C Q P PLEASANT VALLEY HOMES South Windsor,, CT PROPOSED DRAINAGE PLAN OF DEMOPMENT Prepared by: Reino E. Hyyppa & Associates Civil Engineers & Land Surveyors Glastonbury, Connecticut The proposed area of development is located in the southern part of South Windsor and is bounded by Pleasant Valley Road on the north, Clark Street on the east, Chapel Road on the south and Long Hill Road on the west. J.M.J. Construction Co. is currently in the process of having Section 3 of Pleasant Valley Homes approved by the Town of South Windsor, This section, along with the first two sections, will have their storm water detained in a detention basin constructed on the north side of Jacques Lane. The overall proposed development affects two drainage basins. The westerly one (Area "A") drains approximately 105 t acres to the Podunk River. Soils in this basin are predominately Group "B" or "D" soils. Due to a well defined grass channel, the time of concentration for this area is relatively short with a time of 36 t minutes. Because there will be minimal work done to the existing grass channel, the Tc for Post de- velopment will remain approximately the same. The composite CN for the ar a after development will increase slightly. This minor increase is due to the large drainage area, the small percentage of the overall area this project affects and the development of 1/2 acre residential lots. Area "B" consists of 55 t acres which drains to Q+aarry Brook. The soils in this area are mainly Group "A" and "B" soils consisting of meadows, cultivated fields and woodlands. The Tc for this area is ap- proximately 30 minutes due to the terrain and fields. lifter development there will be a small decrease in the Tc. The composite CN for the area after development will increase slightly. Again this minor increase is due to the large drainage area, the small percentage of the overall area this project affects and the development of 1/2 acre residential lots. Preliminary drainage computations, a copy of which is included, indicate that there will be a slight increase in the peak and amount of runoff but that these can be detained in two detention basins which will be located in the respective drainage basins. When the developer of the Pleasant Valley Houses project tatstalled a sever connection with the main line on Pleasant Valley Rd,he did not follow the established procedure. As a result air brook was filled with a thick layer of mad. I complained immediately to the torn engineeacing departamnt which coafirmeci the damage. In spite of assurances by the tmm and the builder that the situation could be taken care of, the Zt4r till muddy after every minor rain. And, in additica, mar property adjea A s flooded which never happened before I assume that an excess flow off from the houses newly buitt by the dev loper of.': Pleasant Valley Rd Hanes, has caused a condition which, if not taken care of, will permanently damage my ProPerty• I request therefore, that the builder be held responsible for the damage and. that he be requested the repair the faulty construction. Approve the application of Pleasant Valley Realty Inc. for a zone change from RR to A-20 of approximately 55 acres, excluding those flood plain areas, located between Pleasant Valley Road and Chapel Road, east of Long Hill Road and west of Clark Street. LeFoll, Esq. 2307 Silas Deane Highway Rocky Hill, Ct. 06067 Dear Mr. LeFoll: Re: Pleasant Valley Realty, Inc. - Zone Change Please be advised that the Planning and Zoning Commission voted to approve your application for a zone change from RR to A-20 of approxi- mately 55 acres, excluding those flood plain areas, located between Pleasant Valley Road and Chapel Road, east of Long Hill Road and west of Clark Street, at its April 22nd meeting. Within 90 days from the date of approval (by July 21, 1980) you must submit a plot plan (1" = 40') showing the distance and bearings of all boundary lines and acreage of the land where the zone change was granted. The plot plan shall be drawn in accordance with the rules and regulations of the State Board of Registration for Professional Engineers and Land Surveyors, and shall be stamped and signed by a Registered Land Surveyor and submitted on black and transparent polyester film. After it has been stamped and signed by the Commission, it will be returned to you for filing in the Town Clerk's office. The effective date of the approved zone change is the date the map is filed. The Commission is aware of the fact that there is a drainage problem which was created by a previous subdivision to the northwest, and feels that this problem should be corrected. Furthermore, when calculating open space areas in any future subdivision, the flood plain area should not be included as open space. Yours very truly, PLANNING AND ZONING COMMISSION vg By: Marshall Montana, Chairman CC: D. McLaughlin, Building Inspector J. Page, Town Engineer B. McNamara, Assessor P. DeMallie, Director of Planning
