TERRACE SOILS - OVER SANDS AND GRAVELS
Well -drained soils with slopes less than 15 percent
A-ld Well drained soils with slopes less than 8 percent
A-le Well drained soils with slopes between 8 and 15 percent
These soils occur above floodplains in river and stream velleys. They
have a fair to good water holding capacity. About 15 inches to 3 feet of
friable loamy soil material overlie water deposited beds of sand and
gravel. Permeability is moderate or rapid.
Urban. Permeability and most other soil factors are favorable for
installation and operation of on-site sewage disposal systems. The
percolation rate and underlying sand and gravel may allow sewage effluent
to pollute groundwater. On slopes greater than 8 percent, the design and
site selection for absorption fields require special consideration.
Soil conditions are favorable for homes with basements. On slopes above
8 percent, difficulty is added to site preparation. However, the steeper
slopes may present opportunities for a wider choice of architectural design.
Soil conditions are favorable for the establishment of lawns, trees, and
shrubs. Slopes above 8 percent add difficulty for landscaping• The sandy
loam soils are somewhat droughty.
Difficulty in constructing and maintaining streets and parking lots is
slight on level areas, moderate on slopes between 3 and 8 percent, and
severe on slopes above 8 percent. Earth moving is readily done.
Recreation. These soils have slight or moderate limitations for picnic
areas and camp sites. The level soils are favorable for play areas, but
limitations for this use increase on soils having slopes above 2 percent.
The potential for recreational use of these soils is enhanced by their
proximity to streams, ponds, and sites with potential for water developments.
Wildlife. Habitat for openland and woodland wildlife species is easily
established, improved, or maintained on these soils. They are well suited
for the dependable growth of a wide variety of desirable food and cover
plants. It is impractical to develop habitat for wetland wildlife on these
soils.
3. 1/18/71
Woodland. Productivity for wood crops ranges from fair on the sandy loam
soils to good on the silt loam soils. Both hardwoods and conifers are well,
suited. Competition from hardwoods is a problem when managing for pine, -
spruce, or larch.
Cropland. These soils are suitable for the production of all agricultural
crops adapted to the area. Supplemental irrigation is needed to assure
necessary production levels- for crops with a high cash return. Erosion
is a hazard on these soils. Intensive surface water coritrol measures are
needed on slopes above 8 percent.
1/18/71
LAKE TERRACE SOILS - OVER STRATA HIGH 1N SILT AND CLAY
Moderately well drained soils
G-2 Soils with a moderately high seasonal water table
The soils of this group occur in areas where glacial lake sediments
accumulated. These sediments have a higher content of clay and fine
silt than is common for soil material in this area. The permeability
rate through the lake sediments is slow. Soil in this group has a water
table during wet seasons. During periods of highest saturation, usually
in early spring, the water table remains within 15 to 20 inches below
the soil surface. About 8 to 20 inches of friable silty soil material
overlie the firm more clayey lake bed deposits.
Urban. The design and installation of on.sice sewage disposal systems
that function satisfactorily are very difficult because the soils are
slowly permeable and have a seasonal water table. On ,slopes above 8
percent, the design and site selection for absorption fields require
special attention.
During wet periods, the water table is a problem in construction of
building foundations. Special measures are needed to prevent seepage
into basements. On slopes above 8 percent, difficulty is added to site
preparation, the steeper slopes may present opportunities for a wider
choice of architectural design.
Soil conditions are favorable for the establishment and maintenance of
lawns, trees, and shrubs. Slopes above 8 percent add difficulty for
landscaping.
The seasonal water table presents problems in the design, construction,
and maintenance of streets and parking lets. Picblems and costa are
increased on soils with more slope.
Recreation. During the main season of use, these s.+ils are tavo.-able
for picnic areas and camp sites. The level areas have moderate limita-
tions for use as play areas, and limitations increase on the soils with
more slope. Drainage is needed to o,rercome the seasonal water table on
playing fields for intensive use and to extend the period of picnicking
and camping.
Wildlife. Habitat for openland and woodland wildlife species is easily
established, improved, or maintained on these soils. They are well
suited for the dependable growth of a wide variety of desirable food and
cover plants. Habitat for wetland wildlife species can be developed,
improved, or maintained with moderate treatment on the more level soils,
but such development on the sloping sails is more difficult_ and expensive. '
Woodland. Productivity for wood crops _s fair on these soils. Competition
from hardwoods is a problem when managing for pine, spruce, and larch.
Equipment operation is difficult during wet seasons.
Cropland. These soils are suited to the production of adapted grasses
and legumes, silage corn, and late vegetables, They are poorly suited
to alfalfa, tobacco, potatoes, and tree fruits. Erosion is a hazard
even on gentle slopes and on the steeper slopes intensive surface water
control measures are needed.
TERRACE. S0::1,S - OVER SANDS AND GRAVELS
Moderately well drained terrace soils
A-2 Soils with moderately high seasonal water table
These soils occur above floodplains in river and stream valleys. About
20 to 40 inches of fraible, loamy soil material overlie beds of sand and
gravel. They have a high water table during wet seasons, In periods of
highest saturation, usually ip_ the spring, the water table remains 15 to
20 inches below the soil surface. Permeability is moderate or rapid
above the water table.
Urban. The seasonal water table limits successful year around operation
of on-site sewage disposal. systems unless special measures are used, such
as drainage and land fill.
For homes with basements, the water table causes contruction difficulties
