Aniello, Secretary MEMORANDUM TO: William Lanning, Fire Marshal FROM: J. E. Page SUBJECT: Zoning Regulation Revisions of public water to office sites DATE: April 1, 1976 The Planning and Zoning Commission has an application pending for an amendment to section 4.9.4.6 of the Zoning Regulations which would eliminate the provision for public water as a requirement in a Restricted Office Zone. Would you please provide your input to the Commission on the following: 1. Would public water be needed for fire control in a facility similar to the building as proposed in the attached sheet. The building, as described in the public hearing on this matter, will be approximately 7200 square feet, single story, wood frame construction. 2. If public water is needed for fire control, would you recommend a size of main and the best path for this water main. 3. Any other thoughts you may have on this. J. E. Page cc: William E. Grace, Chairman Planning and Zoning Commission T. V. Sprenkel, Town Manager MEMORANDUM TO: J. E. Page FROM: W. R. Lanning, Fire Marshal SUBJECT: Zoning Regulation Revisions of Public Water to Office Sites DATE: April 20, 1976 I am strongly opposed to any change in the Town of South Windsor Zoning Regulation 4.9.4.6 which requires public water and sewers at office sites for the following reasons. 1. The fire department has the responsibility of providing fire protection and ffre surpression for all properties in town. When public water is available it makes their task of meeting this responsibility much easier. 2. The Connecticut Building Code Section 1705.0 dater Supply Systems states: Every building in which people live, work, or congregate shall be provided with a supply of clean, cool and potable water in sufficient quantity to maintain all water supply and plumbing fixtures in a safe and sanitary manner, and such other water supplies as may be required for fire extinguishing, air-conditioning and all other service equipment of the building or structure required by the Basic Code. 3. Fire insurance rates for any building are determined by many factors, one of which is whether the building is within 1,000 feet of a fire hydrant. 4. The National Fire Protection Association recommends that fire hydrants be installed at 500 foot intervals. I have adopted this policy wherever water mains are installed or extended. 5. Over the years we have worked very hard to improve the insurance rating for the town. We now have a C 5 Rating which is one of the factors that determines how much any property owner pays for fire insurance. Any commercial buildings we allow to be built in town that are not protected with adequately sized water mains with hydrants, in future grading by the Insurance Service Office would add deficiency points to our rating and could set us back to a rating that would increase everyones insurance costs. In answer to your question pertaining to the size of the water main, this is always done by the water company engineers to nationaly recognized standards. The location of mains is almost always under or alongside approved roads and streets. The water companies that serve our town have refused to install and maintain water mains and hydrants on private property. L hope I have answered your questions and adequately stated my position in this matter. If any further information is needed please call on me. cc: Wm. E.
