CONSERVATION PLAN
PARTRIDGE MEADOW
OPEN SPACE SUBDIVISION
DECEMBER, 1985
A. R. LOMBARDI ASSOCIATES, INC.
25 TERRACE DRIVE
VERNON, CT 06066
This Conservation Plan narrative outlines the Erosion and Sedimentation
Control Methods to be implemented by the developer during the construction of
the Partridge Meadow Subdivision. Reference should be made to the Subdivision
Plans, in particular the Conservation Plan and Topographic Map sheets, and
detail sheets showing the design and location of proposed Erosion Control
Structures. The proposed permanent storm drainage facilities are described in
the attached "Drainage Design Statement".
GENERAL SITE CONSIDERATIONS
The Subdivision consists of approximately 55 acres of land zoned A-30
which is currently used for agriculture. Site soil types are summarized on
Sheet 8 of 18 of the Subdivision Plans, and are all in S.C.S. Hydrologic Soils
Group "B".
Due to the current agricultural land use, no tree stumps to be removed
exist on the site in the proposed roadways. Several of the proposed lots have
trees on them; however, the extent to which they are removed will depend on
each owner's lot plan.
The Subdivision will be constructed over two construction seasons,
commencing during the Spring of 1986. The first construction season will
include lots 1-22 and 59-80, and the second construction season will incude
lots 23-58. It is anticipated that construction of the entire project will be
completed during Fall, 1987. One period of winter shutdown, during 1986-1987,
will be required with measures as specified in this plan.
SUBDIVISION SITE EROSION CONTROL MEASURES
After initial rough grading, staked haybales and silt fences shall be
placed as indicated on the Conservation Plan sheets.
Runoff on the site will naturally occur by sheet flow to areas not graded
during road construction. Since site soils have been previously disturbed by
agriculture, erosion and sedimentation will not be significantly increased in
1
most areas by proposed grading. Roads and lots on steeper slopes will be
protected by erosion and sedimentation control measures.
Construction during the first year shall be for lots 1-22 and 59-80.
Roads in this phase will be paved with the binder course to the dead end
between lots 23 and 58. Staked haybales shall be placed behind the dead end,
to control erosion in the rough graded portion of the road. The remaining
roads and utilities will be constructed during the second year.
Materials to be stockpiled during construction of both phases of the
Subdivision shall be placed on lots 43, 44 and 47. Staked haybales shall be
placed on the downstream side of the stockpile, and the materials shall be
seeded with rye grass and hay mulched.
Construction of the Subdivision shall be in the following sequence:
1. Roadways and other necessary cuts for the entire subdivision be rough
graded, and all erosion control measures put in place.
2. The sanitary sewer construction.
3. The storm drainage construction.
4. The water main construction.
5. Other utilities, including gas, electric and telephone shall be
placed.
6. Final grading on the road shall be completed.
7. Pavement binder course installed.
8. During winter shutdown of construction, suffucient erosion control
measures shall be in place as specified in this plan.
9. Grading on individual lots will occur according to each owner's
schedule, following the construction specifications included in this
plan.
The above described construction sequence will be repeated during the
second construction season.
2
Construction of the Detention Basin Expansion shall be in the following
sequence:
1. Staked haybales shall be placed near the location of the outside toe
of the proposed dike, and a timber check dam at the pipe spillway
outlet, prior to construction.
2. The proposed dike and spillway raising shall be constructed.
3. The apron of the 42 inch inlet pipe shall be riprapped to the inside
toe of the dike, as specified on the detail sheets.
4. The existing dike, extending about 280 LF from the pipe spillway to
the 42 inch inlet, shall be removed to the finish grades shown.
Spoils are to be disposed of in a manner complying with Town
requirements. Any stockpiling of material shall have staked haybales
placed on the downstream side, with seeding or mulching of the
material.
5. The proposed dike shall be seeded, and mulched as per the detention
basin specifications.
TYPICAL LOT GRADING MEASURES
Disturbed areas on each lot shall be the minimum practical for the size
and site of the proposed buildings. After the foundation is in place, the
area shall be rough graded and seeded for temporary cover. Any drainage
flowing to distrubed areas shall be diverted by staked haybales, dikes or
ditches to undisturbed areas. Haybale erosion checks shall be placed where
necessary. Specified plans for each lot will be varied to suit site
conditions. Removed tree stumps shall be disposed of in a manner in
compliance with Town regulations.
SEEDING
Where cut slopes exceed 3 feet in height, or in locations where
specified, seeding for permanent cover or heavy mulching in adverse weather
conditions shall be applied immediately after excavation. Permanent seeding
shall be completed at the earliest possible date.
3
Fill slopes shall be topsoiled and seeded immediately after construction,
and protected with hay mulch.
Once the pavement binder course is placed, adjacent cuts on fill slopes
and disturbed areas shall be topsoiled and seeded to permanent cover as soon
as possible.
The seed mixture shall be applied at 45 lbs./acre, with 20 lbs. Kentucky
Bluegrass, 20 lbs. creeping red fescue, and 5 lbs. perennial ryegrass.
Mulching shall be applied at the rate of 1.5-2 tons/acre, or 70-90 lbs./
1000 feet.
WINTER MEASURES
Prior to winter shutdown of construction, all staked haybales and silt
fences shall be checked. All cut and fill slopes not previously treated shall
be hay mulched. All stockpiled materials shall be mulched prior to winter.

