L r DAVID BROWN SITE
'j t r ` S GOVERNOR'S HIGHWAY
(,(f S c ' SOUTH WINDSOR, CT
This plan shall become part of the deed so that subsequent
owners follow the established maintenance program and schedule.
SWALE AREA
1. Inspect the swale annually by walking the entire length,
noting erosion and seepage areas, depressions, and rodent
holes. Repair erosion damage and revegetate as called for
in the original specifications for permanent seeding. Fill
in rodent holes and revegetate. If rodent damage is more
than minimal, devise and initiate an eradication plan. Cut
all woody vegetation within the swale at ground level and
treat to insure that it does not become reestablished.
2. Examine rock riprap and bedding (if visible) and make
repairs necessary to meet original requirements. Rock
shall be durable and resistant to weathering; shales and
siltstone shall not be used. Remove any siltation and
regrade to proper pitch to insure proper drainage of the
swale.
3. All areas void of vegetation shall be reseeded with the
permanent seed mixture as called for in the original
specifications.
4. Mow all vegetated areas at least annually.
DETENTION AREAS
1. Cut all woody vegetation within 15' of the outlet and inlet
channels. Remove dead trees, snags, and debris which may
block the functioning of the outlet during a flood event.
2. Inspect any trees and shrubs planted under the construction
contract and prune, replace or supplement woody vegetation
as necessary.
3. Inspect and clean the culvert under Nutmeg Road North to
insure free drainage so that the road does not act as a
"dam" during flood events.
INLET & OUTLET STRUCTURES
1. Take immediate action to repair spalled or cracked concrete
by replacement with a high strength, non-shrink,
non-metallic, cement-based grout.
2. Check for erosion or settlement around concrete
structures. Fill any settled areas with a properly graded
gravel or crushed stone filter material.
3. Riprap and bedding in the channel should be inspected for
displaced, dislodged, or deteriorated materials. Properly
graded and durable materials shall be used to repair
damaged areas. Inspect the channel for growth of woody or
other vegetation which restricts flow. Remove if present.
Inspect the earth portions of the outlet channel for
erosion on the, side slopes and bed. Stabilize eroded areas
by regrading to a stable side slope and installing
vegetation, jute matting, or riprap as necessary.

RE: David Brown site: Review and comments on the "Final
Plans" for the site.
1 . The IWA/CC does not have plans reflecting the most current
changes dated 3/17/89 . Three copies of revised plans should
be submitted to IWA/CC prior to construction.
2 Although a consultant with experience in the creation of
wetlands has addressed the Commission, the written plan is
very general and needs to be clarified to provide details for
construction activities. Philip Barske, PhD has provided the
"concept of creating a shallow marsh" . In the concept outline
there are many site variations which may require modifications
to site work. This must be reflected on the plans or we may
end up with the plans as shown, whether they work or not, for
the site. Who is to decide which is best for the site as it
progresses?
3 . There is now some well data indicated on the plans . This, and
any other groundwater data available, should be utilized and
basin contours further refined on the plans .
./ 4 . Sheet number 7 of 11 "note - refer to plot-plan sheet 3" ,
should actually reference sheet 4 .
do 5 . Details should be provided for the rip-rap of the bends in the
swale.
. 6 . Sheet 5 of 11 indicates a snow fence to be placed "when
clearing is complete" . I believe the intent of the snow fence
is to also act as a limit of clearing. Limits of construction
in general need to be physically established on the site.
7 . Area of disturbance is to be limited. There is no phasing or
other means of limiting amount of disturbance indicated on the
plans . _---_
8 . Stump deposition was a topic of concern. There is nothing on
the plans to indicate the disposal of stumps .
9 . IWA/CC approval condition #12 indicates a concern for effects
on the groundwater table up and downstream. This has not been
addressed as of yet.
10 . The detention area (which will act as a siltation basin) ,
proposed swale, and wetlands creation should be given priority
on the plans . These areas should be stabilized prior to
remaining construction activities taking place.

