All information required above is included in this application at the time of submission . PL4 R KE P . E. L.S. DATE November , 1987 CHAPEL GREEN SITE PLAN 1 . 27,600 sq. ft. building, I zone, located at the site which us- to be the old drive-in theatre site. The building height is 24 ft. to the eaves. Impervious coverage is 9%. The site is surrounded on all sides by industrial zone, thus no buffer is required. 2. Required parking is 41 spaces- and 41 spaces have been provided. There are also two loading docks and loading spaces. 3 . The issue with this site in the original denial of the project was the proximity of the driveway to Route 5 and also the fact that they had a 16 .5 ac site and only showed one means of entering and exiting. The applicant had been told that there can not be any future development on this parcel served by this driveway, and that any future development can not be connected through this drive. The applicant has provided a concept plan showing the remainder of the site. Also, he has provided documentation of ownership of another access into the site further west on Chapel Road. 4 . The applicant has provided a traffic report prepared by Fred Hesketh Assoc. The traffic report indicated that the proposed use will cause an increase in daily trips of a minimum of about 240 trips per day, maximum 560; and increase the peak trip generation to between 45 to 100, both in the a.m. and p.m. The above trips are use-dependent, with the lesser volumes from light manufacturing, greater volumes from warehouse/office use. The consultant also states in the report that as it exists today, sightline is a bit of a problem looking east. The report states that the proposed plans for the improvement of Chapel Road will improve the alignment and sightlines. Traffic does queue past this site's entrance point, mainly during the a.m. peak, and any left turns while the traffic is so queued would be most difficult. 5 . There is water and sewer available to the site. Fred Shaw of WPCA stated that WPCA approval is not required. The plans should show detail concerning the builder's sewer connection to the sanitary manhole. 6 . There are no wetlands on the site,, a e/ii-+^ianaa.if i.+ T+-a+a: sT11'1Y'P1t, yce r G/ I G [ 'K i v .(- e-ws l 7 . The plans do show the incorporation of the widening of 4. ' Chapel Road. Engineering Dept. would like any approvel to be subject to the Town Engineer's approval to insure that the final plans are compatible with the Town's final Chapel Road engineering plans. 8 . The landscaping plan looks agressive and is quite nice. ! The landscaping plan includes 56 trees-white i birches, honey locust, red maple, flowering dogwood, all of a reasonable size; plus almost 200 shrubs including rhododendrons, junipers, eunymus, japenese andromeda. there will be selective clearing along the Con Rail boundary, which will be supervised by the landscape architect. 9 . The building proposed shows a split-faced facade with steel blue metal panel rib. The building is designed so that the loading docks are not visible from Chapel Road or Route 5. 10. If approved, we would like to see parking lot lighting shown on the plot plan. HESKETH & ASSOCIATES, INC. 101 MILLBROOK COMMON•BLOOMFIELD.CT 06002.(203)242-7755 April il, 1988 , Rene #dillieux Veillieux Sons Builders 675 Oakwood Avenue 8 A West Hartford, CT 06117 RE: Chapel Green Warehouse/Off ice Building South Windsor Chapel Road, South Windsor planning & Zoning Commission Dear Mr. Veillieux: For some time now we have been advising the office of Palmberg & Russo, -.Civil Engineers, on the traffic engineering considerations that must be incorporated into plans for a new land use which will consist of a combination of warehousing/light manufacturing/office at a facility known as Chapel Green on the north side of Chapel Road east of Route 5 in South Windsor. During our involvement with this project, we have undertaken traffic counts and an examination of traffic operations on Chapel Road, and we have now projected traffic increases that might be expected from this land use. It is anticipated that copies of our analysis will be submitted to South Windsor officials to assist them in understanding the impact that may result from the new land use. Chapel Road is a two-lane South Windsor highway extending from Route 5 easterly about one-half mile to Ellington Road (Route 30) and thence continuing further east to Burnham Street and the Manchester industrial area. The section of highway east of Ellington Road is residential in character in contrast to the predominance of commercial or industrial activity between Route 5 and Ellington Road. Land use in that area does include some residential use traffic studies traffic engineering traffic planning including the Chapel Hill condominiums at the north ast corner of Chapel Road and Ellington Road and two single-family residential properties on the south side of Chapel Road opposite Chapel Hill. Small commercial areas, including a autoglass facility and a TV repair store; occupy the southwest corner .of the intersection. Other land uses on this section of Chapel Road include the Bissell Commons industrial condominiums, the Automotive Industries Warehouse, Inc. , a small industrial park at 350 Chapel Road, Merwin Mason Supply Company, the Mather Company, Eastern Crane and Roofing, the Twin Manufacturing Company, Rent-A-Space Self Service Storage, Nielsen Sons Chemicals, ACME Manufacturing and the Vallee Burring Company. Chapel Road forms an important connector highway between Route 5 and Route 30 and carries much of the traffic