I. INTRODUCTION AND SCOPE
The following is a traffic impact evaluation report which was under-
taken in connection with the proposed company building expansion of Dynamic
Controls Corporation located off Nutmeg Road South in South Windsor,
Connecticut. Drawing No. 1 shows the area location a-nd Drawing No. 2 shows
the site location.
The scope of the study effort included:
1. Site traffic observations.
2. Review of proposed new developments and roadway improvement
projects in the vicinity.
3. Manual peak hour turning movement counts taken at the
intersections of John Fitch Boulevard (Route 5)/Pleasant
Valley Road, Pleasant Valley Road/Ellington Road (Route 30) ,
Pleasant Valley Road/Nutmeg Road South and John Fitch
Boulevard (Route 5)/South Satellite Road and automatic
-- recorder counts along Nutmeg Road South in the vicinity of
the site.
4. Assessment of existing traffic operations at the inter-
sections of John Fitch Boulevard (Route 5)/Pleasant Valley
Road, Pleasant Valley Road/Ellington Road (Route 30),
Pleasant Valley Road/Nutmeg Road South and John Fitch
Boulevard (Route 5)/South Satellite Road.
5. Estimation of future traffic generation.
6. Performance of capacity analysis.
7. Traffic safety review (accident history) .
The following sections of this report present the findings of this
work.

II. TERMS DEFINED
In order to clarify the meaning of certain specialized traffic
engineering terms which may be used in this report, the following
definitions are offered:
Trip is a one-way movement to or from a site. One car entering and
leaving a site constitutes two trips.
Traffic Generation is the actual number of vehicle movements which may
reasonably be expected to be attracted by a specific development. Usually,
traffic generation is expressed as a number of trips.
Average Daily Traffic (ADT) is the total traffic generation of a
development on a typical working weekday.
Peak Hour Generation is the maximum traffic generation which may be
anticipated during the highest volume hour for the particular development.
This analysis parameter may vary as to the time of day, depending on the
type of facility proposed. Housing of all sorts normally generates peak
volume rates which coincide with the peak volume rates of the surrounding
roadway network.
Trip Distribution is the process of determining the proportions of the
— generated trips that can be expected to originate at any location.
Traffic Assignment is the process of assigning the trips which have
been distributed from the various points of origin to the roadway system
which would provide the most direct route between the points of origin and
destination.
Capacitor and Level of Service (LOS) are terms utilized to describe the
ability of a roadway to handle its traffic assignment.

LEVEL OF SERVICE RATINGS
Rating Description Traffic
A Free Flow Drivers feel no restriction
B Stable Flow Drivers feel some restriction
C Stable Flow Drivers somewhat restricted but not
objectively so.
D Approaching Increasing restriction and
Unstable Flow congestion
E Capacity Substantial restrictions and delays
F Forced Flow Jammed conditions, extreme delays
Intersection delay criteria have been established by the 1985 Highway
Capacity Manual , Special Report 209 in order to measure Level of Service at
signalized and unsignalized intersections. The following table outlines
the criteria for each condition:
LEVEL OF SERVICE CRITERIA - INTERSECTIONS
Signalized Unsignalized

Controls is situated in the southwest area of the Town of South Windsor,
east of State Route 5 and northwest of State Route 30. This is depicted in
Drawing No. 1, Area Location Map.
The site is located on the east side of Nutmeg Road South, immediately
north of Pleasant Valley Road as shown in Drawing No. 2, Site Location Map.
The present building has a G.S.F. of 65,000 S.F. with parking facility for
— approximately 260 vehicles.
Nutmeg Road South is a bidirectional industrial subdivision street, 30
feet in width extending north from Pleasant Valley Road connecting to South
Satellite Road and Governors Highway.
Pleasant Valley Road is a bidirectional collector road that extends
from Main Street, west of John Fitch Boulevard (State Route 5) to points
east in the Town of Manchester. This roadway accommodates local
residential access to the east of Nutmeg Road South and local industrial
access from Nutmeg Road South to John Fitch Boulevard.
John Fitch Boulevard (State Route 5) is a 4 lane divided highway that
extends into the Town of East Windsor to the north and East Hartford to the
south. John Fitch Boulevard connects to I-291 and the Bissell Bridge
approximately 1.0 mile south of its intersection with Pleasant Valley Road.
The posted speed limit is 50 mph. State of Connecticut Department of
Transportation (Conn. DOT) records indicate a 1987 ADT of 24,700 vehicles
north of Pleasant Valley Road.

