SIGNED APPIACANT OWNER FOR THE SOUTH WINDSOR PLANNING & ZONING COMMISSION i UNITED STATES DEPARTMENT OF AGRICULTURE SOIL CONSERVATION SERVICE INVENTORY & EVALUATION To: Hartford County Soil & Water Conservation District For: South Windsor P & Z Re: subdivision of J.M.J. Construction Co., plan, III at Ellington and Chapel Rds. By: Karl Niederwerfer, Soil Conservationist Date: 9-8-75 on site investigation 9-4-75 FINDINGS: Fourty seven lots are proposed on the site to be serviced by sanitary sewers and MDC water. Soils are mapped mostly as well, or excessively drained sands and gravels with some hardpans (see NSG descriptions and notes included ) The hardpan soils are mainly in the woodland in the eastern part of the property. A retention pond is shown on the plans in the north east section of the property. Storm drainage shown on the plans will enter the re- tention area. The storm drainage beginning with catch basins in front of lots 28 & 30 show no outlet however, it appears this section could also tie into the retention area. In order not to effect neighboring properties and for proper drainage of roads it appears the high water line of the retention pond should be below elevation 71. This may be difficult as an adjacent property is about elevation 81. Substantial excavation is necessary in portions of the pond area to reach this elevation. A slope no steeper than 2:1 around the pond is recommended. Some difficulty may be encountered in establishing vegetation on the site due to the droughty, infertile nature of the soils. Although there may appear to be adequate subsurface conditions for basements the soils indicate a possible problem where hardpans are concerned. During investigation some wetter vegetation including ferns and sedge grasses were noted. Footing drains may be necessary in these areas for houses with basements. Sediment and erosion could be a problem if not considered in pla nning the construction. However, due to the topography, soils, etc. it appears this problem can be overcome. UNITED STATES DEPARTMENT OF AGRICULTURE SOIL CONSERVATION SERVICE I & E page' 2 RECOMMENrATIONS: 1) Adjust the retention area to fit topography as necessary and so highwater lines, cuts etc., will not affect neighboring pro- perties. 2) An erosion and sediment control plan should be developed showing sequence of construction. - a. suggest retention pond to be modified to serve as temporary sediment basin. Construct this measure first and use diversions or other measures to insure allstorm water reaches this area. b. suggest wood from necessary woodland clearing be wood- chipped and used on site for roadbanks, landscaping, etc. This may be a temporary or permanent erosion control measure. c. Other measures may include phasing, seeding dates, topsoiling etc. 3) Areas where type of construction and ails dictate the need should have footing drains to insure no basement water problems. The Hartford County Soil & Water Conservation District assisted by the SCS is available to assist the developer and engineer in im- plementing the above recommendations. TERRACE SOILS - OVER SANDS AND GRAVELS Excessively drained soils with slopes less than 15 percent A-la Excessively drained soils with smooth slopes less than 8 percent A-lb Excessively drained soils with irregular slopes between 3 and 15 percent These soils occur above floodplains in river and stream valleys. Water depositg4 beds pf sand and gravel are less than. 20 inches below the soil' surface. Permeability is rapid. The shallowness to sand or gravel acv,?rely limits, their water holding cppacity. Natural fertility is low. Urbon. The permeability of these soils is favorable for the installation and operation of on-site sewage disposal systems. On slopes above 8 per- cent., the design and site selection for absorption fields require special consideration. The high percolation-rate may allow sewage effluent to pollute groundwater. Soil conditions are favorable for homes with basements. Conditions are favorable for stability of footings and performance of footing drains. The steeper slopes may add difficulty to site preparation. However, the steeper and irregular slopes present opportunities for a wider choice of architectural design. Land grading for landscaping will expose sand or gravel. Lawns, trees, and shrubs are difficult to establish and maintain because of low moisture holding capacity and low natural fertility. The steeper slopes add further difficulty to these p;oblems. When constructing streets and parking dots, earth moving is readily done, but stabilizing and vegetating banks is difficult particularly on the steeper slopes. Recreation. In mp,ny places the potential for recreational uses of these soils is enhanced by their proximity to streams, ponds, and sites with potential for water developments. They are favorable for picnic areas and camping sites. Even the level soils present difficulty in establishing and maintaining vegetation} for play areas, and the soils with steeper and irregular slopes have severe limitations for play areas. 1, 1/18/71 4. 1/18/71 Wildlife. These Boils are nnnri.. Cropland. These soils are suitable for the production of silage corn, hay& and late vegetables. With adogvate drainage they are suited to the produc- tion of all crops .adapted to the areas, however, tobacco and potatoes pre subject to. some damage in very wet summers. On the t teeper slope$, measures are pecessary to control runoff and eroiion. 