORCH ASSOCIATES TABLE I COUNT DATA Location Tie Volume Source Avery Street 24 Hour 11453 1987 Storch adjacent to Northbound site drive Avery Street 24 Hour 1,573 1987 Storch adjacent to Southbound site drive Avery Street 24 Hour 31057 1988 Storch south of Northbound Woodland Drive Avery Street 24 Hour 3,252 1988 Storch south of Southbound Woodland Drive Kelly Road 24 Hour 11298 1988 Storch east of Westbound Avery Street Kelly Road 24 Hour 1,309 1988 Storch east of Eastbound Avery Street Route 83 24 Hour 20,900 1985 ConnDOT north of Bi-directional Dart Hill Road ADT Route 74 24 Hour 21512 1988 Storch northeast of Northbound Niederwerfer Road Route 74 24 Hour 2,599 1988 Storch northeast of Southbound Neiderwerfer Road Dart Hill Road 24 Hour 11747 1988 Storch west of Westbound Avery Street Dart Hill Road 24 Hour 21487 1988 Storch west of Eastbound -' Avery Street 10 STORCH ASSOCIATES D. Roadway Safety In order to fully assess the safety characteristics exhibited by Avery Street in the vicinity of the site, the latest available ConnDOT accident statistics (1985-1987) were obtained for a distance on Avery Street from the intersection of Beelzebub Road, northerly to the intersection of Dart Hill Road. During the period of 1985 through 1987 a total of two accidents occurred in the above-defined area. Both of the accidents were due to snow and were single car accidents. This history is typical and is definitely not considered to be unusual or excessive for a roadway such as Avery Street. III. TRAFFIC IMPACT OF PROPOSED SITE The proposed Zone AA30 being evaluated in this study would allow a projected maximum development of 90 lots. The existing Zone RR would allow a projected development of 75 lots. Access to the site would be provided by either one or two drives to one or two of the frontages on Avery Street. For ease of calculation and to be conservative, calculations were done under the one drive scenario. The provision of two drives would only result in improved levels of service due to the total site volume being -- split between two drives. This drive will service the entire site. A. Site Generated Traffic Estimates of vehicle trip generation for the proposed development are based upon trip generation rates published by the Institute of Transportation Engineers (ITE) in a report entitled Trip Generation Manual (fourth edition) . 11 STORCH ASSOCIATES Vehicle trips estimated for the site were based upon an average trip generation rate of 10.06 trips per household per day applied to the 75 and 90 single-family homes for Zone RR and Zone AA30, respectively. Thus, the site would generate 755 trips (377 in, 378 out) for Zone RR and 905 trips (452 in, 453 out) for Zone — AA30 on a daily basis. Of greater importance in analyzing the traffic impacts of a site, is its peak hour of traffic generation. The peak hour of traffic generation for single-family homes is the p.m. peak hour. According to the Institute of Transportation Engineers, each — dwelling unit generates .64 trips entering and .37 trips exiting, during the p.m. peak hour. Thus, the site is expected to generate a total of 48 trips entering and 28 trips exiting for Zone RR and 58 trips entering and 33 trips exiting for Zone AA30 during the p.m. peak hour. A summary of trip generation rates — for 75 single-family dwellings obtainable with Zone RR is shown in Table 2. Table 3 presents the trip generation data for 90 single-family dwellings which could be obtained with Zone AA30. B. Trip Distribution Trip distribution for trips generated by the proposed — development was estimated by applying a geographical distribution based upon employment data obtained from the Capitol Region Council of Governments (CRCOG) . An analysis of the CRCOG data indicates that trips to 13 towns account for more than 94% of the total work trips from South Windsor. These towns are as follows: 12 Table 2 D . Drawing No. 4 graphically illustrates the expected directional distribution of site generated traffic based on this analysis. C. Projected Background Traffic The counts were projected to 1990 using a 3% growth rate which was calculated using our extensive traffic volume data base in this area. In addition, the traffic from three nearby developments which are expected to be completed prior to this development was included as background traffic. The general characteristics of these developments are shown in Table 4. The volumes developed for analysis include the 3% area growth plus the generators shown in Table 4 with the addition of site traffic for each zone classification. 13 STORCH ASSOCIATES TABLE 4 OTHER AREA TRAFFIC GENERATORS P.M. Capacity Analysis To evaluate the impacts of traffic generated by the proposed -- site, traffic capacity analyses were conducted for future p.m. peak hour conditions at the two intersections in the study area along with the intersection formed by the site entrance. The two intersections studied each have stop control on all approaches. Because each approach is controlled by a stop sign, level of service for these intersections cannot be determined specifically using the methods of the 1985 Highway Capacity Manual. However, guidelines have been set forth in the 1985 Highway Capacity Manual, published by the Transportation Research Board, to determine whether or not this type of intersection is operating acceptably overall. The directional split traffic, by the crossing approaches, will determine capacity of the intersection in entering vehicles per hour. Tables 10-5 thru 10-7 in the 1985 Highway Capacity Manual illustrate the basis for out calculations. Table 5 illustrates the projected p.m. peak 14 STORCH ASSOCIATES _ hour of both of th se four-way stop intersections analyzed in terms of capacity and level of service with final obtained _ volumes for the existing and proposed zones. The V/C ratio or volume to capacity ratio indicates what portion of the intersection capacity is being used. It can be seen that these intersections will operate at an acceptable level of service during peak conditions with less than 65% of available capacity in use at the busiest intersection. It can also be seen that the differences in capacity between the two different zone types is negligible. r TABLE 5 PROJECTED 1990 P.M. The analysis indicates LOS "A" operation for both zone types with combined traffic volumes. Thus, the drive will provide very acceptable levels of service without a reduction in levels of service provided on the existing roadways with either zone type. 15 STORCH ASSOCIATES IV. CONCLUSION Upon careful review of all data and projected future conditions, we have determined that no negative traffic impact -- will occur as a result of the proposed zone change from Zone RR to Zone AA30. The 1990 level of service for the site driveway intersection at Avery Street was determined to be "A" during a.m. and p.m. peak periods with combined traffic loadings. Sight distances measured at the proposed driveway from a point 15 feet east of Avery Street were found to be adequate. A review of the latest three-year accident history of Avery Street in the vicinity of the proposed site driveway has uncovered no major geometric safety problems. Roadway geometrics adjacent to the site driveway have recently improved as a result of recent resurfacing and widening of Avery Street. We, therefore, conclude that a zone change from Zone RR to Zone AA30 will not have any deleterious traffic impact on Avery Street or any local roadways within the vicinity of the proposed site. 4886 16 I i r r r-- APPENDIX r r-. r-- r- r- AVERY STREET , S . Dear Mr. Gantick: Paul C.Ross,P.E. As requested, S E A Consultants Inc. has reviewed the following for the above referenced project: Sheet No. Title Prepared By Date 1 of 1 Zone Change Map A.R. Lombardi Assoc. 4-1988 Traffic Impact Study Storch Associates 7-1988 This information was reviewed for compliance with the Town of South Windsor Subdivision and Zoning Regulations dated July 24, 1972, and standard engineering practice. We note the following: The Traffic Impact Study indicates that a RR zoned parcel would yield a maximum number of 75 lots and a AA30 zoned development would allow approximately 90 lots. Based upon the information submitted, the site developed under either zone designation will not produce significant adverse impacts to the adjacent roadways, land areas, and existing utilities.
