Rennie, Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: HEATHER FARM APPLICATION REVIEW Dear Kevin: This proposal for the development of about 1600 lin. ft. of roadway and 13 lots between the Evans Crossing and the Timber Knoll Sub- division, according to the plans, shouldn't have an impact on the wetlands. The wetlands are to the rear of lots 7 through 13 . The plans as submitted, lack sufficient information to make a proper evaluation. The applicable regulations require: 1 . Existing and proposed contours 2 . Existing and proposed buildings 3 . Limits of construction or disturbed area 4 . Sedimentation basins or controls 5 . Soil types 6 . Etc. , per the "Guidelines" Generally, the plans should depict a workable area for the potential house with; a 10% max. driveway grade, a foundation drain, a 3 : 1 max- imum slope - 4 :1 preferable, and no unprotected point discharge of the surface runoff. The nature of the soil is such that extra sedi- mentation controls and or basins should be shown. When the modifications have been made and resubmitted, the review will be done at that time. The legend on the topographic plan should include ex- isting and proposed drainage, sanitary, water lines, existing and proposed contours. 6. The legend for fire hydrants does not correlate with what is shown on the topographic plan. 7. The proposed 8" P.V.C. sanitary sewer is in conflict with the proposed catch basin at station 11 + 34 + (left) and the water main. An additional sanitary manhole should be provided. 8. Existing and proposed topography should be provided at the intersection of Evan's' Crossing and Kent Lane to Station 2 + 50 and between Stations 15 + 0 and 16 + 40. 9. The top of frame elevation at catch basin no. 15 appears to be incorrect. 10. At proposed catch basin no. 13 the "TF = 290.00" should read "FL = 290.00 W." 11. The plan and profile sheets should be labeled. 12. The following note should be added to the existing cul- de-sac on Kent Lane: "The developer shall be respon- sible for the removal of all pavement outside the right- of-way and shall topsoil, fertilize, seed and mulch all disturbed areas." 13. Soil types, boundaries and classifications should be indi- cated on the conservation plan. 14. The word "EQUIPMENT" is misspelled on the conser- vation plan. 15. Based upon a design speed of 35 mph, the length of the crest vertical curve @ Station 15 + 90 should be increased to 225 feet. SEA Consultants Inc. Mr. Michael J. Gantick, P.E. A hydrologic analysis of the site should be provided to determine pre- and post-development conditions. The Town requires a zero net increase in runoff for the 2, 10, 25, 50 and 100 year storms. 18. It is suggested that a conservation easement be placed on Lot 8 to preserve Evan's Pond and adjacent areas. 19. The engineer should verify that adequate intersection sight distance exists at Evan's Crossing and Kent Lane. 20. Sheet 7 of 7 should be labeled as "Conservation Details" as indicated in the index. 21. A table listing temporary and permanent vegetative cover including types, mixtures, and seeding dates should be included on the Conservation Detail plan. 22. Verification of wetlands location should be shown on the Conservation Plan. 23. Note "f" under the Conservation Plan narrative states "no access to Avery St. during construction." What purpose will this access area serve after construction and how will its use impact Evan's Pond and adjacent wetland areas? 24. Silt fence should be installed around the perimeter of all stock pile areas. If you should have any questions, please do not hesitate to call me. Very truly yours, S E A Consultants Inc. 61mes R. PLANNING AND ZONING COMMISSION Raymond Hallowell, Jr. , Chairman Marshall Montana, Secretary PLANNING AND ZONING COMMISSION; DECEMBER 15 , 1987 PUBLIC HEARING/SPECIAL MEETING SOUTH WINDSOR TOWN HALL MEMBERS PRESENT : Evans , Castro , Hallowell , Sorenson and Woodcock ALTERNATES PRESENT : Conde ( sitting for Rossi ) , and Asplund ( sitting for Montana ) . PUBLIC Application of Anthony T . Bianca , Sr . for Resubdivision of land to create a conventional 13-lot subdivision to be known as "Heather Farms , " west side of Avery Street , east of Kent Lane and north of van ' s Crossing , RR' Zone . Hartford attorney wig p ication and then turned the presentation over to Engineer Emil Lucek , who reviewed relevant statistics , drainage provisions , etc . Town Planner Marcia Banach was asked to report , and her findings were as follows : 1 . This is a conventional subdivision in an RR Zone with 13 lots proposed , the smallest of which is just under 43 , 000 sq . ft . and the largest over three acres . All lots appear to meet Town dimensional requirements except for Lot #8 , for which a frontage waiver is requested . 2 . At the recommendation of the Town Staff , this application includes a new road which would extend Kent Lane through to Evan ' s Crossing. This will provide a very circuitous but interconnected route through the Timber Ridge - ',Timber Knoll subdivisions to Avery Street , Ellington Road , and, Beelzebub Road . Kent Lane was designed to eventually extend onto this subject property , as was Evan ' s Crossing Road designed with a road stub to this property . The Traffic Authority ( Police Chief ) and Public Works Department have both endorsed this proposed road extension . 