RE: (PARTRIDGE MEADOW SUBDIVISION DETENTION BASIN
AVERY STREET AND DART HILL ROAD
Dear Attorney Gerlt:
Enclosed are copies of letters of August 13 , 1985 , September 26 ,
1985 and October 29 , 1985 that express a concern about the
detention basin. On December 27 , 1985 , plans of Partridge
Meadow were submitted with proposed modifications to the
detention system. This proposal is just more of the same
boiler plate without addressing the problem.
When you get serious about this proposal and assuming that we
might have to get a consultant to review the plans , it is safe
to assume that it would be six to nine months before it would
approach any Commission hearings; considering the potential
problems downstream, resolving the detention pond difficulties
would be first on the agenda.
If you have any questions , I can be contacted at 644-2511,
extension 244 .

Mr. Ralph McCarroll , Chairman
Parks & Recreation Commission
1540 Sullivan Avenue
South Windsor, Connecticut 06074
Dear Ralph:
RE: Recreation Land
Coven Mountain and Partridge Meadow
At present, Town staff are evaluating preliminary concept
plans for the Coven Mountain and Partridge Meadow single-family
subdivisions . After conferring with Jim Snow, Recreation Director,
it was determined that input from your Commission might prove in-
valuable relative to the size, configuration and location of proposed
recreation/open space land.
Coven Mountain - Coven Mountain is a proposed 40 lot sub-
division situated east of Abbe Road and north of Maskel Road.
Under our subdivision regulations (Section 2 . 3) , a conventional
subdivision such as this must provide a minimum of one acre
(43 , 560 square feet) of public open space land suitable for parks
and playgrounds . The Coven Mountain draft concept plan portrays a
1 acre tract to the rear of proposed house lots , with access strips
to Abbe Road and a new proposed street. Given that the applicant
must provide this land, where does your Commission recommend as a
suitable location, what is a suitable configuration, and which if
any recreational improvements might be appropriate thereon?
Partridge Meadow - Partridge Meadow is a proposed 80 lot sub-
division with all ots situated at the southeast corner of Dart Hill
Road and Avery Street, and proposed open space land situated diag-
onally across the street at the northwest corner of Dart Hill and
Lawrence Roads. Under our zoning regulations (Section 5 .3 c) an
open space subdivision such as this must provide open space land
consistent with a formula. The formula requires a minimum of 10
acres . Under our subdivision regulations (Section 2 .3 b) , the land
shall be in a condition to be readily usable for recreation and con-
servation.
Mr. Ralph McCarroll
Page 2
Given that the applicant must provide at least 10 acres
of land, does your Commission agree with the proposed location
and configuration? What recreational improvements might be
appropriate thereon?
You should understand that Abe Temkin, representing the
former owner, and Wayne Gerlt, the new (or prospective) owner
and developer, have met on separate occasions with Richard Sartor
and other staff regarding the development of this area, and both
agreed in principal to providing a 35-40 acre tract at the northwest
corner of Dart Hill and Lawrence Roads for a new Town recreational
park. This was to be achieved by aggregating all open space land
required under zoning, into this single location.
The ten acres of Partridge Meadow would be the initial in-
stallment in this park, with additional acreage provided in con-
junction with development of land to the west of the park.
Jim Snow has a blueprint copy of the Coven Mountain Concept,
and a photocopy of the Partridge Meadow concept is attached for
your use.
A written response would be appreciated at your earliest
convenience.