Ellington Road (Route 30) is a two lane highway that connects to Route
5 to the southwest and extends north and east through the Town of South
Windsor before connecting to I-84 in the Town of Manchester. State of
Connecticut Department of Transportation (Conn DOT) records indicate a 1987
ADT of 11,700 vehicles immediately north of Pleasant Valley Road.
The existing road layout and traffic control in the vicinity of the
site is illustrated on Drawing No. 3 - Existing Conditions.
To accurately assess the level of traffic at a specific location the
traffic flows must be measured. Following a review of the actual traffic
flows during peak periods, it was determined that the intersections of
Route 5/Pleasant Valley Road, Pleasant Valley Road/Nutmeg Road South,
Pleasant Valley Road/Route 30 and Route 5/South Satellite Road represent
locations likely to be impacted by the proposed development. A detailed
counting program was thus conducted in the area in order to determine
present capacity levels.
Automatic counts were conducted along Nutmeg Road South immediately
north and south of the existing site driveways from Tuesday to Thursday,
June 14-16, 1988.
Turning movement counts were conducted from 7:00 AM to 9:00 AM and
4:00 to 6:00 PM on June 14 - 16, 1988 at the intersections of Route
5/Pleasant Valley Road, Pleasant Valley Road/Nutmeg Road South, Pleasant
Valley Road/Route 30 and Route 5/South Satellite Road.
These manual counts confirmed the results of the automatic counts and
were utilized to represent design hour conditions at each study inter-
section. The counts clearly showed a significant difference between AM and
PM peak hour characteristics for traffic entering or exiting Nutmeg Road
-5-
STORCH ASSOCIATES
South at Pleasant Valley Road. This can be generally attributed to exist-
ing industrial subdivision traffic destined to work along Nutmeg Road South
from Routes 5 and 30 in the morning and the return trip in the late
afternoon.
The resultant 1988 AM and PM peak hour conditions are illustrated on
Figures 1 and 2 respectively.
Available accident histories in the vicinity of the site were obtained
and reviewed for abnormal incidence of accidents.
Our review of the accident history from 1985 to 1987 for the area of
the site did not reveal a definable trend which might indicate a geometric
deficiency at the study intersections. The records indicate that the
majority of the accidents along Pleasant Valley Road involved single
vehicles colliding with roadside obstacles or vehicles backing onto the
-- roadway from residential driveways. A summary of the accident histories
are included in the Appendix of this report.
— Field review of the existing and proposed driveway locations along
Nutmeg Road South indicate clear sight distance to the north and to the
south for vehicles entering or exiting the site.

IV. ANALYSIS
The prediction of traffic impact involves a process of estimating how
much traffic will be created by a new development and assigning this "new"
traffic to the existing road network. Analyses can then be performed to
assess future traffic conditions and to detect areas which might have less
than ideal traffic conditions. The traffic engineer can then propose
changes which mitigate these problem areas.
The first step in the process is the estimation of the number of "new"
vehicle trips which might be expected to be generated by the proposed
development. The project is planned to accommodate a total building area
— of approximately 126,000 G.S.F. and expanded parking facility to accomodate
a total of 446 vehicles as shown on the proposed site plan prepared by
Lucek Engineering Associates. To estimate the number of vehicle trips
which would be created by this construction, Storch Associates utilized the
1987 Trip Generation Manual of the Institute of Transportation Engineers
(ITE) to predict this number. The results of this calculation are depicted
in Table I Trip Generation.

