Civil Engineers--Planners 491 Buckland Road South Windsor, CT 6074 RE: Karahalios Retail Plaza Oakland Road, South Windsor, CT Our File #880 1 D ar Mr. DeMallie: , On December 23, 19 7, you asked our office to undertake a review of roadway and traffi conditions existing on Oakland Road, also known as Route 30, in So th Windsor with particular attention to the area of Oakland Road ne r its intersection with Felt Road and the Felt Road extension abo t one mile to the east of the center of Wapping. Our analysis was c nducted so that we could determine the existing traffic characters tics and roadway geometry in this area and be in a position to advise whether or not there are any situations which are of concern with respect to your proposal to provide a small retail plaza on the south side of Route 30 west of the Felt Road extension. Based upon our rev Lew, we provided you with a progress report on February 15, 1988, indicating our opinion that such a land use could b accommodated in this area without providing a diminution in the level of service available to traffic utilizing Route 30 in this ar a. Our progress report also included a recommendation that th principal drive to serve the land use be placed on Route 30 west of th intersection a d that a widening be accomplished along Rout 30 to provide bypass apability such that westbound traffic is abl to saf ly bypass thos who may be slowing or stopped to execute a left turn. We also indicated that your plans for providing a secondary driv way to Felt R ad should be modified, if possible, to provid "em rgency access nly" to that area since the intersection of Route 30 and Felt Road h s historically been ranked among the more accident-prone int rsections in South Windsor in studies published by the South Windsor lanning Department. Our February progress report indicated that the Department's most current studies (calendar year 1986) during which time eight accidents were recorded as occurring within the interse tion. Accordingly, our recommendation was that the Oakland Centre be provided with a new intersection to Route 30 west of Felt Road with proper control and geometry so that the facility would not bring about a sizeable increase in turning volum s occurring at the F It Road intersection. Since that time, we note that your planning has progressed and that the present site plan as traffic studies traffic engineering traffic planning 1 _. _ . _ --il Y.Ii111 ■+y __r—_______ .._............n.rr•.i+r r.,Mxn-...v, . Mr. Pet r D Malli May 25, 1988 Pag Two revised through M y 9, 1988, provides for a proposed land use with 13, 500 square fee of retail space and 2, 500 square feet of building to be utilized as a financial institution with a drive-thru capability. The lan also depicts a single entrance drive to Route 30 with a widenin to provide westbound bypass in accordance with our arlier recommend tions. In our opinion, t is plan provides a rather limited land use and, therefore, a limi ed traffic impact on traffic operations on Route 30. The nature o the land use and the break up of the retail space into small units ssures its occupancy by retail facilities which will not generate traffic from substantial distances but which will serve traffic pre ently utilizing Route 30 and those whose residences or places of empl yment are near this section of Route 30. Thus, the traffic impact fr m this land use will not be felt except in the immediate vicinit of the site. Our review has led us to the conclusion that t e planning in the immediate vicinity of the site provides for a two-lane exit drive, adequate radii, and proper wid ping of Route 30 such that, in our opinion, this land use will not result in a diminution in the level of service available to traffic on the r away and will not create congestion or hazards to those on the roaay or those utilizing the facility. We appreciatthe opportunity to participate with your office in the development a safe and efficient traffic plan for this land use. Please adve if we can provide further information to assist you as you complo the design. - V ry truly yours, WASKETH & A SOCIATBS, INC. ck A. Hen eth, P.B. FAH/tau DESCRIPTION OF AREA Oakland Road forms a part of Connecticut Route 30, a stat highway which connects Route 5 in South Windsor with the towns of Manchester, Vernon and more distant points to the northeast. Between its intersection with Buckland Road and Ellington Road at the Route 74/194 intersection in Wapping and the Manchester town line, 1.5 miles to the east of Wapping, the roadway is a two-lane bituminous highway varying between 22 and 32 feet in width. The road is gen rally tangent and level with few grades or hills and few curves. Th re are only f ve curves between the village of Wapping and the Manchester town ine which provide a deflection of greater than 2 degrees. Two of these are located within three-tenths of a mile of the Buckland Roa intersection, one is just east of the small shopping center ne-tenth of a mile east of Felt Road and the other two are near the Foster Road intersection. The computed safe speed for each of these curves is 55 miles per hour or greater. There are three areas along the roadway where the grade exceeds 4 percent. Th se include a 6.5 percent grade three-tenths of a mile east of Buckland Road and two areas with a grade between 4 and 5 percent occurring between Felt Road and Foster Street. The roadway is posted for speeds of 30 miles per hour and nighttime