which utilizes the Bissell Bridge connecting sections of South Windsor with Interstate Route 91 in Windsor on the west side of the Connecticut River. The relationship of Route 30 and the Bissell Bridge is such that Chapel Road carries much of the traffic desiring to interchange between those two important regional highways. Traffic count programs conducted by our office reveal that Chapel Road accommodates traffic volumes in excess of 7,000 vehicles per day with peak hour traffic recorded in excess of 700 vehicles per hour during both a.m. and p.m. commuter peaks. Figure 1 illustrates the hourly variations in traffic recorded during February 1987. Note in the graphic representation the surge in traffic during the commuter periods with volum s during the mid-day periods representing only 40 to 50 perc nt of the volumes found at peak hours. Our traffic counting program also reveals that traffic volumes are gen rally consistent in the entir section of roadway between Rout 5 and Route 30. Th data also indicate that during the morning peak hour, westbound traffic toward Route 5 and the Bissell Bridge is heavier, by a factor of 2 to 1, than the eastbound traffic. That traffic flow pattern is reversed during the afternoon commuter hours when eastbound traffic provides the heavier flow. Figures 2 through 5 illustrate the actual turning movements recorded at the intersection of Chapel Road with Route 5 during our study period and depict the four heaviest hours of traffic in the day. Figures 6 through 9 illustrate the results of a count program which we conducted at the intersection of Chapel Road with Route 30, again, covering the four hours of heaviest traffic in the course of a day. Figures 2 through 9 also illustrate the turning movements which occur at the intersection and demonstrate that virtually all westbound traffic on Chapel Road executes a left turn at Route 5. At the intersection of Chapel Road with Route 30 the data also indicate a significant left turn for eastbound traffic on Chapel Road to northbound Route 30 during the p.m. peak when 40 to 50 percent of all of the eastbound traffic on Chapel Road executes that left turn. These heavy left turns cause some inefficiencies and delay for traffic within the intersection during peak periods. In recognition of the heavy traffic volumes which exist along Chapel Road and the turning maneuvers at the intersections, South Windsor and state transportation officials have been planning on improvements to Chapel Road. It is understood that designs are presently in process which will bring about the reconstruction of the roadway with an improved alignment and lane configuration which will improve th level of service available to Chapel Road traffic at the major ._... .. • ...r.r++r►raar 4M!aa"r'•rhu^+a.rw+grMM intersection at both ends of our study area. • J t is understood that Chapel Green shall consist of a small warehouse/manufacturing/office complex occupying the northerly portion of the site formerly occupied by a drive-in theater. The site is located immediately east of the conrail crossing at Chapel Road on a site which has a frontage of about 155 feet on Chapel Road with total site area of 16.5 acres. The building and associated parking, however, are to be constructed in the northwest portion of - the site with a single drive entering Chapel Road along the easterly edge of the 165 foot frontage. Site plans prepared by Alan Viets Associates of Simsbury depict a flex-building attached to the rear of a 4, 400 square foot office. The site also indicates a total of 41 parking spaces including 2 for the handicapped and a truck loading area on the east side of the building. With a total of 41 parking spaces, this complex certainly will have a minimal impact on traffic operations in the area. In order to estimate the number of trips generated by the proposed development, the reference Trip Generation - 4th Edition (1) , published by the Institute of Transportation Engineers, was used. This is a standard reference which provides trip generation 1 data for many common land uses and building types. The information contained in this document was obtained by various organizations through many field studies of traffic generation. It should be noted that the data provided in the Trip Generation Report are very approximate. Ranges in trip generation rates are ---------------------- (1) Trip Generation - 4th Edition, Institute of Transportation Engineers, Washington, D.C. , 1987 .t often gr at for the same type of land use. Trip generation is highly sensitive to many site-specific characteristics, such as the proximity and attractiveness of competing land uses, population of the surrounding area, and socio-economic characteristics such as income level and automobile ownership. Our traffic projections are based upon two alternative land use combinations: Plan 1 would consist of 23,200 square feet of warehouse space and 4, 400 square feet of general office space. The total building area would be 27,600 square feet. Plan 2 would consist of 23, 200 square feet of light manufacturing, (light industrial) space, and 4,400 square feet of general office space. As with Plan 1, the total building area would be 27,600 square feet. Traffic generation has been estimated for both of these alternativ s. The amount of traffic generated by the two alternatives have been estimated on both a daily and an hourly basis. Hourly traffic generation has been estimated for a weekday morning and a weekday afternoon peak hour. The hours with the highest site-generated traffic will usually coincide with the peak hours of the adjacent traffic on the highway system. The ITE Trip Generation Report provides a series of regression equations from which the number of vehicle trip ends may be computed, given the size of the development. .