Re: Casle Corporation, Governor's Highway and Nutmeg Road,
South Windsor, CT S.S.S. Job No. : 87-716-CT-SWI-14
Dear Mr. Stone:
At your request I inspected the site for the purpose of identifying
wetland soils. The inspections were made on various dates between
11/02/87 and 12/11/87. Several site inspections were neccessary. At
my request, other soil scientists reviewed the site with me for
consultation. The soils and site conditions are rather complex.
Poorly drained soils were identified with the aid of a spade and auger
and consequently marked off from the non-wetland soils with
consecutively numbered orange survey tapes.
The site occurs on a broad outwash plain containing deep sand deposits
over glacial lacustrine silts and clays. Hummocky topography with
broad flat areas were typical of original conditions. The soils
originally formed under forest vegetation with a seasonal high ground
water which remained at or just below the surface of the low lying
areas. The poorly drained soils found in these lower lying areas are
characterized by a deep, very dark gray A horizon over a distinctly
mottled sandy loam B horizon. The underlying C horizon has distinct
mottles and is light grayish brown to light olive brown sand. The
elevated areas contain moderately well drained soil with a dark brown
A horizon overlying a bright brown sandy loam B horizon. The lower
part of the B horizon is commonly mottled medium brown sandy loam.
The separation of poorly drained from moderately well drained soils is
readily apparent in the hummocky landscape of the forested area of the
site. The broad depressional areas contain thick growths of sweet
pepperbush and large red maple trees. The maples show root buttresses
which indicated they have grown in long periods of soil saturation and
seasonal water ponding. The soils present on the hummocks are
non-wetland containing much less undergrowth with a dominance of large
upland oak trees.
The soils present in the field have been disturbed from past
agricultural practices. The original hummocky topography has been
changed to a flat to a gently sloping landscape. Both poorly and
moderately well drained soils occur in the field. A very hard ironpan
layer at 15 inches is present in some soil areas of the field. The
ironpan has a dark reddish brown coloration with a thickness varying
INLAND WETLANDS IDENTIFICATION ENVIRONMENTAL ASSESSMENTS SOIL CLASSIFICATION AND MAPPING
from 2 to 6 inches. The horizon above the ironpan is a very dark
topsoil while below is present a light olive brown to light olive gray
mottled sand. The ironpan is associated with both poorly and
moderately well drained soils on the site. Disturbances from
agriculture have resulted in the formation of soil mapping complexes
witnin the field. Within areas identified as poorly drained soils,
there are small inclusions of moderately well drained soils which, due
to the soil complexity cannot be mapped out as a separate unit.
Likewise, within the moderately well drained soils there are areas of
poorly drained soils which cannot be mapped separate.
It was evident throughout the period of my site inspections that the
hydrology of the site has changed significantly. Relatively dry to
slightly moist conditions were present in the poorly drained soils.
The seasonal high ground water table was not present in any of the
poorly drained soils. Past drainage work on the site included the
construction of ditches and likely tile drains. Drainage work
throughout the locality has also likely added to the significant
change with the present hydrology. The main ditch which runs from
west to east along the edge of the field has a depth of four feet. No
water or soil saturation was present in the ditch during the
inspection. The permeable nature of these soils make them relatively
easy to drain when an outlet is available. It appears that water
levels have dropped by two or more feet in these soils. In addition,
during the wettest times of the year these soils may become saturated,
but likely for much shorter periods than was formerly characteristic.
The delineation of the soils having poorly drained features on the
site was made in an attempt to identify the existing wetlands. Due to
past disturbances to the site, the soils have become drier than under
the conditions through which they have formed. The presence of
mottled soils throughout the site and the well established wetland
vegetation within the forested area indicate that wetland conditions
were once associated with extensive areas on the property. The
wetland soils delineation which I have made provides the approximate
location of the original wetland areas plus some disturbed poorly
drained soil areas within the field. At the present time drainage
conditions have made the site drier and this should be noted by any
regulatory agency making a review of the property. If in the future
the present drainage conditions are altered and allowed to revert back
to their previous drainage condition, then the delineation of the
poorly drained soils would be of greater importance. The poorly
drained soils would be characterized by a seasonal high ground water
table at or near the surface, be capable of supporting wetland
vegetation and be able to provide a variety of wetland functions.

