Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: TERLIZZI SUBDIVISION, LOT #3, APPLICATION REVIEW Dear Mr. Moran: This application appears to contain all of the basic information required. The wetlands limits have been taken from the Town Maps . This application would be heard under Sections; 2.1.i -regulated activity, z.l. j - regulated area and 5.1 & 5.2 of the Inland Wetlands, Watercourses and Conservation Regulations of the Town. Based on the subdivision plan approved by the IWA/CC 2-10-86 of drawings of 3-24-85, revised 9-10-85, 3-17-66, the wetlands limits shown for this application do not exist. This shall require a modification or updating in the Town's Inland Wetlands Inventory Map, Section 3. 2. Section 3 . 2 .a. (11) Conservation Plan in the South Windsor Zoning Regulations established the criteria for such a plan and a method of monitoring its progress by requesting verification by the applicants engineer of compliance to the approved plan. I have included copies of the notes from the 'Conservation Plan, Sheet 5 of 6 , prepared for Alexander Terlizzi, for this subdivision. It is my opinion that the site is not in compliance but this certainly could be verified, item by item, by the applicants engineer. This would come under your jurisdiction. The obvious things are: 1. Compliance with the sequence. 2 . Establishing vegetative cover on disturbed area. 3 . Compliance with the E & S control plan notes. 4 . The anti-tracking device (CE) , sediment barriers (ST) and temporary mulching (MU) . Mr. John J. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission RE: Terlizzi Subdivision, Lot #3, Application Review There have been bonds submitted to assure compliance in the amounts of $10, 000 Soil Erosion & Sedimentation Control and $3,000 on Lot 7 . The Conservation plan for Lot 3, Sheets 2 of 4, & 4 of 4 appear adequate and the commission could certainly approve, deny or approve wiyth conditions, this application. Such conditions could include: 1. A mylar copy of Sheet 4 of 4 suitable for filing, prior to further work on the site. 2. A bond of $3,000 to assure compliance with the modified plans . This is to be submitted prior to work on Lot 3. 3 . A recommendation to the Planning & Zoning Commission that the building permit not be approved until the applicants engineer submit verification to the IWA/CC that the E & S measures on the 10 acre site are in compliance with the 1986 plans . To avoid a withdrawal possibility and to expedite this issue, I have asked that this be heard as part of my report, or first on the April 11, 1988 agenda. Very truly yours, A. Easements noting grantors, grantees, purpose and dimensions should be indicated for all the right-to-drain notes. Section 4.13.6 CONSERVATION PLAN Soil classifications and boundaries should be delineated on the plan. GENERAL COMMENTS 1. This review is based upon the fact that the hydrology and drainage design for the overall site has previously been submitted and approved. 2. The hydrologic study indicates that the site was designed to maintain its natural hydrologic conditions by allowing stormwater to travel its natural path. This would be accomplished by eliminating curbing. However, it is recommended that curbing be installed to reduce overland flow which could create drainage and erosion concerns to adjacent properties. Also, appropriate drainage structures should be provided and directed into the existing drainage system in Sea Pave Road. 3. A detention.basin is currently under construction within the subdi- vision site. The basin was designed to reduce proposed flows generated from maximum allowable impervious development. The study provides a runoff rate of 3.09 c.f.s. for only a 10-year storm. Rates for the 2, 259 50, and 100 year storm frequencies should also be provided. 4. Based upon the proposed grading, ponding will occur within a pocket which will be created at the site entrance in the vicinity of proposed contour elevation 73.5. The grading should be revised or a catch basin provided to eliminate this condition. 5. The utilities shown along Sea Pave Road have been labeled as "proposed". However, field investigations indicate that these utilities are existing. S e A C nsuftants Inc. Mr. Micheal J. Gantiek, P.E.Engineers/Archftects April 26, 1988page Three 6. All existing and proposed iron pins should be included in the legend of the plot plan. 7. The proposed method of roof drainage should be indicated on the plans. William E. Grace and Engineer Joe Russo were present on behalf of the applicant. Atty. Grace informed the Commission that Ford, Bacon & Davis was the proposed tenant, and briefly described the project with regard to size and location. Mr. Russo summarized site, utility, parking, and drainage data. Town Planner Marcia Banach read her report: 1 . This proposal is for an industrial building on 1 .02 acres located on the west side of Sea Pave Road, I Zone. The building is 8820 sq. ft. with 2040 sq. ft. office and 6720 sq. ft. of warehousing. The site is entirely surrounded by I Zone and is in the Terlizzi industrial subdivision north of Burnham Street. 2. It appears that all zoning regulations have been met. Building coverage proposed is 20% and impervious coverage is 69%, with 75% allowed. The applicant has provided the 20 spaces required for mixed office / manufacturing use. 3 . Public water and sewer are available to be brought to the site up Sea Pave Road. This has been approved by WPCA; however, Fred Shaw has said that the plans should be forwarded to the MDC's Engineering Division for review and comment. He indicates that MDC outlet charges should be paid to the Town of South Windsor at the time the drain layer permit is applied for. PLANNING AND ZONING COMMISSION 11 JULY 26, 1988 4 . There are wetlands on the site. IWA/CC approval has been granted with the following conditions: a. The site is virtually unwooded. A tree line is shown on the western fringe. The landscaping plan as proposed looks nice. Shown are crimson maples, London plane trees, and Korean pine trees along the front of the site as well as Rose of Sharon, mountain laurel, and rhododendron. Also shown as parking lot plantings are 8 burning bushes and a variety of rhododendron. Yews are shown planted around the building. PLANNING AND ZONING COMMISSION 12 JULY 26, 1988 6 . The building proposed will be split face concrete building with brown shingles. Five overhead doors are shown on the east side of the building. The architectural elevations should be labeled more clearly. 7 . A copy of the plan was sent to East Hartford per State statute requirements. No comments have been received. If the plan is to be approved, the Planning Department has no modification requests. The only Engineering comment was that the proposed handicap parking space should have a three-foot buffer on each side, not one as shown on the topographic map. Commission members discussed the application. Cited as concerns were drainage and the possible use of an outside fenced-in area for storag , contrary to the regulations. Mrs. Rossi made a motion to approve the application subject to th following modifications: 1. Prior to commencement of any site work, a meeting must be held with Town Staff. 2.
