Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Application Review - Lot #5 Charbonneau Subdivision Dear Mr. Moran: Section 4 .13 site development plan in the South Windsor Zoning Regulations require an individual lot approval for its development as per this submittal. The plan indicates, no inland wetlands located on this lot. There is no regulated activity for which a wetlands permit is required. Their proposal calls for the disturbance of about 1 1/4 acres and stabilization within 15 to 30 days with either permanent or temporary vegetative cover. Considering the erosive nature of their soil, this should be included in the conditions . The regulations also require the preservation of the wooded areas insofar as possible, not required for the building construction. To avoid excessive activity on this Lot 5, perhaps construction limits should be shown on the plans and no excavation permitted until they have been established in the field with appropriate fencing. Mr. John M. Moran, Jr. , Chairman Page 2. Inland Wetlands Agency RE: Lot #5 Charbonneau Subdivision If an approval of the conservation plan were to be considered, the following conditions could apply: 1. Stabilization of the exposed areas outside the active construction, shall be done within 30 days as shown on Sheet 4 of 5 of their plans.. 2. Plans shall be modified to show construction limits and a barrier shall be placed in the field at these limits, prior to any excavation on this lot. 3. A bond in the amount of $5,000 should be adequate to assure compliance with the conservation plan, if approved. Very truly yours, A. It is our understanding that the owner of the industrial park has recently obtained site plan approval for certain work within a designated Wetland, which is the subject of our appeal .
