AREA CODE 203/644-2511 _.s March 15, 1977 Messrs. Theodore and Leon Kaminski Vernon Professional Building Vernon, Connecticut 06066 Dear Sirs: As you are probably aware of, from being a long-term landowner on Niederwerfer Road, the storm drainage in the area is inadequate by Town standards. An existing 15" storm sewer with catch basin inlets has worked well on the west side of Niederwerfer, and has discharged to a swale along the east side of the roadway along your property. In addition, storm water has run from the crown in the road in a sheet flow, off the pavement, and onto your land. No problems have existed until recently when two lots were cut out of your land and houses constructed thereon. This new construction with driveways and new lawns have restricted the flow of water, and has left the Town without adequate drainage outlets. As more development occurs on your land, increased drainage problems will occur. It is, therefore, necessary at this time for you to propose how the Town can maintain and/or improve its drainage outlet. From the looks of this newest set of plans, you are beginning to set a pattern for future development of your remaining tract. At this point, drainage should be your prime concern also. Please instruct your Engineer to draft some projected plan of storm water control, and prepare a plan showing the existing pavement as related to the survey lines. This will enable establishment of a permanent street line in that area and an adequate storm water system for the present and the future. If you have any questions on this matter, please contact Mel Stead of my office. Very truly yours, ASY:prb &Iao - cc: J. E. Page Allan S ung Melvin C. Constance Eriksson, Chairman Inland ',etlands Agency To:,m of South Windsor Re: W-INSKI SUBDIV SION, NIEDF.RtE''t,.F , ROAD Attached is a letter sent to the Kaminski's by Mr. Young expressing Engineering's concern faith the lack of drainage proposals on their original plans. The new plans, dated February 2, 1977, revised March 14, 1977 and April 4, 1977 do not adequately address these concerns. 'the changes in the drainage pattern being requested trill involve the area desig- nated wetlands on the subdivision plans. The effect on the wetlands should be mini- mal; however, I feel that your final review should not be made until these changes are incorporated in the plans. I have requested I,h-. Page to include a drainage easement, a right to drain com- rmit-ment, and some swale work across lots 2 and 3 and the 390 feet between lot 2 and land 1 of Iilleen,in the Planning ar_d Zoning review. T:7en these items are formally presented, I will make further co n ents. Further; the request for the edge of pavement location on the plans was not addressed. This is another item that could effect further co7~ients by me and by ,-.hePlannin„ and Zonin; Coi- fission. Niederwerfer l-oad, being designated a collector s tree v on the plan of development, should have a minimum street line width of 50 ft. -`herefore, the edge of pavement- must be shoim, , and adequate right of way must be -r:rovided for future improvements, such as but not limited to, underground utilities, ci dei•Ta1ks and drai nab;e. Leon Ka7inski Pellevue Avenue Vernon, Connecticut 06066 CERTIFIED MAIL Dear Sir: After revieTering your Application YO. 052 for your property on Niederwerfer goad, South Windsor, Connecticut, the Inland Wetlands Agency has determined that a permit is not necessary for the three lots shown on the ?iap Entitled "Viederwerfer Acres", dated February 23 1977, revised -March 14, 1977 and April 43 1977. -Tone of the three lots are located in, or will have an effect on the inland wetlands. If you do not receive the appropriate plans by the 31st of May, would you please let us know? Is this the same parcel of land previously submitted on Application 052? According to the applications, the adjacent property owners are different, also one proposal is for a three lot subdivision and 083 is for four. May 22, 1978 TO: Town Planning & Zoning FROM: Richard B. Coppa, DLrector of Health SUBJECT: Neiderwerfer Acres (Lots 4,5,6,7) A review of the above referenced subdivision plan, and an on site in- spection was made by me on May 19, 1978. The soil types and high ground water were of concern because of possible sewage disposal system failure. Inspections of homes in the area did not reveal any sewage disposal problem in four homes adjacent to the subdivision, but it must be noted that two of the four homes were just recently occupied. The engineering plans fail to indicate a date on which the percolation tests and test pits observations were made. I recommend that soil per- colation tests be redone in the presence of the Town Engineer and if the rates exceed 30 min/inch I recommend that the subdivision not be offered for on site-sewage disposal. I have never approved any soils for sewage disposal with ground water tables at two feet or less, and after observing this site I feel that nuisance free operation of these systems would be questionable. Since I lack facts and complaints of sewage system failures in these soils I recommend the following designs criteria be followed only if per- colation rates are below 30 miWinch: 1. Remove all topsoils to the previous sub soils in the original and replacement areas. 2. Replace with a minimum of 36" of bank run sand and ground compacked in 811 lifts. 3. Install the sewage disposal system at no greater depth than 181, into the fill material. 4. Design of the system shall be based on the percolation rate of the virgin soils. . Percolation tests must be taken at no greater depth that 181, into existing soil grades . Observation of the soils and water tables within the subdivision are marginal based on the information given and should not be considered for on site sewage disposal systems. OVI N 8F,` C Wn_ Ole S ?din '0 1540 SULLIVAN AVENUE • SOUTH WINDSOR.
