Please make the necessary revisions to the plans and submit 6 complete sets (including architectural elevations, landscaping plans , etc . ) to the Planning Department. If you have any questions regarding the comments or the procedure, please contact me. Very truly yours, Marcia A. Banach Director of Planning cc: Town Engineer GERBER SCIENTIFIC MASTER PLAN - PLANNING DEPT. REVIEW 1 . Because of the large number of parking spaces, a peripheral road system which does not--require travel through an actual parking area is strongly recommended: (The only place where the present plan does not accomplish this is in the most southerly parking lot area. ) 2 . Provision for a second emergency entrance onto Sullivan Avenue is also strongly recommended. This could be accomplished through use of a gravel subbase with lawn cover unobstructed by plantings, adjacent to Building II . 3 . Traffic report indicates that the full expansion will result in addition of about 25 percent to a.m. peak hour westbound traffic, all turning left into the site. It appears that a method of assuring traffic management is required. 4 FUSS&OINBLU consulting engineers N1 November 29 1988 -., Mr. William W. Stoeckert Executive Director State Traffic Commission P. O. Drawer A Wethersfield, CT 06109 Re: Gerber Scientific Town of South Windsor Dear Mr. Stoeckert: We are writing in response to your letter of December 5, 1988 requesting additional data in order to initiate your review of the Certificate Application -for the expansion to the Gerber Scientific, Inc. facility. Eight (8) copies of the following items are provided for your use: 1. Revised 1991 A.M. (P.M. ) External Peak Hour Traffic Volumes 2. Revised 1991 A.M. (P.M. ) Combined Peak Hour Traffic Volumes 3. Revised Capacity Analyses Worksheets a. Route 5 & Sullivan Avenue b. Sullivan Avenue & Site Drive/Kennedy Road 4. Roadway Improvement Plan - Route 5 and Sullivan Avenue, revised 12/6/88 The revised volume plates include the traffic volumes for the Rye Street Business Park - Phase I and the John Fitch Industrial Center. The intersections shown are those significantly impacted by these two developments and were therefore reanalyzed as part of this submission. Intersection capacity analyses at these intersections indicate that the conclusions reached in the original report will remain unchanged. However, the intersection of Route 5 and Sullivan Avenue will continue to operate over capacity with the proposed improvement in place. It is not evident how this intersection could be further improved. In addition, it was brought to our attention that the proposed improvement on Route 5 at Sullivan Avenue might not be feasible due to the location of a historical structure at the southeast corner. We are currently investigating this matter with the Town and the property owners; we will inform your office if we find that this improvement cannot be built. At this time, we are submitting a revised plan for this intersection to include the improvements by other developers (with our proposal, as well) . 146 HARTFORD ROAD / MANCHESTER, CONN. 06040 / TEL. In addition, the following comments are noteworthy: 1 . Details as to materials of construction needed for driveway/parking lot, drainage pipes and structures, sanitary pipes and structures, detention basins, parking island, etc. 2 . Site circulation appears to be restrictive, especially for truck traffic accessing dock areas . 3 . As this site is within the flow path of a larger drainage area, it is important that provisions for future drainage easements and/or piping be part of this plan so as to not "block" upstream drainage. 4 . Per the SCS Soil Survey, soil conditions for the site are unsuitable for road fill and subgrade and there is a seasonally high groundwater table. The plans have not adressed these conditions as they relate to site development. Concern as to the effect of the high groundwater on the function of the proposed detention basin should be addressed also. 5 . Limits of construction are needed. 6 . The intense development of the non-wetland areas may cause maintenance problems during snow removal operations, i.e. where will snow be placed to allow for designated parking. Very truly yours, William W. Stoeckert Executive Director cc: Chief Gary K. Tyler . Mr. Thomas D'Auria ' Gerber Scientific Phone: MAJOR TRAFFIC GENERATOR REVIEW OF SUBMITTED DATA GERBER SCIENTIFIC ROUTE 194 - TOWN OF SOUTH WINDSOR STC NO. 132-8812-01 The Office of Traffic Engineering has completed the review of the submitted data and has the following comments: 1 . Analysis of the site generated traffic indicates that an exclusive left turn lane, for west bound Route 194 at the site drive, is warranted. A minimum length of 200 feet with appropriate taper is recommended. 