illumination is provided with modern 20,000 lumen mercury vapor lamps mounted on utility poles in the section of highway between Buckland Road and Foster Street. Land use along the roadway is mostly medium-density residential with some agricultural properties in the section of highway west of F It Road. On th south sid of Route 30 within th village of Wapping is a comet r ial and office area with land us s which include offic spac in the form r library building, Five Corners Pizza Hous , office space computer marketing, a savings bank, a real estate office and a florist in converted residential properties and th South Windsor Veterinary Clinic. Other non-residential land us s include a pro-school center, the School of Performing Arts, and the Mobil Service Station directly on the intersection of Route 30 with Felt Road. Immediately east of Felt Road the existing shopping c nt r has undergone reconstruction, modernization and expansion to provid room for 12 to 20 small retail or service activities. Automotive World occupies the parcel immediately east of the shopping area and to the east of that location the land use is residential throughout our study area. F It Road to the north of Route 30 is a two-lane South Windsor town roadway servinW medium-density residential development and is posted at 25 miles per hour throughout its length between Route 30 and Palmer Drive. Felt Road south of Route 30 is an unimproved road serving agricultural land and a very limited number of residential prop rties between Route 30 and its dead end a short distance to the south of Felt Road. EXISTING TRAFFIC The Connecticut Department- of Transportation maintains a continuous count program of all state highways and some local roads. Included in their 1987 count inventory is a number of count locations on the section of Route 30 between Wapping and the Manchester town line. A review cf the State data permits a determination of average daily traffic and peak hour traffic on roadways within our study area as shown below: Average Peak Daily Hour Location Traffic Traffic Route 30 east of Buckland Road 10,000 950 Route 30 west of Felt Road 10,200 1,025 Route 30 east of Felt Road 9,900 975 Route 30 west of Foster Street 11,000 1,075 Felt Road north of Route 30 1,050 140 Highways within the study area experience the heaviest traffic during the afternoon commuter peak between 4:30 and 5:30 p.m. Figures 1 and 2 epict the hourly variations in traffic found on Route 30 both ea t and west of Felt Road. A review of the plott d data indicates that the morning peak hour traffic is somewhat 1 ss than that occurring during the afternoon. This pattern is quite common in suburban areas where the morning traffic consists primarily of commuters and the afternoon traffic consists of commuters and p rsons with social engagements or returning from commercial shopping activities. In order to etermine the turning movements existing within the intersection of Route 30 and Felt Road and to test the validity of the State's 1987 traffic data, our office conducted a traffic count program at th i t rs ction on th aft rnoon of January 20, 1988 , to det rmine the characteristics of p ak hour traffic flow. Figures 3, 4, and 5 illustrate the results of that study and rev aled peak period traffic flow incomparable to that recorded in the Department of Transportation's studies. The heaviest one hour period actually occurred between 4:30 and 5:30 p.m. wherein the hourly traffic flow on Route 30 east of the intersection was 1,153 vehicles. Our study revealed that th traffic flow is predominantly eastbound on this roadway during the afternoon commuter peak with indications that the imbalance is approximately two-thirds for the traffic eastbound and only one-third westbound. The data also reveals that the traffic movements in Felt Road are heaviest to the north during this time period reflectin the incidence of the home-to-work trips. Traffic volumes on the southerly section of Felt Road are extremely light with only occasional traffic movements on that section of road. Our review and our observations of traffic movements along Route 30 in this area reveal that, except in the five corners area at Wapping, traffic moves in a generally free-flowing manner without serious disruption even during peak periods with no evidence of heavy congestion along the roadway. There are occasions at many of the commercial land uses along this area where through traffic must slow down or occasionally stop to accommodate turning vehicles. PROJECTED TRAFFIC This section of the report provides for an estimate of the traffic movements expected at a new land use which would provide 13,500 square feet of retail space and 2, 500 square feet of bank building with a d ive-thru facility. Estimating the amount of traffic expected at a new land use generally involves a study to det rmine the am nt of traffic that has been recorded at similar land uses that w re constructed in the past and which have operat d a sufficient perio of time to have a stabilized and consistent pattern. The In titute of Transportation Engineers in 1976 published a compilation of studies gathered from traffic engineers, planners and public officials throughout the country at various land us s. That document was updated in 1979, 1983 and again in September 1987 and provides traffic engineers and planning officials with a single document and guide on trip generation rates for all land uses and building