during wet seasons. Measures such as footing drains are necessary to
prevent seepage into basements.
Soil conditions are favorable for the establishment and maintenance of
lawns, trees, and shrubs.
The seasonal water table presents problems in the design, construction, and
maintenance of streets and parking lots. This may be overcome by drainage
or other measures.
Recreation. During the main season of use, these soils have moderate
limitations for use as picnic areas, camp sites, and play areas. Drainage
is needed to lower the seasonal water table on playing fields for intensive
use and to extend the period for -picnicking and camping.
Wildlife. Habitat for openland and woodland wildlife species is easily
established, improved or maintained on these soils, They are well suited
for the dependable growth of a wide variety of desirable food and cover
plants. It is difficult and expensive to develop habitat for wetland wild-
life on these soils.
Woodland. Productivity for wood crops ranges from fair to good. Both
hardwoods and conifers are well suited. Competition from hardwoods is a
problem when managing for pine, spruce, or larch. These soils are suit-
able for the more valuable hardwoods such as black walnut, yellow poplar,
and red oak.
4.
Cropland. These soils are suitable for the production of silage corn, hay,
and late vegetables. With adequate drainage they are suited to the produc-
tion of all crop adapted to the areas, however, tobacco and potatoes are
subject to some damage in very wet summers. On the steeper slopes,
measures are necessary to control runoff and erosion.
LAKE TERRACE SOILS - OVER STRATA HIGH IN SILT AND CLAY
Poorly and very poorly drained soils
G-3a Soils with high seasonal water table
G-3b Soils with high water table during most of the year
These nearly level soils occur in areas where glacial lake sediments
accumulated. In most places the finer textured lake sediments are
covered by coarser loamy or sandy material from several inches to
3 feet thick. The permeability rate of the lake sediment is slow.
The poorly drained soils in group G-3a have a high water table that is
0 to 6 inches below the soil surface during the wettest part of the
year. The high water table may persist into late spring or recur
after prolonged or heavy summer rains. The very poorly drained soils
in group G-3b have water ponded on the surface for significant periods
during the winter and early spring. The water table usually remains
within 3 feet of the soil surface throughout the year.
Urban. These soils have severe limitations for most urban uses.
Intensive drainage and land fill measures are necessary to overcome
the high water table.
Recreation. These soils have severe limitations for picnicking, camp
sites, and play areas. However, they have potential for development
of ponds and conservation uses for environmental enhancement.
Wildlife. These soils are poorly suited for the production of openland
wildlife habitat. On the poorly drained soils in group G-3a, habitat
requirements of woodland and wetland wildlife species can be developed,
improved, or maintained but moderate treatment is required.
The very poorly drair}dd soils in group G-3b are poorly suited for the
production and management of woodland wildlife habitat but are well
suited for the development, improvement, and maintenance of wetland
wildlife habitat.
Woodland. Productivity is poor on these soils. Wetness causes severe
problems of equipment use, survival of tree seedlings, windthrow of
trees, and competition from Ether plants. Red maple, elm, and willow
are adapted to these soils,
23.
Cropland. Because they are difficult to drain, the soils in group G-3a
having clayey layers within 18 inches of the surface are not suitable
for the production of cultivated crops . With drainage the other soils
in this group are suitable for the production of,-Most crops generally
grown in the area.
If adequate subsurface drainage is installed the soils in group G-3a
are suitable for the production of most crops generally grown in the
area.
The 'soils in group G-3b are not suited to the"production of agricul-
tural crops.
FLOODPLAIN SOILS
Poorly and very poorly drained soils
E-3a Soils with a high seasonal water table
E-3b Soils with a high water table during most of the year
The poorly drained soils in group E-3a have a water table that remains
within 6 inches of the soil surface during the wettest part of the
year. This high water table often persists into late spring and may
recur during periods of high stream flow.
The very poorly drained soils in group E-3b have water ponded on the
surface for significant periods in winter and spring. The water table
usually remains within 3 feet of the soil surface throughout the year.
Urban. Because of flood hazard, the wetness these soils have very
severe limitations for urban uses. They have many natural values for
environmental enhancement.
Recreation. These areas have severe limitations for use as picnic
areas, camp sites, and play areas.
Wildlife. These soils are poorly suited for the production of openland
wildlife habitat.
On the poorly drained soils in group E-3a, the habitat requirements of
woodland wildlife can be established, improved, or maintained, but
moderate treatment is required. In the spring these areas provide
natural habitat for wetland wildlife. The fluctuating water table
limits the period of use and flood hazard restricts the construction
and management of water developments.
The very poorly drained soils in group E-3b are poorly suited for the
production and management of woodland wildlife habitat. The habitat
requirements of wetland wildlife habitat can be developed, improved,
or maintained but moderate treatment is required.
Woodland. Productivity of wood crops ranges from fair to very poor
depending on the degree of wetness. Wetness causes severe problems in
the use of equipment, the survival of tree seedlings, tree windthrow,
and competition from other plants.
18. 1/18/71
Cropland. When partly drained, the soils in group E-3a can be used for
hay and silage corn. Frequent flooding and the lack of suitable
outlets make drainage for other cultivated crops impractical. The
soils in group E-3b are unsuited to the production of agricultural
crops because of wetness and frequent flooding.

