Mr. Vito Covensky proposes to divide the 35.8 acre site into 41 single family house lots. The lots are to be served by a new subdivi- sion road constructed to Town standards. This new road will provide future access to three adjacent properties. The proposed Vicki Lane will enter Abby Road approximately 200 feet north of Old Farms Road. This entrance provides adequate sight distance for the speeds observed on Abby Road during traffic counting. The sight distance to the south on Abby Road is 600 feet, more than the distance required for the observed 40 mph traffic. The unhindered sight distance to the north is presently 380 feet. At that point a large bush at the edge of Abby Road's pavement (and within its ROW) in- terferes with further sight distance although the road itself remains relatively level and straight. If the bush were trimmed, then an addi- tional 100 feet of sight distance would become available which would be adequate. The American Association of State Highway Officials re- quires 275 feet for 40 mph (attached). Conn. D.O.T. attempts to pro- vide 475 feet of sight distance for entry onto State Highways posted for 40 mph. This is far more conservative than the National Standards. Manual traffic counting shows Abby Road to be lightly travelled even during peak periods. The following table shows peak hour and total day volumes in both directions. Also, when the predicted 10 trips per day from each house in the proposed subdivision are waded to the present traffic flow the road will continue operating at Level of Service A (free flow) Abby Road Traffic Volumes Trips AM Peak Hour (veh. per hour) 32 PM Peak Hour (veh. per hour) 69 ADT present (veh. per day) 300 ADT generated by Coven Mountain (veh. per day) 414 ADT result, (veh. per day) 714 AM Peak result (veh. per hour) 60 PM Peak result (veh. per hour) 98 Level of Service A Limit (veh. per hour) 400 Thus , in conclusion, the proposed development will provide for safe entry onto Abby Road and will not cause congestion for those travelling on Abby Road. As requested, S E A Consultants Inc. has reviewed the following for Paul C.Ross,P.E. the above referenced project: Sheet No. Title Prepared By Date -- Hydrology/Hydraulics Fuss & O'Neill 11-1988 Report This information was reviewed for compliance with the Town of South Windsor Subdivision and Zoning Regulations dated July 24, 1972 and standard engineering practice. We note the following: GENERAL COMMENTS 1. The storm sewer system design calculations for Vickie Lane and Valarie Drive do not correlate with the plans and profiles. Pipe lengths, sizes and slopes differ between the report and the plans submitted. Y 2. A gutter flow analysis and storm sewer system design calculations have not been submitted for the roadway connection at Maskel Road. Existing pipe capacities should be evaluated and should include proposed detention basin outflows. W 3. The hydraulic report contains design calculations for an emergency spillway for the detention basin. However, the plans do not indicate the presence of this spillway. In addition, cross section details including dimensions of the spillway configuration should be provided on the plans. Also, the spillway should contain a minimum freeboard of one foot during a 100-year storm frequency. 850 Silas Deane Highway Wethersfield,CT 06109-3412 (203)721-7993 485 Massachusetts Avenue Cambridge,MA 02139-4018 (617)497-7800 Citicorp Park West 100 Foden Road South Portland,ME 04106-2319 (207)775-2281 c SEA Consultants Inc. Mr. Michael J. Gantick, P.E. Engineers/Architects January 17, 1989 Page Two 4. The discharge summary of the hydraulic report indicates an approximate increase of 2 to 2.5 c.f.s. during the 2, 10, 25, 50, and 100 year storm frequencies. The Town requires a zero net increase between pre- and post-development for each of these frequencies. If you should have any questions, please call me. Sincerely yours, S E A Consultants Inc. ohn T. Banach, Director of Public Works FROM: Michael J. Gantick, Director of Public Works RE: Coven Mountain Engineering Rereview This Department has again reviewed the subject plans. Although most engineering concerns have been addressed, the following items still remain unresolved. 1 . Per November 28, 1988 and December 20, 1988 notes; separate road underdrain required. Not to include connections from house roof leaders and footing drains . House roof and footing drains will require separate connection to storm drainage. 2 . The SEA review of hydraulic data indicates an increased discharge to the Maskel Road system for a 2 year storm. Although Fuss & O'Neill reports a net decrease storm discharge for the site as a whole, the capacity of the existing system in Maskel Road should be evaluated for the 2 year storm. For the Abbe Road drainage increased run-off is shown for all flows . Again although for the storms above a 2 year storm the net site flows are reduced, the system in Abbe Road will see increases for all storms. The downstream storm sewer capacities need to be checked to determine if adequate capacity exists. Modifications in the outlet control structure may be required to mitigate downstream impacts . 3 . Plans for widening Abbe Road have not shown gutter line grades and associated shoulder grading along with typical detail of same. A conservation easement is required on Lot #10; its location is subject to approval by the Planning and Zoning Commission. 23 . Not less than a $5,000 bond for each lot is required prior to issuance of building permits to insure that lot to lot drainage performs to the satisfaction of the Town of South Windsor Engineering Department. 24 . Evergreens are required to be planted along the property edge of open space abutting N/F Gregory. Black and white transparent mylars of Sheets #2 through 5 with the above modifications, together with three blueprint copies of the entire set of plans, must be submitted to this Commission within 30 days to be stamped and signed. Grace Dear Mr. Grace: RE: Coven Mountain RE File: South Windsor #18 This is a follow-up to your correspondence of March 29, 1989 (copy attached), and my letter of April 18, 1989 (copy attached). Your client, Mr. Covensky, telephoned me on Friday, April 21st and indicated to me that your correspondence of March 29th concerning revision of his plans by Fuss and O'Neill, following review by the Planning Staff of the Town of South Windsor is in error. Mr. Covensky indicated that the revised plans we received on March 16, 1989 are his final plans. We will therefore conduct our review process based on those plans. I have further noted that your correspondence of March 29, 1989 conveys your hope that the process for the proposed purchase of Company land can be completed as soon as possible, so that the development will not be unduly delayed. You may be assured that we too would like to see this proposed sale approved and completed as soon as possible. However, I am sure you can appreciate our need to evaluate the effect the changes made to your clients original proposal (to which we were not a participant) have on our remaining Fee land, as well as our need to base our review on plans which accurately reflect the proposed transaction. I shall contact you following completion of our evaluation. 4 Sincerely, Charles J. Sheehan, J . --Real Estate Agent CJS/r f Attachments (2) cc: W. C. Addressing the items in your letter specifically: 1. Driveway apron note added to sidewalk detail sheet. 2. Footing Drains no longer connected to underdrain system. 3. Abbe Road widening varies from zero to 3 feet. A detail has been added to sheet 12. Gutter elevations are attached for the wider portions North of Vickie Drive. Where widening is minimal, the contractor would extend the 3/8 in. per foot crown to the new gutterline. With the road grade near U this will not result in any ponding. I have also included additional copies of the Abbe Road Storm Drainage System calc sheets. If you have any additional questions, please call me at 646-2469. Therefore, we would hope there would be no cost for review. It would seem that the Applicant would be required to submit a subdivision fee of $50.00. We will await your decision.