Dear Peter:
RE: Recreation Land, Coven Mountain and Partridge Meadow
At the regularly scheduled meeting of the Park and Recreation Commission
on January 16, 1986, the proposed plans of development for the Coven Mountain
and Partridge Meadow projects were reviewed.
The Commission has unanimously endorsed the Recreation element of the
Town Plan (3rd draft, September 1985) , and this played very heavily in the Com-
mission's discussion and decisions in the review of subject projects.
Coven Mountain - The one acre tract proposed as open space is not accept-
able in view of its location within the project, as well as its location in
regards to the overall recreational plan of development for the Town. This
land does not lend itself to any recreational development and would meet no
present need. It is of no value within the Recreation element of the Town
Plan.
Partridge Meadow - The location of this parcel of land is very suitable
and falls within the scope of the Town Plan. It is viewed as the first step
toward development of what will eventually be one of four major parks.
(Reference: Recreation Element, 3rd draft, Town Plan, September 1985.) The
following suggestions are offered.
1 . The configuration as presently offered is unacceptable. Ultimately
the total park area will be 30 to 40 acres in size. This entire parcel should
be contiguous, and as square or rectangular as feasible to allow development
of recreational facilities for varied use, day and evening, with minimal
sound and light impact on the neighborhood. Within the 30-40 acres, a flat
surface should be included, preferably 15 to 20 acres in size, usable as
playing fields for that area of town, including adequate buffering zones.
2. Treed and sloped areas for passive uses should be included, for
trails, picnic areas and the like, as well as a possible pool .
3. There should be sufficient frontage along roads away from the inter-
sections to allow appropriate access and parking areas.
Page 2
Mr. Peter DeMallie January 17, 1986
The Commission would like more knowledge of the 20 to 30 acres to be
added to the present acreage, and the level and slope of the land, before
it favorably entertains the Partridge Meadow subdivision proposal .
Sincerely,
RalpK McCarroll , Chairman
Park & Recreation Commission

RE : Partridge Meadow Subdivision Review Nov. 1985 Plans .
Dear Attorney Gerlt:
Staff has working on a proceedure with new subdivisions which in
effect asks the subdivider to come in with his engineer prior to
too many lines on paper, to discuss their proposal. After a basic
plan has been prepared, come on back and we will discuss it further,
make suggestions which would be somewhat in keeping with the standards
acceptable to the town. With Partirdge Meadow, I thought we went
through the last review in January of 1986 .
I now feel foolish and embarassed to be asked to review again a set
of drawings submitted last week to Planning and Zoning that does not
take into consideration the hours of original review and sit down
discussion with your Engineer with only minute adjustments to the sub-
division drawings. I really do not understand your system, its like
you are still on your first subdivision. With a mess on 30 lots,
imagine what you can do with 80! It is amateurish, to be blunt.
The plans still lack the basics for any further review. I would
not recommend the plans for acceptance or approval in this condition.

RE: The T&M Detention Basin Dam & Spillway located in the Country
View Subdivision west of Avery Street.
Dear Mr. Chairman:
On August 11 , 1986 , the Dart Hill & Avery Street area had a severe
storm of a capacity that damaged the spillway at Country View, in
the area near the pump station on Avery Street. During the past
8 months we have had correspondence and meetings with T&M Building
Company, an apparent developer of the land east of Avery Street and
their engineer, discussing the modifications that would be required to
the dam and spillway that would bring it up to an acceptable standard
of the town and the State of Connecticut DEP Dam Safety Unit. It has
been indicated to us that they have submitted the plans to the DEP and
are expecting their report momentarily.
The proposal includes the installation of a 24" pipe in the dam, the
relocation of the spillway from the center of the dam to the south side
adjacent to the CL&P row, and the rebuilding of the dike after the
existing spillway is removed. During all of the discussions , it has
been stressed that the importance of this work is to be done as soon
as possible no matter what was to happen to the balance of the upstream
watershed, whether it is developed or not, because of the existing
potentially hazardous condition of the spillway.
This has been complicated by the "Partridge Meadow Subdivision" applicant
and his engineer by including the improvements to the dam together with
all of the proposed detention basin expansion on sheets 6 & 16 of 18
in the total package for the proposed Partridge Meadow Subdivision.
It has been indicated to them, that as soon as they obtain the appropri-
ate DEP permit and have met with staff to establish the ground rules ,
that the work can commence on just the spillway and dam repair only.
It has also been indicated to them, that this dam repair in no way gives
them a tacit or a back door recommendation for approval for their proposed
subdivision_ . In fact, they know the plans are still not ready for sub-

The purpose of this notification to you is so that you are aware of
some proposed earth work within an approved subdivision that does not
have Planning & Zoning Commission approval . This repair and improve-
ment work involves an area about 500 feet long and from 50 to 100 feet
wide and is something that has to be done. It is not intended to
assume any responsibility for the design or liability for the struc-
ture or to relieve T&M Building Company of their current obligations ,
nor is it my intention to change a good working relationship between
staff and the commissions.
I would make myself available to show you or discuss the proposal,
if you so desire. I can be contacted at 644-2511 Ext. 244 .
Very truly yours ,