2. With the addition of site generated traffic, the Peak Hour Volume Warrant for signaliZation will be met. Due to the fact that this is the only warrant that is met the Office of Traffic Engineering does not recommend the installation of a traffic control signal at this time. However, it will be recommended to the State Traffic Commission that if a signal does become necessary, due to site generated traffic, the developer will be responsible for the installation. 3 . To offset the impact of the widening of Route 194 by the developer and in anticipation of future improvements (it is expected that - Route 194 will develop into a four lane roadway) , it will be recommended that the developer deed 15 feet of right-of-way to the State where his property abuts the existing Route 194 right-of-way line. 4. The site generated traffic will have an impact on the U. S. Route 5 Route 194 intersection. As discussed, the developers recommended improvements for this intersection are not feasible at this time due to right-of-way constraints. Therefore it will be recommended that the developer equitably participate in any future project to make similar improvements to this intersection. 5. The site generated traffic will have an impact on the traffic operations at the intersection of Routes 30, 74,. 194 and Buckland Road. Therefore it will be recommended that the -developer equitably participate in the funding of any future improvements to this intersection. 6. This development will increase the traffic volume at the Route 194- Peirce Road intersection by 15% to 17%. This increase will have an impact on the capacity and level of service of this intersection. Consequently improvements should be made to offset the developments impact. Analysis shows that with the addition of two lane approaches for east bound Route 194 and Peirce Road and revision to signal timing will return this intersection to an acceptable level of service. 7 . All proposed and relocated signs and pavement markings should be tied drawn to fixed objects. Also the sign numbers listed on the sign legend should conform to the State numbering system (eg. 30" STOP 31-0002) N '(Ow 5 r+( O I l C U 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 lsue•co" AREA CODE 203/644-2511 March 6, 1989 Mr. John L. Stoeckert May 30, 1989 Page -2- 4&5. The developer requested further clarification of its possible exposure for future improvements at Wapping Five Corners and the intersection of Route 5 and Sullivan Avenue, with a specific time frame assigned to these projects. However, our discussions with the Traffic Division indicated that this is not possible, especially with respect to Wapping Five Corners, due to the uncertainty of future funding. The developer will agree to equitably participate in certain future improvements, as currently defined, at the Route 5/Sullivan Avenue intersection. The developer's willingness to agree is based on an understanding that the improvements are limited to a northbound exclusive right turn lane on Route 5, and that the developer's "equitable participation" will be based on a percentage of cost equal to the percentage of use of the intersection attributable to the site. However, the developer is unable to concur with the request for improvements at the Five Corners intersection, because of the uncertainty of the scope and timing of these improvements. 6. As discussed in the Traffic Impact Study, the intersection of Route 194 and Pierce Road was recently reconstructed without an eastbound right turn lane, or two lane approach on Pierce Road, and a sufficient right-of-way is not available for additional widening. Since there have been recent improvements and there are no viable proposals that can reasonably be expected to improve this intersection, the developer cannot agree to commit to share the expense of future undefined improvements. 7. We have revised the roadway plan to locate pavement markings and signs by referencing to fixed objects, and to conform to the State's numbering systems for signs. 2 v Mr. William W. I Are Equal Opportunity Employer i MAJOR TRAFFIC GENERATOR REVIEW OF SUBMITTED DATA GERBER SCIENTIFIC ROUTE 194 - TOWN OF SOUTH WINDSOR I S C NO. 1 3i-88 1 2-/1 1 The Office of Traffic Engineering has completed the review of the submitted data and has the following comments: 1. As stated in prior review comments, the site generated traffic will have an' impact on the traffic operations at the intersection of Routes '10, 74, 194 and Buck:land Road. Therefore, as in the case of other developments that have an impact on traffic operations at this location, it will be recommended that the developer equitably participate in the funding of any future improvements that offset this developments impact on this intersection. . Also as stated in prior review comments, this development will increase the traffic volume at the Route 194 - Fierce Road intersection by 15% to 17%. This increase will have an impact on the capacity and level of service of this intersection. Consequently improvements should be made to offset the developments impact. Analysis shows that with the addition of L-i short right turn lane for east bound Route 194, a second short lane for Fierce Road and revision to signal timing the number of cars added to this intersection by the development will be offset. A review of current plans for this location shows that there is sufficient right-of-way to accomplish such improvements. These improvements are suggested by the Office of Traffic Engineering, however any alternatives recommended by the developer will be reviewed. T. This authorization is made in accordance with the attached plans entitled, "Gerber Scientific, Inc. " in 4 sheets dated "5-22-89" and subject to the attached conditions. Any temporary fill, such as roadways or cofferdams, etc. , placed in the waterway or wetlands to facilitate construction of this activity will require an individual permit. This verification that the work is permitted by a Nationwide permit is valid only for a period of two (2) years from the date of this letter. If work is not commenced or under contract by that date you must request a new verification to determine whether this Nationwide permit has been modified, suspended or revoked. Note that these conditions require the use of other practical alternatives to avoid or minimize the discharge of dredged or fill material into waters and wetlands of the United States. Before you begin work, you are required to obtain any necessary State and/or local permits, and other necessary Federal permits. Should you have any questions concerning this matter, please contact_ Phillip Nimeskern at 617-647-8157. Sincerely, Stephen D. We have included seven copies of the following items for your review: 1. Roadway Plan - Sullivan Avenue and Site Driveway, rev. 3/8/89. 2. Roadway Plan - Sullivan Avenue and Pierce Road, 10/9/89. The following responses correspond with the numbering of your comments: 1. As stated in our previous correspondence, the developer will continue to object to the condition requiring him to equitably participate in improvements at Wapping Five Corners. This objection will be addressed at the meeting of the State Traffic Commission (STC) in order to make it part of the official record. 2. A conceptual roadway plan has been prepared to incorporate the improvements recommended by the Office of Traffic Engineering for the intersection of Route 194 (Sullivan Avenue) and Pierce Road. It is still the contention of the developer that this intersection should have been constructed to adequately handle the projected volumes when it was recently rebuilt. That the State Traffic Commission reserves the right to require additional improvements or changes, as deemed necessary by the developments traffic in the future. The cost of any additional improvements or changes shall be borne by the owner of the development. The above conditions were reviewed with Sgt. Thomas Hart on November 17, 1989 and on behalf of Chief Gary Tyler, Legal Traffic Authority for the Town of South Windsor, he concurred with all items except No. 7. The Town feels Gerber Scientific should equitably participate in condition No. 7 and not be fully responsible. . Mr. Steve Mitchell , the developers authorized representative, was informed of the above recommendations on November 17, 1989 and concurred with all items except Nos. 7, 12, 13 and 21. • REPORT OF FINDINGS GERBER SCIENTIFIC ROUTE 194 TOWN OF SOUTH WINDSOR SITE DESCRIPTION: Gerber Scientific has proposed a 302, 300 square foot expansion of their existing 97, 700 square foot facility on Route 194, Sullivan Avenue, in the Town of South Windsor (see attached site location map) . The expanded 400,000 square foot facility will house light manufacturing, research & development, warehousing and office space. Access to the site will be via one drive, opposite Kennedy Road onto Route 194. The expansion of Gerber Scientific has Town of South Windsor Planning and Zoning approval. SITE_GENERATED TRAFFIC: The site is expected to generate 2746 vehicle trips on an average day. The anticipated peak hour generated traffic will be 373 vehicles (306 enter, 67 exit) in the am and 350 vehicles (74 enter, 276 exit) in the pm. The expected directional distribution of site traffic onto Route 194 is 18% to the west and 82% to the east. The generated volumes and directional distribution has been reviewed and approved by the Bureau of Planning. SITE ENVIRONS AND IMPACT ANALYSIS Route 194 (Sullivan Avenue) : Route 194 is a arterial / collector roadway that begins at it' s intersection with U.S. Route 5 and terminates at it' s intersection with Routes 30, 74 and Buckland Road (Wapping Five Corners) . The 