3 . Water and sewer are ava - lable from Evan ' s Crossing . W. P . C . A. approval is required for sewers . 4 . There are regulated wetlands on the site . This application is pending with IWA/CC . 5 . Sidewalks are shown on both sides of Kent Lane Ext . and will connect to existing sidewalks on both Kent Lane and Evan ' s Crossing . 6 . There will be no driveways onto Avery St . , and there is a note to that effect on the plans, If approved , the following plan modifications are needed : 1 . Traffic control sighs as directed by the Traffic Authority . After reading a memorandum from Police Chief Gary Tyler ( Attachment A ) into the record , Ms . Banach reviewed the Engineering Report : PLANNING AND ZONING COMMISSION - 2 - DECEMBER 15 , 1987 1 . Provide revised gutter flow analysis using weighed "C" value and use N = 0 . 015 for storm pipe analysis (pre/post) . 2 . Check design of footing drains on Lots 03 , 4, 5, 6, 7, 8, 9 , 10, 11 and 12 to insure adequate gravity outlet elevation and/or need for mechanical pump. 3 . Re check design of Kent Lane/Evans Crossing Intersection to insure proper drainage. Provide detail on reconstruction of Evans Crossing at intersection. 4 . Check design detail of proposed drainage from Kent Lane into existing CB at Evans Crossing. 5. Need topo along road from Station 15+00 to 17+50. 6. Modify sanitary sewer alignment from Station 11+00± to 12+30± i.e. add MH to avoid conflict with CB at Station 11+35 left. 7 . Recheck sanitary sewer elevation from Station 12+00± on. Centerline radius near Station 11+75± below normal standards - to evaluate with Police Department to determine if changes would be necessary. Chairman Hallowell asked for public input . The only person to come forward was Jeff Chase , 130 Kent Lane , who said he appreciated the fact that the subdivision had been reduced from 20 to 13 lots but felt that most people had bought homes on Kent Lane and Evan ' s Crossing under the impression that these would be dead end streets . He did not see a through street as desirable from the residents ' point of view. Mr . Hallowell then opened the discussion to Commission members , whose concerns included the sharpness of the street curve ; potential drainage problems ; access for emergency services ; and whether the Town ' s buildable area requirements were being met by certain of the lots . In one instance, the watercourse is outside the conservation easement area set aside to protect it. The IWA/CC's conditions of approval require the easement to be located a minimum of 25, each side of the brook and of the ponds high water line. Without a location based on a field survey and an appropriate verification on the plan, it would be impractical to approve your easement document or the plan as submitted. I also seem to recall that the plan was to be modified to show merestones to be set on the lot lines at the intersection with the conservation easement line for the convenience of the lot owner prior to any construction. This has not been reflected on the plan. If you have any questions or wish to discuss thiLs further, I can be contacted at 644-2511, Ext. 240 . Very truly yours, A. To this date a new application has not been processed to renew the permit, and as such, all work shall cease. No further building permits shall be issued for this subdivision until a new Inland Wetlands Agency/Conservation Commission permit has been applied for and granted by the Commission. You have already received correspondence dated December 15, 1989 stating the process and procedure for obtaining the permit, and I have personally explained the process to you. In reapplying for your permit you will need a report from an Engineer demonstrating that erosion and sedimentation control measures have been installed and maintained in accordance with the approved plans . On February 22, 1990 I inspected the site and still find that there are several problems relative to erosion and sedimentation control measures . Enclosed is correspondence which was sent out on February 11 , 1990 stating concerns I had with the site; and those problems have not been rectified. The only exclusion to the order to cease work is that work necessary to stabilize the site. If the site does not receive immediate attention, and you fail to process for a renewal of the permit, I will recommend to the Inland Wetlands Agency/Conservation Commission, that the Town initiate necessary legal procedures to call the bond established for compliance to the erosion and sedimentation plan. The Inland Wetlands Permit application is being made at this time so that the Biancas can begin construction of homes on the lots. As an abutting property owner you are invited to the hearing to ask questions and/or give comments, however, you are not required to attend. You may also submit written comments regarding the application prior to the hearing if you so desire.
