Appl. #88-35P Petersen's Hardware north side Sullivan Ave. opposite Ann Fields. , ?IW Commissioners Montana and Woodcock disqualified themselves from participation in this matter. Mr. Hart was named to sit for Mrs. Montana. Applicant Kevin Minguey and Engineer Emil Lucek were present. Mr. Lucek described the architecture, layout and location of the proposed facility. Town Planner Marcia Banach then presented her report: 1 . This site plan application is for a 5000 sq. ft. building in the GC zone on the north side of Sullivan Avenue. The site is 25,000 sq. ft. , with building coverage of 20% and impervious coverage of 64.1%. The required parking is 50 spaces, 30 of which have been provided. The applicant is looking for a waiver of 20 parking spaces . 2. There are regulated wetlands on the site. IWA/CC approval has been received with the following conditions: (a) $4000 Bond is required. (b) Protection of the abuttor must be addressed on plans. (c) Modify plans to put drainage installation into sequence. (d) Modify plans to indicate earth removal. (e) Indicate who is responsible for dust and dirt control. (f) Submit three blueprint copies. 3. Public water and sewer to the site are available. WPCA approval is not required; however, the "developed acreage" figure should be calculated and provided to Collector of Revenue for purposes of sewer connection charge assessment. 4 . In order to have enough driveway to get in and out of the site, a 32' wide common driveway with the neighbor to the west will be used. (A 20' wide driveway already exists to the west. ) Cross travel easements will be needed. PLANNING AND ZONING COMMISSION - 7 - JUNE 71 1988 5. The plans show a foliage line on the north end of the site. The landscaping plan calls for 15 Burning Bushes and 11 juniper species scattered throughout the site. There are also a couple of pines and six rhododendron shown in the corners . The landscaping as shown is somewhat sparse, particularly on the east side of the building and the south end of the site. Additional plantings should be considered. There is a second landscaping plan shown on the architecturals; it is not clear which is to apply, but the second plan showing some maples, azaleas, and dogwoods would be a nice addition to the front. 6 . The architecturals for the building look quite nice. The front is shown as a combination of wood and brick; the entry is gabled, and gables are carried through on the front and side windows. 7 . Town Staff recommends a sidewalk on Sullivan Avenue to tie in with the sidewalks of Morgan Farms . If approved, the Planning Dept. requests the following modifications: a. Cross travel easements should be shown as being in place. b. Show pavement widths on the plans. c. Modify key map to reflect current owners of land on Morgan Farms Drive. Ms . Banach read the Engineering comments: - The detention "bed" computations provided on sheet 2 of 2 do not contain a hydrograph analysis. The engineer should prepare a hydrologic analysis including hydrograph routing through the proposed basin. The analysis should demonstrate zero net increases between pre- and post-development conditions for the 2, 10, 25, 50, and 100 year storm frequencies. - A detail should be provided for proposed drywell #2. Also, pertinent hydraulic calculations for this structure should be included in the detention analysis with pipe connections. - The distance between the proposed, edge of pavement of the parking lot and the eastern property line is approximately 6 feet. The engineer should provide additional grading to demonstrate that there will not be encroachment onto the adjacent property. - DOT permit is needed prior to issuance of building permits. After a brief discussion regarding signage, parking, and widening of the green area adjacent to the street, Mr. Castro made a motion to approve the application subject to the following modifications: 1 . Prior to commencement of any site work, a meeting must be held with Town Staff. PLANNING AND ZONING COMMISSION - 8 - JUNE 71 1988 2. No building permits will be issued until the final mylars have been filed in the Town Clerk's Office. 3. This application is subject to the conditions of approval of the Inland Wetlands Agency/Conservation Commission. 4 . An as-built plan is required prior to issuance of a Certificate of Occupancy per Section 4 . 13. 10 of the Zoning Regulations. 5. Footing drains are required if the building has a basement. 6 . A landscape bond in the amount of $5000 is required and must be submitted prior to filing of mylars . 7 . All plans used in the field by the developer must bear the stamp and authorized signature of the Town of South Windsor. 8. Cross travel easements must be provided on plans. 9 . Show pavement widths on the plans. 10. Key map must be modified to reflect current owners of land on Morgan Farms Drive. 11 . Provide additional landscaping plantings subject to Planning Department approval. 12. A sidewalk is required along Sullivan Avenue frontage. 13. Drainage subject to approval of the Town Engineer. Hydrologic analysis of detention basin is required. 14 . A detail is required for proposed dry well #2. Pertinent hydraulic calculations should be included in the detention analysis with pipe connections. 15. Provide additional grading along edge of parking lot and eastern property line. 16 . DOT permit required prior to start of construction. 17 . Move building and parking back 10 feet on site to increase green area between the street and parking lot. Black and white transparent mylars of Sheets #1 and 2 with the above modifications, together with three blueprint copies of the entire set of plans, must be submitted to this Commission to be stamped and signed. The letters of approval of this Commission, as well as the Inland Wetlands Agency/Conservation Commission, must be reproduced on the mylars. After the mylars have been signed by the Commission, they will be returned to you for filing in the Office of the Town Clerk within 90 days. After filing these plans, a copy of the receipt must be submitted to the Planning Department. 4011N aE+1( Ca r 7-a Oles ?0&U&01t 1540 SULLIVAN AVENUE • SOUTH WINDSOR. A note regarding the "detention bed" detail and section is indicated on the topographic plan. The detail and section do not appear to be on the plans. 4. A detail should be provided for proposed drywell #2. Also, pertinent hydraulic calculations for th's structure should be included in the detention analysis. C.,M s A pavement cross-section detail of the driveway, sidewalk, and parking areas should be provided. The parking spaces along the south side of the proposed building have not been accurately drawn to scale. Based on the distance, (7) seven parking spaces are available compared to the (8) eight shown. JZ. A construction sequence should be included on the plans. 8. The distance between the proposed- edge of pavement of the parking lot and the eastern property line is approximately 6 feet. The Commission had three areas of concern that they would like to see addressed prior to approving this request. They are: 1) additional screening of the jersey barriers that hold in the mulch(a 4' high decorative fence was suggested as a possible alternative); 2)better indication of what products will be on display outside of the building(it appears that more pallets of topsoil and wheelbarrows are displayed), and 3) calculation of the parking waiver needed as a result of parking spaces being used for mulch bins. Please submit a revised change order for the Commission's review. If you have any questions, please contact the Planning Department at 644-2511, ext. 253. Thank you for you attention in this matter. There have been no changes to the products that we have been selling. I've enclosed a copy of the site plan with the penciled in areas of product we display that are generally seasonal in nature. We are a very small business that must compete in an increasingly competitive environment. If the Town of South Windsor no longer feels the need for a small Hardware Store please give me adequate notice so that I may relocate to a town that does. I now work seven days a week as do most people in small business and am increasingly concerned about the rising cost of doing business.Additional sales of products displayed outside help me compete and that is the only reason we have them.