1988 ADT for Route 194 is 16, 200 veh/day in the vicinity of Routes 30 & 74, 13, 500 veh/day in the area of the proposed site drive and 15, 900 veh/day as it nears U. S. Route 5. The posted speed limit on Route 194 varies f rom 40 to 45 mph. Route 194 has signalized intersections with Routes 30, 74 and Buckland Road, Sand Hill Road, Pierce Road, Sullivan Avenue Shopping Center and U.S. Route 5. The site generated traffic is not expected to exacerbate existing traffic conditions on the thru sections of Route 194. However, the traffic will have an impact on operations at several of the above mentioned signalized intersections (see below) . Route 194 / Route 30 / Route 74 / Buckland Road Intersection: This is a signalized five leg intersection that is currently over capacity during both the am and pm peak hours. The expansion of Gerber Scientific will add an additional 188 vehicles in the am peak and 176 vehicles in pm peak to this intersection. The increase in traffic will have an adverse impact on traffic operations at this location. Due to the difficult geometry of this location, it is not practicable for this developer to under take the improvements that would be required to offset the impact of site generated traffic. Therefore it is recommended that the developer equitably participate in funding for future improvements, to this location, to the extent necessary to adequately handle traffic generated by the expansion of the Gerber Scientific facility. Route 194 / Sand Hill Road Intersection: This is a T type intersection and is controlled by a semi actuated traffic signal. All three legs of this intersection have two lane approaches The Route 194 legs have one thru lane and an exclusive turn lane. The site generated traffic is not expected to have a significant impact on this intersection. Route 194 / Pierce Road Intersection: This intersection is T type with a semi actuated traffic control signal. The signal is interconnected with the signal at the Route 194 - Sand Hill Road intersection. Northbound Route 194 has a 12 foot wide exclusive left turn lane and a 12 foot wide thru lane. Southbound Route 194 and Pierce Road have 12 foot wide one lane approaches. Analysis using projected 1991 external traffic conditions indicate that this intersection will be over capacity during peak traffic hours. The development will add 299 vehicles in the am peak and 279 vehicles in the pm peak hour. To address this 12% - 15% increase in traffic it is recommended that a right turn lane for southbound Route 194 and a two lane approach for Pierce Road be constructed. These improvements will effectively offset the development' s impact at this location. It is understood that the developer of Gerber Scientific is responsible for the aforementioned widening of Pierce Road. However, prior to completion of the full-build Gerber Scientific complex, if there are other developers in the area, subject to State Traffic Commission review, which would impact the relevant traffic loads of the subject intersection, those development' s will be reviewed by the State Traffic Commission and may be required to equitably participate in the Pierce Road widening. Route 194 / Sullivan Avenue Shopping Center Intersection: This four leg intersection has recently been reconstructed by the Town of South Windsor. Route 194 has an exclusive left turn lane and a thru / right lane in each direction. The side roads have been realigned to provide a more conventional four leg intersection. Analysis indicates that the site generated traffic will not have a substantial impact on traffic operations at this location. Route 194 / Site Drive / Kennedy Road Intersection: Currently this is a four leg intersection that has stop control on the side streets. With the addition of the site generated traffic the peak hour warrant for signalization will be met. However, this is the only warrant that is met and the disruption of traffic flow on Route 194 is not expected. Therefore, the installation of a traffic control signal is not recommended at this time. It is recommended that if the installation of a traffic control signal becomes necessary, the developer be responsible for the installation. In order to accommodate the increase in traffic the developer will widen Route 194 to provide for a northbound exclusive left turn lane at the site drive. The site drive will also be widened to provide a two lane approach to Route 194. Route 194 / Rye Street Intersection: this is a T type stop controlled intersection. Review shows that the development will increase traffic at this location by approximately 2%. The generated traffic is thru traffic and is not expected to have a significant impact on traffic operations at this location. Route 194 / U.S. Route 5 Intersection: This is a four leg signalized intersection that currently