FOR: Constance Eriksson, Chairman, Conservation, Inland Wetland Commission
Town of South Windsor
RE: Beechwood Farms Subdivision, Quarry Brook Drive
INVENTORY
A 64-lot subdivision is proposed for this 37-acre parcel. Sanitary
sewers will be provided.
S I
The AfB - Agawam very fine sandy loam has slight limitations for buildings
streets and lawns.
The EnA - Elmwood sandy loam and NnA -- Ninigret fine sandy loam, being
moderately well drained, have problems to overcome for residential homes.
` The high seasonal watertable for these two soil types is at 1 to 3.5 feet
and occurs from November to r1ay.
Many small 1/4 to 3/4 acre depressions accur in the upland soils. These
depressions are wet generally only during the season of high watertable.
The new road will cross Quarry Brook and two other small wetland areas.
A significant amount of wetlands exists in lot 24.
An increased water flow mostly from house roofs will be added to all
watercourses. The increased flow can cause additional erosion and stream
channel cutting.
No storm drain is shown to take water from the cul de sac adjacent to
lots 32, 33 and 34.
EVALUATION
It will be important to use properly installed footing drains for homes
in the Elmwood and Ninigret soils. It will also be best not to place the
basement floor below the normal watertable of these two soil types to help
decrease the potential of wet basements.
The small depressions that are less than one acre in size are generally
insignificant for wildlife habitat. They are located within the well
drained Agawam soils.