Vehicle trip assignment to the surrounding road network was
— undertaken based on employee residence data provided by the personnel
division of Dynamic Control Corp. The resultant distribution is
illustrated on Figure 3. This distribution was compared to the CRCOG
Journey to Work Trip studies for the Town of South Windsor and found to be
similar. The subsequent volume analyses are included in the following
Figures 4 to 9 which provide data in preparation for performance of
capacity calculations. The figures depict the following analysis
components:
° Future year projection of current traffic:
AM Peak Hour - Figure 4; PM Peak Hour - Figure 5
° Site generated traffic:
AM Peak Hour - Figure 6; PM Peak Hour - Figure 7
° Final combined projected traffic :
AM Peak Hour - Figure 8; PM Peak Hour - Figure 9
It should be noted that the allowance for normal increase in traffic
was estimated at 2% yearly and traffic conditions were projected to the
year 1990. In addition the future year projection of current traffic
includes estimated traffic generated by the 30,500 GSF industrial building
presently under construction at the northeast corner of Pleasant Valley
Road and Nutmeg Road South.
The proposed Dynamic Controls building expansion is anticipated to add
117 daily trips to traffic along the section of Pleasant Valley Road from
Nutmeg Road South to Route 5 and 126 daily trips from Nutmeg Road South to
Route 30. It is estimated that 90 daily trips will be added to traffic
along the section of South Satellite Road from Nutmeg Road South to
Route 5.

V. SUMMARY AND CONCLUSION
-- Storch Associates has conducted a detailed analysis of the proposed
Dynamic Controls Corp. building expansion off Nutmeg Road South in South
Windsor, Connecticut. Our work has included estimation of probable traffic
generation by the project, performance of capacity analyses and review of
the safety and operational aspects of the proposed subdivision driveway
_ intersections. In general , we have determined that the construction of the
proposed development can be accommodated by the existing street network.
The findings of our analysis have specifically indicated that the
construction of the proposed site expansion will not result in traffic
flows that will significantly alter the available Level of Service on the
surrounding roadway network.

Mr. John M. Moran, Jr. , Chairman
South Windsor Inland Wetlands Agency/Conservation Commission

RE: Application Review - Dynamic Controls Corporation
Dear Mr. Moran:
This proposal is for an expansion of the existing building and
parking lot on Nutmeg Road South. The building is in the
existing paved area and wetland soils are not involved. The new
parking and detention area shall impact about 1 1/2 acres of
wetlands . The source of the wetlands limits has not been
designated, it appears to come from the Town Mapping.
A permit under Section 5. 2 of the regulations to permit the
construction in the wetlands, including excavation for the
detention pond, the associated drainage and proposed parking,
shall be required.
If a permit were granted for this activity, there are some items
that should be clarified. I am presuming that it is intended
that the detention pond is to be a dry one. Verification of the
elevations down stream to assure proper flow should be part of
the final plans . Documentation assuring a continued right to
drain across lands of others by Dynamic Controls and the Town
should be submitted prior to any work on the site. Considering
the amount of impervious coverage and the nature of the soils in
the detention area, I would suggest a paved pilot trench or
gutter arrangement to take the flows through the pond. Also,
assuming an approval soon, the timing of the excavationn of the
pond should be such to permit vegetative cover to be established
per the guidelines .
The building construction and the parking lot construction are
two separate phases . They can operate independently. The
applicant should justify two anti-tracking pads . I see no reason
to contaminate the existing parking area. There appears to be
construction within feet of the neighbors . Construction limits
should be established to avoid any accidental encroachment.
Mr. John M. Moran, Jr
RE: Dymanic Controls Review
1. Submit documentation providing continued rights to drain
from Nutmeg Road South.
2. Verify the elevations sufficiently down stream from the
detention pond to assure proper drainage.
3. Modify the detention pond bottom; i.e. , the watercourse to
avoid erosion within the pond. Riprap the inlet and outlet
areas .
4 . Modify the plans to include the dam or berm specifications .
5. Adjust the schedule to provide vegetative coverage of the
exposed areas promptly.
6 . Locate construction limits to not adversely affect the
abutters .
Very truly yours,
Lv

