TIME FRAMES AND PROCEDURES FOR SUBMITTING APPLICATIONS/PLANS
1 . All prospective applicants are urged to confer with Town Planning
Department and Engineering Department staff prior to submission of any
application to the Commission .
2 . Plans are officially received only on the fourth Tuesday of each month
at the Regular Meeting of the Planning & Zoning Commission (PZC) .
3 . Three ( 3) sets of blueprints are required on the second Tuesday of the
month for review by the Town Planning and Engineering Departments .
This deadline must be met if you want to ensure that your application
is (-fficially received by PZC.
These plans must be submitted as complete plans -- which includes
application plus all required information contained on checklist. No
plans will be accepted at the counter if checklist is incomplete . It'
is the applicant ' s responsibility to ensure that all information
required on the checklist is submitted in one package at the time of
submission -- including landscaping plans , architectural elevations ,
traffic report , etc . Planning Department staff will not accept
checklists with blank spaces , or with "by .others" in any space.
4. Town staff will notify the applicant with any changes required to make
the plans in complete compliance with our Zoning/Subdivision
Regulations .
5 . All changes requested must be made and new, complete blueprints must
be submitted . At this time six sets of plans must be submitted . If a
Public Hearing is required ( or optional but likely) then seven sets
are required .
6 . Planning Department/Engineering Department staff will review plans
only once -- if the resubmissions are not complete/correct , the Town
Planner ' s report will reflect that revisions were not made as
requested .

that all required information is provided . Items 1-7 are required
for all applications ; items 8-11 required where appropriate.

following size sheets: ( 1) 24" X 36" with a 3/4" ruled
margin ; ( 2) 18" X 24" with a 1/2" ruled margin ,

Windsor Subdivision and Zoning Regulations dated July 24, 1972, and
standard engineering practice. We note the following:

1. The engineer has stated that there are regulated wetland areas
located on this site. These areas along with soil classifications should
be delineated on the Topographic Plan.

all drawings per comments from Sea Consults letter of August

Under advice from the Assistant Town Planner, we will request for
a time extension of 65 days.

hearing. Please call the undersigned in case of any questions.
During your field visit we had received indictions about your
concerns on outside storage. We shall be removing the material
and storing on top of trailers. You are requested to review and
advise us of your comments in the forthcoming weeks during your
next site inspection.

RE: Applicatio #88-70 - Capitol Steel
Gentlemen:
At the October 17,1988 meeting, the Inland WeClands
Agency/Conservation Commission approved with modifications
Application #88-70P - IWA/CC permit for the construction of a
addition to an existing industrial building located on the westerly
side of 121 Connecticut Avenue, IP zone.
The following modifications must be adhered to for this permit to
be valid:
1 Three ( 3) blueprint copies of the approved map with all
modifications be submitted to the IWA/CC within 65 days for
review prior to any construction activity on the site.
2. Construction activities shall be subject to the approval of
the Town Engineer.
3 . The application shall indemnify and hold harmless the Town of
South Windsor against any liability which might result from
the proposed operation or use.
4 . We recommend a bond in the amount $2000. to be submitted to
the Planning and Zoning Commission to ensure compliance with
the Erosion and Sedimentation Control Measures .

5 . The permit if valid for one year and shall expire October 18,
1989 .
6 . All approvals required must be obtained and submitted prior to
any activity on the site.
7 . We recommend to Planning & Zoning that additional planting and
screening be provided on the site.

RE: CAPITOL STEEL SITE PLAN
Please be advised that this Department has again reviewed the
subject plans dated September 14, 1988 and offer the
following comments:
1 . The proposed roof leaders discharge is directed
toward the adjoining property owner and is not
acceptable.
2 . Items 2, 3 of the August 15, 1988 SEA review letter
have not been addressed. Additionally, the flow
(surface drainage) to the outlet structure is not
defined, nor are there any contours shown along the
western portion of the site.

M.B. and I walked thru the Capitol Steel Site and
determined the following apparent problems on the
external portion of the site:
1. Parking spaces ranged from width of 8' to 10 ' wide.
Three proposed parking spaces are currently in use.
2. Shrubs shown on current site, other than front side
facing Capitol Avenue, have apparently deceased and
need re-planting.
3. The drainage ditch needs to be re-worked to the
flared-end pipe (indicated by standing water within
the rear fenced-in area) .
4. Flat bed trailers are placed in double layers and
top trailer is visible from the street and
rear-abutting site.
5. Painting and storage is now taking place in
fenced-in area. The proposed addition is supposed
to accommodate these practices.
6. There is one overhead door at the rear of present
building. It appears that parking spaces could be
available (after that door) to the location area of
the proposed addition.

Gentlemen:
Please be advised that the Planning and Zoning Commission voted
on January 24, 1989 to deny the above-referenced application for
a site plan of development. The reasons for denial are:
1 . Information submitted suggests poor site drainage, with
drainage flowing offsite to the abutting Savin property.
Positive drainage to outlets is not well defined, and
drainage plan generally is not satisfactorily complete on
the plans submitted. Furthermore, easement areas for
offsite drainage have not been indicated. Therefore, in
each instance indicated above the application does not
comply with Section 4. 13 and/or related subsections of our
Zoning Regulations .
2 . Drainage comments submitted indicate that the site will
experience flooding during storm events -greater than 2-year
frequency. This is not in compliance with our regulations.
We would be happy to answer any questions you might have
regarding the above.

TO: All Customers and Vendors of Capitol Steel of Hartford, Inc.
RE: Directions to our rebar fabrication facility located at 121
Connecticut Avenue, South Windsor, CT.
Take I-91 to exit 35. Go east on 291 across the Bissell
Bridge. Turn left (north) on Rte. 5. The fifth traffic light is
Governor's Highway. (CBT bank on the left and a G. Fox sign on
the right) Turn right onto Governor's Highway. The second right
turn is Connecticut Avenue. Turn right onto Connecticut Avenue.
The second right turn on Connecticut Avenue is Capitol Steel.
Enter the building by the small door just to the left of the
large truck door. The office is the first door on the left. Enter
that door and proceed to the counter with your paper work. You
will be instructed on where you are to be unloaded.
If the material you are delivering requires your trailer be
turned around before unloading begins, turning should be ac-
complished by proceeding along the drive way to the rear of the
building. You must turn around in our trailer parking area and
then return to the front of the building and backing into our
front large truck door. DO NOT attempt to back in from
Governor's Highway or to use any area besides our _yard for turn-
ing your trailer around. Police will take notice.

RE: Traffic
We have received complaints that tractor trailer rigs are
using the public streets near our South Windsor facility for a
turning area. Attached you will find directions to our shop in
South Windsor, CT along with instructions on who to see, how to
enter the plant, and how to turn around. A copy of these direc-
tions should be given to any driver being dispatched to us.
Governor's Highway east of Connecticut Avenue should not be
used by large trucks. This is a residential area and the town
has asked that we do not send large trucks onto this road.
It is imperative that these directions be followed.