Dear Constance:
i
Enclosed is the teechwood Farms Subdivision review as requested. In
conjunction with the Soil Conservation Service report, I have comments
on this proposal.
Certain precautions are necessary here to protect both the potential
homebuyer and the environment. (Refer to SCS report for specifics.) Of
greatest importance to the watercourses and associated wetlands is
the need for a good erosion and sedimentation control plan. After
such a plan is devised, adherence to it during construction should be
monitored closely by the town and other additional measures may be
warranted.
The lot layout as proposed appears to have been thoughtfully constructed
in relation to the existing topography and the area's limitations. `
With the exception of lot 24, minimal encroachment into inland wetlands
is achieved. However, further refinement of the plan would be beneficial.
If any questions should arise, please don't hesitate to contact this
office.
Sincerely,

Chairman Moran noted at this time that Mr. Gutkowski was ineligible to vote on Agency
business because of lack of attendance at meetings during the past year.
2. Public Participation: None
3. Correspondence and Communications:
1. Letter dated 1/1, i86 from Bo Davies, Deputy Town Engineer to Strawbridge,
Lakewood and Pleasant Valley Homes II re: precautions against siltation in
Kill Pond.
2. 1986 town budget manual.
3. Reply from RSK (Lakewood developers) re: letter #1 above.
4. Letter from J. Moran to Mavor Mitchell dated January 21st; and reo_ ly from
Attv Rittenband to K. Rennie dated January 24, 1986.
4. Discussion of Pending ADD! cations
1. Application No. _X4, Robinwood subdivision permit extension. Mr. Davies indicate
that the subdivision is basically in compliance with its plans. Motion by
Ms. Warren to approve a one-gear extension, second by Mr. O`Sullivan. Ayes:

J. Goodwin. Motion passed.
2.  =.n. ,r t' .  subdivision. The chairman noted that h, has
questions regarding: the amount bf'` '!? to be used on the road crossing of Quarry
Brook; limits or construction; stump disposal; conformance with SCS recommendation
conservation easements shown by rod lines; the number of lots proposed; footpath
access to open space. Mr. Davies said he has no problem with on-site stump dispos
providing an appropriate location is available, because of the high costs of off-
site disuosal. Other comments from Mr. Davies include: feasibility of proposed
lots given the proximity to wetlands; problems encountered in the adjoining Pleasa
Valley Home II development; limits of construction; construction equipment access
to the site - residences at both ends, dust control. Slope right6s also needed.
SOUTH WINDSOR INLAND WETLANDS AGENCY/CONSERVATION COMMISSION
January 27, 1986
Page 2
The brook crossing will be subject to FE`IA approval. Much concern about the
stump disposal location was voiced - it should not be in wetlands nor open space,
nor should mature trees be destroyed to accommodate a stump dump. Sinkhole fill-
ing should include provisions for positive drainage. Concern was also expressed
regarding stability of the roadway fill over the brook, and Mr. Davies has asked
for less steep side slopes. A motion was made by Mr. O'Sullivan to request
further information on the following:
1. A proposal for stump disposal is needed - not in wetlands,,floodplain
or open space. If on site, should be within subdivision ground; if
off-site, trucked away.
2. Stability of fill in road crossing Quarry Brook, and steepness of the
side slopes.
3. Address concerns noted in correspondence from the Hartford County Soil
and Water Conservation District dated October 30, 1985.
4. Soil stockpiling areas should be indicated.
5. Entrance pad should be delineated.
6. Limits of construction should be noted on plans.
7. Details of sinkhole filling should be supplied.
8. Preservation of some of the sinkholes should be addressed.
9. Routing of conscruction equipment and dust control.
Motion seconded by Ms. Warren. At this point, Mr. Rennie questioned whether Mr. Moynihan
was eligible to vote on agency business if the 75% meeting attendance rule is invoked.
Mr. Moran said he would not rule on this at this time because of insufficient information
before him to review this but that he would take it under advisement and investigate the
matter. The motion was called and all voted Ave with the exception of Mr. Pekala who
abstained. Motion passed.
3. Application No. 363, John Fitch Associates, John Fitch Industrial Centre, north
side of Sullivan Ave. R. Alexander was present. Mr. Davies said that changes
had been made to dam plans as requested, and the proposed dam now has a clay core
instead of just riprap. Mr. Alexander said that this plan differed from an older
plan approved in 1975 by the addition of a large detention basin to serve this si
plus upstream area. He indicated that he had submitted a request to Planning and
Zoning to release an outstanding $25,000 bond when new bond.is established. Ther
are no wetlands soil on site. A motion to approve application No. 363 was made
by Ms. Warren with the conditions that an overseeding of the entire site be done
augment existing sparse vegetation. Seconded by Mr. Pekala, unanimously carried.

