Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: RONCALLI APPLICATION REVIEW Dear Mr. Moran: This proposal for the development of 56 acres appears to cover all of the items required; the wetlands were field located, the impact on the wetlands from construction appear to be adjacent to the roadway at the westerly end and from the storm and sanitary installation in the east, and the construction sequence seems logical. I have a few concerns, other than the magnitude of the proposal, such as: 1. There are provisions within the Towns regulations which a proposal like this one, can be forwarded to SCS for their review. Considering there is about 100 feet difference in elevation from Avery Street to the Vernon Town Line, about 20 acres of the surface could be relocated at one time and the proximity of the detention basin to the Town Line, it would seem appropriate to have their input. 2 . Based on the information on Sheet 12, the preservation of topsoil will be very limited. Perhaps not enough to finish the site. The location of the stockpile below the detention area should be relocated above the basin. 4 . The watercourse that goes under the entrance road should be traced through the site to the outlet at the Town line. 5. Show sectioning of the site. There shouldn't be 20 acres exposed at one time. This would establish the bonding. Mr. John J. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission RE: Roncalli Application Review Page 2. 6 . Siltation basins should be appropriately placed to be functionable, visable and located for ease of cleaning. 7 . Any effect downstream through the existing subdivision should be addressed. Burkhardt APR 15 196b April 1 SSS South Windsor INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION INTRODUCTION A senior residential care facility is being proposed on abandoned farmland, as shown on the set of plans titled "Roncalli At South Windsor - Residential Care Facility" by Design Professionals, Inc. and The Mead Group. The facility is located between the two large wetland-watercourse corridors, which occupy the eastern and western portions of the parcel. Activities in and across wetlands and watercourses are proposed in the location of existing crossings and at the edge of wetlands, thus minimizing the impacts to the wetlands. EXISTING CONDITIONS The 56+ acre parcel is bounded by Avery Street with its single family residences to the west, farmland to the north and east, and a combination of farmland and single family residences to the south. The abandoned farmland contains both open fields and woods of slight to moderate slopes. Stone walls are present throughout the property as are numerous trails, which were previously used for farming activities, but are now used for access to party sites. There are four wetland corridors on the property. The western wetland-watercourse corridor is a combination of a wooded red maple wetland and an intermittent shrub marsh dominated by buttonbush (Cephalanthus occidentalis) . The marsh has standing water during high flow periods, but is dry during the summer months. It is used by waterfowl and numerous songbirds when flooded. Deer and raccoons use its central channel as a trail during dry periods. (Please note that the previous statements are to show the change of usage of the marsh throughout the year, and are not to indicate that there are no other species present, and/or that there is no overlap of usage. ) The marsh is bordered to the east and west by wooded wetlands dominated by red maples, and to the north and south by existing farm roads. Vegetation in the corridor includes red maple (Ater rubrum) , alder (Alnus spp. ) , gray birch (Betula populifolia) , buttonbush (Cephalanthus occidentalis) , silky dogwood (Cornus amomum) , rush (Juncus spp. ) , honeysuckle (Lonicera spp. ) , sensitive fern (Onoclea sensibilis) , cinnamon Fern (Osmunda cinnamomea) , smartweed (Polygonum spp. ) , swamp azalea (Rhododendron viscosum) , and skunk cabbage (Symplocarpus Foetidus) (not all inclusive) . Flow from the corridor is northward across the farm road to the cattail marsh on the adjacent property. The eastern wetland corridor is a red maple swamp with a defined intermittent watercourse channel running the length of the corridor. Abandoned and active farmland surround the corridor. The slight wooded slopes are vegetated with red maple (Acer rubrum) , silver maple (Acer saccharinum) , blue beech (Carpinus caroliniana) , sweet pepperbush (Clethra alnifolia) , white ash (Fraxinus americana) , jewelweed (Impatiens capensis) , spicebush (Lindera benzoin) , clubmoss (Lycopodium spp.) , cinnamon fern (09munda cinnamomea) , red oak (Quercus rubre, sassafras (Sassafras albidum) , skunk cabbage (Symplocarpus foetidus) , and elm (Ulmus spp.) (not all inclusive) . Red maples dominate the z overstory vegetation, and spicebush is the dominant shrub species. Flow in this corridor is southward. Both of these corridors are currently providing the typical wetland Functions of wildlife habitat, pollution-filtration, and flood storage to the Hockanum River Watershed. The two remaining wetlands are small pockets located in the southeastern portion of the property at the eastern and western edges. Topographic maps of the site contain contours indicating there might be an intermittent watercourse connecting the two. The contours are correct, but field inspection revealed that there is no surface connection between the two pockets, even during, high flow periods. The western wooded pocket contains standing water during high flow periods at its eastern end, and in the portion of the ditch west of the stone wall on the adjacent property. The remainder of the corridor has no standing water. The vegetation includes red maple (Acer rubrum) , japanese barberry (Berberis thunbergii) , cinnamon fern (Osmunda cinnamomea) , choke cherry (Prunus virginiana) , and white oak (Quercus alba) (not