RE: 442 Strong Road Application
Dear Mrs . Warren :
This proposed 3 Lot Subdivision on the north side of Strong Road at Tomel
Road contains , perhaps , a little over an acre of wetlands, total , at the
east and west edges of their property. At this time , there are no plans
to build on the site that would have an effect on the wetlands .
The proposed contours are to provide an aid in the engineers ' designing of
the disposal system. If an approval of the permit were to be granted , the
following conditions might be considered .
1 . Prior to the issuance of a building permit , that a conservation plan
for that lot be approved by this commission .
2 . The dirt piles that were deposited on site within the last few months
be encircled with silt fencing or hay bales and be left in place until
an appropriate plan for their disposition has been approved .
3. A bond of $4 , 000 to assure compliance with the conditions should be
submitted .

RE: GREEN ACRES SUBDIVISION
442 Strong Road
Dear Mr. Moran:
At the June 27th meeting of the IWA/CC, Mr. Reid made a
presentation about their site on Strong Road and his dirt piles .
At that time, I thought he was going to submit the $4, 000
Conservation Bond on Tuesday A.M. and that the topsoil would be
spread and the disturbed areas seeded and mulched on Tuesday.
The bond came in on Wednesday and the topsoil still has not been
spread as of this date. The haybales west of Tomel Road aren't
there yet.

This is to confirm our conversation on May 5, 1989 regarding
activities on the site subject to Application #523 .
As of December 14, 1988 your permit from the Inland Wetlands
Agency/Conservation Commission expired. Therefore, no grading or
activity can take place on the site until such time you re-apply to
the Commission and obtain a current permit. The date for filing an
application for the June 12th agenda is May 23rd.
The activity that has taken place on site thus far is in violation
and is to cease and desist until a permit is granted. You are to
place stacked haybales or silt fence along the easterly side of Tomel
Drive and easterly side of lot 2 immediately.
If you have questions regarding this contact me at 644-2511 .
Very truly yours,

Dear Mr. Reid:
re: Application #523, Reid Estates, 442 Strong Road
Enclosed you will find a copy of the letter sent to you dated May 10,
1989 . In that letter it was brought to your attention that you are
required to renew your permit from the Inland Wetlands
Agency/Conservation Commission before any further grading or activity
can take place on the site. In addition, you were required to place
haybales or silt fences along the property lines to temporarily
control erosion and sedimentation problems . (This has been
accomplished) .
My concern is those control measures are only temporary and you
failed to process an application to renew your permit and accomplish
the necessary drainage and restoration of the site. The next
possible date you can get on the Inland Wetland Agency/Conservation
Commission agenda is September 11, 1989 . The cut off date for filing
is August 17 , 1989 .
If you fail to take the steps to procure the renewal of your permit
and accomplish the site work, I will be recommending to the
Commission that necessary actions be taken to call your erosion and
sedimentation bond in order to correct existing drainage and runoff
problems associated with the work left unfinished.
If you have questions regarding this, contact me at 644-2511 .
Very truly yours,

Mr. Kevin Reid
1169 Ellington Road
South Windsor, CT 06074
Dear Mr. Reid:
Re: Violation of IWA/CC permit conditions, Application #87-523 -
Reid Estates
You are hereby notified of the initiation of permit revocation
proceedings on Inland Wetlands Agency/Conservation Commission permit
#87-523 - Reid Estates . These proceedings have been initiated based
on the following evidence.
When the permit was extended at the September 18, 1989 regular
meeting held by the Commission, it was approved with all the original
conditions . In addition, you were to complete construction of the
swale and associated drainage work, and stabilize the disturbed area
around the existing house within 60 days . On November 11, 1989 the
Engineering Department inspected the ongoing installation of the 18"
RCP across the existing gravel drive and notified you that it was not
in the location shown on the plans; you were to stop work and contact
the Town Engineer. To this date, based on conversations between John
McCahill, Zoning/Wetlands Enforcement Officer and Jerry Iazzetta,
Town Engineer, you have not made any attempt to resolve the problem.
You have therefore failed to complete the necessary work within the
required deadlines stated in the permit.
These proceedings are being held in accordance with Section 22a-
42a(d) , Connecticut General Statutes and Section XIV of the South
Windsor Inland Wetlands, Watercourses, and Conservation Regulations .
On January 22, 1990 at 7 :30 p.m. , in the Town Hall, the Inland
Wetlands Agency/Conservation Commission will hold a hearing to
provide you with an opportunity to show compliance with all the
requirements needed to retain the permit.
If the permit is revoked or suspended the Commission may consider
further actions, including calling of the bond to provide for proper
completion of the project or the issuance of an order to restore the
regulated area back to its unaltered condition. The matter may also
R