Subject: Planning and Zoning Request For Extension of Time Limit
for DCC Site Plan Filed 6/28/88
Reference: Telecon, Planning and Zoning Office to J.A. Shaffer on
7/1/88
Dear Ray,
Dynamic Controls Corporation (DCC) was requested via the
reference telecon to grant the P&ZC a 65 day extension beyond the
normal 65 days permitted for action by the Zoning Regulations on our
site plan application submitted on 6/28/88. I understand the
problems facing P&ZC because of your already busy schedule for the
month of July and the fact that the Commission does not meet during
the month of August. DCC is somewhat reluctant to agree at this
point in time to a full 65 day extension however.
Our company has been involved in a United States Air Force
sponsored program to modernize our existing facilities. We are under
contract to the Air Force thru General Dynamics Corporation in Fort
Worth, Texas to accomplish this modernization. Included under this
contract is a project to rearrange our manufacturing facilities
including consolidation of existing offsite facilities on Edwin Road
and Nutmeg Road North. Unfortunately we cannot complete this project
and close out our Air Force contract which is currently delinquent
until we obtain site plan approval.
Most of the delay in our program was caused by delay in
acquiring additional land for expansion. We have purchased two acres
of land from M.G. Realty immediately to the north of our existing
property. The acquisition of this property was delayed while M.G.
Realty obtained subdivision approval and negotiations were completed.

SOUTH WINDSOR, CONNECTICUT 06074
OVNAMIC CONTROLS CORPORATION 203 528-9971 TWX• 710 425-1994
DCC is being pressured to complete our Air Force Contract. In
addition we are bursting at the seams in our present 8 Nutmeg Road
facility and need additional space to handle our present and
projected business. This situation would exist whether we had the
Air Force contract or not.
We would solicit whatever support the P&ZC can provide in
obtaining early action on our site plan application. We will work
with the Commission in any way necessary to assure action on our
application. We would request that P&ZC consider a DCC offer for a
30 day extension at the present time. If circumstances make it
impossible to meet the original or extended dates we will certainly
work with you and the Commission to accommodate your needs. We would
just like to make you aware of the pressure DCC is under to obtain
site plan approval.

Dynamic Controls Building Expansion
Nutmeg Road South
South Windsor, Connecticut
Dear Mr. Stoeckert:
Enclosed please find four (4) sets of plans for the company building
expansion of Dynamic Controls located-,on the east side of Nutmeg Road
South, immediately north of Pleasant Valley Road. The existing building
has a G.S. F. of 65,000 S. F. with parking facility for approximately 260
vehicles. The project is planned to accommodate a total building area of
approximately 126,000 G.S. F. and expanded parking facility to accommodate a
total of 446 vehicles as shown on the proposed site plan prepared by Lucek
Engineering Associates. It should be noted that this proposed building
expansion is a consolidation *of company operations that presently utilize 3
other buildings in the area.
Signalized intersections in the vicinity of the site are the
following: -
° John Fitch Boulevard (Route 5)/Pleasant Valley Road
° John Fitch Boulevard (Route 5)/South Satellite Road
° Pleasant Valley Road/Ellington Road (Route 30)
We are also enclosing plans indicating a distribution of site
generated traffic to the area roadways for both AM and PM peak hour
traffic. These volumes are based on the Institute of Transportation
Engineers (ITE) rates and have been assigned in accordance with employee
residence data provided by the personnel division of Dynamic Control
Corporation. This distribution was compared to the CRCOG Journey to Work
Trip Studies for the Town of South Windsor and found to be similar.
MASSACHUSETTS NEW JERSEY NEW HAMPSHIRE RHODE ISLAND NEW YORK •

Page 2 ASSOCIATES
As a result of our analysis, it is estimated that 650 of the site
generated traffic would use John Fitch Boulevard (Route 5); 27% to the
north via South Satellite Road and 38% to the south via Pleasant Valley
Road and 33% would use Pleasant Valley Road east to Ellington Road
(Route 30) .
We request that this material be reviewed and that we be advised if
formal certification under Section 14-311 of the Connecticut General
Statutes will be required.

