Associates 681 John Fitch Boulevard South Windsor, CT 06074 Dear .Mr. Cyr: On Decemebr 19 , 1988 the Inland Wetlands/Conservation Commission discussed Application #88-103P (Property of Sullivan Ave. Associates ) and it was determined by the Commission that a soil scientist would have to determine whether or not there are wetlands on the site . Since the Inland/Wetlands and Watersourses Map of the Town of South Windsor delineates wetlands to the front and rear of the parcel , it is the applicants responsibility to prove the designation inapplicable (Section 3 . 3c, Wetlands Regulations ) . If you have any questions regarding this, please contact me at the Planning Department, Town of South Windsor, at 644-2511 . Very Truly Yours , John E. Banach, Director of Planning FROM: Michael J. Gantick, Director of Public Works RE: Engineering Review - Sullivan Avenue Associates Attached is the SEA engineering review comments . The plans as submitted are unacceptable. The following comments are offered to provide the applicant with guidance in preparing the plans for submission to the Town: 1 . Sufficient topo/spot grades should be provided along the parking lot, driveway and drainage system areas . 2 . The soil conditions for the site are poor i.e. , high groundwater and unsuitable for road fill . The plans do not address this concern. 3 . Standard construction details are missing. 4 . The pond is labelled as a "detention pond" , although no outlet is proposed. It appears to be a retention pond. Again soils would suggest a high groundwater, therefore, the basin would have standing water. No engineering justification/design has been provided to substantiate how the proposed pond will function. Materials of construction/detail have not been provided. 5 . The swale system has not been detailed sufficiently to determine if it will function. Appears questionable as to constructability relative to grades of adjacent property, driveway and again soil conditions . Runoff from parking areas and roof leaders has not been provided per Item #1 to evaluate property. Maintenance would appear to also be a problem. 6 . The proposed landscaping appears unrealistic. Concern for sightline and maintenance of drainage should be considered regarding proposed landscaping. 7 . Improvements along Sullivan Avenue would appear to be in order and should be coordinated with Town Staff and the DOT. 8 . Construction limits should be shown. Construction as proposed would encroach onto adjoining properties . 9 . Live seal and signature needed for certification of plans . Should you have any questions regarding this matter please contact me. MJG/jsv cc: Project File 641 SULLIVAN AVENUE ASSOCIATES - PLANNING DEPT REVIEW COMMENTS 1. Show parking formula 2 . The application does not involve any on-premises food consumption. Bruce will be utiliz- ing one of the buildings as a food preparation facility. Howev- er, all food prepared will be transported off the premises for consumption at other locations. This use is identical to the prior use of the premises by Peter Morris for his industrial catering business. Peter con- ducted his industrial catering business on the premises for a number of years. Therefore, the application to locate Bruce Maneeley' s business on the premises is a continuation of use which had historically been conducted on the property. Therefore, I do not believe that any use approvals are required. However, of course, we will be submitting any neces- sary plans as are required for any site and landscaping approv- als.
