INTRODUCTION A. Study Purpose This study has been prepared by Storch Engineers for Mr. John Samsel , Jr. to determine the traffic impacts of the proposed eleven lot residential subdivision located on Buckland Road in South Windsor, Connecticut. This report analyses existing and projected traffic operations, at the site, with the intent of identifying potential problem areas and developing methods to mitigate areas of traffic concerns. B. Study Process The study consisted of the following tasks: 1. A field review of existing physical conditions on Buckland Road at the proposed site entrance including a review of road width, lighting, pavement markings, signing, and sight distance. Z. A continuous traffic count of vehicles travelling on Buckland Road near the site entrance. 3. Observations were made of existing traffic conditions and operational characteristics on Buckland Road at the proposed site entrance including a vehicle gap analysis. 4. Accident data, obtained from the Connecticut Department of Transportation (ConnDOT) was analyzed to determine if any safety problems are evident in the area of the site. 5. Trips generated by the site were estimated, and their impact on the adjacent roadway system were identified and evaluated. _.._ 1 STORCH ENGINEERS H. EXISTING CONDITIONS A. Site and Roadway Conditions The proposed project lies in the southern section of South Windsor (Drawing No. 1) . The site borders the eastern side of Buckland Road approximately one mile north of Smith Street. The location of the site is shown in Drawing No. 2. Access to the site would be provided by a single entrance (Drawing No. 3) intersecting Buckland Road. Buckland Road is a bituminous concrete road 25 feet in width providing two 12-foot travel lanes which are divided by a double yellow centerline. The posted speed limit on Buckland Road is 35 miles per hour. B. Traffic Volumes and Operations A continuous traffic count was recorded on Buckland Road one-half mile north of Smith Street starting on November 17, 1986 and continuing into November 19, 1986. A summary of the continuous traffic recorder count is included in the Appendix of this report. Based upon this count, the 1986 Average Daily Traffic (ADT) volume was estimated at 13,600 vehicles. A vehicle gap study was conducted on Buckland Road at the site, to determine if an adequate number of gaps in traffic exist to safely allow vehicles exiting the site to turn left onto Buckland Road. The 1985 Highway Capacity Manual , published by the Transportation Research Board, defines 6.5 seconds as the minimum time needed for a vehicle to successfully turn left from a minor road onto a major two-lane road. The results of our gap study indicated that 164 gaps, 7 seconds or longer, currently exist at the site entrance during the AM peak hour. 2 1 [ -owi sco•r Bit[t'Iv_ 14ILL ' 74 RFrfIC O p ♦ /4t 1 < 4 ,fr r p 0 o 1 G`" ` SArERR • LEY - y' %, `n r _ TR f 1 - 1 _ SITE ° LOCATION of 'ref, o-- LoR WIiVD __ _ ___ _ - - - - - - - --- _ SO _ _ S MAN=CHSTER JOHN SAMSEL SOUTH WINDSOR , CONNECTICUT t SCALE:N/A SITE LOCATION MAP DRAWN BY: R.B.SKK JH F ED BY: STORCH 161 RAIN STREET "BATE: D EC..1986 ENGINEERS WETHERSFIELD,CT 06109 DW`. Proposed Site The proposed site under evaluation would consist of eleven single-family houses. Access to the site would be provided by a single cul-de-sac road intersecting the eastern side of Buckland Road at a 90-degree angle. This road would continue easterly for approximately 650 feet, servicing lots to either side before bearing to the south and ending. B. Site Generated Traffic Estimates of vehicle trip generation for the proposed development are based upon trip generation rates published by the Institute of Transportation Engineers (ITE) in a report titled Trip Generation (third edition). Table I illustrates these rates. Vehicle trips estimated for the site are based upon an average trip generation rate of 10 trips per household per day applied to the 11 single-family homes proposed to be built. Thus the development would generate only 110 trips (55 in, 55 out) on a daily basis. A trip by definition, is a one-way movement either into or out of the site. Because the number of trips generated by the site on a daily basis is extremely low, the time period of the day which will generate the most exiting trips was analyzed in order to determine if the vehicle gaps measured on Buckland Road can accommodate the exiting vehicles. According to the Trip Generation Manual , the highest number of exiting vehicles are generated during the AM peak hour ( .55 trips/unit). Using this factor, the 11 houses are expected to generate 6 exiting vehicles during the AM peak hour. A copy of the trip generation rates used can be found in the Appendix of this report. 