PLANNING AND ZONING COMMISSION 2 JULY 26, 1988
2. Appl. #88-62P Dynamic Controls Site Plan east side Nutmeg
Road South, I Zone (action 10 03) .
Mr. Castro disqualified himself from participation in this matter.
Al Shaffer represented the applicant. He reviewed the company's
history and expansion projects in the Town, commenting that this
62,000 sq. ft. addition was part of a much needed expansion program.
Town Planner Marcia Banach read her report:
1 . The proposed 2-story addition of 61,420 sq. ft. has a
30,710 sq. ft. footprint added onto a 65,000 sq. ft.
existing building. Building height is 25'-6" . Impervious
coverage 74%; 75% allowed. The site is completely
surrounded by I-Zoned and I-used property. To the east is
the Fishman property for which a site. plan has been
approved; - to the north is a recently-approved I lot in
Nutmeg Commercial Center; to the west is the newly-
reconstructed Fishman site; and to the south across
Pleasant Valley is Jeffrey Drive with its industrial
buildings .
2. Just under 450 parking spaces have been provided; these are
required by Dynamic Controls for its employees . ZBA has
granted a variance to the size of parking spaces, reducing
them from the required 10 x 20 to 9 x 18. There are
currently 5 curb cuts onto Nutmeg Road; this proposal
includes a reduction in the number of curb cuts to 4 total
on Nutmeg Road. There is an existing truck bay on P1 asant
Valley Road which will remain; however, the bulk of the
loading will be transferred to a new loading dock at the
northeast corner of the building. The majority of the
pavement in front of the building on Pleasant Valley Road
will be removed and replaced with landscaping.
3 . Public water and sewer are available. The Superintendent
of Pollution Control has noted that if the addition will
involve discharge of industrial process water or total flow
greater than 5000 gal. per day, a DEP discharge permit is
required. The Fire Marshal requests sprinklering.
4 . An STC permit may be required for this site. A request for
determination has been submitted to STC.
5 . There are regulated wetlands on the site. IWA/CC approval
has been obtained with the following conditions:
1 . Three (3) blueprint copies of the approved map with
all modifications be submitted to the IWA/CC within
65 days for review prior to any construction
activity on the site.
2 . Construction activities shall be subject to the
approval of the Town Engineer.
PLANNING AND ZONING COMMISSION 3 JULY 26, 1988
3. The application shall indemnify and hold harmless
the Town of South Windsor against any liability
which might result from the proposed operation or
use.
4 . We recommend a bond in the amount of $8000 . to be
submitted to Planning and Zoning Commission to
ensure compliance with the Erosion and
Sedimentation Control Measures.
5 . The permit is valid for one year and shall expire
on July 11, 1989 .
6 . All approvals required must be obtained and
submitted prior to any activity on the site.
7 . Submit documentation providing continued rights to
drain from Nutmeg Road South.
8. Verify the elevations sufficiently down stream from
the detention pond to assure proper drainage.
9 . Modify the detention pond bottom; i .e. , the
watercourse to avoid erosion within the pond.
Riprap the inlet and outlet areas .
10. Modify the plans to include the dam or berm
specifications.
11 . Adjust the schedule to provide vegetative coverage
of the exposed areas promptly.
12. Locate construction limits to not adversely affect
the abutters.
13 . Grease trap should be located in the catch basin.
6 . Landscaping is a bit difficult, given the large amount of
parking which Dynamic Controls requires . There will be new
landscaping along Pleasant Valley Road where there is
existing pavement. Unfortunately, the Public Works
Director has indicated that the proposed plantings in the
Town right-of-way along Nutmeg Road will have to be
relocated within Dynamic Controls' property lines . It
would also be nice to see some more variety in the shrubs
-- the bulk are juniper of various types .
7 . Dynamic Controls is the Town's third largest employer.
This project will generate new employment in addition to
the consolidation. The applicant's ability to annex land
and reduce impervious coverage, given that the abuttors are
industrial developers themselves, appears to be severely
PLANNING AND ZONING COMMISSION 4 JULY 26, 1988
limited. Dynamic Controls is a valuable asset to South
Windsor, and the Town would like to retain the company's
business . It is recommended that positive action be taken
on this application.
B . Comments from the SWPD are:
a. Dynamic Controls is requested to transfer lighting from
rear of existing building to rear of new structure and to
add lights to the west side of the new building.
b. Provide parking lot lighting if second and/or third
shift exists.
c. Eliminate the Junipers along the roadway on the west
side of the building and replace them with shorter
shrubbery for a better view of the building by police on
patrol.
If approved, the Planning Department would like the following
modifications:
- Note on the site plan that dumpster is to be on concrete
pad and screened.
Ms . Banach reviewed the Engineering Department notes:
1 . Right to drain from Nutmeg Road through the property at the
existing 24" pipe is requested from the applicant.
2. Pipe must be sized to accommodate flows from Nutmeg Road.
3 . All drainage will be subject to the approval of the Town
Engineer.
4. Minimum lot area for an industrial zoned parcel is 20,000
sq. ft. , not 40,000 sq. ft. as indicated in the zoning data
block of the Title Sheet.
5 . The plot plan indicates a total of three handicap parking
spaces . However, based upon the parking requirements of 1
handicap parking space per 25 spaces provided, a total of
15 spaces should be provided.
6 . A detailed cross-section of the proposed concrete retaining
wall should be included in the plans.
7 . The top-of-frame elevation of the outlet structure detail
on sheet 6 does not correlate with the elevation shown on
the topographic map.
PLANNING AND ZONING COMMISSION 5 JULY 26, 1988
8. Storm sewer system design calculations indicate a minimum
Tc of 5 minutes. However, the engineer is using inlet
times less than 5 minutes in his calculations . The
rainfall intensities should be revised to reflect the
minimum Tc.
9 . Storm sewer design calculations for drainage line segment
#13 - #14 have not been provided.
10. Peak discharge rates for pre- and post-development
conditions should be recalculated based upon the following
observation. It appears that the engineer has used the
runoff depth (Q) in place of the rainfall depth (P) in
determining Ia/p. Therefore, the unit peak discharges (q)
are incorrect and the detention basin calculations should
be revised based upon the corrected rates .
Commission members discussed the application, with concerns
expressed regarding drainage, additional plantings, tree
preservation, appearance of the building's exterior, and parking.

