There has been a lot of controversy lately concerning South Windsor's losing its rural atmosphere, and reducing the size of building lots only aggravates this matter further. Consideration should also be given to the effect of additional housing to the increasing enrollment at Philip R. Smith School. Additional housing will increase enrollment at this school, which is already very crowded. For instance, on our street with 13 houses, we have 24 children of school age or younger. In 1992 our street alone, will contribute 17 children to Philip Smith school. I doubt our street is totally atypical in this town at the moment. Seven houses in this block may not seem like a big matter, but another blow will have been struck by developers with money and influence and against the people who make this town their home. PERCY ATTORNEY AT LAW 11 KENT LANE SOUTH WINDSOR,CONNECTICUT 06074 644-4572 Mrs. Louise Evans Chairperson, Planning & Zoning Committee South Windsor Town Hall 1540 Sullivan Avenue South Windsor, Connecticut 06074 May 19, 1987 Dear Mrs. Evans: As residents of Kent Lane in South Windsor we are concerned about the proposed zone change of the 21 acres between the eastern end of Kent Lane and Avery Street from 1 acre lots (Rural Residential) to 3/4 acre lots as proposed by Roncali of Cromwell. We were attracted to this area 2 years ago because of the rural nature of the surrounding property and would like to see this character maintained. We are also greatly concerned about the overall effect on Philip Smith School and the quality of education for our youngsters in overcrowded class- rooms. Our area of town has seen a great deal of growth in the short time we have lived here. Another of our concerns is the possibility of extending Kent Lane so that it will flow through to Evans Crossing. This will increase traffic on our streets and endanger our small children as they play and ride their bikes on the winding streets. A through street would be a convenience for us in this neighborhood. However, as residents we would prefer the inconvenience in order to maintain a safe and quiet street for our families. We firmly believe that one of the main attractions of South Windsor is the rural character of the town. We, therefore, express to you our desire to maintain this nature in all future development in our community. Very truly yours, JL'V Xe . James D. Percy 0'jfl c Elizabeth S. Percy May 19, 1987 Mrs. Louise Evans Chairperson Planning & Zoning Commission South Windsor Town Hall South Windsor, CT 06074 Dear Mrs. Evans: As a resident of South Windsor, I am opposed to the requested zone change of the 21 acres between the eastern end of Kent Lane and Avery Street. As requested by Roncali of Cromwell, the zoning would change from rural residential to 314 acre lots. In this instance we are reducing the open spaces and rural nature of South Windsor to accommodate the economic viability of a builder's proposed construction project. Further, I am opposed to the proposed introduction of a road connecting Evans Crossing with Kent Lane. Such a connection would immediately become a shortcut between Avery Street and Ellington Road. This shortcut would certainly be used by commuters who commute into Hartford from the towns north of South Windsor. Such increased automobile traffic would place our children at greater risk and increase the wear and tear on South Windsor's local neighborhood (non-state) roads. - Due to the above quality of life and child safety issues, I hope the Planning and Zoning Commission will deny the changes requested by Roncali of Cromwell. Thank you for your time and attention. 'ncerely, ohn F. Gilsenan May 19, 1987 Mrs. Louise Evans Chairperson, Planning & Zoning Committee South Windsor Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Mrs. Evans: Please be advised that as residents of South Windsor, we are strongly opposed to the zone change of the 21 acres between the eastern end of Kent Lane and Avery Street from Rural Residential , as proposed by Roncali of Cromwell. We realize that development of the Town will continue, and we are not opposed to it done carefully. However, to allow the character of an open-space country setting to be destroyed to benefit a few developers is not in the residents best interest. We believe the direction and emphasis on keeping the Town of South Windsor "Rural Residential" should be maintained. Ve truly you Mr. and Mrs. Lawrence C. Davis 62 Evans Crossing South Windsor, CT 06074 I P 1 K 3o i So May 29, 1987a Ms. Marcia Banach Department of Planning Town Hall 1540 Sullivan Avenue South Windsor, CT 06074 Dear Ms. Banach: We are writing in reference to an article which appeared in the Thursday, 5/21/87, issue of the Hartford Courant . In the article it was stated that you favored the creation of a throughway which would link: the upper eastern end of Kent Lane with a new development and exit onto Avery Street via Evans Crossing. The establishment of this throughway would eliminate the existing cul-de-sac at the eastern end of Kent Lane. As residents of Kent Lane, we are vehemently apposed to this proposed change. The article mentioned that your favoring the formation of this throughway was based on the contention that emergency vehicles would be afforded better access to the area. This argument has little -merit. First, Avery Street and the Kent Lane area lie at the northeastern section of town. The police station and the district firehouse bath lie west of this location. Certainly , fire apparatus leaving the district firehouse at the corner of Peezlebub Road and Ellington Road would seed: the most direct route to an emergency situation at the upper end of Kent lane. Presently, this route is to proceed along Peezlebub Road and enter the area through Norton Lane. This shortest route concept would not be changed by proceeding the greater distance to Avery Street and entering through Evans Crossing. The two relative distances will support this. The same argument holds true for police response. Again, because of the extreme northeastern location of this area, it is safe to say that the majority of police patrol time is spent to the west or southwest. Therefore, if proper police patrol procedures are being followed the probability is high that police response to an emergency in the upper Kent Lane area would probably be from the southwest or west. Ambulance response would again be from the west. Based on these paints, the neighborhood is already amply accessible through either Norton Lane via Beezlebub Road or through Fairview Drive via Ellington Road., As an ancilliary paint, it stands to reason that the developer of the land to the east of Kent Lane would be in favor of a cul-de-sac in the new development . The attractiveness of the tract would be enhanced. We realize that you are not in the business of pleasing developers, but certainly the future homeowners of the yet to be developed land, (as well as the present homeowners at Evans Crossing) , would share our concerns. This brings us to the main point of our opposition to the establishment of this throughway. Namely, the decrease in the safety of our children that its inception would produce. It is our opinion that this thoroughfare would become the main exit point for those living in the gent Lane - TumblebrooE: Drive area. This being due to the fact that access to I-86 and to shopping in Vernon would be made easier . This is not a large problem early in the morning when people exit to go to work. However , it becomes one of major import when these same people return home at night and during weekend periods. Quite frankly, during peak periods, Norton Lane is often times more akin to a speedway than a residential street . As sip; year residents, it is our feeling that the fact that there has not been a serious car vs. child accident is more a matter of luck; than it is a matte- of drivers adhering to the established speed limit . This will be beared out if one is to observe the traffic on Norton Lane during these peak:: periods. It is an accepted fact that the main offenders are neighborhood residents. To conclude, we and our neighbors do not want the establishment of another potential for serious harm to our children. This is what the creation of this thoroughfare would breed. It is our fervent hope that you will take these points into consideration when the time tames for action on this matter of our mutual concern. Very Truly yours, Mr. and Mrs. Peter R.