9 . Minutes from the Planning & Zcninc Commission meeting of 2/11/86 &
2/25/86.
10 . Bulletin regarding past meeting on March 6 , 1986 of the LESA Committee .
Mr. Moran stated a meeting being held this evening with the Town Council
for farm land preservation in South Windsor.
Amended Application #361 J'' ` f " " N "'axl - LaCava Construction
Company.
Joe LaCava was present to address the Beechwood Farms Subdivision and to
respond to auestions in a letter to him from Bo Davies . Mr. LaCava stated
that he had received approval originally in 1980 but due to difficulty in
excavation with the pump station, they decided to put this plan on the shelf
until gravity sewers . Now they have the gravity sewers and have approval
from Planning & Zoning Commission on their project.
Questions asked by Bo Davies in his letter to Mr. LaCava addressed the stump
burial area. Mr. LaCava stated that they did not have an exact solution to
this problem to date but he felt that as they got to this point in the
project, that hopefully several alternatives would arise other than having
to remove the stumps from the site. . Mr. LaCazia did give his assurance to
rage -i buuiri W1NUJUK iNLAND WLfLANllS AUL:VC;Y/C;UNStKVA'fiUN UUMMiSLiUN
Amended Application # 361 - Beechwood Farms Subdivision continued
the commission, that if no other alternative did arise, that the stumps
would be removed from the site.
Mr. Davies also questioned Mr. LaCava' s construction routing. Mr. LaCava
stated that his normal practice in past construction projects, were to
separate the road operation and the building construction. He felt that
if the road construction for the whole development was done first, it
eliminated too many trucks and also controlled the dust, making it easier
to control the environmental concerns of the commission. The road would
go in first, starting this spring, then the building on the lots in 1987.
He also stated that they monitored the equipment and trucking very carefully
taking into consideration when children are in school for the pipe deliveries
etc. By controlling the contractors and addressing to them these concerns
up front, they have had minimal problems in the past.
Other concerns of the commission were about the stabiliziation of the
passage over the brook. Mr. LaCava stated that the Town Engineer would
be on the site when this work was being done. If the Town Engineer felt
that more gravel, etc. , was needed, they would go by what he said. This
was a condition for the approval from Planning & Zoning Commission. This
expands the limit of the regulations to the discretion of the Town Engineer.
Mr. LaCava was asked about how the sink holes , which were previously a
concern of the commission, preferably in the open space and on several lots
would be filled, if at all filled. Mr. LaCava stated that the sink holes
that would be filled . would be filled with pervious material to handle the
drainaae need. Mr . LaCava felt the sink holes would be handled as follows:
1. Some sink holes to be filled.
2 . Some sink holes to be preserved, specifically in the open space.
3 . Gthers to be left to the owners discretion.
Some of the lots will have a environmental easement on them. Nor. LaCava
stated that the owners of the lots are asked to sign an affidavit to the
fact that there is a conservation easement on their property and that they
fully understand the easement.
The open space given to the town will have 2 access areas for getting into
the land and possibly 1 or 2 more ways to get in, in the future .
Motion by W. Pekala to approve with conditions. Seconded by D. Tuleja.