Re: Castle Corp. , _Governor's Highway & Nutmeg Road, South
Windsor, CT
Dear Ms. Kaemmerlen:
At your request I am providing additional information about the
wetlands on the site. As has been previously reported, I found poorly
drained wetland soils to cover large areas on site in a complex
pattern. There is a notable difference between the areas marked as
wetland within the open field versus the forested land. Within the
forest, the soils are undisturbed and contain distinct soil profiles
formed over a long period of time. Poorly drained soils occur in the
low flat forested land while better drained soils are located on the
raised hummocks. Wetland forest vegetation is closely associated with
the poorly drained soils. The upslope better drained soils contain a
predominance of upland drier type forest vegetation. In my opinion,
the poorly drained soils in the forest would be judged as wetlands
under the criteria used by the Army Corps of Engineers.
In the open field, the effects of land leveling and plowing over a
long period of agricultural use are reflected in the soils. The soils
in the field are frequently a transitional mix of wetland and
non-wetland characteristics. The vegetation in the field consists
mainly of grasses and herbaceous species which commonly grow on both
wetland and non-wetland soils. In my opinion the poorly drained soils
located in the field do not qualify as wetlands under the criteria
utilized by the Army Corps of Engineers.
During my inspections which occurred in November and December, 1987 I
notably failed to detect a ground water table within the poorly
drained soils on the site. There was no ground water table within 36
inches of the soil surface. In combination with on-site ditches and
possibly tile drainage in the field, drainage projects throughout the
general locality have likely lowered the seasonal ground water table
elevations. In order to make a better determination of the recent
changes in hydrology on the site, it is recommended that periodic site
INLAND WETLANDS IDENTIFICATION ENVIRONMENTAL ASSESSMENTS SOIL CLASSIFICATION AND MAPPING
inspections be made throughout the winter and spring months. These
inspections would be made to detect surface water ponding or saturated
soil conditions within the poorly drained soils. If the results of
the inspections show relatively dry soil conditions throughout the
site for this period then dramatic drainage changes have likely
occurred. If however, a seasonal high ground water table remains at
or close to the soil surface in the wetland areas then the poorly
drained soils would appear to be accurately reflecting wetland
conditions. A better understanding of the actual wetland conditions
existing on the site will be essential for the eventual determination
of environmental impacts resulting from the proposed site development.

Mr. John M. Moran, Jr. , Chairman
South Windsor Inland Wetlands Agency/Conservation Commission
1540 Sullivan Avenue
South Windsor, CT 06074
RE: Application Review - David Brown Associates - #88-33P
Dear Mr. Moran:
The plan presented indicates an intense activity of about 7 acres
around the buildings plus 0.8 acres of swale out of the 38. 6
total for this application. The wetlands have been field located
and they have shown the variation from the Town Mapping. The
regulated activity would include sections 2.1.i, j & k, 5. 1 and
5 . 2 of the regulations plus our map should be modified per
section 3 . 2.
It appears that about one half of the building area falls within
the wetlands. They also indicate that the constructed swale and
detention area shall become wetlands. The initial issue would be
whether a permit would be granted for the removal of this
wetlands from the inventory and creation of a new area would be
adequate. There are no specifics that goes with the creation, it
would take more than just a note on the plan. There should be an
educated opinion of this proposal on the water if such a permit
were granted, the Erosion & Sedimentation control plan would be
the next issue before the Commission. There are no dimensions
on Sheet 4 of 9, a number of assumptions are made such as slopes
shall be no greater than 1' vertical to 4' horizontal, there will
be a 15' non disturbance buffer along the boundary to preserve
the existing hard wood trees.
In the Erosion & Sedimentation control notes #3 "Land Disturbance
to be kept to a minimum: restabilization will be scheduled as
soon as practical" , is an impractical solution. Individual
siltation basins can protect this flat site for storm protection,
the major erosion problem could be from the wind. There is a
potential of over 7 acres exposed to the wind at one time for no
reason . The second item in the construction schedule, haybales
and/or silt fencing are to be placed in the bottom of the swales
that are being dug in Item 5. A modification in the sequence
could include only one building permit at a time and only issued
after the detention area and Swale have measurable grass cover.
This isn't a solution, but they should show a realistic
construction approach.
Mr. John J. Moran, Jr.
RE: David Brown Associates
If an Inland Wetlands permit were granted with conditions, they
could include:
1. Modifications to the plans to show maximum 4:1 slopes,
stockpile location, limits of construction, buffering of J
neighbors, siltation basins, extend anti-tracking apron to
existing pavement and resolve the conflict between the
construction schedule and the E & S control notes.
2. Item 3 in the E & S control notes to be adjusted to 30 days
or as directed.
3 . Significant or specimen trees should be located along NF
Albert J. Schneider and methods of their preservation should
be shown.
4 . Dust protection should be addressed on the v
P plan.
5 . The effect on the ground water table should be addressed.
Up and downstream.
6 . The plans are marked "Not Released for Construction" which
is correct. Prior to construction the plans as modified
shall have to be approved.
7 . A bond would be required to cover the compliance
requirement. If on 3 . 86 acres, this should be indicated.
Very truly yours,