ION ac
Dear Mr:Y;Stoeckert:
µ Enclosed are four. (4) sets of the additional information requested by Mr.
Patrick Bush from the Division of Traffic in our telephone conversation on
August 199 1988. Mr. Bush requested the number of -employees by shift for the
existing and proposed Dynamic Controls facility on Nutmeg Road in South
Windsor. In addition, trip generation data based on the number of employees
was requested. The employee, data is presented in Table 1.
Table 1
Emp oyee Data
Shift Existin Proposed
7:30 am to 4:00 pm- 77 155
8:00 am to 5:00 pm 268 290
3:30 pm to Midnight 23 29
11:30 pm to 8:00 am 5 6
In determining the peak hour generation rates, the data from the first
two- shifts was used. The trip generation volumes based on the 1987 I.T.E.
Trip Generation book is shown in the attached summary sheets. These
calculations indicate an increase in daily traffic of 302 trips. The a.m.
peak increase was 45 trips with 37 entering and 8 exiting trips. The p.m.
peak hour increase was 43 trips with 10 entering and 33 exiting.

Mr. William Stoeckert -
August 24, 1988
Page Two
Based on 100 new employees, we concluded that the 'I.T.E. average rates
were low for the a.m. entering and p.m. exiting volumes. We expect a ,vehicle
occupancy rate of 1.25 persons per vehicle. This results -in a trip generation
rate of 0.8 trips per employee. Thus, we would expect 80 entering trips
during the morning peak and 80 exiting trips during the afternoon peak. The
exiting a.m. peak rates and the entering p.m. peak rates were determined to be
reasonable. Therefore, the following peak hour volumes can be expected based
on employee data:
A.M. -Peak: P.M. Peak:
Enter: 80 Enter: "'JO j
Exit: 8 Exit: 80
Total 88 :>: ' Total: ""90 .. .
.We are also enclosing .four (4) -copies of..,the South Windsor Planning &
Zoning Commission site plan -approval .- --The approval -required minor
modifications of the site plan to include angle.parking -in front and a walkway
which passes through three rows of parking. ; This results in a loss of about
10 parking spaces. Four (4) copies of the revised site plan are enclosed.
If you need any additional information.to-complete your.determination of ° a: . a