3. No lots approved pending further questions due to concerns about
lots in wetlands and sink holes . The commission would like these
concerns addressed further and in more detail when application
submitted for approval to build.
Amended motion seconded by D. Tuleja. All voted in favor. Unanimously
carried.
New Applications :
1. Application #374 - Admiral Moving & Storage - Construction of 4 Self—
Stor Buildings.
There was a question by E. Warren whether or not a sign had been posted
on this property. It was then further explained by Attorney Woodcock
and Mr. Milkie, owner, that the sign was blown off during a storm on
Saturday and that Mr. Milkie made several attempts to try to find the
sign , to no avail. Another sign was posted on Monday to present. No
objections by any of the agency members to hear this application tonight
due to the above sign problem.
John Woodcock, Attorney presenting case for Mr. Wilkie. Prcposed
application is on north side of Sullivan Ave, at the intersection of
West Rd and Sullivan Ave . Located in a general commercial zone.
Proposal is to build 4 self stor buildings on this piece of land which
is a little less than 3 acres in size. The wetland area would be
affected by building C & D on the map drawn by Lucek Engineering Assoc .
Inc. Building A & B is first to be built and in the future C & D .
Each building would consist of 46 units, garage size is 10 X 25 ,
height of 8z feet. Proposal includes planting as buffer and to enhance
the area to keep property in good shape and to look good. Proposal
also included granting a conservation easement to the Town of South
Windsor. The land size being approximately 315 X 130, Permanently
granting this land to the town.
Mr. Emil Lucek was present to answer any questions the commission might
have on the drainage or any other engineering questions. Mr. Milkie
was also present to answer any questions about his business and the type
activities this business engenders . Mr. Woodcock did want to state that
the traffic for this type of business was mild and passive , 3 to 4 cars
a day. The type of people who would rent a storage garage is usually
on a long term basis , 1 month, 3 months , 6 months , etc. , whatever their
situation calls for . Generally a dropping off of furniture etc. then
picking up when no longer needed to be stored.
Mr. O ' Sullivan asked if site was presently wooded. Mr. Woodcock replied
that part of it was. Mr . Lucek characterized it as being sparsely
but well wooded, good size trees but not dense, consisting of pines and
Soft woods.
Mr . O ' Sullivan asked if the conservation easement area was very wet
possibly wetter than the rest of the site. Mr. Lucek answered no. The
watercourse flows from north to the west with watercourse running
through being a pocketed- capture condition. During spring and fall thes
areas would be quite wet, but being dry in summer. Detention size was
asked and told it is sized for a 100 year storm with overflow to go
towards the road, where existing drain connected to state highway system
in front of the property, which ends 1/3 to 1/2 way up the property,
with rambling watercourse which works it' s way up the property.

RE: Proposed plans for Beechwood Farms, Sec. I
Quarry Brook Dr. , South Windsor CT
The following comments/recommendations are based on plans dated 5-23-80
revised to 6-21-85 and 10-7-85.
--Wetlands should be clearly delineated on final plans. Most of the small
pockets of wetlands on the site are not significant, but should be pre-
served where possible.
--Areas of stump deposits should not be located in wetlands.
--Plunge pools should be used at culvert outlet areas, and a detail of the
structures should be on the plans.
--Haybales should be indicated around catchbasins.
--Note 1 on Sheet 6 of 12 under "Construction Schedule" should specifically
list measures. Under the "Erosion and Sediment Control Notes" on Sheet 6
of 12:
Note 1: A more definite time frame should be indicated for restabilization
of disturbed areas.
Note 2: Permanent and temporary seed mixes and fertilization schedules
should be indicated.
Note 3: "Critical " should be defined as an exact slope ratio. These slope
areas should be indicated on the plans.
--Haybales should be indicated at all toe of slope areas.
--All detalis for erosion and sediment control measures should conform to de-
tails in the "Connecticut Guidelines for Soil Erosion and Sediment Control ."
--Alternate building schemes which would require less fill in the area of lots
12, 13, 14 and 15 should be considered.
--Conservation easements for wetlands on the site are suggested.
--The enclosed checklist should be used in developing final plans.
The District is available upon request to review revised plans. If you have
any questions, please call .