Re: Traffic Report for Partridge Meadow Subdivision Planning & Z,3r...Js cpmmISSIOd
Avery Street and Dart Hill Road
South Windsor, Connecticut
Attorney Wayne Gerlt proposes to divide the 54.7 acre site at the corner
of Avery Street and Dart Hill Road into 80 single-family house lots. The lots
are to be served by a new subdivision road constructed to Town standards.
This new road will have two entrances onto Avery Street and loop through the
subdivision. Additional interior access to building lots is obtained by three
short cul-de-sacs. The site designer has followed good design practice by
proposing both Partridge Meadow Road entrances be directly opposite existing
side streets . This minimizes crossing traffic conflicts that occur from off-
set intersections . The sight distances from the entrances are the same as
those available to the existing Cheshire Drive and Country View Drive. The
sight distances to the South from either entrance exceed 600 feet. Sight dis-
tance from the North entrance is the entire 500 foot distance to the Dart Hill
Road intersection, and the sight distance to the North from the South entrance
is 500 feet. Thus , these entrances provide adequate sight distances for the
observed 40 mile per hour traffic on Avery Street. The American Association
of State Highway Officials requires 275 feet for 40 mph (attached). Conn.
D.O.T. attempts to provide 475 feet of sight distance for entry onto State
Highways posted for 40 mph. This is far more conservative than the National
Standards.
Manual traffic counting shows Avery Street at the location of this pro-
posed subdivision to be lightly traveled even during peak periods at the
present time. For residential roads such as this peak-hour volume accounts
for from 12 to 20 percent of the total daily volume of traffic since the road
does not serve mid-day shoppers.
Mountain View, a 175-lot subdivision under construction on Dart Hill
Road, will add an estimated 1750 trips/day to Dart Hill Road. Some of those
travelers will choose to go to Ellington Road and then to I-84, but most are
likely to use Avery Street. Thus it is conservative to estimate that Avery
Street will carry an additional 1 ,000 trips/day due to Mountain View.
The 80-lot Partridge Meadow Subdivision is estimated to generate 800
trips per day onto Avery Street with almost all of those vehicles traveling
South to 1-84. The table below details current and predicted peak-hour and
average daily traffic volumes for Avery Street.
Avery Street Traffic Volumes Trips
AM Peak Hour (veh. per hour) 190
PM Peak Hour (veh. per hour) 236
ADT present (veh. per day) 1180
ADT generated by Partridge Meadow (veh. per day) 800
ADT generated by Mountain View Subd. (veh. per day) 1000
ADT result (veh. per day) 2980
AM Peak result (veh. per hour) 480
PM Peak result (veh. per hour) 596
Level of Service A Limit (veh. per hour) 400
Level of Service B Limit (veh. per hour) 900
As shown in the table above Level of Service A or free-flow traffic
volumes are limited to 400 vehicle per hour. Level of service B, or stable
flow, where drivers still have reasonable freedom to select their speeds and
which is a suitable design standard for rural roads limits volume to 900 vehi-
cles per hour.
Therefore , as can be seen from the above data, Avery Street will become
more heavily travelled with the addition of these two subdivisions , but still
operate well above the Level of Service B limit.
In conclusion, the proposed Partridge Meadow Subdivision design provides
for safe entry onto Avery Street and the traffic generated by it , in addition
to traffic generated by other large development, will still be handled
adequately.
Sincerely,
---b&--0 OJ4

