To Whom It May Concern:
I attended a hearing of the Planning & Zoning Commission on Tuesday May 9;
1978, in the Council Chambers of the South Windsor Town Hall, 1540 Sullivan
Avenue, South Windsor, CT. This meeting was regarding the application of
the J. M. J. Construction Company, Inc., 626 Ellington Road, South Windsor,
CT, for the zone change from RR to A--20, of about 50 acres, located on the
south side of Pleasant Valley Road between the intersection of Northview
Drive and Tudor Hill Drive with frontage of approximately 450 feet on
Pleasant Valley Road.
1) There are three (3) apartment complexes on Pleasant. Valley Road,
also increased traffic from J. C. Penny ( which I understand will
employ twc+hc(A3,9M people. ) J. C. Penny and the apartments are
only 1/2 to 3/4 of a mile from the above mentioned. This section
of Pleasant Valley Road is HILLY and HAZARDOUS during the winter.
In the past, we have had cars come up on our front lawn. They do
not stop for the posted stop signs, and at times we have had to run
for our lives just crossing the street to go to our mailbox.
Police Department has been called on this. When Northview was
built, to me, poor planning was applied as to safety where the
road comes onto Pleasant Valley Road. This is due to a hill which
blocks the drivers vision. Also, major problems such as drainage
and sewage occur. It. is not very pleasant to have this odor to
smell when you want to work in your own yard.
2) Many added homes to a community increases the work load on the
Police Department. We are understaffed now. Schools? This
section being HILLY will be hazardous for school busses in-the
winter. '
3) The proposed road does not go through oto Chapel w Road, this
11 the Fire
increases traffic on Pleasant Valley Road.
Department get in and out with large fire trucks?
4) The back portion of the map shows land is WET and SWAMPY, there
are two ponds there. What about the safety of people especially
small children. When you have a steady or a heavy rainfall these
ponds will rise. What about drainage?.
Page 2
5) Will this effect the water course according to the Public Act 155.
Section 22A-36-45 of the General Statues, the Inland Wetlands &
Water Courses Act for the State of Connecticut?
6) Can the sewage system we have now especially the pumping station
handle this or does another 'one have to be installed? At who's
expense and maintaining of such?
At the meeting, I asked for specific footage on the frontage of Pleasant
Valley Road, the builder or his lawyer could not answer me, or they did
not want to. The builder made a statement that traffic would also go
onto Chapel Road, he does not own the frontage on Chapel Road according
to the map shorn at the hearing. This to me is not being honestl A
zone change to A2.0 which is 100 x 200 looks, to me, like more than 45
homes can be built in that section. Something smells with this proposalllt
I OPPOSE TO THIS ZONE CHANGE!
Enclosed is a rough map of the zone change being; considered.
Thank you for taking time to read this.
Sincerely,
(Mrs. ) Rose Pastula