-A different set of equations is provided for each type of land use. Most of these equations are nonlinear, indicating that the rate of trip making decreases as th size of the development increases. A different equation is provid d for each of the time periods mentioned above. The equations yield the total number of trip ends, which is the sum of ntering and ...r. .,....w.,rM,eu►.aMwwsM4w+w.fR.."+►NqH++++•+wM1N+uoh++ exiting vehicles. The Report's empirical dir ctional distribution ratio. may then be applied to determine the number of entering and exiting trips during each time period. All of the equations contained in the Report have been statistically derived from field data. The equations tend to provide the most reliable results when (1) a large sample of data has be n applied in deriving the equations; (2) the correlation coefficient of the data is high, meaning there is a strong relationship between the variables; and (3) the development for which traffic is being projected is similar in size to the developments from which the quations were derived. In. many cases, one or more of these conditions is not met, thus resulting in very approximate traffic generation projections. Tables 1 and 2 show the trip generation calculations for the two development plans, respectively. The procedures and results are summarized here. The first alternate would consist of 23,200 square feet of warehouse space and 4,400 square feet of office space. The ITE Trip Generation Report defines warehouses as " . . .facilities that are primarily devoted to the storage of materials. They may also include office and maintenance areas. " Because the definition of a warehouse includes office space, it may seem appropriate to combin the 4, 400 square feet of office space with the warehouse space and treat it as a single land use. For purposes of comparison, traffic generated by the development has been computed by treating the facility as a single 27, 600 square foot warehouse, and then by treating the office space as a separate land use from the warehouse. Table 1 shows the calculations for these two arrangements. The mix d land• ,Vse analysis results in somewhat higher traffic volumes than th single land use. It is seen that the development will generate between 340 and 560 trips per day. (This represents the sum of entering and exiting vehicl s. ) The generated traffic during the peak hours will be between 90 and 102 in the morning and between 21 and 33 in the afternoon. The discrepancy between morning and afternoon peak hour traffic is apparently attributable to imperfections in the regression equations. The derivation of these equations was based on data from warehouses that are considerably larger than this one, averaging about 300,000 square feet. The equations, therefore, will yield the best results when they are used for warehouses of this magnitude. For this analysis, it is reasonable to assume that the traffic generated during the afternoon peak hour will be about the same as during the morning peak hour or 90 to 100 trips. The alternate land use consists of 23,000 square feet of light manufacturing (i.e. , light industrial) space and 4, 400 square feet of office space. The ITE Trip Generation Report states that "light industrial facilities usually employ less than 500 persons and have an emphasis on other than manufacturing. Nevertheless, the distinction between light industrial and manufacturing land uses is sometimes vague. Light industries typical of those included in this category are printing plants, material testing laboratories, assemblers of data processing equipment, and power stations. " Although this description does not specify whether office space may be included in a light industrial facility, it is appropriat to treat the light industrial space as a single land us in addition to a mixed land use, as was done for the warehouse alternate. Table 2 displays the trip gen ration calculations for this alternate. ..The .daily trips to and from the development will range from about 242 to 343 vehicles per day. This is somewhat less than the projections made for the warehouse. Peak hour trip generation will lie between 45 and 60 vehicles during both the morning and afternoon peak hours. Certainly, this level of traffic activity can be accommodated without a diminution in the level of service available along the roadway. The principal concerns associated with a new land use on this site, however, are the relationship of the driveway to Route 5 and the observation that westbound traffic on Chapel Road frequently backs up across this site frontage due to the timing of the traffic signal at Route 5. The other concern, as in any land use; is with respect to the sight lines available at driveways to insure that entering or exiting traffic can see and be seen by traffic on the through roadway. While there are some limitation to vision to the east of this site caused by the geometry of this roadway and grading of the adjacent land that is some distance removed from the propos d driveway and the proposed plans for the improvement to Chapel Road will improve the alignment and sight lines. Accordingly, the sight lines are not a concern with respect to this building. The back up of traffic from Route 5 occurs primarily during the morning commuter peak when most traffic will be entering the new land use and not exiting. We