RE: David Brown - Fuss & O'Neill Report of May 23, 1988
Dear Mr. Moran:
The supplemental information doesn't change the obligation of the
Agency to address the feasible and prudent aspects for
development of the wetlands with the issuance of a permit.
Their drainage input does require more detailed information, not
for the commission action, but overall development of the 95 acre
watershed. An expansion of their report could result in 70 acres
of impervious coverage discharging down a 3,500 L.F. open channel
at a minimum grade to the 24" outlet at Nutmeg Road North. This
can be a delicate maneuver where an inch here and there could
make it impossible to drain the abutter without an excessive
expense. Their proposal for construction from the outlet
upstream should be reflected in sufficient and appropriate detail
on their plans maintaining drainage from the abutter.
Their proposal for a swale along the northerly boundary cannot be
covered in a paragraph or so. In keeping with the "Guidelines" ,
there should be an area of non disturbance around the mature
trees in this "buffer area" . The plans should be modified to
show the trees in this area and the protection proposed. Perhaps
a reduction of the building length could ease the impact.
The "creation of a more valuable wetlands environment" does
require more detail. A recent site that was over excavated to
bring the watertable closer to the surface installed an aeration
system to retard the algae growth, resulting in a motorized
wetlands . An open water pond isn't what I envision as a wetland
enhancement.
Mr. John M. Moran, Jr. , Chairman Page 2
Inland Wetlands Agency
In summary, the plans are not for construction. Pending a
decision on a wetlands permit, the plans should be revised and
heard after modification.

A. Bowen Davies

RE: Application # 88-33 , David A. Brown Site Plan
- IWC Letter June 29, 1988
- PZC Letter August 9, 1988
Dear Ms . Banack,
The Owner/Developer David A. Brown has agreed to abide by the
comments concerning his Inland Wetlands Agency/Conservation
Commission approval of June 27, 1988 and his Planning and Zoning
Commission approval of July 26, 1988.
Attached are six (6) copies of the Wetland Creation Plan and
narrative concerning its concept/execution prepared by Philip
Barske. I reviewed the above with the Commission at there
November 19, 1988 meeting and received a positive response.
Phil Barske and his associate will be involved in the total
process of developing the new wetlands areas.
Fuss and O'Neil has submitted the required six (6) copies of the
revised site plans to your office, including milars of drawings
# 2 and # 4 , on September 81 1988.
David Brown is ready to post two (2) letters of credit to cover
the $7, 000 Landscape Bond and the $10, 000 Erosion and
Sedimentation Bond.
The banks of the swale will be seeded with Crownvetch while the
swale bottom and two (2) feet up each side will be seeded with a
grass mixture of 20% Kentucky Blue Grass, 20% Tall Fescue, 25%
Red Fescue, 1500- Perennial Rye Grass and 5% Red Top. Phil
Barske feels the above provides the best low maintenance ground
cover for the swale. Dave Browns lawyer is investigating how
the maintenance of the swale can be incorporated into chain of
title for the property. Maintenance of the swale would include
the picking up of trash and debris quarterly and the removal of
silt deposits when it impedes the design flow of water.
The remaining terms on both the IWC approval and the P & Z
approval will be complied with and addressed as they are
required in the construction process, hence I feel the plans are
ready for the Town's final review/sign off.
If you have any questions feel free to give me a call .
We appreciate both your and Liz's assistance in obtaining
IWA/P&Z approvals.

