This site is in A General Commercial zone, is surrounded on all sides by General Commercial zone (including across Sullivan Avenue) . The property immediately west of this site contains a small contracting business and res dence of the owner; the site to the east is an equip- ment repair shop and owner ' s residence . The proposed warehouses will be sandwiched in between the two residences. 2) . As this is a Spe ial Exception use, the following factors must be taken into considerate n: a) 'rhe purpos s of zoning. b) Traffic im acts. The relatively minor amounts of traffic gen- erated by his use should not add a substantial burden to Sullivan A enue , although traffic does back up as far as West Road occas onally and customers would have a difficult left turn at th t time. c) Impact on 1roperty values . The proposed use does have the potential to impact surrounding property values ; however; both abutt rs support the proposal . d) Physical s itability of the land for the proposed use. There are regulated wetlands on site, which are quite wet. The ap- plicant haE indicated his intention to provide a conservation easement o er part of the wetlands (to the east of building D) . Judging fr m the wetness of the conservation easement area, it would be a tough site for buildings . Inland Wetlands Agency/ Conservati n Commission has approved buildings A & B , and the applicant vill return in the future to seek approval of building C & D. e) Environmental impacts. Filling of wetlands will destroy wetlands habitat. Ts noted above, applicant has only received IWA approval f r building A & B. f) Neighborho d acceptance weighed against community needs. This particular application reflects a desire of the applicant to utilize la d which he already owns for his desired purposes rather tha for uses which are generally found in a Commercial zone. To hat end the applicants needs rather than the community needs are ddressed with this plan. My major objection to this plan would have been its infringement on the abutting properties , but the tw neighbors are apparently supporting the proposal. Thus neigh orhood acceptance seems to be present. Planning Department port Page 2 Admiral Self-Stor Sit Plan Sullivan Avenue i I g) Impacts on the surrounding area. There is no question that this use w uld change the character of the area and open the door for o her pavement-and-building intensive uses . h) Impacts on existing infrastructure. Minimal, should not present a roblem. i) Protection of historic resources not applicable. 3) . At the same time that this Special Exception amendment was adopted, impervious surfa e coverage regulations were adopted for this zone. I need to know i the impervious surface coverage for this site is within the 65% m ximum allowed. There is a large amount of proposed impervious surfa t coverage on this site - to the extent that the applicant had to go off-site to provide landscaping. Building coverage as proposed is 2 . 9% , regulations allow 30% . 4) . I have been work ng with the applicant to try to ensure that the landscaping for his site is outstanding. The latest plan shows a respectable quan ity of arbor vitae and flowering pear trees , plus junipers for the front & sides of the site. The size of the trees and shrubs at pl nting could be increased - 1" caliper trees and 18-24" shrubs will take a long time to achieve any size. As I under- stand it, the white spruce trees around the detention basin are tree farm trees , and I presume that means the trees will be removed period- ically. I 5) . Plans indicate 2 pavement width between and around buildings . The applicant has as ured us that this circulation pattern is adequate for vehicle move ents . Fire Marshal Lanning also indicated that he has no problems ith the site layout for safety vehicle access. f i t11M at4t Ole S-0 W e a w 1540 SULLIVAN AVENUE - SOUTH WINDSOR. Admiral Self Stor, when making application to the Department of Transportation for a permit, was advised that there would have to be a double driveway at the complex in order to get the State permit or in the alternative the telephone pole would have to be removed. Either initiative would be a modification to the approval of the site plan by the Planning and Zoning Commission. In speaking to Rick Martel, the Town Engineer, he advised that this matter should be discussed and acted upon by the Planning and Zoning Commission. He further advised that he had spoken to the Department of Transportation confirming their position on this. Mr. Martel related that Mr. William Lanning's, the Town's Fire Marshall, input would be most important here in determining which option to pursue. By this letter, I am bringing you up-to-date with respect to the foregoing and secondly, requesting that the Planning and Zoning Commission advise as to which option Mr. Milkie should pursue. Obviously, it is his preference to save money if possible and he would prefer to have the two driveways as outlined in the attached plot plan that was done for the State. I appreciate very much your giving this matter your prompt attention. If this is to be discussed at a commission meeting, I would like to have the opportunity to come to that meeting. Thank you for your courtesy. With best regards, I am $Jo1hmn .uWoodcocsk', y your III JJW:dd Enclosure cc: R. Milkie, W. Lanning, R.