A discrepancy exists between the amount of additional site --
traffic due to the 61 ,000 square foot expansion and the amount of ad-
ditional parking proposed. The submitted trip generation is cons istent--- 15(0
with I.T.E. values for light industrial use; however, the addition of` 168 , '
parking spaces for the addition of 68 vehicle trips in the am peak an872
in the pm peak is inconsistent. To clarify this matter, the following
data should be submitted:
1 . Existing number of employees at the facility.
2. Proposed number of employees at the facility.
3. Working Hours of the facility (Number of shifts and the hours of each) .
4. Trip generation based on the Number of Employees.

Attachment: Letter Emil W. Lucek of Lucek Engineering

1989
Dear Mr. Moran:
As noted in the attached letter, DCC has completed work
in the wetlands area covered by the reference 1) application
as approved by the reference 2) letter. The one item
remaining to be completed is the stabilization of the bottom
of the detention pond with grass . We have been unable to do
this because of standing water in the detention basin caused
by sedimentation downstream in the small stream which drains
the pond. It is our understanding that Nutmeg Commercial
Center is to dredge this stream as a condition of the recent
approval for development of this area.
Dynamic Controls will stabilize the floor of the
detention pond as soon as the water level is lowered by
dredging downstream, but we obviously have no control over
when this will be accomplished. In the meantime we would
respectfully request that our bond for completion of work in
the wetlands area in the amount of $8 ,000 be returned .
Thank you for the cooperation which has been displayed
by your agency and all other concerned Town of South Windsor
departments in our company's expansion project .
D Sincerely yours ,

CHANGE : (Describe location and nature of change . Include

1) Qhange loading dock from a one door bay to a
two door bay.
2) Add an 8' x 61 ' 6" one story addition on the
East side of the new building for storage of
chemicals such as solvent as well as paints .
3) Add six personnel access doors to the new
building.
4) Add three additional parking spaces at the NW
corner of the' parking lot next to Nutmeg Road.
5) Change the grade between the new and existing
buildings and Nutmeg Road from elevation 68 to
elevation 70 and adjust the elevation of the
catch basin in the same area.
6) Add the locations for the sanitary sewer,
water and gas connections from or Nutmeg Road
to the new addition.
7) Widen the planter area in front of the new
addition and part of the existing building on
the West side facing Nutmeg Road to 5 ' .
8) Add two crushed stone access ways from
Pleasant Valley Road to the two Northeast
Utility transformers located on the South side
of the building.
9) Remove the Northeast Utility transformer
currently shown on the West side of the
existing building and add a new transformer
located on the West side of the new building.
(SEE ATTACHED MARKED UP SITE PLAN DRAWING)
REASON FOR CHANGE: (Why is change required)
1) One bay with a 14' x 14' door will be used
primarily for truck/trailer units which are
not used as frequently for pick up/delivery at
DCC. Units will back 6 ' into the building to
a dock lift. The second bay with a 10' x 10'
door will be the primary pick up/delivery bay
and will enable a UPS type delivery van to
back into the building far enough to close the
door. It was not felt the one loading dock
would allow us to handle the two sizes of
vehicle in an efficient manner. One parking
space will be lost .
2) The addition for chemical storage would
replace a similar smaller structure currently
located on the East side of our existing
building. The existing structure is too small
and will be inconveniently located for access
from within the plant and by trucks from
outside the plant. A portion of the existing
structure will also be taken to provide
outside access to a new interior stairwell .
The new location will also be much more
accessible to emergency vehicles if ever
required. Four parking spaces will be lost .
3) The six added personnel access doors are being
added as a result of completion of the
internal building layout. One door will
provide access to the loading dock area for
use by truck drivers . One 6 ' double door on
the SE side of the building will provide
access for moving large equipment into our
printed circuit board assembly area. The
remaining four doors are emergency exit doors
which will not normally be used.
4) Added parking spaces will partly compensate
for those lost as a result of the change to
the loading dock and the addition of the
chemical storage addition.
5) The area between the new and existing
buildings and Nutmeg Road is currently lower
than Nutmeg Road and the parking area North of
the new building and South of the existing
lobby entrance. This problem is accentuated
by the regrading of Nutmeg Road being done as
a result of the current reconstruction of
Nutmeg Road. The change will also conceal the
foundation wall of the new addition and part
of the existing building and will greatly
enhance the aesthetics of the building.
6) Information added to show utility connections
as made .
7) The planter area as currently shown in front
of the new addition and part of the existing
building narrows from 5 ' at the South end to
approximately 3' 9" at the North end . A
uniform 5 ' planter area will permit a much
more attractive landscaping of the front of
the building. The 3' 9" planter area is not
wide enough to permit setting plantings back
far enough to prevent damage from vehicles
parking in front of the building.
8) Northeast Utility has informed us that we must
provide an access way to each transformer to
permit their trucks to gain access to the
transformers for servicing or replacement .
These access ways will be contructed of
crushed stone and will be used only for access
to the transformers . They can be blocked off
at Nutmeg Road with chains of removeable
fencing to preclude their use for vehicle
parking. A change will be required to the
landscape plan to accommodate the access ways .
They will not be paved so that we can utilize
the area as pervious surface and blend it into
the landscaping.
9) Discussions with Northeast Utility have led to
their recommendation to replace the existing
transformer with a new larger unit which will
supply both the new addition and the existing
buildings fed from the existing transformer.

