TO: Peter DeMallie, Director of Planning
RE: COVEN MOUNTAIN SUBDIVISION, SOUTH WINDSOR, CT
T- have reviewed the internal roadway layout of the subject
development proposal . As shown on the plans , the existing
northern terminus of Maskel Road would continue as a cul-de-sac
to the rear of proposed Lots No . 3 and No. 4 .
I feel that strong consideration should be given to extending
Maskel Road to the proposed new roadway shown as Vicki Lane.
This would then create a second access to Maskel Road from
Abbe Read.
My reasoning is based both on safety and ease to maintenance .
A secondary access to any road is more desirable for protection
of the residents . Also, snow removal on cul-de-sacs has always
been a problem to Town forces . The logical extension of Maskel.
Road would increase snow removal efficiency of Public Works
crews through this area .

Re: Traffic Report for Coven Mountain Subdivision
Abby Road
South Windsor, Ct.
Mr. Vito Covensky proposes to divide the 35.8 acre site into 41
single family house lots. The lots are to be served by a new subdivi-
sion road constructed to Town standards. This new road will provide
future access to three adjacent properties .
The proposed Vicki Lane will enter Abby Road approximately 200
feet north of Old Farms Road. This entrance provides adequate sight
distance for the speeds observed on Abby Road during traffic counting.
The sight distance to the south on Abby Road is 600 feet , more than the
distance required for the observed 40 mph traffic. The unhindered
sight distance to the north is presently 380 feet. At that point a
large bush at the edge of Abby Road's pavement (and within its ROW) in-
terferes with further sight distance although the road itself remains
relatively level and straight. If the bush were trimmed, then an addi-
tional 100 feet of sight distance would become available which would be
adequate. The American Association of State Highway Officials re-
quires 275 feet for 40 mph (attached) . Conn. D.O.T. attempts to pro-
vide 475 feet of sight distance for entry onto State Highways posted
for 40 mph. This is far more conservative than the National Standards.
Manual traffic counting shows Abby Road to be lightly travelled
even during peak periods . The following table shows peak hour and
total day volumes in both directions . Also, when the predicted 10
trips per day from each house in the proposed subdivision are added to
the present traffic flow the road will continue operating at Level of
Service A (free flow)
Abby Road Traffic Volumes Trips
AM Peak Hour (veh. per hour) 32
PM Peak Hour (veh. per hour) 69
ADT present (veh. per day) 300
ADT generated by Coven Mountain (veh. per day) 414
ADT result (veh. per day) 714
AM Peak result (veh. per hour) 60
PM Peak result (veh. per hour) 98
Level of Service A Limit (veh. per hour) 400
Thus , in conclusion, the proposed development will provide for
safe entry onto Abby Road and will not cause congestion for those
travelling on Abby Road.
Sincerely,
W. Donald Holmes , P.E.

RE: Coven Mountain - Review #2 5/19/8 6 Planning & Z0611% COMMIS on
A meeting was held 5/16/86 with the developer and staff concerning the above
proposed subdivision revised to 5/8/86 . I was asked to review the plans as
submitted in anticipation of a possible June IWA/CC hearing . It appears
that the plans will have to be revised at least a couple of more times before
they could possibly reach consideration for approval. Staff is not going to
design the subdivision for them and we do have more concerns that have not
been addressed yet, but with the potential of a prestigious subdivision as
opposed to a standard bulldozer type, it is approaching time that the com-
mission have some input into the E&S concerns . This is not to imply to the
developer an approval if they do items 1 through 10 , just for guidance only.
Staff still can not recommend the plans are ready for approval .
The February plan review is still valid. In that review, specific items
that I asked for :
1 . Proposed contours - shown - indicated 1 : 4 slope .
2 . Additional haybales - shown but contrary to their own recommendations .
3 . Stump dump - shown
4 . Amount of material to be moved or stored - shown -60 , 000 CU. YDS
to be removed from site; also stockpile in CL&P row.
Again, the narrative correctly depicts the site features and the possible
erosion problems . From that point on, I still have a problem with the method
of siltation control. The roadway area being used as a conveyor of eroded
soils . The engineer still does not address E&S control .
In essence , based on their narrative and plans , there will be about 10 . 8
of the 35 . 8 acre site under the disturbed category prior to sequence items
#25 'paving ' or #27 ' seeding ' . One third of the site could become alive
under a severe condition. Just turn the bulldozer loose , we will clean up
our mess later. The ' Connecticut Guidelines Handbook ' primary outlook is to
stop the erosion before it can start and that for an erosion and sediment
control program to be effective , provisions must be made in the planning
stage .
I am surprised that even after their last venture , more thought still hasn' t
been given to developing a good workable plan for both them and us . Actually
it isn' t us , a good E&S plan and implementation enhances their project .
Cleaning up a grubby messy site costs time and money and never looks good.

RE: Coven Mountain
When the applicant becomes serious with appropriate plans for a final sub-
mission, they are aware that the town will submit them to SCS for their
review & comments . It is too premature at this time.
In summary, I expect that this site probably will be developed next year .
I do feel that some input from the commission might be beneficial in this
planning stage. The plans , revised 5/8/86 are still incomplete with respect
to E&S and are not ready for approval.

RE: Coven Mountain Application #380 - Plans of 2/11/86
An initial review of the plans as submitted is as follows .
As indicated in the narrative , the proposed 41 lot subdivision is
on a 35 . 8 acre parcel with a roadway length of 3277 linear feet
with an elevation change of 128 feet from Abbe Road to the high point .
The possible erosion problems are fairly well stated ; steep slopes ,
substantial roadway excavation , gravelly soil which is easily erodable
together with the normal ground cover removal which exposes more surface
to the weather . Some of the erosion control measures indicates that the
roadway "cut" sections will be used to collect and concentrate the eroded
soils . The 20th item in the sequence is to construct the detention
basin and that it is to be utilized as a sedimentation basin and it is
their intent to build the roads in one continous effort . It appears
that not much real thought was given to the proposal . By whatever
standards used , IWA , the state guide lines , or subdivision regulations ,
there is insufficient information to suggest that the plans are ready
for approval or discussion . Without going into an item by item need ,
primarily , the plans need the proposed contours to show the limits of
excavation or where the E&S measures would be the most effective .
There are portions of the roadway that will be 10 feet below the present
ground level . With a proposed front y and slope of 1 : 5 or a 20% grade
( our maximum highway grade is 8%) , the total roadway excavation width
could be 150 ' wide , with the nature of the material , something over and
above some hay bales 500 ' apart will be required to preserve the char-
acter of the site .
There is no indication of stump disposal or the amount of material to be
moved or stored . I expect that this site will be developed at some
time soon . I also expect that it could be a quality development .
It would be a shame to screw it up with a poorly developed plan . Again ,
I do not feel the plans are ready yet for review at this time . Staff
can not recommend the plans are ready for approval .