types. The fourth edition (September 1987) contains considerably more data than all previous editions. The total data bas in this edition consists of approximately 1, 950 individual trip generation studies. The report is intended for use in estimating the number of trips that may be generated by a specific building or land us . The following definitions of terms are useful to clarify the t rminology used in describing the results of their studies: TRIP: A si gle or one-direction vehicle movement with either the rigin or destination (exiting or entering) inside the tudy site. TRIP ENDS: In the ITE report, trip ends are the total of all trips entering plus all trips leaving a designated land use or building type over a given period of time. AVERAGE TRIP RATE: A w ighted av rage of the numb r of trips or trip ends per unit of related independent variable, (e.g. , trip ends per dwelling unit, per employee, or per 1,000 square feet of building area, etc. ) . The average rate was calculated by summing all trips and all independent variables and then dividing the trip sum by the sum of the independent variable to obtain a weighted average. AVERAGE TRIP RATE FOR PEAK HOUR OF ADJACENT STREET TRAFFIC: The weighted average trip rate during the hour of the highest volume of traffic passing the site on adjacent streets between 7 and 9 a.m. or between 4 and 6 p.m. AVERAGE TRIP RATE FOR PEAK HOUR OF GENERATOR: The weight d average trip rate during the hour of highest volume of traffic entering and exiting the study site in the a.m. or in the p.m. It may or may not coincide in time or volume with the trip rate for the peak hour of the adjacent stre t traffic. GROSS AREA: The gross floor area of a building is the sum of the area at each floor level including cellars, basements, mezzanines, penthouses, corridors, lobbies, stores, and offices that are included within the principal outside faces of exterior wall not including architectural setbacks or projections. GROSS LEASA LE AREA (GLA) : Gross leasable area is the total floor area designed for tenant occupancy and exclusive u e including any basements, mezzanines, or other floors expr ssed in square feet and measured from the center line of joint partitions and from outside wall faces. Gross leasable area is all that area for which tenants pay rent; it is the area that produces income. GLA lends itself readily to measurement and comparison. Because of this feature, GLA has been adopted by the shopping center industry as its standard for statistical comparison. INDEPENDENT VARIABLE: A physical, measurable, and predictable unit quantifying a study site or generator. For example, the number of dwelling units, the number of employees, the number of seats, or the number of square feet. The Institute of Transportation Engineers' study defines a shopping center as " . . .an integrated group of commercial stablishments which is planned, developed, owned and managed as a unit. " Studies of over 500 shopping c nt rs wer obtain d for the Institute's analysis and included centers ranging in siz from as small as 6,900 s uar f t to 1,600,000 gross square f et of leasable area. The study included many shopping centers which in addition to th integrated unit of shops in one building or enclosed around a mall, included peripheral buildings or pads located on the perimeter of the center ad scent to the streets and major access points. These buildings were generally drive-in banks, restaurants, or small offices. The Institute indicated that it can be assumed that th data in their studies do reflect the effect of peripheral buildings. In spite of that, the Institute suggested a conservative approach be tak n for the purpose of designing the access and calculating the trips generated by the peripheral buildings by analyzing them separately as well as an analysis of the entire center and then using the higher of the two estimates. The Institute guidelines suggested that the most accurate method for estimating the driveway volumes at shopping centers must utilize a series of regression equations to determine the average weekday vehicle trip end (24 hour two-way volume) as well as the total a.m. and p.m. peak hour trips (two-way volume) and then to apply the mperical directional distribution ratio to determine the peak hour entering and exiting volumes. This method was suggested because the study at over 50 different centers indicated that the rate of trip making decreases as the size of the center increases and that the change in rate 13 an exponential function rather than a linear function. For tie South Windsor location, the small size of the c nter would alSD indicate that the bank must be considered s parately. Table 1 indicates the method of application of the regression equations to estimate daily and peak hour traffic and the directional split in ent ring and exiting traffic. The traffic projections h r in are useful in determining the xpected driveway volumes at the new center proposed for the intersection of Route 30 and Felt Road and in that sense they ar useful in providing the designer with a set of volumes to utilize in s lecting driveway geometry. However, these volumes are not additive to xisting volumes since the term "generation" as used in this study and in most studies of the relationship of traffic volumes to land us s is a misnomer. A statement from the Institute of Transportation Engineers' s Recommended Practice "Guidelines for Driveway Design and