Re: Application #88-62P9 Dynamic Controls Conservation Bond
At the September 18, 1989 meeting of the Inland Wetlands Agency/Conservation

tabled. The Engineering Department, Town of South Windsor, has indicated
a concern with the stability of the detention basin and the level of water
maintained in the basin.
At such time that the issue is resolved, you should re-request your
release of the bond.

Planning Director
SUBJECT: Detention Basin for Dynamic Controls Corporation
Expansion Project Application #88-62P
Dear Ms. Banach:
It is our understanding that a Certificate of Occupancy for Dynamic
Controls' new 62,000 square foot addition on Nutmeg Road is
currently held up pending resolution of the situation where our
detention basin is acting as a retention basin. This has been an
ongoing problem.
The elevation of our detention pond was dictated by the elevation
of the Nutmeg Road storm sewer system and the discharge. pipe
leading from Nutmeg Road to the stream draining East to the Podunk
River just North of Veterans Park. It would appear that over the
years this stream has silted in from the sand and other solid
material discharging from the storm sewer system. We did remove
all of the fallen trees from the stream in 1989 downstream of our
detention pond, which lowered the pond level perhaps six inches.
Any further lowering of the level of water in the detention pond
must await dredging of the stream to the East of our pond. This
stream is not on DCC property and we have no control over it.
February 7, 1991
Town of South Windsor
Page 2
DCC respectfully requests that our detention pond be permitted to
act as a retention pond, until such time as the stream draining the
pond is dredged to an elevation which will permit our pond to
drain. At that time, we would be in compliance with the original
site plan drawings.
Sincerely,
DYNAMIC CONTROLS CORPORATION

RE: Dynamic Controls - Detention Basin
We have reviewed Mr. J. A. Shaffer's letter of February 7, 1991
concerning the existing detention basin at Dynamic Controls.
As he indicated in its present state, the detention pond acts as a
retention pond. The bottom elevation of the pond is below the
groundwater table, therefore the pond will hold water throughout the
year. When it rains the water elevation of the detention pond and
the ditch rises simultaneously, acting as one large retention area.
The approved plan indicates this pond would be a detention pond. The
only way for this to be accomplished is by dredging the ditch so that
the pond can be drained. However, as Mr. Shaffer indicated, this
ditch is not on Dynamic Control property. In addition, we feel this
may adversely effect the site as it is presently stable with
vegetation. Losing the retention in the ditch may also cause erosion
and flooding downstream. The Engineering Department concurs with Mr.
ShafferIs request that the pond remain -as is and recommends that the
Planning and Zoning Commission approve this modification to the
approved plan.
