RE: Development Moratorium
You asked what Connecticut communities have imposed a
mor-atorium on development recently and for what purpose . You
also asked if the moratorium was established through an
amendment to the zoning regulations or through a board
resolution.
We conducted a telephone survey of 25 communities , some
of which were listed in a November 30 , 1986 article in the
New York Times as having or considering moratoriums . Ten
have current moratoriums on development; six have had
moratoriums in the previous two years which are no longer in
eff ct. Two communities, Coventry and South Windsor , are
considering imposing a moratorium.
The common reason given for imposing a moratorium was to
rewrite the zoning regulations . Most were established by an
amendment to the zoning regulations .
Table 1 summarizes the information gathered on towns
with current moratoriums . Table 2 does so for towns with
recent moratoriums that are no longer in effect.

Receipt is acknowledged of the.above-numbered referral . Notice of this proposal was
transmitted to the Planning Division of the Capitol Region Council of Governments
under the provisions- of Section 8-3(b) of the Connecticut General Statutes, as amended.
The referral involves proposed new zoning Regulations stating, "The town will not
except any new applications regarding residential subdivisions, open space sub-
divisions, MFA and DA-15 with three or more building lots. This regulation will
exclude elderly housing and one and two lot subdivisions and will expire one year
after adopted."
Comments:
The staff of. the Regional Planning Commission of the Capitol Region Council of Govern-
ments has reviewed this referral and finds no apparent conflict with regional plans
and policies or the concerns of neighboring towns.
However, it is the opinion of 'CRCOG st'aff that a termination date for the proposed
moratorium should be- tied to specific actions which are being taken to correct the
problem which necessitated the moratorium. A discussion with the South Windsor
Planning Director has suggested that the impetus for adopting the moratorium has in
large part been to delay processing of additional development applications until com-
pletion of an update of the Town Plan of Development. If this is the case, then
the termination date of the moratorium should be closely tied to the date of the
adoption of the new town plan. With a tentative completion date for the Plan of
Development of summer 1987 it would seem that a moratorium on submitting residential
development applications for a full year might cause an unnecessary backlog of appli-
cations which would be difficult for the Town Planning Staff to cope with at one time.
Questions concerning this referral should be directed to Michael Wozniak.
In accordance with our procedures this letter will constitute final CRCOG action on
this referral . The public hearing date- is scheduled for 3/17/87.

On March 31st. I attended a Public nearing of the
P & Z at the Town Hall .
It was so well attended that about 30 people stood outside
of the actual chamber which was filled to capacity, eventhough
extra chairs had been provided for the public.
The issue again was to s,iprort you, in your quest for
a temporary moratorium. The views of the citizens came
througl6i loud and clear. I counted 23 citizens speaking in
favor of the moratorium, and 4 against, of which one was
wr. j'-elly a builder with a vested interest to continue building.
I sincerely hope that the entire P & Z board will
listen to the citizens of this town, and finally agree to
the moratorium. It will give the board and- the citizens time
to work out new ideas as to zoning, priorities for farm land
prservation, open space, and mane of the other subjects
mentioned. The forthcoming ,urvey could be a most valuable
guideline, it will be the voice of the people.
I hope that your hard work to get us the Public nearing
and the voices of the people of this town will NOT fall upon
deaf ears.
Sincerely Yours,
C/C L. Evans

Dear Commissioner f ossi-
As per your request, at the March 31 , 1987, public hearing,
please find enclosed a preliminary report that was done
for me by the office of Legislative Research concerning the
zoning moratorium initiatives here in Connecticut. This is
very definitely a planning device and option that is
garnering broad support and acceptance throughout the
state of Connecticut. Being a property owner in Litchfield
County, I am sure you are aware of what the Planning and
Zoning Commissions are doing in that part of the state.
Also, I recently read in a business newspaper that Meriden
and Branford are considering temporary moratoriums. It
is becoming a very important issue at the State Legislature.
I hope that you will find this memorandum to be of assistance.
I welcome the opportunity to discuss this matter further with
you. With best regards, I am

Dear Louise Evans,
I was unable to attend the April 28 public hearing because
of a prior commitment, so I will express my view- i.n. th , ::
letter .
Enclosed is an article explaininq how Last the LChOQ :
population is growing . This is hurting the quality of
eduction. The school budget is skyrocketing . Classes are
becoming more crowded. I have a four year old starting school
in September and I want her to have the best education
possible. With the unprecedented increase in student
enrollment; caused in large part by the Planning and Zoning
Commission's let anyone build anywhere policy, my child may
not get the quality of education possible in the past. -
We must get a handle on residential growth. It is out of
control . I attended the first public hearing and I support
Frank Castro's proposal 100%.
Three of you are up for election this year . Do you really
expect to be re-elected the way things are right now?
Please see that each member of the commission receives a
copy of this letter .

Dear Ms . Bomaster :
Thank you for your letter of June 2 , 1987 concerning the residential

As you may know, the Planning and Zoning Commission has voted down

other ways to try and alleviate the problems without having a