3 STORCH ENGINEERS TABLE I Average Trip-Rate Total Vehicle Trips (Trips/Dwelling (Based on 111 Unit) Dwelling Units) Average Weekday Vehicle Trip Ends 10.0 110 AM Peak Hour Enter 0.21 2 Exit 0.55 6 PM Peak Hour Enter 0.63 7 Exit 0.37 4 C. Traffic Safety Analyses Intersection sight distance was analyzed at the proposed site — entrance looking both north and south on Buckland Road. The sight distance to the north of the proposed entrance was found to be 700'± while to the south it was 475'±. Institute of Transportation -- Engineers (ITE) recommends 100 feet of visibility for each 10 m.p.h. for speeds on the through street. Based on a posted speed limit of 35 m.p.h. on Buckland Road, a minimum sight distance of 350 would be required according to ITE criteria. Therefore, available sight distance is adequate in both directions. — Accident data, for the years 1983-1985, was obtained from ConnDOT. Over the three years analyzed, a total of 29 accidents occurred on Buckland Road from its intersection with Smith Street to its intersection with Deming Road, causing 11 injuries. Thus the area analyzed experiences an average of approximately 10 accidents and 4 4 STORCH ENGINEERS injuries per year. The analysis, showed that the majority of these accidents did not involve angle collisions, while several were the result of poor road conditions, operators driving under the influence, and mechanical failure. There is not a high occurrence of accidents on Buckland Road, between Smith Street and Deming Road, nor are there any apparent safety deficiencies which contribute to accidents. The accident rate on Buckland Road between Deming Road and Smith Street is approximately 225 per hundred million vehicle miles travelled. This rate is below average, therefore, indicating that the amount of traffic r_ accidents currently occurring on Buckland Road is typical and even below that rate which would be expected. IV. CONCLUSIONS AND RECOMMENDATIONS Based upon the trip generation characteristics of the subdivision, a peak volume of 6 vehicles per hour is projected to exit from the site onto Buckland Road. Storch Engineers conducted a traffic gap study which showed that there are 164 gaps of adequate length in the Buckland Road traffic during the critical period. Therefore, there are more than adequate gaps in the Buckland Road traffic for motorists to exit safely and conveniently from the site. Adequate intersection sight distance exists at the site entrance. There are no geometric problems on Buckland Road which result in inadequate intersection sight distance. An analysis of accident data yielded that there does not exist a high occurrence of accidents based upon the traffic volumes on Buckland Road. 5 A PP END I X STORCH ENGINEERS GLOSSARY OF TECHNICAL TERMS -- In order to clarify the meaning of certain specialized traffic engineering terms used in this report, the following definitions are offered: Trip is a one-way movement to or from a site. One car entering and leaving a site constitutes two trips. Traffic Generation is the actual number of vehicle movements which may reasonably be expected to be attracted by a specific development. Usually, traffic generation is expressed as a number of trips. Average Weekday Traffic is the total traffic generation of a development on a typical working weekday. Peak Hour Generation is the maximum traffic generation which may be anticipated during the highest volume hour for the particular development. This analysis parameter may vary as to the time of day, depending on the type of facility proposed. Office buildings normally generate peak volume rates which coincide with the peak volume rates of the surrounding roadway network. Trip Distribution is the process of determining the proportion of the generated trips that can be expected to originate at any location. Traffic Assignment is the process of estimating total traffic volumes by assigning distribution from the various points of origin to _ the roadway system which would provide the most direct route between the points of origin and destination. STORCH ENGINEERS Capacity and Level of Service (LOS) are terms utilized to describe the ability of a roadway to handle the volume of traffic that it carries. LOS is a measure of the quality of flow and overall congestion on a particular section of road or at a specific intersection. LOS are defined in the Highway Capacity Manual as follows: LOS RATINGS Rating Description Traffic A Free Flow Drivers feel no restriction B Stable Flow Drivers feel some restriction C Stable Flow Drivers somewhat restricted but not objectionably so D Approaching Unstable Flow Increasing restriction and delays E Capacity Substantial restriction and delays F Forced Flow Jammed condition, extreme delays LOS A through D are acceptable for intersections during peak periods. LOS E and F are generally unacceptable. STORCH ENGINEERS MACHINE COUNT SUMMARY PROJECT. . . . . . . . . . . SO. WINDSOR JOB NO. . . . . . . . . . . . 