RE: Oak Grove, III (R.S.K. Contractors, Inc.) Subdivision,
Rosemary Lane - comments by Town Engineer
1. There have been drainage and sewerage problems on Rosemary Lane due
to backing up of lines into some homes. Therefore, extreme care
should be taken with any more homes in this area. Also, some wells
have been contaminated. Therefore, all new homes should be connected
to Connecticut Water System.
2. Cul-de-sac is over 600-feet in length, which is in violation of
Section 2.5.e of the subdivision regulations. Cul-de-sac width is
larger than required and building line is at 80-feet from street
line. All of the foregoing were done to obtain more frontage and,
therefore, more lots.
3. Existing drainage lines in Rosemary Lane are termed inadequate by
the Purcell Drainage Study. Therefore, drainage system as designed
is not approved by me. This has been discussed both with Mr. Kelley
and Mr. Lucek.
4. Drainage and sewerage lines from this subdivision to Grace Road pass
over property of Mr. Newman. It should be redesigned in a straight
line to avoid coming so close to residence of Mr. Newman.
5. Swales should be designed and constructed on lots #1 and #11 to insure
no storm water floods to abutting property of Goodwin and Goldberg.
6. Rear of lots #8, #7, #6, #5 and #4 will drain on abutting property of
Parkins.
7. Key map shows area, and extreme care should be taken with respect
to traffic patterns. Maybe outlet should be provided for future
extension of Rosemary to Nevers Road.

Re: 11-lot subdivision known as Oak Grove Acres
Proof of ownership or valid option to buy the property has to be submitted
to the Planning and Zoning Commission prior to the application being
officially accepted by the Commission. In checking the land records,
the owner of the above-mentioned property was shown as John Parkins et al.
If proof of ownership, a valid option or the owner's signature on the
application form is submitted to me by July 6, 1978, the Commission
Chairman has indicated he will accept this application at a special
meeting of the Commission to be held on July 11, 1978.

RL: Current change before the Zoning
Conlru ssion
Dear N'r. Talbot:
On August 8, 1978, I attended a hearing of -,the Zoning Commission where
application was made by KelIZ Builders Inc. to build eleven houses on a
continuation of Rosemary St.- Re ing f am i is r with Mr. Kelly's homes,
the homes present no problem. There is, however, going to be a very
serious traffic problem at the corner of Abbe Rd. 2 rct. and Lake Street.
This corner is the-naYrrotest .Part d.f an surfaced road in the area, the
most highly populated section and is a 90 degree turn. In my estimation
there will now be 61 homes where the traffic will. all have to pass this
1 area. This includes the exivti.ng buildings that are going up on Rosemary
St. plus the two houses which are being built on Abbe Fed. Ext, plus the
eleven homes which are proposed.
I feel., as do many of my neighbors, that there is not, only going to be
a tremendous traffic rroblem, but we would now be endangering an awful
lot of people because there would be no access to the area for fire or
emergency vehicles except for this very narrow road (91 1) . There is
nothing that could really be done to the road because of the physical
elenents of the area, and a simple solution would be to continue Grace
.-id. through to Rosemary St. This would break up at least half of the
traffic problem and z•Tould make all of the other roads in the Rosemary,
Berle, Ash and Dori.a streets more useful in case of emergency and not
just being used as town maintained driveways. Also, in the interest of
safety, the section. of Grace Rd. that is being added would have sidewalks
hich separate pedestrians from vehicles, whereas the ,-Thole .abbe ad-Lake
St.- section has no sidewalks and will be unsafe with this amount of
traffic. Grace Rd. is 27' wide at present as are all of the other roads
in the area, and it seems fool..-i.sh -to funnel all the traffic or-to our
211 road without sidewal kS.
I sincerely hope iAto this :matter.

Dear Mr. Kelley:
Re: Oak Grove III
The subdivision Oak Grove III was approved without an
Inland/Wetlands Agency recommendation, because no wetland
was directly involved. The storm drainage is discharging
into an existing Town drainage system and could require
the appropriate action.
The rains of January 7 and January 8 produced substantial
run-off and a great deal of silt was discharged off the
site. Section 3. 2.a.11 of the Subdivision Regulations
calls for a conservation plan showing proposals for soil
erosiion prevention, sediment control and other soil con-
servation treatments to be taken.
Without a plan available at this time, the placement of
staked hay bale berms and dikes could relieve the immediate
problem. It is expected that you can resolve this problem
prior to the next storm.

The Planning and Zoning Commission discussed your letter of January
12, 1979 regarding the subdivision bond your company is securing for
RSK Contractors, Inc.
Please be advised that it was the unanimous consensus of the Planning
and Zoning Commission that it does not have the authority to allow-:for
final plans to be filed until the subdivision bond is secured. Upon
receipt of the bond, the plans can be filed and Mr. Kelley can proceed
to close on properties.

Dear Mr. Grace :
Bond for the Oak Grove III subdivision has been set at
$70,000. While I was waiting for approval on the bond, I
continued to progress on the project. Presently, the sewers
are completed, drains are mostly done, and the road is cut.
We will complete the project in the spring.
I discussed with Mr. Page the difficulty of obtaining
a bond of that sum as I have no track record for bonds and
the experience with a bonding company is not there. Mr. Page
reviewed the work completed and felt a recommendation of a
bond for $42,000 would certainly cover the Town for the re-
maining work.
I respectfully request, therefore, that the Planning
and Zoning Commission approve a bond in the amount of $42,000.
I have been notified that the bond has been approved for this
amount and would be issued.
Thank you for your consideration.