Dear Mr. LaCava:
At its meeting on January 27, 1986 , the Inland Wetlands Agency/
Conservation Commission discussed your Application No. 361 , for
Beechwood Farms Subdivision. The Commissioners have indicated
that more information on the following issues is necessary before
a decision can be made:
1. A proposal for stump disposal is needed - not in
wetlands floodplain or open space. If on site,
should be within subdivision grounds ; if off-site,
trucked away.
2 . Stability of fill in road crossing Quarry Brook, and
steepness of the side slopes .
3 . Address concerns noted in correspondence from the
Hartford County Soil and Water Conservation District
dated October 30 , 1985 (copy enclosed) .
4 . Soil stockpiling areas should be indicated.
5 . Entrance pad should be delineated.
6® Limits of construction should be noted on plans.
7. Details of sinkhole filling should be supplied.
8 . Preservation of some of the sinkholes should be addressed.
9 . Routing of construction equipment and dust control.

RE: Beechwood Farms Subdivision - Application #361
In your conversation on Friday, you thought there may have been a mis-
understanding on what was being proposed to the commission in March.
Below is a section of the minutes stating your presentation to the
commission:
"Mr. Davies also questioned Mr. LaCava ' s construction routing.
Mr. LaCava stated that his normal practice in past construction
projects were to separate the road operation and the building
construction. He felt that if the road construction for the whole
development was done first, it eliminated too many trucks and also
controlled the dust , making it easier to contol the environmental
concerns of the commission. The road would go in first, starting
this spring , then the building on the lots in 1987" said Mr. LaCava.
Enclosed we are returning your application "To fill small pockets
of water to construct proposed Beechwood Farms Section II Subdivision"
along with your check for $100 . 00 . Once the roadway construction has
been completed for both section I & II , you may then apply with the
Inland Wetlands Agency/Conservation Commission, to get lot approvals
for Section I & II . Until that time , no lots have been approved for
Section I or II , only the roadway & utility construction for both
sections .
If you should have any further questions , please contact the Wetlands
Department at Extension 253 or Bo Davies at Extension 244 .

continue drainage down to the pipe that they would like to extend by
about :10 feet to pick: up the drainage.
Mr. Rennie asked if the three lots in question are built as per the
plan':" He questioned if there should be such a sharp drop. Mr. Smith
said they are asking for additional fill of about 10 to 15 feet to
give the homeowners more back. yard. What they are asking for is for
the continuation of fill in that area. He said the sharp drop off
was not the intent.
Mr. Moran suggested that since it was getting close to 10: 00 that we
could further discuss this issue after hearing the next presentation

information requested by commiss;.an.
Mr. Moran said that the additional information the commission needed
an this project was an the wetland areas of the individual lots and
haw they were going to deal with the sink: holes. He said t:iis
commission approved the whole road network::.
Mr. Joseph LaCava, from LaCava Construction Company , was present. He
said the road is all boxed. He said there were sinkholes where the
roadway is going which have been taken care af . He said the
sinkholes weren ' t as challenging as originally anticipated. He said
the whole site turned out a lot better than expected. He showed the
commission a colored map outlining the locations of the sinkholes.
He said the holes contain very rich black: peat and when mi::ed with
sand it makes very good top soil , which they will do and use for
grading , etc. He said a letter from SCS didn ' t consider the sink:
holes of any significant value to keep .
He briefly explained where the wetland areas were located. He said no
building will tak:s place in wetland areas. Si:: lots have wetlands.
Mr. LaCava said it is his normal practice to have a conservation
easement on any lot with wetlands. The owner signs an affidavit with
the contract stating that they are aware of the easement , have read
it , and :now of the conditions. He said he has been using the system
for 10 years now and hasn ' t had any problems.
Discussion continued on Pleasant Valley Homes Section II
Julia Raymcnds , 1777 Stanley Drive; was present in the audience. She
said she got the impression from Mr. Smiths presentation that an
application had been filed. Mr. Smith said it was his understanding
that an application had been filed , however , he did not file it. She