Location" published in 1975 sheds some light on this subject. "The traffic using driveways and streets connected with residential and industrial development is actually generated and added to the highway system. Part of the traffic entering and leaving the driveways of retail and service facilities, however,, WAS ALREADY on the street system" . The data (presented here) relate to "DRIVEWAY VOLUME" estimates and these ar of primary interest to the engineer responsible or issuing and approving driveway permits. " The 1987 pub ication by the Institute of Transportation Engineers which we referenced earlier and which was utilized to project driveway volumes also discussed the pass-by phenomenon in some detail and the report stated: "The trip generation rates and equations were derived from actual easurements of traffic on the driveways of the various buil ings or land uses. However, in some cases_, the driveway vol me at a generator is different from the amount of traffic a ded to the adjacent street system. Buildings such as reta n establishments, certain restaurants, banks, service stat ons, and convenience markets attract traffic from the pas ing stream of traffic. " "The by ass trip comes directly from the traffic stream passing the acility on the adjacent street system and does not require diversion from another roadway. A diverted trip involve a route diversion from one roadway to another for example, to reach a different retail facility than may have been the case in the absence of a particular facility or to simply change routes in order to take advantage of th facility while on some longer trip._" Th report i dicat d that "it is ess ntial that this phenomenon be recognized when examining th traffic impact of a development on the street syste Application of the ITE recommended r gr ssion equation for det rmining the bypass phenomenon indicates that the proposed shoppin center on Route 30 near Felt Road is expect d to serve bypass tri s of 45 percent during the critical p.m. peak highway hour. RECOMMENDATIONS While the projected driveway traffic volumes, particularly when considering the ass-by nature and the convenience activities afforded by this shopping center, are not so great as to bring about increases which overload the roadway network, the turning volum s associated with this activity is cause for concern. It is recommended, the efore, that the principal drive to serve the land use be placed on Route 30 west of the intersection and that a widening be accomplished along Route 30 to provide a bypass capability such that westbound traffic is able to safely bypass those who may be slowing or stopped to execute a left turn. Felt Road south of the intersection could be utilized for emergency access and gress or as a minor entrance and exit. This recommendation is made b cause of the fact that the intersection of Route 30 and Felt Road has historically been ranked among the accident-prone intersections in studies by the South Windsor Planning Department. Currently, the Department's most current studies include calendar year 1986 during which time eight accidents were recorded as being within the intersection. Wa recommend that a new intersection with proper control and geom try be provided to service this center so that the n w facility does not bring about a sizeable increase in the turning volumes occurrin at the Felt Road intersection. It is recommended that the bypass lane on Route 30 be constructed by providing a minimum of 24 feet from the existing center line of Route 30 with a widening on the north side of the roadway ext nding from th c nt r line of the driveway asterly 100 feet and then tapering to matc the existing pav m nt in th vicinity of the existing culvert carrying an unnamed brook under Route 30. It is also recommended that the driveway serving the facility be provided with 50 foot radii to facilitate turning movements including the occasional truck that will be required to service the building and that a driveway width of 40 feet be provided such that 24 feet can be reserved for traffic exiting and 16 feet for entering traffic. Th volumes associate with this land use do not warrant traffic signal control and stop signs will provide adequate control for entering and xiting traffic. -v V :I Tw i i v i i i Imi n Y-4 N i Vic:1 i 11 i A 01 i F i e in 13 L v, = L I i I It,d j f' wD rj i i r w.- im 1 nvl u 11 C: sto,r in 5 al i i I I I 1 4; W A V I L) t,-T)I 11"'IF. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Av nue South Windsor, C 06074 RE: "THEOAKLANP CENTRE" APPLICATION REVIEW Dear Mr. Moran: The application and plans for work on this parcel when compared with the 1984 edition of the Town "Inland Wetlands Map" reveals a large discrepancy between the two. Ten or more years ago, Farm Brook was relocated into its present location. How and/or why could be subject to some research, but it has been in its current location for an extended period of time and I am not in disagreement with their indicated location. Their application should include the appropriate information required under Section III to show the wetlands eliminated and the new watercourse, for the inventory. Then it would appear that the regulated activity applied for would come under Section 5.2 & 5.3 of the regulations. This would include the storm drainage, including detention, grading of the channel banks and the restaurant location. I am concerned about any excavation in or adjacent to the