RE: David Brown Site
As a prerequisite to a preconstruction meeting, we have reviewed the
"Final Plans" for the David Brown Site and have the following
comments:
1 . Planning & Zoning approval letter stated the plans should be
modified to show a maximum 4 :1 slope. The details shown on
sheet 11 indicate this, however the plans are showing a 2:1
slope at the swale. This should be revised to show the proper
impact and limits of gk-a- ing. 4
2 . Planning & Zoning approval letter asked that limits _of
construction be shoes drawing. There are none shown.
3 . Planning & Zoning approval letter requested sjltatjon _basins,
be shown. This has not been done.
4 . Inland Wetland approval letter asked that the 50' buffer along
the east bounc _ jB.e .be pshown ron the Plot Pam. This is not
shown.
-t, 0j(c 5 . Inland Wetland approval letter stated "Riprap is needed at- all
bends of xale" . Riprap is shown for one side only.
6 . Sheet 5 note number 7 states that riprap is to_be laced at
all culver-t discharge areas . This was not shown on drawings .
7 . We request the elimination of the note "Not Released For
Congton" from all drawings . With this note in place-",the
drawings cannot be classified Final Plans .
i 8 . Planning & Zonina.. letter asks that a written plan for
th_e wet ands rAt?rbe submitted. We do not know if this
has been done - we have not seen it.
9 . Planning & Zoning approval letter states that the fect,n

Re: David Brown Associates $9- 33
Dear Sir:
Field conditions have prompted some variations to the original
discussions involving how the sitework would be managed. The
areas of concern are as follows:
Topsoil:
The original estimate of topsoil depth was believed to be
approximately 611. The actual topsoil depth in some areas is 12"
to 24". This variance has caused an increase in the size of the
topsoil stockpile. The stockpile will be extended easterly as
required.
Stumps:
The original plan called for stumps to be buried on site. It
was decided during meetings with the Town that the stumps would
be ground on site. The stockpile for the stump grindings will
be on the Northeast corner of the topsoil stockpile.
Access:
Field conditions have prevented the movement of heavy equipment
through the Western end of the swale. This has resulted in a
swale excavation that will work both ends towards the middle. A
25' - 30' wide path will be required in the existing field as a
temporary area for heavy equipment to move material. This path
will run East - West for approximately 3001 .
If your have any questions please do not hesitate to contact me.
Thank you for your attention.

Re: Application 188-33P (David Brown Site), Governor's Highway/Nutmeg Road
You re h r by notified that problems may exist on the above site concerning erosion and
sedimentation control measures. Although this is a notification based on a routin site
visit, you are ultimately responsible for inspecting and maintaining the site.
March 2, 1990 I inspected the site. For the most part the erosion and sedimentation control
measures seem to be in accordance with the approved plans. My concern is with the amount of
sandy barren surface which has been exposed off and on throughout the winter. The area in
question is that which is associated with the proposed building locations. With the onset of
spring winds I would recommend that this area should be protected against wind erosion if the
buildings are not soon scheduled to be built. I would suggest that perhaps a liquid polymer
might be appropriate for the site.
This will b filed with your approval/permit for the site. It is your responsibility to
maintain the site and repeated violations/problems will be forwarded to appropriate

1. Of primary concern is the reseeding of all disturbed areas
A.S.A.P! The sandy soils will be difficult to establish
lawn any later in the season. Use mulch to help hold
moisture on seed bed. Repair all gullies forming on slopes.
2. Repair double row of silt fence at outlet under Nutmeg Road
North. Clean up debris from siltation basin.
3. No check dams were placed in swale, but flatness of grade
seems adequate (along with riprap at bends) to preclude
significant erosion. The exceptions being: at inlet to
wetlands creation area where stream becomes braided; and
where debris has fallen across and caused erosion on the
banks.
4. No snow fence was installed for tree protection. Barked up
trees should be monitored. Remove flagging at clearing
limits so as not to cause future bark damage.
5. Topsoil area was relocated to lie parallel with existing
ditch. Seed and surround with haybales as directed on plan.
6. Existing ditch is eroding through dike at southeast end of
wetlands creation area. The simplest solution would be to
place a culvert at outfall, or place filter fabric around
the stone to keep the fines from washing away.
7. The five acre building site cannot be left exposed. Though
bark mulch would avert wind erosion, spreading topsoil and
seeding would be a better solution for the long term.
8. In general, the project looked good, but must be stabilized
before problems arise.

1. The seeding has been done and has had adequate germinating but
fertilization and some mulching in any trouble spots is
recommended.
2. Silt fence at outlet still requires repair.
3. The swale is now fairly dry with the only damage arising from

4. Snow fence WAS installed during construction and then removed
upon completion of grading operations. I apologize for any
confusion I may have caused by my previous statements.
5. Topsoil shall be respread.
6. The existing ditch seeping through the dike may be handled
with a broad swale to allow for future access for maintenance
of the north drainage ditch. An alternate suggestion was to
fill in the existing ditch since the new ditch replaces its
function.
7. Topsoil shall be spread and seeded.

