RE: Chapel Green Warehouse/Office Building Plan Review
Dear Kevin :
The Hartford County Soil Survey classifies the soils on the site as a
gravel pit or of the Windsor Series which consists of a droughty, very
rapidly permeable sandy loam. A non wetlands soil subject to wind
erosion . This was the former drive-in theater and the top soil available
could be very thin . I - during the construction phase that this
be considered . I would also ask the developer to indicate,`
some thoug4t
into the removal of some of the screen and pavement a,roupA the new
building . The narrative also makes reference to Twin MnufaGctur, ing.:
If an approval were to be granted , the following conditions would seem
appropriate:
1;! Modify the plans to show the elevation and location of
the closest culvert under the railroad tracks.
2 . Show a top of rail elevation of the track by the building .
Extend the contours 50 ' or so outside the property line
to indicate the direction of the surface drainage.
S. Modify the plans to indicate construction limits . I doubt
if they intend to apply for 16 1/2 acres , but with the
location of the building , it does preclude much expansion .
4. Modify the "Soil Erosion and Sediment Control Notes" sheet by
filling in the pages , be more specific as to the seeding , seed
bed preparation , show the soil test results and the off season
seeding .
5 . Assuming the 16 1/2 acre site , a bond of $25 ,000 could be
appropriate considering the restoration required .
Very truly yours ,
A. Bowen Davies

Re: Application #1257 - Chapel Green Site Development Plan
Dear Sir :
Please be advised that the Planning and Zoning Commission voted at their
July 28, 1987 meeting to deny your application for a site plan for Chapel
_Gree'on' it"e south side of Chapel Road east of John Fitch Boulevard .
The reasons for denial are:
1 . The proposed access driveway is likely to present a safety hazard due
to its proximity to Route 5 and the railroad crossing ; and the
applicant ' s representatives have indicated that the applicant owns or
has control of a more suitable alternative access west of the proposed
access .
2. The applicant has noted an intention to further develop the rear
portion of the site , without displaying to this Commission that an
access road to the interior portion is feasible without connection to
the proposed driveway to this site . The commission believes that a
major safety hazard would exist if the entrance to a large industrial
area were allowed through a driveway in close proximity to Route 5.
3. The Commission feels very strongly that architectural improvements
would be necessary for the portion of the building which faces Route 5
to provide a more attractive industrial building .
Very truly yours ,

RE: Application #1257 - Chapel Green Site Development Plan
Dear Chairman Evans:
I have reco- ved the letter of the commission dated July 31, 1987 with
regards to the above application.
It is my understanding, that at the time the commission voted to deny
the site plan application, it was understood that the denial was "without
prejudice".
It was my understanding that the commission indicated that the denial would
be without prejudice so that the necessary corrections to the plan, as required,
by the commission could be made.
Therefore, I would appreciate the commission amending it's letter of July 31,
1987 to reflect that the denial was without prejudice. Your cooperation in
this matter is greatly appreciated.
