LINDA LANE Please find attached the SEA Engineering Review for the subject application. The following comments are also noteworthy: 1. A significant portion of the site is proposed to be graded with areas requiring several feet of fill. This will present two major concerns; a) the grading/placing of material is to be in accordance with DOT Form 813 specifications, i.e. to be compacted in maximum one foot lifts. A balance sheet should be provided along with an outline for the grading and compaction process, b) the site has very little loam. A minimum of 4 inches per DOT specifications is to be provided. However, on the plot plan the site data indicates minimum lot areas of 40,000 S.F. which would indicate a coventional subdivision. The Narrative also describes the subdivision as having a minimum lot size of 40,000 S.F. i u Mr. Michael J. Gantick, P.E. December 30, 1987 S E A Consultants Inc. Page Three Engineers/Architects GENERAL COMMENTS 1. The word "sanitary" is misspelled under the legend on the Key Plan. 2. The proposed contour elevation of 186 in the southeast corner of the site indicates that filling will occur within Town owned property. The engineer should revise this condition eliminat- ing encroachment. 3. A cross section of the proposed concrete sidewalk has been provided. However, the section should be included in the typical roadway section and labeled on the plan and profile sheet. 4. The proposed grading in the rear yard on Lot #4 indicates a depressed area below elevation 180. The grading should be revised to insure adequate draining of the yard. 5. It is suggested that the proposed vertical alignment of Linda Lane be lowered reducing the amount of fill. The profile indicates approximately 150 linear feet of roadway will re- quire fill to depths of eight (8) feet. Feasible alignments should be investigated. 6. Excessive filling of up to thirteen (13) feet is proposed for Lot #3. The engineer should investigate grading alternatives minimizing this amount of fill. 7. The storm drainage analysis indicates a 10-year pre-develop- ment peak discharge rate of 2.85 efs and a post-development discharge rate of 6.45 cfs. This represents an increase of 3.6 cfs for the site. The engineer has stated in the conclusion that the on-site discharge rate will peak prior to the Savin Woods detention basin peak outflow and will have a minimal impact on the hydraulic systems in the area. However, hydrologic calculations have not been provided to substantiate this claim. The Town requires a zero net increase in runoff for the 2, 10, 25, 50, and 100-year storms. 8. The engineer should provide hydraulic information for the existing 3611 RCP and the 2.51 x 3.51 A.C.C.M.P. Discharge- rates, existing capacities and velocities should be included. A backwater analysis beginning at the outlet of the existing 2.51 x 3.51 A.C.C.M.P. to the existing 3611 RCP should also be provided. 9. Additional overland area (0.5+ acre) Should be included for drainage area #1 of the Hydrologic Study. Mr. Michael J. Gantick, P.E. December 30, 1987 S E A Consultants Inc. Page Four Engineers/Architects 10. Proposed spot elevations along the gutter of the cul-de-sac should be shown on the topographic map. Grading shown on the profile indicates a gutter slope of one percent. 11. An intersection sight line plan and profile at Linda Lane and Nevers Road has been provided. Criteria used in the evalua- tion should be referenced on the plan. In addition, the sight line with distances should be shown on the plan. 12. Riprap outlet protection should be indicated on the topograph- ic map for the proposed 36" RCP. If you have any questions, please do not hesitate to call me. Attenello: Re: Linda Lane Estates Sidewalks This letter will serve as confirmation of our field meeting and discussion on August 24, 1992, regarding location of sidewalks along Nevers Road. Present at the meeting were Karl Reichle, Tree Warden; Marshall Montana, Planning & Zoning Commission; Sandy Aeschliman, Surveyor; Rene Veilleux and me. Per our discussion, the sidewalk on Nevers Road will be installed as follows: 1 . Along Linda Lane Estates property frontage both north and south of Linda Lane; 2 . along Town open space north of Linda Lane to connect to existing sidewalk (about 180 linear feet) ; and 3 . along Town open space south of Linda Lane only for a distance such that the total linear footage of sidewalks installed along the Town open space north and south of Linda Lane Estates property is equal to the footage which would have been installed along the Town open space south of Linda Lane (about 540 linear feet) per the original approval from the Planning & Zoning Commission. 4 . All sidewalks must be installed so that they do not receive road drainage which can create icing problems . 5 . The sidewalk will be installed behind the three 15" elm trees at about station 3+74, and behind the 42" maple at about station 11+82 . 6 . After installation of the sidewalk, a licensed arborist approved by the Tree Warden will need to trim trees in the vicinity of the sidewalk. 7 . Trees which were id ntified as dead/unhealthy during our field inspection must be removed. Zurbrigen, Town Manager / FROM: Marcia Banach, Director of Planningrl DATE: September 16, 1992 RE: Sidewalks on Nevers Road Per our discussion, I offer the following information regarding possible Town installation of sidewalks to fill a small gap on Nevers Road. Linda Lane Estates subdivision is now under construction on Nevers Road. The developer (Rene Veilleux) is responsible for installing sidewalks along most of the Town owned open space between existing sidewalks (at Riverside Drive and south of Old Farm Road) . There will be a gap of about 180 feet along our open space, which when completed would provide sidewalks continuously from Riverside Drive north to the town line. I have discussed with the developer the possibility of completing the sidewalk while the developer is installing the required sidewalks . Estimated costs for this have been provided by the developer and his engineer as follows : Completion of design: (Aeschliman Land Surveying) No Charge Installation of sidewalk (includes 2 catch basins, some drainage work) $10,500 . 00 Jerry Iazzetta has indicated that the quoted price is within the range of what we would expect to pay through competitive bidding independent of the subdivision construction. Please advise me whether we wish to contract with the developer to complete the sidewalk. As the developer is in the process of installing the required sidewalks, an expeditious reply is requested. MEMORANDUM September 21, 1992 TO: Marcia A. Banach, Director of Public Works FROM: Jerry C. While we appreciate developers ' desires to complete construction very quickly at times, we must also be sensitive to surrounding residents ' rights to an environment which is free of excessive noise. Hours of operation, as stated in the preconstruction meeting letter, are 7 : 00 a .m. -5 : 00 p.m. , with no work on Sundays . (Please note that it is the noisy operations which generally lead to complaints from neighbors . ) If you find that a highly unusual situation arises where it is critical for a contractor to work beyond the stated hours , please contact us in advance so that we may advise the police department, who in turn can inform any neighbor who registers a complaint with them. Indicated below are items that have not been satisfactorily addressed. 1 . Sidewalks along Nevers Road still not backfilled to Town Standards . 2 . Establishment of "grass" along Nevers Road not satisfactory. It is recommended that this area be overseeded and fertilized. 3 . The dead twin 8" tree on open space north of Linda Lane has been taken down. However, it appears that it was left in the open space. 4 . The first basin along north gutter of Linda Lane has not been adjusted. This basin seems to have puddling around it . 5 . The areas between the walk and curb and between the curb and ROW line in Linda Lane should be overseeded and fertilized. 6 . There are two monuments by Lot 6 that are not in place and need to be set (see attached) . These monuments help describe the 299 . 91 sq. ft. of land to be deeded to the town.
