Mr. John M. Moran, Jr. , Chairman
South Windsor Inland Wetlands Agency/Conservation Commission]

RE: Application Review - Waldo Bros. Company
Dear Mr. Moran:
The plans indicate the limits of Inland Wetlands were field
located. The indication from the soils brook is that along the
Stoughton Brook, Walpole Soils can be found in this area. The
regulated activity for which an Inland Wetlands Permit shall be
required include 2 . 1 .i, 2 . 1 . j , 5. 2 & 5. 3 of the regulations. A
simplified summary includes the construction of the detention
basin and outfall within the wetlands and construction
encroachment of the buffer area.
If a permit were to be considered, a relocation of the storm
drain closer to the building should minimize the amount of
clearing required and the wetlands disturbed.
The conservation plan appears sufficient. If a permit were to be
granted, the following conditions might apply:
1. Three complete sets of drawings including Sheet 2 of 5
entitled Soil Erosion & Sediment Control Plan, Topographic
Map, Plot Plan, 4-12-88, with modifications, if any shall
be filed with the Town prior to any work on the site.
2 . Prior to any work on the site a $5,000 bond shall be
submitted to assure compliance with the approved
conservation measures.

GENERAL COMMENTS
1. The hydrologic study includes inflows and outflows for the detention
basin during the 2, 5, 10, 50, and 100-year storm frequencies.
However, for pre-development conditions the study contains flows
for only the 10-year frequency. The engineer should provide pre-
development flows for the 2, 59 259 50, and 100-year frequencies.
2. The proposed 15" R.C. outlet pipe for the detention basin should
be relocated from under the emergency spillway. Cross-section of
the spillway should be provided indicating elevations, depth, side
and slope protection.
3. Additional grading should be provided at the intersection of the site
drive and Nutmeg Road North to insure proper drainage.
4. The height of the proposed chain link fence around the outside
storage area is mislabeled and should read 118 ft."
5. It is recommended that the proposed process stone area along the
north edge of the bituminous pavement area be replaced with
bituminous concrete and curbing to avoid tracking of particles.
6. The grading adjacent to the proposed concrete loading platform is
unclear. The slope across parking spaces 12 and 13 is approximately
14% and unacceptable. The engineer should provide a cross-section
view of the platform including retaining walls, fencing, etc.
7. An outside drop should be indicated for the proposed sanitary sewer
manhole located on Nutmeg Road North.
8. The outlet pipe and orifice diameters should be shown on the outlet
structure elevations.

9. Outlet protection details should be shown for all drainage pipes.
Details should include gravel bedding and riprap thicknesses.
10. An access maintenance drive to the detention basin's emergency
spillway and outlet structure should be provided.
11. The engineer should demonstrate that adequate sight line distances
exist at the site drive and Nutmeg Road North intersection.

