Moran, Jr. Chairman, IWA/CC 1540 Sullivan Ave. South Windsor, Ct 06074 RE: Cambridge Estates Subdivision - Application #420 Review Dear Jack: In accordance with the review practice, enclosed are my comments as it relates to this proposed 31 lot subdivision. 1. There are no wetlands on the site. 2. Sheets 8,9 & 10 demonstrate a very frugal use of hay bale sediment control and or silt fencing. Due to past experience on previous sites, they are generous with their earth moving activities without much sediment control. With 21600± l.f. of roadway excavation, more thrmight should be given to stock pile location and surface runoff during construction. This is even before house construction. 3. Sheet 12 lists the construction sequence which is fine if they follow it. Item 2 in the 'areas of concern' , 'construc- tion of 30" RCP into existing 42" RCP' leaves a lot to be desire . The outfall from the site exits through an area shown as N/F Town of South Windsor Open Space' in the Wood Ponds Subdivision. This area is wooded with relatively mature trees and it is their proposal to install approximately 700 ' 1.f. of 30" storm sewer through this area without any E&S Controls. One would have throught when working on some- one else' s land, special T.L.C. would be shown. My thoughts on this drainage system would include a modification of the plans to include the installation of a good operating silt- ation basin on Lot #7 to be in place until the pavement is down and prior to the installation of this 700± of drainage. Also, they show a 20 ' wide drainage easement within which we are to repair , maintain, etc. through Lot # 7. Perhaps the same constraints through the open space, a 20 ' maximum con- struction area. This should minimize the amount of disturbance. 4. The plans should include a stump recycling location. -2- TO: Jack Moran, Chairman, IWA/CC October 8 , 1986 FROM: A. B. Davies RE: Cambridge Estates Subdivision 5. The plans should include a typical E&S plan that they intend to follow for each lot. Item #2 - They have shown more use of hay bales, silt fencing and included earth berms on site, virtually nothing off site. They indicate two areas for stock piles with appropriate protection. Item #3 - Really is inadequate. Item #4 - On site stump recycling location is 800 l. f. x 50 ft. = about 1 acre within the building area, demonstrates little thought. Item #5 - The typical lot apparently presumes no digging or stock- piles or protection during construction. There is a different lot configuration and now 32 lots instead of 31 . You said that you would be recommending that the storm drain pipe be lengthened by 16 feet which was on part of my property and my neighbors due to the proposed development on ABBEY and MILLER Roads of SOUTH WINDSOR. I believed that you agreed with me that the drain could be extended to 30 feet or more to make sure that the additional water got to the open area and not anywhere else. Also that some type of a grate could be put on the drain to stop small children from entering the drain pipe and also provide adequate water flow from a storm. My only concern was the additional water from this proposed development not draining properly and the water table rising from the open area behind my property which could cause my basement to become wet. I am letting it be known now, that I will seek payment for damages and repairs from the town of SOUTH WINDSOR and/or the developer of the property on ABBEY and MILLER Roads for my basement to be returned to its normal state, that is being DRY. You also mentioned that the developer will provide the same coverage that the drain pipe has now, that is the pipe is covered by grass and that proper landscaping of the property will be done. I mentioned that my property currently drains into the storm drain culvert behind the storm pipe on my property and that this may not continue by the additinal length of pipe, however, you assured me that this would still continue even after the projects completion and I will go along with this until that changes and at that time request the TOWN of SOUTH WINDSOR and/or the developer to make appropriate changes to the rectify the problem. You stated also that we would be properly notified about the starting of the project by the developer if the pending application is approved. If there are any misconceptions on my part of our conversation please call me to discuss them at the above number. I hope the project is a success and that no further coorespondence is necessary. cc. Dear Mr. Davis I am writing you today to request you, to keep holding the bond posted by the JMJ construction company regarding the completion of the landscaping of my house at #30 Cambridge Dr. . As you already knew, the problem is that there is a big puddle on my back yard, next to the deck every time it rains. The water accumulated on the puddle cannot be drained away, and it stays there for several days, until it is absorbed by the soil. I am sending you a picture of it as proof of the problem. (see attached) On the other hand, there is another problem that I had mentioned to the JMJ company many times, it is cracks on the side walk in front