Rennie, Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South t•:indsor, CT 06074 RE: Review of "Clover Meadow Subdivision" Application Dear Kevin: As indicated on the plans, there are no wetlands soils. They are primarily a Broadbrook and Enfield silt loam types. The site has been cultivated for years and other than wind erosion of any exposed areas, I doubt if any problem should occur, if the plans are followed. My review comments of the drawings, as submitted, as they relate to the sedimentation and erosion control, would include: 1. rlodify the drawings to include a sedimentation berm in the detention basin to deter silt from going downstream. 2. Indicate on the drawings, a workable construction sequence to permit them to comply with their control note, "during construction, expose as small an area of soil as possible for as short a time as possible. " 3 . Highlight the most practical wind erosion control they intend to use for both the road and house construction. 4 . The control note, "the contractor shall notify the Town Engineer at the beginning and end of each step of the construction procedure and shall not proceed with the next step until the Town Engineer has inspectec the work" is one that should be in large print on every sheet . 5 . Show a typical E & S proposal to be used for house construction. In sur:inary, the project could be built pretty :ouch as shown. The item that could cause the most concern or Difficulty would be the wind erosion. If an approval were to be considered, a bond of $10,000 should be submitted prior to any work on the site to assure compliance with their E & S plans. As you are aware, the IWA/CC approval included approval of erosion and sedimentation control measures for the site. I have several concerns regarding erosion and sedimentation controls on the site: 1 . There are large areas of disturbed earth which have not been stabilized in accordance with the approved plans . The rpl, plan shows seeding, fertilizing, and mulching as necessary. " .ek There are also areas which may require topsoil as the soils are very sandy in the area. This should be addressed immediately. 2 . At one point in the processing of the application a comment was made from engineering which suggested a berm in the detention basin to deter silt from going downstream. Although it never was shown on final approval plans, it rrd would help to reduce future maintenance and siltation j,ft problems . 3 . The banks of the detention basin have several rills which will continue to wash out. Seeding of the detention basin appears insufficient at this time. 4 . a Stockpiling on the site is not in the location shown on 01-11 approved plans . Plans can be modified, if necessary, but c revised erosion and sedimentation plans should be submitted which reflect the changes. fu c, The Engineering Department will not be responding to your request until these comments are addressed and necessary erosion and sedimentation measures are in place. It is our recommendation that the bond be reduced to $100, 000 only after the roadway excavation areas have been restored and soil and erosion control measures implemented. It is our understanding that the savings passbook being held is for erosion and control . It will, therefore, be your staff' s decision as to whether or not to release this bond. McCahill, Zoning/Wetlands Enforcement Officer flp RE: Clover MeadowClover Meadow subdivision has requested a reduction of their bond, to the amount of $100, 000 . On Feburary 3, 1989 the Engineering Dept. expressed concern with erosion and sedimentation controls and left it to the Planning Department to deem whether or not the bond should be reduced. At that time the request was put on hold until the start of the growing season. A field survey of the site indicates temporary vegetation is coming in along the roadway excavation area. Although I have some concerns with the erosion and sedimentation controls we are holding a bond for the site on behalf of Inland Wetlands Agency/Conservation Commission. I feel the bond we are holding is adequate for the erosion and sedimentation controls and therefore would recommend a reduction of the subdivision bond as deemed appropriate.