all inclusive) . The wooded eastern pocket is an intermittent drainage swale near the large red maple swamp. It is vegetated with red maple (Acer rubrum) , silver maple (Acer saccharinum) , spicebush (Lindera benzoin) , and skunk cabbage (Symplocarpus foetidus) (not all inclusive). Both of the pockets have some wildlife habitat value due more to the fact that they are part of a larger undeveloped area than to the fact that they are wetlands. Their small sizes limit their flood storage and pollution-Filtration Functions. SITE PLAN EVALUATION The proposed senior residential care facility contains five buildings with a road network and detention basin. Construction of the road system requires one wetland crossing, as does the sanitary sewer connection from Overbrook Drive. A very small portion of the proposed detention basin is located in the western edge of the red maple swamp. Discharge from the development will be to the western marsh and to the eastern swamp. The majority of the discharge will be directed to the eastern swamp through the detention basin. The proposed road crossing is along the northern property boundary in the location of the existing farm road, which crosses the western wetland. Fill approximately 5-6 feet in depth will be required for the crossing. Flow to the adjacent cattail marsh will continue in the same channel through the proposed 41x10' box culvert. The box culvert will maintain the channel's value as a path for wildlife. Two 18" RCP's (reinforced concrete pipes) , one approximately 165' to the east of the box culvert and another to the northwest of Donegal, will discharge development runoff to the wooded wetland east of the marsh. 3 The proposed sanitary sewer from Overbrook Drive will cross the eastern pocket wetland at its eastern edge, as will the access road which is to be used for its construction and that of the detention basin. The primary impacts to the wetland will be during installation of the sewer. Excavated material from the wetland may be stockpiled during construction and used in restabilizing the site once installation is complete. Construction of the detention basin is scheduled in the early stages of site development. The basin is located immediately adjacent to the red maple swamp, thus minimizing construction activities in the wetland while providing a logical hydrologic plan for handling increased runoff due to development. Discharge from the basin-is through a 48" RCP to a swale emptying into the swamp. Loam and seed are to be spread on the disturbed slopes once basin construction is complete. The wildlife habitat value of the disturbed area could be improved if a wildflower mix was incorporated with the seed, and existing shrubs were "stockpiled" during topsoil removal and used in restabilizing the work corridor around the basin. SUMMARY The proposed senior residential care facility, although a large project, has few wetland-watercourse involvements. Access to the site is provided in the location of an existing farm road, detention is being provided without major construction in the viable swamp, and discharges are to the large wetlands which currently have the capacity For significant flood storage. Wetland impacts can be further minimized by strict adherence to the erosion-sedimentation control plan, incorporation of energy dissipators at the outlets of discharge pipes before flow enters the wetland (western marsh) and the swale leading to the wetland (eastern swamp) , by incorporating naturalistic plantings around those activities adjacent to wetland corridors (the road west of Donegal and the detention basin) to maintain as much wildlife habitat as possible, and by conducting activities in and adjacent to wetlands (the road crossing, the detention basin, and the sanitary sewer) during low flow periods. Strict adherence to the plans as presented and incorporation of the above suggested measures will result in a development that will have no significant adverse environmental impacts to the wetlands and watercourses located on the parcel. While it is impossible to remove or mitigate completely all negative impacts to a site as a result of a land use change, reasonable attempts should be made to do so. - It is commendable that the site uses existing crossings and natural physical features in its design and layout. - The natural diversity of this site, which includes wetlands, open fields and upland woodland areas, tends to increase it's overall wildlife value. The introduction of human activity of any degree will affect the present wildlife values of the parcel. It is reccmmended that the applicant be required to contact the CT Natural Diversity Base at DEP - Natural Resource Center in Hartford for any listing of federal or state endangered species in this area. 0 Th Soil Cons rvation S rvic is an agency of th Department of Agriculture SITE PLAN REVIEW FOR APPLICATION #88015W - "FOCALLI INSTITUTE ADULT CARE LIVING FACILITY" - AVERY STREET - SOUTH WINDSOR, CT PAGE 2 MAY 11, 1988 - Maintaining "buffer" strips between wetland areas and more intensively used areas is one technique used by wildlife specialists. Where possible, buffer strip widths of 100' are recommended. These buffers would help to maintain an ecotonel (edge) effect for wildlife using the wetland area. Due to the intensive use of the non wetland area by the proposal, it is anticipated that all natural vegetation will be removed and replaced with ornamental plantings and lawns. Use of the proposed area by wildlife will be limited to small upland game (squirrels and possibly some raccoon and oppossum) and songbirds. Landscape plans could include plantings to encourage a higher usage of the area (i.e., group plantings with shelter/nesting and berry producing qualities) . Depressional areas (basins and drainage swales) could be planted to wetland plant species. - The upland soils on this parcel are typically deep, well