The stormwater 'idischarge shall be mostly into the Town of South Windsor open s�ace pond that was a product of the "Highgate Sub- division" . It would appear that this would come under 5 .1 of the regulated activity section. This appears to be diversion of a watershed and ishould have some justification other than convenience. There should also be an indication from the owner for this usage The application is for the installation of the drainage facilities . The Erosion & Sedimentation control plans indicate what one would expect to occur along a tentative street pattern which establis es finish grades for the structures . An approval at this time seems premature. Authorization for the use of the To Open Space should be submitted prior to granting the permit to nstall the drainage facilities .