also note that the site has been planned such that the driveway is at the eastern end of its site frontage and, thus, is placed about 275 feet east of the inters ction with Route 5. While A this situation may at times cause inconvenience to those entering or exiting the new land use, it does not create hazards or increased congestion on Chapel Road. Based upon our review of the roadway and traffic conditions existing on Chapel Road and taking into account the existing and projected traffic volumes and recognizing that Chapel Road is scheduled for reconstruction and improvement in the near term, it is our opinion that the construction of a small warehouse/manufacturing/ office complex at Chapel Green as indicated on the plan prepared by Alan Viets Associates will not add a significant amount of traffic to the local roadway network and that the traffic increases associated with this land use can be accommodated in the existing traffic flow without creating traffic hazards and without a noticeable increase in the traffic congestion found on Chapel Road at the intersections of Route 5 and Route 30. We appreciate the opportunity to review the proposal, and I shall be available as may be required to assist you in the presentation of our findings to appropriate South Windsor officials. Very truly yours, F.A. HE KETH & ASSOCIATES, INC. Frederick A. Hesketh, P.E. TABLE 1 . Additionally the following comments are noteworthy: 1. The plans should reflect the drainage/road designs as shown by Fuss & O'Neill for the reconstruction of Chapel Road. The drainage easement to the west of the proposed building should be a minimum of 25 feet. 2. The type of ADS pipe used should be specified as well as bedding materials . 3. Construction details needed for pavement structure, piping storm/sanitary, catch basins, riprap reverse filters, root leaders etc. Should you have any questions regarding the above matters, please contact me. Gantick, P.E. SEA Consultants Inc. May 10, 1988 Engine rs/Architects Page Two This information was reviewed for compliance with the Town of South Windsor Subdivision and Zoning Regulations dated July 24, 1972 and standard engineering practice. We note the following: Section 4.13.3 PLOT PLAN C. Building lines in accordance with zoning regulations should be shown for the entire site on the plans. g. Monuments should be coordinated and appear in tabular form on the plans. Section 4.13.6 CONSERVATION PLAN Soil classifications and boundaries should be delineated on the plans. GENERAL. COMMENTS 1. The Town requires a minimum cover of two feet over all drainage pipes. 2. Proposed catch basins should be labeled in accordance with storm sewer design calculations. 3. Runoff coefficient of 0.15 for grass and landscape areas appears to be low. The engineer should revise the drainage calculations using a coefficient of 0.30. 4. The "AI" entering catch basins no. 2 and no. 4 of the storm sewer calculations are incorrect. The values should read 0.24 and 0.03, respectively. 5. The sum of the AI = 0.99 entering the retention basin is incorrect. The total "AP' calculated is 0.77. 6. The hydrologic study and the plans for the retention basin do not identify the type or size of outlet structure used in the hydrograph routing procedure. 7. The hydrologic study indicates a "temporary" retention pond. The engineer has not indicated in the study a "permanent" stormwater management structure to detain post-development runoff during the 2, 10, 250 50, and 100 year storm frequencies. G Mr. Michael J. Gantick, P.E. SEA Consultants Inc. May 10, 1988 Engineers/Architects Page Three 8. Two test pits have been provided and the results are included on the plans. However, a third test pit should be performed at the southern end of the basin. Basin outflows should be based upon infiltration rates for the subsurface conditions. 9. The narrative does not include a construction sequence of the temporary retention basin. Also, a maintenance schedule should be provided. 10. Drainage calculations should be submitted for the temporary gravel spreader and the grass swale along the proposed building. In addition, a cross-section detail of the swale should be indicated on the plan. If you have any questions, please do not hesitate to call me. Very truly yours, A Consultants Inc. coo James R. Mr. Michael J. Gantiek, P.E. Engin ers/Architects July 22, 1988 Page Two GENERAL COMMENTS 1. The Town requires a minimum cover of two feet over all drainage pipes. ..4 The Plot Plan/Topographic Map should be prepared in accordance with a Class "A-2" survey, not a Class "D" as indicated on the Key Map. 3. Revised drainage and detention basin computations 'have been submitted. The engineer has provided calculations for both a "temporary" and "permanent" basin scenario. For the temporary condition, with no outlet provided, using infiltration rates based upon soil permeability for sand of 2 x 10-3 ft/s, proposed outlet flows for the 2, 51 10, 25, 50, and 100-year storm frequencies will not exceed pre-developed flows. However, water surface elevations for storms exceeding the 5-year frequency, elevation 57.2, will begin to encroach onto adjacent property. For the "permanent" condition, the outlet being an 18-inch diameter orifice, post-developed flows will be significantly lower than pre-developed rates and water surface elevations will range between 52.9 (2-year storm) to 55.6 (100-year storm). 4. Exterior lighting for the parking areas, if applicable, should be indicated on the Plot Plan/Topographic Map. If you have any questions, please do not hesitate to call me.