drained fine sandy loam. It would be expected that subsurface water that moves through these soils from rainfall infiltration helps to recharge adjacent wetlands. Typically, land uses with large amounts of impervious areas (roofs, roads and parking lots) rainfall has a high runoff coefficient and low infiltration rates. Lawns are also not as efficient as woodland in reducing runoff and allowing for infiltration. Groundwater recharge through drywells for roof runoff and flat lawn areas will help in infiltration of rainfall. New advances in stormdrain pipe design has also added groundwater recharge. These options should be considered when looking at wetland impacts. - Although the proposed 41x 10' box culvert will offer a "path for wildlife. Alternate designs are available including precast bridge designs. Any design that reduces fill requirements in wetlands and maintains the natural stream channel and surrounding area is a more desirable alternative. - In order to lessen the negative impact to downstream areas from increased storm runoff, it appears that a stormwater detention basin has been designed. It appears that most of the proposed sites stormwater runoff will be directed to the planned drainage system and, as described on page 2 of Ms. Burkhardt's report "The majority of the discharge will be directed to the eastern swamp through the detention basin." But since discharge from the basin will be at the lower end of the wetland system, it appears that the peak discharge from the site will occur earlier than presently experienced. In point of fact, a detailed hydrological study, if not already commissioned, should be done for this site. The study should include not only the watershed above the designed outlet of the basin, but also the area below, including all developed areas, and road culverts. The study should produce water surface profiles for areas of concern downstream. It is recommended that the Technical Release 20 computer model program be employed for this analysis. This data could then be compared to any hydrological data from FEMA maps to see what effect this development would have on the peak flows of the Hockanum River. SITE PLAN REVIEW FOR APPLICATION #88015W - "RONCALLI INSrITUrE ADULT CARE LIVING FACILITY" - AVERY SIREEr - SOUTH WINDSOR, CT PAGE 3 MAY 11, 1988 SPDCIFIC 00MMENrS: - Inland Wetland Limits should be shown on 1" = 200' scale maps and the professional soil scientist who field located wetlands (as per not on legend Sheet 11) should be identified and required to sign plan mylars as to accuracy of surveyed limits. - The proposed outlet for PCB #13 (Sheet 8) should have outlet protection and possibly a channel liner. - Move PCB #11 outlet to east side of walk to increase travel time of stormwater and restrict outlet opening of basin so that water will temporarily pond, allowing sediment to settle out. - Remove sediment barriers from all stream and storm outlet channels and place over and above outlet. Sediment barriers are not designed to control sediment in channels - Change the catch basin protection detail (Sheet 28) to show filter fabric placement over and under metal grate to form "envelope" and heel in on curb side. - Within the construction sequence, it is essential that the detention basin be required to be completely stabilized with vegetation prior to outletting of stormwater. If time is of the essence, this can be done with sod. - Correct the hay bale detail (Sheet 28) to show 4" depth of placement into ground. - Require 6 foot setback of sediment barrier from fill slope on details (Sheet 28) . - Do not plan on "stockpiling" of wetland shrubs (Ms Burkhardt's report, Page 3) as source of wetland plant materials. It would be difficult to guarantee plants survivability with this method. - Construction through or near wetland areas should be timed so as not to interfere with nesting periods. cc: Marcia Banach, Town Planner A. The approved plans filed with the South Windsor Planning Department contain a sequence of construction which states (item #1) , "construction to commence between July 1 and November 1 in order to take advantage of dry season for wetlands crossing" . The construction sequence is a guideline, the important concept of that statement is "to take advantage of dry season for wetlands crossing" . Should the weather conditions provide the possibility of an earlier start, a date could be arranged through either myself and/or the Engineering Department. Flexibility to change actual activities on-site are accomplished through the statement in the Inland Wetlands Agency/Conservation Commission's approved letter which states (item #2) , "construction activities shall be subject to the approval of the Town Engineer" . The second issue we discussed was the expiration date for the Inland Wetlands Agency/Conservation Commission's permit. Permits from the Commission are granted for one year at a time. The regulations do not allow for any other duration, such as an additional month. The thing I would like to clarify is that the Inland Wetlands Agency/Conservation Commission is two-fold. That is, they act as a Wetlands Commission and a Conservation Commission. There are provisions in Section XII of the Inland Wetlands, Watercourses, and Conservation Regulations for the continuance of a permit once the site construction starts . Should there be no outstanding violations or unresolved complications with the site the annual renewal of a permit is a relatively simple routine. There are many sites in Town which have been active for two or three years under the original approved plans . Although they may no longer be working in regulated wetlands, the permit would include conservation issues such as erosion and sedimentation controls. If you have further questions regarding this, please feel free to contact me. Very truly yours, John E. McCahill Zoning/Wetlands Enforcement Officer JEM/pmm cc: Marcia A.