operates at an acceptable level of service during peak hours. The development' s traffic will have an impact on the northbound U.S. Route 5 right turn movement. To offset this impact the developer has proposed the construction of a northbound right turn lane. However, due to difficulties with right-of-way it has been determined that this improvement can not be pursued at this time. It is recommended that the developer equitably participate in any future project to construct this improvement. ACCIDENT EXPERIENCE The latest three year accident experience for Route 194 in the vicinity of the development was reviewed and no accident pattern or trend was discovered. The U. S. Route 5 - Route 194 and Route 30, 74, 194 and Buckland Road intersections are No 345 and 557 on the 1985 - 1987 SLOSSS. These locations have been reviewed and the additional traffic generated by the development is not expected to exacerbate conditions. ERQPOSEPROJECTS BY THE DEPART ENT OF TRANSPORTATION Project 132-100: This planned project will provide for major widening of Buckland Road from the Manchester Town Line to Route 30. Tentative advertising date is 03/91. Project 132-102: This project proposes the relocation of 1400 feet of Route 74 to intersect with Route 194 approx. 1200 feet north of Route 30. Tentative advertising date is 01/91. DEVELOPER'S RECOMMENDED IMPROVEMENTS The developer has recommended the improvements outlined in conditions No. 1 - 6 and 12 as listed in State Traffic Commission Report No. 132-8812-01 . OFFICE OF TRAFFIC ENGINEERING RECOMMENDED IMPROVEMENTS The Office of Traffic Engineering agrees with the improvements proposed by the developer and also recommends items No. 7 - 11 and 13 - 24 as listed in State Traffic Commission Report No. 132-8812-01 . The Office of Traffic Engineering and the Town of South Windsor are in agreement with the above conditions. However, the Town feels that the developer should not be fully responsible for but only equitably participate in the improvements to the Route 194 - Pierce Road intersection. The developer' s authorized representative agreed with all conditions of State Traffic Commission Report No. 132-8812-01 except No. 7, 12, 13, and 21 . :zzk 001, +a aft Cl '. ./ RYE ST Z10 BP o".0. • RMH IND ♦ J / r GER SCENT :jr' if Itv, It- K F BRICK CO \ :, _ _ ol 14% PROCEDURE FOR FILING CERTIFICATES ON LAND RECORDS Within sixty (60) days of the issuance of the Certificate, a copy thereof together with the Traffic Investigation Report is to be recorded, at no cost to the State of Connecticut, by the applicant on the land records of the municipality in which the parc-el of land encompassed by the Certificate is located. No. Gerber Scientific See Previous S.T.C. Report HOW REQUESTED Letter .•ll No. 132-8812-01, Cert. No.99 DATE 12/20189 Executive Secretary Recommendations It is recommended that Gerber Scientific be allowed to construct and operate an additional 909000 square feet, for a total of 187,700 square feet, without compliance to condition Nos. 7-9 of previously issued Certificate No. 993. All other conditions of Certificate No. 993 remain valid. -Sgt. Thomas Hart was informed of the above recommendation on January 8, 1990 and speaking on behalf of Chief Gary Tyler, Legal Traffic Authority for the Town of South Windsor, he concurred. Mr. Robert Bass, the developer's authorized representative, was informed of the above recommendation on January 8, 1990 and he concurred. Existing Conditions: In November of 1989 Certificate No. 993 was issued for the Gerber Scientific development on Route 194 (Sullivan Avenue) in the Town of South Windsor, to expand the existing 100,000 square foot facility by 300,000 square feet. In a December 20, 1989 letter, the developer's representative requested that Gerber Scientific be allowed to construct and operate 90,000 square feet (for a total of 187,000 square feet) of the proposed 300,000 square foot expansion without compliance to Condition Nos. 7-9 of Certificate No. 993. Condition Nos. 7-9 require the developer to make improvements to the Route 194 - Pierce Road intersection. Review indicates that the 90,000 square foot addition will generate an additional 107 vehicles (88 enter, 19 exit) in the a.m. peak and 85 vehicles (18 enter, 67 exit) in the p.m. peak. The increase in traffic at the Route 194 - Pierce Road intersection due to the 90,000 square feet is 82 vehicles in the a.m. and 59 vehicles in the p.m. While the additional traffic will impact traffic operations at this location, an unacceptable level of service is not anticipated. Therefore, it is recommended that Gerber Scientific be allowed to construct and operate an additional 90,000 square feet, for a total of 187,700 square feet and 515 parking spaces without compliance with condition Nos. 7-9 of State Traffic Commission Certificate No. 993.
