(action 6/3 0) .
Mrs . Woodcock and Mrs. Montana returned to participate in the remaining
items on the agenda.
Engineer Jim LeClair of Palmberg and Russo represented the applicant.
Mr. LeClair reviewed project statistics and noted there were no
wetlands on the site and that public sewer and water would service the
lots, with gas also available.
Town Planner Marcia Banach reviewed her notes from the public hearing:
1 . Lot A is approximately 21,224 sq. ft. ; Lot B, approximately
21,165 sq. feet. The remaining parcel is the property that
was the subject of a public hearing on the Graham Village DA-
15 recently.
2. Both lots have 110' frontage on the street and do appear to
be in conformance with Town regulations .
3. There are no regulated wetlands on the site.
PLANNING AND ZONING COMMISSION 5 JULY 28, 1988
4 . IWA/CC approval has been granted, with no unusual approval
conditions .
5. With regard to the public sewer, the Superintendent of
Pollution Control has no problem with this application.
6 . Two lots are currently wooded; IWA/CC has requested maximum
possible tree preservation.
7 . If the Graham Village DA-15 application is approved, and if
frontage improvements or sidewalks are required along Graham
Road as part of the DA-15 development, the frontage
improvements and/or sidewalks should encompass these two lots
as well. The applicant should be aware that this may become
a requirement at that time.
8. Slope rights should be retained on the remaining parcel in
favor of Lot B, if there is some sloping shown outside th
limits of Lot B.
If approved, the Planning Department would like to see reservation of
those slope rights on the plot plan.
Engineering comments included the following:
1 . Roof leaders or footing drains should not be directed
onto adjacent lots.
2 . Structural P. E. detail will be required for the proposed
retaining wall prior to issuance of a building permit.
After a brief discussion during which questions were asked regarding
slopes and the feasibility of turn-around driveways, Mrs . Evans made a
motion to approve 2 lots plus one parcel with the following
modifications:
1 . Footing drains are required for each house. Prior to the
building of any structure on a lot, a topographic map, drawn
to a scale of 1" = 40' , shall be submitted for each lot in
the subdivision, showing proposed contours, elevations and
the location of the footing drains. No building permits will
be issued until the proposed contours, floor elevations and
location of footing drains have been approved by the Town
Engineer.
2. Drainage for this subdivision is subject to the approval of
the Town Engineer.
3. If, for any reason, finished grading and other site work is
not completed, the Town Engineer shall determine the amount
of a cash bond to ensure final grading and site work. This
cash bond must be submitted prior to issuance of a
Certificate of Occupancy.
4 . All lots shall be s rviced by th Town of South Windsor
sanitary sewer system and are subj ct to the approval of the
Water Pollution Control Authority.
PLANNING AND ZONING COMMISSION 6 JULY 28, 1988
5. Water shall be supplied to this subdivision by Connecticut
Water Company.
6 . A drainage assessment fee in the amount of $100. 00 shall be
submitted to this Commission.
7 . A liability insurance policy shall be submitted to this
Commission naming the Town of South Windsor as an insured,
with a combined single limit for bodily injury and/or
property damage in the amount of $1,000,000 .
8. This application is subject to the conditions of approval of
the Inland Wetlands Agency/Conservation Commission.
9 . Prior to commencement of any site work, a meeting must be
held with Town Staff .
10 . All plans used in the field by the developer must bear the
stamp and authorized signature of the Town of South Windsor.
11 . No building permits will be issued until all modifications
have been complied with, and the final plans have been filed
in the Town Clerk's Office.
12. Slope rights must be shown on plot plan.
13. Roof leaders/footing drains should not be directed onto
adjacent lots.
14 . A structural (P.E. ) detail will be required for the retaining
wall prior to issuance of a building permit.