watercourse. Farm Brook carries the runoff from a sizeable and mostly developed section of Town. It would appear that the channel was maintained fairly well, based on the size of the brush along its sides. This root growth has retarded earth movement, erosion and the depositing of silt downstream. With this proposal, there is nothing on the plans to indicate how they intend to work in a live stream and preserve the water quality. There is no protection at the corners where one would expect a certain amount of scour, even at morderate flows. Nor do they evaluate the channels condition, capabilities or propose a maintenance schedule. If the slopes were to be ignored, they will grow up into brush, like what is there today. Over an extended period, this could affect the flow and perhaps have an adverse eff ct on the site and require a major restoration effort by the owner. To remove it by digging or chemically, would be prohibited. John M. Moran, Jr. "The Oakland Centre" Application -Review Page 2. Item 5 in the application asks for a purpose, description and a time frame for a proposed activity, which a permit from the IWA/CC is required. It appears that more information is needed on the plans to make an evaluation or recommendations of their proposal. Very truly yours, A. March 8, 1988 Engineers/Architects Page Two Section 4.13.6 CONSERVATION PLAN Topsoil stockpile areas should be designated on the sedimentation and erosion plan. Sedimentation and erosion control notes n5 and #8 should correlate with the Oakland Centre project. An anti-tracking apron should be provided at the entrance off of Felt Road. Section 8 OFF-STREET PARKING The parking schedule denotes a total of 143 parking spaces provided. However, we have determined that 130 spaces are shown. The developers are requesting a waiver of 51 spaces in accordance with Section 8.4.1 (Modification of Minimum Required Parking Spaces). Based on the 130 spaces provided, the waiver should be for 64 spaces. GENERAL COMMENTS 1. The two sharp bends of the existing Farm Brook drainage channel should be analyzed for velocity increases and appropri- ate outside slope protection be provided. Also, there should be adequate riprap placed on the proposed embankment up- stream of the existing twin 48" ACCMP culverts. 2. Backwater calculations for the given flood elevations along Farm Brook should be submitted for review. Also, the storm frequency should be indicated on the plans. 3. Outlet pipes for the two detention basins should be relocated away from under the emergency spillways. 4. The proposed elevations for the detention basin behind building no. 1 should be corrected. 5. It is recommended that riprap be placed along the northern slopes of the detention basin opposite building no. 3 to protect against erosion to private property. 6. The existing watercourse across the proposed entrance at Felt Road should be contained within a pipe between th two existing drainage pipes. F Mr. Michael J. Gantick, P.E. S E A Consultants Inc. March 8, 1988 Engin rs/Architects Page Three 7. The detention basin analysis submitted does not include a 2- year storm frequency. The Town requires zero net increases for 2, 10, 259 50 and 100-year frequencies. 8. The inlet elevations to both detention basin outlet structures appear to be above the proposed floor grades. These condi- tions will create undesirable ponding in the basins. The inlets should be set below grade to ensure complete draining of the basins. 9. Appropriate riprap protection should be provided at both emergency spillways of the detention basins. 10. All storm drainge outlet pipes should have end treatments, specifically culvert ends. 11. Full turning radiuses should be shown at both grass peninsulas at the Oakland Road entrance. -M ' ' ize sh - If you have any questions, please do not hesitate to call me. That type of bond cannot be written by our agent utilizing this license and permit bond form. It is necessary for the agent to submit that type of bond to our office for approval and for the proper bond form as they do not have a Power of Attorney authorizing the issuance of this bond. However, we must move forward. Accordingly, we are requesting your blessing to our proposal to construct this development in two phases. The first would consist of the smaller front building and 46 parking spaces, the entrance drive, the small detention basin, and the landscaping improvements along the entire frontage. We are proposing to move our restaurant into this building, leaving approximately 1,300 square feet for a retail business. We have reviewed parking requirements with Marcia Banach, and she informed us that 46 spaces should be adequate. The second phase would be built when demand warrants, and would include the larger building toward the back of the property, and the balance of the parking and landscaping. We have asked Design Professionals to prepare a change order re- flecting our proposal. I look forward to hearing from your Commission on this request. I have the following comments: 1. The proposed filter fabric fence, as shown in red, should be relocated so that it is approximately ten (10) feet from the toe of the proposed grades. As shown, it doesn't allow for the grading which is proposed. 2. The "proposed limit of site construction" , as shown on the plan for proposed phasing of site construction, should be relocated to include the area necessary for the sediment and erosion control measures . 3 .