4754 LOCATION. . . . . . . . . . BUCfLAND RD. Our initial study did not included this information as residential sub-divisions normally do not exhibit major exiting traffic volumes during the evening peak period (4:00 PM-6:00 PM) . The subject sub-division would generate, during the period studied, approximately four exiting vehicles trips, the cars wishing to enter Buckland Road from the proposed sub-division. The available gaps which would be acceptable under normal circumstances for vehicles to exit onto Buckland Road numbered 97 during the same period. Thus, the accommodation of 4 vehicles should present no serious concern and save exiting from the site can be made during the evening peak period. We trust this supplemental information is sufficient for your needs. Should further material or information be required, please do not hesitate to contact us. Eric Scherer, District Conservat ion ist;' USDA-So i I Conservation Serv_ -ce--- - RE: Site Plan Review - !'I DGEWOOD ESTATES SU I VISION" Buck I an uth Windsor, CT. On February 24, 1987 a site plan review was made of the above proposal . Sheets 1 of 9 (12-9-86), 2 of 9 (10-22-86), 3 of 9 (12-12-86)0 4 $ 9 of 9 (12-11-86), 5 of 9 (12-9-86)0 6 8 7 of 9 (12-10-86), and 8 of 9 (12-13-86), were review d. A copy of the report on the proposal from A. Bowen Davies, Deputy Town Engineer, dated 12-29-86, was also reviewed. Approximately 45% of the site is mapped as Inland Wetlands. The wetland soil type mapped is Walpole loam. This soil has a high water table at or 1 .0 foot below the surface for six to seven months of the year. This soil poses severe limitations to development due to the high water table. These limitations Involve houses with and without basements, roads and shallow excavations. Special engineering and design will be needed to overcome the limitations. In addition to the well-made comments by Mr. Davies, I would like to offer the following recommendations to the plans if this proposed development is approved: If the proposed stormwater detention structure will handle the 100 year storm event, will the 10 foot wide spillway proposed at elevation 153 be necessary? If it is needed, suggest moving it from proposed location over the pipe to another location where, if the embankment is breached, the failure will not include the undermining of the primary structure. It is important always to locate emergency spillways in natural ground, as much as possible to reduce the erosion hazard and limit the complete failure of the structure. - It is assumed that the detention structure is being proposed to control future storm runoff from the developed site. It appears that as located, the basin will only control street runoff and runoff from half of the lots. The hydrology analysis should take this into account. - Include mulch specifications for permanent and temporary seedings as well as for those periods when seeding cannot be done due to time of year and when grading is substantially completed. - Change the note (Sheet 8 of 9) on haybale detail to show a 411 depth placement of haybal e. - Change catch basin protection to show an "envelope" of synthetic fabric under and over the grate and "tucked in" on the outside. Bellizzi Secretary - IW A/CC Town of South Windsor 1540 Sullivan Avenue South Windsor, CT Dear Deborah, The enclosed reports on the "Ridgewood Estates Subdivision" were submitted to me by Eric Scherer, USDA-Soil Conservation Service. The District concurs with Eric's report and offers these additional comments/suggestions for your consideration: 1 . Approximately 45% of the site is mapped as inland-wetlands. Six of the twelve lots (Lot numbers 2, 3, 4, 9, 10, 8 11 ) are almost entirely in this wetland area. Also, the proposed road cuts through this area. The towns wetland map indicates that the wetland on this parcel is part of larger contiguous wetlands area. The construction of the road through the wetlands coupled with the house lot development may disrupt the continuity of the wetlands and impact their function. 2. The proposed plan shows two road stubs. This may be an indication of plans for future development in the area. This would result in disruption of more inland-wetlands. 3. The District supports the intentions and efforts of the South Windsor Ag-land Preservation Commission. At the present, the land use on much of the proposed site as well as on adjacent land is meadowland that is being hayed. Both the Inland-Wetlands/Conservation Commission and the Ag-land Preservation Commission may want to preserve this land for this type of low impact use. This would reduce impact on wetlands, increase open space and maintain the rural character of the town. If you have any questions or concerns about these reports, please call me. The enclosed report was submitted to me by J. Eric Scherer, District Conservationist, USDA--Soil Conservation Service. Along with Eric's report, the following comments/suggestions are offered for your consideration: 1. The District is very concerned about the amount of development that is planned in the wetland area. The wetlands on this parcel cannot be looked at as a separate unit but as part of a larger contiguous wetlands. The proposed development will disect the wetland area. This would impact the wetlands off-site as well as on-site. 2. To support the type of development proposed, much filling and draining of the wetlands is needed. The extensive draining that is needed will most likely result in lowering the water table in adjacent wetland areas as well as on-site. 3. Mr. Ianni described this wetlands as somewhat unique (page 3 of report) inferring that because it did not have a deep organic layer that it did not function like most wetlands. This wetland area is not a unique system but is a coman wetland type found in the Connecticut River Valley area. Often this type of wetland is associated with an intensive aquifer recharge/discharge system. 