RE: Andre Charbonneau - Application #421 Review
Dear Jack:
In accordance with the normal review practice, the following
comments relate to the above project. As indicated, perhaps one
third of the site is classified as walpole sandy loam, a wetlands .
As for a quality that should be retained in its natural state, I
doubt it. It is adjacent to Nutmeg Road North. What is proposed
is to provide a sizable detention basin which should encourage
ground water recharge.
The conservation plan narrative and soil erosion and sediment
control notes are fairly extensive. Assuming an immediate approval,
it is safe to expect that earthwork could begin in November, well
beyond any seeding time where even temporary establishment is
proposed. With the potential of extensive wind erosion of the sandy
subsoil, perhaps they should adjust their schedule to limit their
earth work to a minimum over the winter months and just expose what
is necessary.
The exposed surfaces will have to be mulched, as indicated. In
addition, it may have to be netted to keep it in place.
The entrance pad should be shown on the plan.
It appears to be a workable plan for the site and if an approval
were to be granted, a $3 ,000 bond would seem appropriate to assure
compliance and completion.
Very truly yours ,
Va