Dear Mr. LaCava:
We understand you intend to perform work in a wetland in
conjunction with your Eeechwood Farms housing development off of
Pleasant Valley Road in South Windsor, Connecticut.
Let me briefly explain Corps jurisdiction. A Corps of
Engineers permit is required for all work beyond mean high water
in navigable waters of the United States under Section 10 of the
Rivers and Harbors Act of 1899. In New England, for purposes of
Section 10 , navigable waters of the United States are those
subject to the ebb and flow of the tide and rivers , lakes and
other waters that are used to transport interstate or foreign
commerce. Permits are also required under Section 404 of the
Clean Water Act for those activities involving the discharge of
dredged or fill material in all waters of the United States,
including not only navigable waters of the United States, but
also inland rivers , lakes, and streams , and their adjacent
wetlands. On the coastline our jurisdiction under the Clean
Water Act extends landward to the extreme high tide line or to
the landward limit of any wetlands.
Please furnish this office with additional information so we
may determine whether a Department of the Army permit is
required. A copy of our pamphlet on the pe ruit- program
enclosed for your assistance.
If you have any questions on this matter, please contact Mr.
Ralph Atkinson at 617-647-8148 or use our toll-free number 1-800-

RE: Sedimentation and Erosion Controls
We are approaching the transition period between winter erosion and
sedimentation measures and the onset of the planting season .
Potential for erosion and sedimentation problems increase with the spring
thaw and rainy season . This is a reminder that ALL E & S measures should

Please field check all working sites to ensure that everything is in
order.
Members of the Agency as well as Town staff will be visiting sites in
progress during the next several weeks . If problem areas are observed you
will be notified .
Your cooperation in this regard will be appreciated .

RE: Beechwood Farms, Section 1
Lot 25 Building Permit Plan
Rev. May 5, 1988
Dear Mr. LaCava:
I have reviewed the revised plot plan submitted for a building
permit for lot 25 and it is being denied again.
It appears from the plot plan submitted, and from the activities
on this lot, that an encroachment into the conservation easement
is proposed and has occurred without proper authorization.
This is a difficult lot with the garage corner a little over 6 '
from the conservation easement. Perhaps once the encroachment
has been resolved, a more detailed plan based on a field location
of the watercourse, existing and proposed contours based on a
field survey, and real method of preservation of the conservation
area with the house location as indicated would be helpful .

Re: EXPIRATION OF PERMIT 87-361, Beechwood Farms Section I & II
This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #87-361 will expire on November
17, 1994
If you plan to extend your project beyond the above expiration date, you must
apply for an extension at least sixty-five (65) days prior to the expiration
date. There will be a thirty-five dollar ($35.00) fee required for an
extension of the permit. This includes a ten dollar ($10.00) surcharge
assessed by the State, to fund the State Environmental Review Team.
An application for an extension shall be made in accordance with the
following subsection of the IWA/CC Regulations:
a. The duration of any amendment or extension shall be for three years
unless otherwise specified in the permit.
b. The application may incorporate by reference the documentation and
record of the original application.
c. The application shall state the reason why the authorized activities
were not initiated or completed within the time specified in the
permit.
d. The application shall describe any changes in facts or circumstances
involved with or affecting wetlands or watercourses or the property
for which the permit was issued.
e. In unusual situations the Agency may accept an untimely application
to extend the expiration date of a permit if the authorized activity
is ongoing and allow the continuation of work beyond the expiration
date if in its judgement, the permit is likely to be extended and the
public interest or environment will be best served by not
interrupting the activity; the application shall describe the extent
of work completed at the time of filing and the schedule for
completing the activities authorized in the permit.
f. The Agency shall evaluate the application pursuant to these
regulations and grant the application as filed, grant it with any

terms or limitations, or deny it; and shall state upon the record the
reason(s) for its decision.
In the event that you are requesting an extension, section 8.1.6 of the
Zoning Regulations establishes the process for monitoring the approved
conservation plan. Per that regulation, a progress report is required from
the applicant's engineer verifying that erosion and sedimentation control
measures have been installed and maintained in accordance with the approved
conservation plan. This verification report shall also be submitted 65 days
prior to the expiration date of the permit to allow time for the
Commissioners to evaluate your project controls.
If work has been finished or will be finished by the expiration date, please
send a letter stating work is completed according to the approved plan.