of my same house. I would like to have this problem to be documented also. Our family moved in this house on January 5th 1988. We notified the JMJ builder company since March 1988, when we first noticed the problem of puddles. The JMJ company keeps saying they will fix it, but it seems they never finish it. We are running out of patience. We would like this letter to be documented in your office. Thank you very much Sincerely OJoseph2Q. Vu y r ap ?d&"at C G = v 1540 SULLIVAN AVENUE • SOUTH WINDSOR. The bond reduction requests for Mountainview Estates and Partridge Meadows is dated October 15, 1990. We have responded to these in our memo dated November 7, 1990 and Mr. Ganticks memo dated October 19, 1990. In addition, Mr. Bo Davies wrote to JMJ Construction on January 9, 1991 indicating that the drainage problem on Natsisky Farm Road needs to be corrected before any bond reductions can be considered for Mountainview Estates. 2. The January 22, 1991 request for reduction of the bond for Cambridge Estates asks for a reduction from $136,000 to $46,000. On November 7, 1990 we recommended a reduction of this bond to $80,000 . Indicated below is a list of outstanding items that need to be addressed before acceptance of this subdivision. I have also attached a copy of Mr. Mel Stead' s May 22, 1991 memo with some additional concerns that must also be addressed. 1 . Wedgewood Lane - Lot #25 - broken sidewalk slab. 2 . Topsoil placement is unsatisfactory - included are lots 1, 3, 14, 15, 20, 25, 26 , 271 . & 28 . The topsoil is to be placed even (level) with the sidewalk. Also the quality of the topsoil is questionable. 3 . Monuments and iron pins are not set. 5 . Not all of the street trees are in place. 6 . At 69 Cambridge Drive - a dead limb is over the Town easement and needs to be trimmed. 7 . Sanitary and Storm Manholes within the Town easement have depressions around them and need to be filled in. 8 . There are some dead trees within the open space area. They need to be removed. 9 . The access to the open space area at Wood Pond needs to be opened up. It is currently blocked with large stones . 10 . Parcel "A" is still owned by Miller Realty. This needs to be conveyed to Gerald J. & Thelma M. Pugliese as per the approved subdivision plans . 11 . The approved plans show a post and rail fence with a 4 ' stone dust path delineating the open space area. This is not in place. Our maintenance personnel have indicated that if the fence were placed as shown, it would block our access to the cross country sewer main which is in the center of the delineated area. This has been an ongoing problem and needs to be resolved. The widening of Abbe Road was part of the work done by JMJ Construction in conjunction with Cambridge Estates . It is, therefore, your responsibility to resolve this erosion problem prior to the Towns acceptance of the improvements associated with the Cambridge Estates Subdivision. Iazzetta, Town Engineer RE: Cambridge Estates There are several questions that need to be answered by your Department before we can make a recommendation for a bond reduction/street acceptance at Cambridge Estates: 1 . My November 22, 1991 memo addressed the street tree issue in this subdivision. Not all trees are installed as there are still unsold (unimproved) lots. How will this issue be handled? Will a separate bond be put in place for the trees or some other method utilized? 2. Planning & Zoning approval condition #8 indicated "Proof of cross-drainage easements across the above lots until it reaches the Town right-of-way of lot #27 must be submitted, subject to the new road design. " Has this been submitted and approved? 3. Lot 25 is a mess, with debris and stockpile material. Is there anything we can do to get this cleaned up? Ms. Jeanne Huppe's letter of January 24, 1992 to Ms. Louise Evans indicated " . . .until we have sold the remaining lots, we will be using this lot for stockpiling as designated on our approved map (see attached) . Town of South Windsor 1540 Sullivan Ave. South Windsor, CT 06074 Re: Cambridge Estates Dear Mr. Iazzetta: Mr. Jacques requested that I inspect the 15" drainage pipe which he constructed on Lot 27 in the above-referenced subdivision. In accordance with that request, I visited the site with him on 6-18-92 and found that the inlet to- the pipe was completely covered with silt. It was his contention that this silt was a result of work done by the owner of Lot 24 when they constructed a pool and expanded their lawn. It was also his contention that they cracked a portion of the concrete walk in front of Lot 25 when their construction equipment was entering and exiting their site. In viewing the lawn area under construction, I observed that there were no erosion control measures in place, there were signs of erosion toward this inlet and it appeared that stone and construction debris (pails, pipe, tubing) had been pushed onto Lot 25 which, to the best of my knowledge, Mr. Jacques still owns. Mr. Jacques indicated to me that he felt that the owner of Lot 24 was partially responsible for cleaning up this silt. Very t`Fuly yours, REINO E. HYYPPA ASSOCIATES z neth B. Smith KBS/cb cc: Mr. J.
