This is a small site, 25 ,077 sq. ft. With a fairly intense earth movement to make it work, some of the normal items shall get lost in the process. Modifications to the drawing could, or should, inlcude: 1. No apparent wetlands on the site. 2. Topo should extend 501 ± North and West to include items such as buildings, driveways, plantings and or walls . 3. Show the stockpile and to modify seeding for less than six months. 4. Extend the storm sewer into the parking lot with a real pipe. 5. Item 4 in the narrative indicates improvements to detention area. Where is this on the drawing? If an approval were to be granted, the plans should be modified and a bond of $2 ,500 should be submitted to assure compliance. Very truly yours, A. Banach, Director of Planning FROM: Michael J. Gantick, Director of Public Works RE: Property of Ed and Bonnie Cebry Hillside Drive Pursuant to our previous conversations, this Department has reviewed the as-builts by Lucek Engineering Associates, Inc. dated 12/22/87 and find the following items of concern regarding the on-going devel- opment of the subject site: 1. Parking lot plan does not reflect original approval plan dated 4/20/87 . 2 . Building floor elevation on as-built 3.1 feet higher than approved plan; impacts elevation of driveway/parking lot area. 3 . Parking lot area approximately 2 to 3 feet higher than originally proposed. Has resulted in steep side slopes to detention swale. 4. Using original detention swale volume sizing and assuming a maximum 2:1 side slope, detention swale will encroach into state R.O.W. 5. Existing side slopes are not stable, material not compacted, slopes in some areas at 1:1. Existing drop from top of curb to bottom of detention swale 5 to 6 feet. 6. As-built spot grades needed along detention swale, top of parking lot area at corners/sides, at driveway, near build- ing, for existing drainage pipes, detention swale. 7. Many notes on as-builts still reflect proposed conditions i.e. things to be done. 8. As-built plans do not reflect conditions of Section 4.13.10 of the Zoning Regulations. 9. Existing pavement showing signs of poor mix and compaction. Marcia A. Banach December 29, 1987 Re: Property of Ed and Bonnie Cebry Page 2. Hillside Drive Three scenerios exist regarding the deviation from the original plan and specifically how this deviation has impacted the parking lot and associated elevations: 1. Stabilize side slopes and reconstruct detention swale based on existing grades; include vehicle protection/guide railing along edges of parking lot. Stabilization of side slopes to include, compaction, regrading to maximum 2 :1, stabilization of slopes via approved aethestically acceptable manner. Con- struction of detention swale within State R.O.W. would require State permission. 2. Remove section of parking area and reconstruct side slopes and detention swale within property line. 3 . Reconstruct parking site to reflect original approved grades. Since the nature of the grade changes have significantly altered the site conditions, I would recommend remedial measures to insure the safety and aethestics of the site. MGJ/jsv cc: A. Lucek, PE, LS Telephone (203) 644-0550 Mr. Mike Gantic February 1, 1988 Director of Public Works Ton of South Windsor Re: Cebry Corner Sullivan Ave. Dear Mike, Attached please find plans, quantity estimates, and a proposed sequence for yet another proposal for remedial and finish work at the subject site: Basically this proposal suggests expanding the existing detention pond to almost twice its design capacity, filling with a 2" uniform-sized stone, and allowing the void space of the bed to provide the required detention volume. The bed is surrounded with a filter cloth envelope to insure continuing capacity. This proposal has advantages to both the 'Down and the Owner. By filling the existing swale, the hazardous condition at the edges of the parking area is elimin- ated, the esthetics are improved greatly and the need for expensive, unsightly guard r. railing is eliminated.Further, the problem of trying to stabilize steep slopes along the detention pond is bypassed and no work within the State Right of Way is necessary. I estimate that this remedial work and the remaining finish work at this site yJU D is valued at $12,600.00 not including landscaping, which is much less then the cost ash of expensive guard railing and slope stabilization and provides a far more attract- ` tid ive solution. Mr. Cebry will be contacting you with regard to a schedule for this work as soon as he has conferred with his contractor.