be transferred to the Town Attorney for court action under section
22a-44 of the Connecticut General Statutes .
Questions on this matter should be directed to John McCahill,

At the January 22, 1990 regular meeting of the Inland Wetlands

an opportunity to show compliance with all the requirements needed to
retain the permit referenced above. Based on the fact that there was
no information offered, or representation on your behalf, the
Commission voted to revoke the permit issued for application #87-523

actions to call the bond to provide for proper completion of the
project in order to eliminate potential soil erosion and
sedimentation problems associated with the site.

Dear Mr. Reid:
Re: Drainage work at Reid Estates
Please accept this as confirmation of the site visit held on February
2, 1990 at Reid Estates . Bowen Davies, Deputy Town Engineer and
myself met with you to discuss the installation of a drainage pipe
under Tomel Drive. You have agreed to install the pipe and regrade
the swale in accordance with the original approved plans .
There are two issues that must be resolved prior to any activity.
Connecticut Light and Power must be contacted to confirm that they
will allow the necessary relocation of the guide wire and anchor
which is currently in the same location as the proposed pipe. You
must submit their agreement to the Town of South Windsor. Secondly,
you must go before the Inland Wetlands Agency/Conservation Commission
and get your permit reinstated.
Before a final release of any bonds, the site must be graded in
accordance with the approved plans and appropriately sta}ailized. In
addition, you are to place iron pins as shown on the plans to
identify lot lines .
Thank you for your immediate attention to this matter.
Very truly yours,

Dear Mr. Reid:
Re: Application #87-523, Reid Estates, 442 Strong Road
On July 19, 1990 you were sent a reminder that the permit with the
Inland Wetlands Agency/Conservation Commission, Application #87-523
would expire on September 18, 1990. On September 18, 1990 a request
for extension of permit #87-523 was submitted.
In the reminder that was sent out to you it is stated that, "a
progress report is required from the applicant's Engineer verifying
that erosion and sedimentation control measures have been installed
and maintained in accordance with the approval conservation plan. "
To date, this report has not been submitted.
Additionally, fill has been placed behind the existing barn which is
not an approved location on the plans. If you intend to fill that
area, a change order must be submitted for review and approval prior
to such work.
Your permit expired on September 18, 1990 and you are therefore to
cease any work on this site until it has been renewed.
This application is currently listed as an agenda item for the
October 15, 1990 meeting. I will be recommending that the request
for an extension of this permit be tabled until you have resolved the
concerns addressed in this letter.

If you plan to extend your project beyond the above expiration date, you must
apply for an extension at least sixty-five (65) days prior to the expiration
date. There will be a thirty-five dollar ($35.00) fee required for an
extension of the permit. This includes a ten dollar ($10.00) surcharge
assessed by the State, to fund the State Environmental Review Team.
An application for an extension shall be made in accordance with the
following subsection of the IWA/CC Regulations:

public interest or environment will be best served by not
interrupting the activity; the application shall describe the extent
of work completed at the time of filing and the schedule for
completing the activities authorized in the permit.

regulations and grant the application as filed, grant it with any
