Hyyppa and Associates 127 Hebron Avenue Glastonbury, CT 06033 Re: Traffic I mpdac "' .,,,,, arch 1981 dP=leasant Valley Homes cut Gentlemen: We have evaluated the traffic impact potential of the proposed development. The study has been based upon the review and evaluation of the following data: 1) 1"=200 ' map titled "Proposed Plan of Development - Pleasant Valley Homes" , January 29 , 1980 , revised to January 26 , 1981, Reino E. Hyyppa and Associates. 2) "Town of South Windsor, Connecticut, Comprehensive Study - Southerly .Area" , Draft - August, 1979, Brown, Donald and Donald, Inc. 3) "Traffic Impact Study, Pleasant Valley Homes" , February 19, 1979 , Purcell Associates. Traffic Impact Study Update, "Pleasant Valley Homes" , March 31, 1980, Purcell Associates. 4) Field review of the project area. Proposed Development The plan of development now proposed for Pleasant Valley Homes includes 187 single family homes on a 140 acre site. The site is centered in an area bounded by Pleasant Valley Road on the north, Chapel Road on the south, Clark Street on the east, and Long Hill Road on the west. OFFICE LOCATED AT: 90 NATIONAL DRIVE • GLASTONBURY • CONNECTICUT Vehicular access will be provided at four locations on existing Town Ro ads; Phase I - Pleasant Valley Road (Existing LeFoll Blvd. ) Phase II - Chapel Road (Approved/under construction - Gail Road) Phase III - Chapel Road (Proposed LeFoll Blvd. ) Phase III - Clark Street (Proposed Margaret Drive) The February 19, 1979 traffic impact study prepared by our firm for this development addressed the first phase of develop- ment which included approximately 81 single family homes on a 63 acre site with vehicular access from Pleasant Valley Road only. A second traffic impact study prepared in March 1981 evaluated a total development proposed for 120 single family homes and a new vehicular access point onto Chapel Road. This Phase III study now represents the total development planned for the site. Projected Traffic From The Development The estimated total daily traffic generated by the proposed development is based on an average weekday vehicle tri generation factor of ten trip ends per dwelling unit. () This results in an estimated 1, 870 vehicle trips (total inbound plus outbound) generated by the development on an average weekday. Estimates of traffic generated by the development during the morning and evening peak hours indicate total (inbound plus outbound) volumes of 150 from 7:00 - 8: 00 a.m. and 185 from 5:00 - 6: 00 p.m. Traffic Impact Pleasant Valley Road and Chapel Road will carry the majority of traffic to and from the proposed development. In the vicinity of the site, these roads are approximately 20-24 feet in pavement width with no curbing or sidewalks and are posted for 30-35 miles per hour speed limits. In addition, Clark Street access from Margaret Drive will generate site traffic. However, this traffic would be expected to travel westerly to Manchester or northerly to Five Corners, South Windsor. (l "Trip Generation - An Institute of Transportation Engineers Information Report" , Institute of Transportation Engineers, 1976 The following schematic figure represents the approximate site traffic distribution and access patterns anticipated for the adjoining roadways. Penney Pleasant Valley Road 3,100 4,680 Chapel Road 21300 3,350 Clark Street 400 30, 350 Evaluation of the existing road system to accommodate the additional site traffic generation has been related to the 1980 ADT with J.C. Penney. The following increases in ADT would be experienced with the proposed development in-place : r 1980 ADT With Site Generated Total % J.C. Penney + Traffic (ADT) = Traffic Increases Pleasant Valley Rd. 4680 615 5295 13% Chapel Rd. 3350 930 4280 28% Clark St. 3350 325 3675 10% Chapel Road would experience a larger volume of site traffic based upon two proposed access locations. Pleasant Valley Road traffic would decrease from previous Phase II projections (720) , while Clark Street would experience a slight increase. The total traffic experienced on Pleasant Valley, Chapel Roads and Clark Street with the proposed development would be well within existing traffic-carrying capacities of approximately 10, 000 vehicles per day on Pleasant Valley and Chapel and 9, 000 vehicles per day on Clark Street. Findings 1) The additional traffic generated by the proposed 187 single family homes can be accommodated by the existing road system. 2) An examination of the site and preliminary plans for the development indicates that adequate sight distance can be achieved at the developments access points with Pleasant Valley Road and Chapel Road. 3) The internal road system has been layed out in a manner which would encourage logical distribution of site generated traffic. 4) Traffic volumes generated by the proposed development can be adequately handled by STOP sign control at the vehicular access points on Pleasant Valley Road, Chapel Road and Clark Street.