1/la/71 • _ UPLAND SOILS - OVER COMPACT TILL Well drained soils C-la Non-stony or stony soils with slopes less than 8 percent C--lb Non-stony or stony soils with slopes between 8 and 15 percent These soils occur mostly on the tops and upper slopes of drumlins-- hills that were smoothed and elongated north to south by the movement of glaciers. The soils'are underlain by compact glacial till and have a hardpan 16 to 36 inches below the soil surface. During wet seasons, excess water in the soil moves downslope above the pan. The till commonly contains stones and boulders which add difficulty when excavating or earth moving operations are needed. These soils have good moisture holding capacity for plant growth. Exceptional panoramic views are afforded from the higher areas. Urban. The design and construction of on-site sewage disposal systems that function satisfactorily is very difficult because of the hardpan which drastically reduces percolation rates. Slopes above 8 percent add further difficulty and problems in design and site selection of absorption fields. Conditions are favorable for excavation of basements for homes on soils with slopes less than 8 percent. Slopes above 8 percent are a moderate limitation, however, the steeper slopes present opportunities for a wider choice of architectural design. Stability of footings is not a problem, but measures such as footing drains are needed to prevent seepage into basements. Soil conditions are favorable for the establishment and maintenance of lawns, trees, and shrubs. The stony soils and slopes above 8 percent add difficulty in landscaping. Difficulty in constructing streets and parking lots ranges from slight on level areas, to moderate onk3 to 8 percent slopes, to severe on slopes above 8 percent. The hazard of frost heaving because of water accumulation above the hardpan requires special consideration. Also, soil slippage on road cuts is a hazard during wet seasons. 111 1/18/71 a Recreation. These soils are favorable for picnic areas and camp sites. The level soils are favorable for play areas, but limitations for this use increases on soils with slopes above 3 percent. Wildlife. These soils are well suited for the dependable growth of a wide variety of desirable wildlife food and cover plants. Habitat for woodland wildlife species is easily established, improved, or maintained. ' On the stony soils it is more difficult to establish grain, grasses, and legumes for openland wildlife. It is impractical to develop wetland wildlife habitat. Woodland. These soils have good productivity for wood crops. Both hardwoods and conifers are well suited. Competition from hardwoods is a serious problem when managing for pine, spruce, or larch. Hardwoods to favor on these soils are red oak, white ash', and sugar maple. Cropland. The soils cleared of stones are suitable for the production of most agricultural crops grown in the area. Erosion is a hazard and on the steeper slopes more intensive surface water control measures are needed. 1/18/71 UPLAND SOILS - OVER COMPACT TILL Moderately drained soils C-2a Non-stony or stony soils with a moderately high seasonal water table C-2b Very stony soils with a moderately high seasonal water table These soils occur on the slopes of drumlins--hills smoothed and elongated north to south by the movement of glaciers. They are under- lain by compact glacial till and have a hardpan 16 to 36 inches below the soil surface. Permeability above the hardpan is moderate but the pan drastically reduces percolation. These soils have a high water table during wet seasons. During the period of highest saturation, usually in the early spring, the water table remains, within 15 to 20 inches of the soil surface. This condition seldom persists beyond late spring. Slopes do not exceed 15 percent and those less than 8 percent predominate. Urban. The design and installation of on-site sewage disposal systems that function satisfactorily is very difficult because of the hardpan and seasonal water table. The very stony soils add difficulty to installation. During wet periods, the water table is a problem in construction of homes with basements. Measures such as land fill or drainage are needed to prevent seepage into basements. The very stony soils add difficulty in excavation. Soil conditions are favorable for the establishment and maintenance of lawns, trees, and shrubs. The very stony Boils and slopes above 8 percent add difficulty in landscaping. The very stony soils and slopes above 8 percent present severe problems in the design and construction of streets and parking lots. The hazard of frost heaving because of water table and hardpan must be given special consideration in design and construction. Soil slippage on road cuts is a hazard during wet seasons. 14. 1/18/71 Recreation. During the main season of use, the non-stony soils with less than 8 percent slope are favorable for picnic areas, camp sites, and play areas. Drainage is needed to overcome the seasonal water table on playing fields for intensive use and to extend the period of picnicking and camping. Limitations for recreational use increase on soils with more slope and stoniness. Wildlife. Habitat requirements of openland wildlife species can be established, improved, or maintained but stoniness adds difficulty in management. There are few or no soil limitations that affect the development or maintenance of woodland wildlife habitat. It is extremely difficult and expensive to develop wetland wildlife habitat on these soils. Woodland. These soils have good productivity for wood crops. Both hardwoods and conifers are well suited. Competition from hardwoods is a serious problem when managing for pine, spruce, or larch. Hardwoods to favor on these soils are red oak, white ash, and sugar maple. Equipment operation is difficult on the stony soils. Cropland. The soils cleared of stones in group C-2a are suited to the production of adapted legumes and grass, late vegetables, and small fruits. With drainage these soils are also suitable for the production of alfalfa, corn, orchards, and early vegetables. Erosion is a hazard on these soils and on the steeper slopes intensive surface water control measures are needed. When cleared of stones the very stony soils in group C-2b can be cropped as described above. 