4. As more and more of our wetland areas are developed, the importance of the remaining areas we have grows. 5. According to State regulations, the commission must look at alternatives to the proposal. Is development the only alternative land use for this site? Can the proposed action be reversed or is it an irretrievable commitment of the resource? Please do not hesitate to call if you have any questions or concerns about these reports. Enclosure: DC Report CC: A.B. On June 19, 1987 a site visit was made to the above property. Site Plans, Sheet 4 of 9 (dated 12-12-86 and revised 3-4-87) were reviewed. In addition, "Soils Report" by John P. Ianni, Soil Scientist (dated April 1987) was reviewed. An earlier report on the proposal, dated 3-24-87, was written by this office. This report should be referred to for information. The following information is offered for consideration: - Inland Wetlands, at the scale mapped, appear to be correct. - The Inland Wetlands are part of a larger contiguous wetland system that runs north and south along Buckland Road. Although a divide in the surface drainage occurs along the southern property line of the property, ground water flows east to west with the general relief of the area. - The wetlands are dominated by Walpole loam (0-3 percent slopes) . This soil consists of very deep, poorly drained sandy soils formed in water-sorted glacial outwash and stratified drift. This soil has a high water table at or near the surface much of the year. The water table is apparent. Subsurface drainage on apparent water tables is limited due to the nature of the water table. - Glacial till soils predominate the upper relief to the area, acting as a reservoir for replenishing the water table. Therefore, attempts at drainage may prove to be difficult. Additional Comments on Soil Report from J. Ianni: -Response to III A. "Farmland Potential" Walpole loam is best suited to grassland farming in the undrained state. Agricultural drainage (depth of 2.0) will allow for corn silage production (approx. 18 torVac) . High cash crops (blueberries, strawberries, nursery stock) could become alternative crops for the site. OThe Soil Cons rvation Service is an ag ncy of the D partment of Agriculture Additional Conments on Soil Report from J. Ianni - continued PAGE 2 6/23/87 -Response to III B. - "Limitations to Development" Since Walpole loam has an apparent water table, the gravel and sand subsoil will be saturated during those periods of the year when drainage is important. -Response to III C. - "Proposed Development in the Wetlands" - During precipitation events, wetlands function to a limited extent like sponges. The wetland soils ability to absorb water is based upon the organic content and depth of the organic layer. During a precipitation event where stormwater detention is important, wetland soils are usually saturated, therefore, not acting like sponges during the time of peak flows. The real value of wetlands is its' value in reducing travel time of the peak as well as the storag of water achieved by the low lying relief of wetlands. Wetland vegetation also helps to reduce peak events from storms by resisting flow (roughness coefficient) * -Response to III C. - "Proposed Development in the Wetlands" - Wetlands do function in pollution renovation. This is less a groundwater, anaerobic function and more a biomass function. Unless introduced by leachate, most pollutants that are treated by wetland are surface water borne. Attenuation of the pollutant is by wetland biomass, the more the biomass, the larger the attenuation of pollutant. 2- - 0-/c S-0,J V&&,44,at t S 1540 SULLIVAN AVENUE - SOUTH WINOSOR. If the Town Attorney says there are complications in the developer doing this, this does not destroy the approval of the W. P. C. A. accepting the plan of Ridgewood Estates. It still entitles the developer to put the sewer in the road. This approval is also subject to the following 'conditions of the W. P. C. A. as follows: 1. Houses won't be permitted to connect to the sewer until they have been air tested. 2. Any connections will become part of the plan. 3. Once we accept the line, property owners are subject to be assessed under the Town's rules and regulations. 4. The developer will provide as-built plans showing people connected to the sewer. This approval is also subject to the following Town Engineering Department conditions as follows: 1. The developer can't put in the sewer at the depth originally proposed. The Town recommends a 10 inch sewer line instead of an 8 inch line. 2. Additional manhole must be placed between Manhole #8 and Manhole #9. 3. The line must be 10 inches in diameter from Station 0 plus 0 through 1452. (Cont'd on page 2.) SOW N SE, -OW Ole S-Ca ?d&&4j6'0t o C V wG 1540 SULLIVAN AVENUE • SOUTH WINDSOR.