Dear Mr. Brown: --
Re: Application #88-33P, Vlutmeg Business Park'
In June of last year a meeting was held at the site referenced above
(see attached) . The purpose of the meeting was to review the
wetlands creation as proposed on the approval plans . (A majority of
the excavation had been accomplished but final grades and
establishment of wetland vegetation was still needed. )
It was my understanding, based on the meeting, that work was to take
place this spring with regard to the wetlands creation. As you are
probably aware, the IWA/CC permit granted for this site will soon be
scheduled for consideration of an extension to the permit date. Any
information you have with regard to this issue would surely be of
interest to the Agency.
If you have any questions, feel free to call me at 644-2511 .

Dear Mr. McCahill:
I am writing in response to your letter dated May 6, 1991 regarding the
enclosed memo reviewing the wetlands. Currently, I have already taken
care of Article #2- Drainage Swale by performing: dress barren/snady bank
areas with top soil, seeding with Italian Rye/scatch in, fertilizing with
a high nitrogen fertilizer, hay mulch to disturbed areas, and having
existing grass catch to a marginal amount. Also, the Drainage Swale has
been performing as designed and we will continue to routinely inspect and
maintain the site which includes cutting the grass.
In reference to Article #4- Building Platform, I have already taken care
of this as well by spreading 3" to 4" of top soil, seeding with Italian
Rye, and fertilizing with a high nitrogen fertilizer. This area has been
stabilized with grass and the erosion and sedimentation control measures
are in accordance with the approved plan.
Due to the current state of the economy and banks unwilling to lend money
for raw land, has made it difficult for me to complete Article #1 and
Article #2 at this time. I do realize that I have an obligation to
complete these two articles and I would like to complete it at a later
date. 3
If you should have any additional questions, please feel free to contact
me at our office.
Sincerely,
David A. Brown

Dear Mr. Brown:
Re: Expiration of Permit #88-33P, Brown Subdivision/Governor's Hwy
This is a reminder that the permit with the Inland Wetlands Agency/Conservation Commission,
application #88-33P will expire on June 18, 1997.
If you plan to extend your project beyond the above expiration date, you must apply for an extension at
least sixty-five (65) days prior to the expiration date. There will be a thirty-five dollar ($35) fee
required for an extension of the permit. This includes a ten dollar ($10.00) surcharge assessed by the
State, to fund the State Environmental Review Team.
An application for an extension shall be made in accordance with the following subsection of the
IWA/CC Regulations:
a. The duration of any amendment or extension shall be for three years unless otherwise specified in
the permit.
b. The application may incorporate by reference the documentation and record of the original
application.
C. The application shall state the reason why the authorized activities were not initiated or completed
within the time specified in the permit.
d. The application shall describe any changes in facts or circumstances involved with or affecting
wetlands or watercourses or the property for which the permit was issued.
e. In unusual situations the Agency may accept an untimely application to extend the expiration date
of a permit if the authorized activity is ongoing and allow the continuation of work beyond the
expiration date if in its judgement, the permit is likely to be extended and the public interest or
environment will be best served by not interrupting the activity; the application shall describe the
extent of work completed at the time of filing and the schedule for completing the activities
authorized in the permit.
f. The Agency shall evaluate the application pursuant to these regulations and grant the application
as filed, grant it with any terms or limitations, or deny it; and shall state upon the record the
reason(s) for its decision.
In the event that you are requesting an extension, section 8.1.6 of the Zoning Regulations establishes
the process for monitoring the approved conservation plan. Per that regulation, a progress report is
required from the applicant's engineer verifying that erosion and sedimentation control measures have
been installed and maintained in accordance with the approved conservation plan. This verification
report shall also be submitted 65 days prior to the expiration date of the permit to allow time for the
Commissioners to evaluate your project controls.
If work has been finished or will be finished by the expiration date, please send a letter stating work is
completed according to the approved plan.
If you have any questions call me or Jeffrey H. Folger, Zoning/Wetlands Enforcement Officer at
644-2511, ext 253.

Please be advised that I hereby request a three year extension of the

industrial purposes as the economy improves. We know of no other changes
in facts or circumstances involved with or affecting wetlands or