PLANNING DEPARTMENT REPORT
PARTRIDGE MEADOW SUBDIVISION
1 ) . The applicant proposes an 80-lot open space subdivision in an A-30 zone.
Allowable lot size for such a subdivision is 20 , 000 ft; the average lot
size for this subdivision is 25, 800 s. f . In this particular case , there
are two very large lots under the power lines (lot 14 & 15) which are
in excess of 3 acres each and which favorably skew the average lot size .
A more representative average of the remaining 78 lots is about 23 , 000
square feet. The parcel is basically maximized with lots . Some lots
do have what appears to be a relatively small building area - generally,
these lots are corner lots such as 41 ,46 , 51 and 80 .
2) . The open space for this subdivision is located on a separate site at the
request of the Town. The proposed open space is the minimum required
under our regulations; however, it is in an extremely useful location
and configuration, and has over 600 feet of frontage on each of Dart Hill
and Lawrence Road. The Town Plan update indicates that this open space
area is desired by the Town for a Town Park of about 40 acres . This
is the first installment of that acreage, with more acreage to be added
to the ten acres as development of this vicinity continues.;, ` Both the
owner of the site and the applicant had in the past indicated their
willingness to provide land for the town park as development proceeds .
It should be noted that future land acquisitions for the enlargement of
this parcel should continue the pattern of very useable land and config-
uration which this parcel has initiated.
3) . The WPCA has approved sewerage for the subdivision, with the contingency
that town staff determine that capacity is available in the Benedict Dr.
pump station. The Superintendent of Pollution Control has indicated that
there is capacity for this subdivision but that the developer may be
required to contribute to upgrading the pump station and has been noti-
fied to that effect.
A,. ,_ , ,
4) . There are no,, curb' cuts on either Avery Street or Dart Hill Road. The
interior road system has been designed so that there is no offset between
Partridge Lane and the opposing Countryview Estate roads , Cheshire Drive
and Countryview Drive . Sight lines appear to be adequate . At town
staff request, a road stub to the east has been provided between lots
21 and 22 . (Why is this stub not perpendicular to Partridge Lane , as is
the opposing Tabetha court?) . Lots on the north side of Dart Hill Road
will have rear yards facing Dart Hill Road.
5) . Exterior road improvements are very much needed. The "Y" in Avery Street
at its intersection with Dart Hill Road needs to be removed. Lawrence
Road needs to be realigned opposite Avery Street , and at present is
relatively easy to accomplish as there are no utilities under the road.
The Avery/Lawrence intersection improvements would ideally be accomplished
during Phase I of this project. Also, improvements to the Avery Street
frontage are necessary; and improvements to the Dart Hill Road frontage
are desireable.
PLANNING DEPARTMENT REPORT -2- May 20 , 1986
PARTRIDGE MEADOW SUBDIVISION
6) . Sidewalks are desireable on both road frontages for the open space -
which would be the north side of Dart Hill Road and the west side of
Lawrence Road. Sidewalks were not installed on the south side of
Dart Hill Road in anticipation of future development of this subject
parcel. Sidewalks should be installed along with Avery Road frontage .
Interior streets should have sidewalks on at least one side.
7) . There are no regulated wetlands on site . This application was heard
by IWA/CC on May 12 for conservation plan approval , and was tabled
pending receipt of reports from SCS and DEP (regarding dam permit for
modified detention basin) .
8) . With 80 lots , phasing for building permit release purposes is desireable .
The project would lend itself to three phases of 25-30 lots per phase .
Also, there is a possibility that, with such a totally wide-open site ,
some sort of security fencing (i.e. ,snow fence) might be necessitated
to prevent access at will to this site for both contractors and off-
hours 4-wheel-drivers and bikes , etc.
9) . The applicant has met with town staff on many occasions to discuss this
subdivision, and the majority of Planning Department requested plan
modifications have been made. I do need to have the final plans modified
so that side yards are coincident with drainage easements on lots 43 ,
73 & 78 . Also, monuments should be indicated for all open space parcel
angles, rather than iron pins .

Dear Sir:
Re: App. #1144 - Partridge Meadows
Please be advised that the Planning & Zoning Commission voted
unanimously to deny the above application for an open space
subdivision in an A-30 zone, consisting of 80 lots , located
at the southeast corner of the intersection of Avery Street
and Dart Hill Road. The reason for denial was the extremely
high density and street configuration, which coupled with the
fact that the open space area and detention basin are off-site,
would have created a subdivision which is too crowded and
congested.
Yours very truly,

Members of The Commission:
I would like to voice my opinion regarding the housing
moratorium in So . Windsor, I am particularly concerned,
since reading in the paper, about developer Jean Marc
Jacques request to build 55 homes at Avery St and Dart
Dill Road. I strongly feel that this development should
be rejected as we cannot accept the increased traffic that
it will generarate on Avery St . We now have too much traffic
on our street as it is not only used by residents of South
Windsor but also Vernon and Ellington drivers . The street
is posted for 30 MPH but to most drivers this a joke . The
street is being used by too much heavy equipment ,tractor
trailers, equipment hauling trucks , cement trucks and so on.
The street is not being monitored for the excessive speed
which we have to put up with everyday. Vie do have a stop
sign at Benedict Dr. and Orchard Hill Dr . but 850 of drivers
ignore this . tine had a 12 year old girl killed at this point
four years ago and I am sure that it will happen again with
the large amount of traffic that we are confronted with.
Until someone realizes the dangers that bicyclists and
walkers are in on Avery St . I say, no more building in the
area until the excessive speed can can controlled. I invite
all you on the commission to spend sometime on Avery St .
to see what we have to endure each and everyday especially,
between 3: 30 and 6: 30 p.m. .
I thank you for any consideration on this matter.
