Dear Mr. Mancini, Pursuant to our recent meeting of Thursday, April 14th, please find the following traffic analysis as per our discussion. Just to recap, the Bruedan Corporation is an authorized Yamaha golf car distributor and an authorized John Deere golf and turf equipment distributor. I have enclosed some literature to help in identifying our business. At this new 11,200 square foot facility, we will be assembling, repairing and distributing our products to the golf courses in the entire State of Connecticut and the four western counties of Massa- chusetts. At this time all of our trucking is sub-contracted to common carrier or to Ron's Golf Car Rental, Inc. in Vernon, with most of the trucking being performed in the fall/winter and spring of each year. Main Office: Box 496 Greycourt Avenue Chester, New York 10918 914-469-2275 or 469-2288 Connecticut Branch: 25 West Road Bolton, Connecticut 06040 203-647-1774 Town of East Hartford Page -2- The reason for this schedule is most of our inventory is purchased and delivered to our facility for assembly in October, November, December and January and of course being delivered in the Spring to the various golf courses after assembly. Over the past three years our average new car purchase has been approximately 700 units with 40 units delivered in each container for an average amount of 18 trailer loads each winter and obviously back out to the golf courses each spring. Couple the above with parts deliveries and a few miscellanous other deliveries and that should be the most of our trucking in this facility. The only other traffic will be our twelve employees, salespeople. Mr. Mancini, the only other information that I can add is that the golf and turf business is a very small and unique business and does not warrant a tremendous amount of traffic to the City of East Hartford's Burnham street area. I am sure that the Bruedan Corporation and the City of East Hartford will be good neighbors and I look forward to becoming a part of your community as well as the Town of South Windsor. Thanking you in advance for your support and help regarding our new facility. incerely, o e"-— Connecticut Branch Manager SOL/j sl Town of East Hartford Page -3- CC: Kasper Associates, Inc. The question of a possible high water table ' s effect on the storm galley system was raised . In our opinion, the galley system will actually mitigate any such effect . The system is free flowing to its outlet and any infiltration during non-storm periods will simply flow to the outlet . This action will effectively lower the water table. During the periods of storm flow the amount of ground water infiltration will actually be negligible compared to the runoff and will have no effect on the functioning of the system. The matter of proposed landscaping was addressed. We have revised the landscaping plan to reflect the Town ' s thoughts on this subject . You had requested information regarding the capacity of the existing 21" culvert under Burnham Street . This data is included in the storm design calculations previously submitted to you. As noted at the meeting this capacity was calculated on the basis of inlet control utilizing BPR Chart 2 . The maximum capacity was determined to be 20 . 5 cfs with water elevation at 102 giving a head of four feet . We had investigated the function of the existing 6" PVC pipe on the site. We calculate the capacity of this pipe at approximately 0 . 3 cfs and surmise it was installed to function as a high water relief mechanism for the wet area on adjacent property. In keeping with your desire to replace this item with a larger diameter pipe, we will indicate a 15" ACCMP in that location . This pipe will be installed in a near - level manner thus continuing to provide relief; minimizing any effect on site drainage and preserving existing wet lands . 'Uwing Commission 740 Main Street East Hartford , Connecticut 06108 Re : Bruedan Corporation - Burnham Street KA Job No. V1180/5648 Dear Mr. Mancini: Enclosed is a printout recently provided us by the Connecti- cut Departmentof Transportation . The data provided indicates vehicular activity on Burnham Street east of Long Hill Street . This location is essentially directly in front of the proposed Bruedan site on Burnham Street in South Windsor. The count was conducted in 1987 from 6 : 00 A.M. on Tuesday, November 3rd until 7 : 00 A.M. on Thursday, November 5th. As you can see, Connecticut D.O.T. has rated the road at 1800 ADT. This is obviously based on the first 24 hour count which indicates a total of 1811 trips . Parenthetically, the second 24 hour count noted 2014 trips , a 11 . 2% increase . Please further note that the two busiest periods on both days occurred between 6 : 00 A.M. and 8 :00 A.M. and between 3 : 00 P.M. and 5 : 00 P.M. This activity would logically be anticipated in light of the heavy commerical and industrial activity on Burnham Street . The highest hour, 277 trips , occurred between 6 : 00 A.M. and 7 : 00 A.M. on November 4th. The practical capacity for two lane, uninterrupted traffic flows under ideal conditions is 1500 DHV at 35-40 MPH . Despite a speed limit of 30 MPH we will use the more ,con- servative practical capacity for"'the 35-40 MPH range . 1 . Practical design capacity 1500 vehicles 2 . Pavement width 20 ' : lateral clearance 4 ' both sides from Seelye 12-04 Table A Reduce to 79% . 79x1500 = 1185 vehicles An Equal Opportunity Employer KRSPER RSSOCIRTES,Inc. The Bruedan Corporation anticipates a maximum work force of twelve people at this location which would generate twelve trips to and from the site . Additionally they operate three service vehicles and one "gofer" vehicle at this location . Product delivery and shipping accounts for two deliveries per week. Assuming that all of these trips occur during the course of one hour, a total of 18 trips could theoretically be added to a given hour. At the present time , the busiest hour noted above represents 36 . 9% of the practical design capacity ( 277=750 ) . Adding the 18 trips which might occur within that hour, and assuming traffic will grow from 277 per hour to 335 cars per hour in 1989 ( 10% per year 1987-1989 ) , capacity will be at 47 . 1% ( 353=750 ) , or less than half practical capacity all calculated at a very conservative level. Mr. Michael Mancini January 12 , 1989 Page 3 As you can see from the above chart this conservative approach leads to the conclusion that Burnham Street will be at maximum capacity by 1997 or later. It is assumed that prior to that date the towns of East Hartford , South Windsor and Manchester and/or the State of Connecticut , in conjunction with I-291 , will have made improvements to this street . Naturally, the pace of the future development will be subject to many other factors and complete capacity might not be reached until well beyond the year 2000 . Summing up --- under the worst of existing traffic conditions , Bruedan ' s maximum contribution to the traffic flow in 1989 could not exceed 5 . 4% ( 18-335 ) . That rate can only be reached in the unlikely circumstances that all Bruedan employees arrive during the same hour; all service vehicles leave in that hour and all weekly deliveries arrive in that same hour. Given the impracticality of the above scenario and realizing the conservatism of our approach to Burnham Street capacities , we anticipate the immediate impact of the completed project in the 1 . 5-2 . 5% range . This impact will only decrease as the Burnham Street area continues to develop. Please contact this office if you have any need for further information . Re: Legal Services Request Planning & Zoning Commission Control #88-32, Breudan Site Plan Dear Marcia: I have reviewed the above matter per your request, and I find the following: 1. The format of the legal description is acceptable. However, the accuracy of the legal description cannot be determined by our office due to the absence of such data including maps, surveys and the like. Therefore, appropriate members of Town staff should review the dimensions of the description as well as the courses and distances, the metes and bounds, together with the map title, in order to insure accuracy. 2. With regard to the title of the property in question, I make the following: A. The submitted certificates of title (2) should eliminate prior mortgage to South Windsor Bank or subordination agreements obtained. B. In any event, appropriate Town staff should examine the status of title from the date of certificate until the date of recording. 3. Easement descriptions (2) should be redrafted to identify starting point by specific reference to map on file. 4. Map should be filed with documents. 5. Corporate resolution authorizing execution of easements is necessary. 6. Memo does not indicate if deed or easement is appropriate, which should be determined by appropriate Town staff. Very truly yours, Ra ph J. Alexander RJA/dr