WALDO BROS. COMPANY
•
B
William E. Grace,
Attorney for Waldo Bros. Co.
2. Appl. #88-31P Waldo Bros. Site Plan west side Nutmeg Road
North (action 9 0 3) .
Atty. William E. Grace and Engin r Jo Russo of Palmberg and Russo
represented th applicants, reviewing statistical, layout, and drainage
data for the project and noting that the applicant's business is
wholesal supply of building products.
Town Planner Marcia Banach presented her report:
1 . The proposed building is 22,500 sq. ft. on a site of 9 . 25
acres . Impervious coverage is 23 .5%; building height = 24'
at eave.
2. Access is from Nutmeg Road North.
3. Outside storage is proposed, with the storage area surrounded
by an 8' chain link fence. Any visible areas of the fence
should be slatted to obscure visibility. We would like to
know the purpose of the gate on the south side of the fence.
Note: no storage shall exceed 8' in height.
4 . Required parking is indicated to be 15 spaces; 16 are
provided.
5. Sanitary sewer and water are available. The Superintendent
of Pollution Control has indicated that if the use should now
or in the future include industrial process wastewater
discharge to sewers and/or if daily flow is equal to or
greater than 5000 gpd, a DEP discharge permit will be
required.
6 . There are regulated wetlands on the site. IWA/CC approval
has been granted, with no unusual approval conditions.
7 . Plans indicate an ambitious tree preservation program.
Landscaping as proposed is modest and will be sufficient if
the ambitious tree preservation is in fact achieved. If not
the planting plan may have to be augmented.
PLANNING AND ZONING COMMISSION 9 JULY 19, 1988
All Planning Department-requested modifications have been incorporated
into the plans .
Ms. Banach reviewed the Engineering Department comments:
1. The grading adjacent to the proposed concrete loading
platform is unclear. The slope across parking spaces 12 and
13 is approximately 14% and unacceptable. The engineer
should provide a cross section view of the platform including
retaining walls, fencing, etc. Note #14 on Sheet 2 of 5 is
unacceptable. Details by PE are needed.
2. Outlet protection details should be shown for all drainage
pipes . Details should include gravel bedding and riprap
thicknesses. Reverse filter design is needed.
3. An access maintenance drive to the detention basin's
emergency spillway and outlet structure should be provided.
Commission members asked for clarification regarding the loading dock;
Mr. Russo responded that detailed drawings are generally provided when
architectural construction drawings are submitted. Discussion followed
regarding the loading dock and other items such as lighting and tre
preservation. Mr. Sorenson made a motion to extend the meeting, which
was seconded by Mrs . Rossi. The motion carried 7-0.
Mr. Conde made a motion to approve the application with the following
modifications:
1 . Prior to commencement of any site work, a meeting must be
held with Town Staff .
2 . No building permits will be issued until the final mylars
have been filed in the Town Clerk's Office.
3. This application is subject to the conditions of approval of
the Inland Wetlands Agency/Conservation Commission.
4 . An as-built plan is required prior to issuance of a
Certificate of Occupancy per Section 4 . 13 . 10 of the Zoning
Regulations.
5. A landscape bond in the amount of $10,000 is required and
must be submitted prior to filing of mylars .
6 . All plans used in the field by the developer must bear the
stamp and authorized signature of the Town of South Windsor.
7 . Details (by an engineer) are required for the grading
adjacent to the proposed concrete loading platform.
8. Reverse filter design is needed for drainage pipes .
9 . An access maintenance drive to the detention basin's
emergency spillway and outl t structure is required.
PLANNING AND ZONING COMMISSION 10 JULY 19 , 1988
10. Snow fencing is required along areas of tree preservation to
discourage encroachment by heavy equipment operators .
Black and white transparent mylars of Sheet #2 with the above
modifications, together with three blueprint copies of the entire set
of plans, must be submitted to this Commission within 30 days to be
stamped and signed. The letters of approval of this Commission, as
well as the Inland Wetlands Agency/Conservation Commission, must be
reproduced on the mylars .
After the mylars have been signed by the Commission, they will be
returned to you for filing in the Office of the Town Clerk within 90
days. After filing these plans, a copy of the receipt must be
submitted to the Planning Department.
Mrs. Evans seconded Mr. Conde's motion with the above modifications,
and the motion carried 7-0 .

RE: Drainage Easement - Nutmeg Road North
Dear Sir:
It has been brought to my attention that the Town of South
Windsor will require an easement from you on your property on
Nutmeg Road North. On the south edge of your property, a 54"
reinforced concrete pipe runs from a catch basin in the str t
approximately 300 linear feet and outflows onto a swale on your
property. This has apparently been in place since Nutmeg Road
North was constructed.
The Town of South Windsor will require a 20 foot easement
along the length of this pipe and a "right to drain" at th
outflow of the pipe if we are to maintain this storm drainage
line. I would like to meet with a representative of your firm to
discuss this in more detail. I can be reached on 644-2511 ext.
245 from 8:30 a.m. to 4 :30 p.m. and would appreciate hearing from
your firm as soon as possible .