1/18/71 GLOSSARY Definitions of technical terms are given for the convenience of the readers. Compact till. Glacial till with relatively high volume weight and low permeability rate. Droughtiness (droughty soil). Property of soils with low water holding capacity (excessively drained) that retain moisture to support plant growth for only short periods during the growing season, especially during hot spells. Friable to firm glacial till. See permeable till. Glacial till. Unstratified glacial drift deposited directly by the ice and consisting of clay, silt, sand, gravel, and boulders intermingled in any proportion. Habitat. The environment in which the life needs of a plant or animal are suppseu. Loamy. Intermediate in texture and properties between, fine-textured ,and coarse-textured soils. Includes all textural classes with the word "loam" as a part of the class name, such as fine sandy loam. Openland wildlife. Birds and mammals that frequent croplands, pastures, meadows, lawns, and arras overgrown with grasses, herbs, and shr4bby growth. Examples; pheasants, field sparrows, rabbits, red foxes, woodchucks. Permeability, soil. The quality of a soil horizon that enables water or air to move through it. The permeability of a soil may be limited by the presence of one nearly impermeable horizon even though others are permeable. Permeable till, Glacial till with relatively low volume weight and medium to h:'.gh permeability rate. Sandy. Coarse-textured soil with high content of sand and low content of finer particles. Includes textured classes with the word "sand" as a part of the class name, such as loamy fine sand. Water table. The upper limit of the part of soil or underlying rock material that is wholly saturated with water. In some places an upper or perched water table may be separated from a lower one by an unsaturated zone. Wetland wildlife. Birds and mammals that normally frequent wet areas such as ponds, marshes, and swamps. Examples: black ducks, wood ducks, herons, mink, muskrats, beavers. Woodland wildlife. Birds and mammals that normally frequent wooded areas of hardwood or coniferious trees and shrubs or mixtures of such plants. Examples: ruffed grouse, woodcock, gray squirrels, white-tailed deer. W. An 8" VCP sanitary sewer is specified on sheet- 4 .and ran 8" RCP is specified on sheets 5and,6. , We assume ,that.it . is the designer's intent to use 8",VCP throughout Jacques Lane and Murielle Drive. 2. The location of the house connections, has not-beeh shown for lots 3, 4, 5, 6, 23 and 44. 3. There appears to be a conflict between the house-connection for lot No. 21 and a proposed 8" water-main in.Murielle Drive. It is suggested that this crossing be eliminated by shifting the house ,connection to,the- south. 4. At this same location, the profile indicates approximately one foot of vertical clearance between the top of the sanitary sewer and the bottom of the water main. —The State Health Code requires a minimum 18" of vertical clearance between the sanitary sewer and the water line. 5. A trench detail should be shown for the sanitary sewer. OFFICE LOCATED AT: 90 NATIONAL DRIVE GLASTONBURY CONNECTICUT ' 1 , Mr. James H. Per the above letter, we have stated that we do not anticipate any adverse effects downstream of the proposed subdivision towards Ellington Road, including the open channel from Ellington Road to Spring Pond. For the same reason, we would not expect any adverse effects on Spring Pond itself. ::Also, you should bear in mind that the sedimentation/retention basins should-be the first item of construction in the subdivision in order to-protect downstream areas including Spring Pond. Per our discussion, we have determined there is adequate storage capacity in the proposed basins, disregarding percolation-and considering the outflow rate of 32 cubic feet per second. As you are aware, considerable flow will scour' the soil in the basin until it becomes sufficiently full to absorb energy ` being carried by the water discharging from the 30" pipe. I also recall stating that all pipe on the east side of Ellington Road would be Class 4 RCP. Please make the appro- priate lettering changes on the Plans. On Sheet 9 of 11, Catch Basin Detail, there is a cast iron trap elbow. I see no advantage to us for its installation. It will only serve to restrict maintenance efforts. Please remove this from the Plans. From a functional viewpoint the sequence of construction gives the appearance of a considerable amount of thought. The Engineering Department feels that .if this plan is followed, the sedimentation will be kept to a minimum. Please make every effort to insure that the contractor is supplied with a copy of this Plan before construction begins. Very truly yours, Reviewed by: Melvin C.
