D'Auria, Building Official Inland Wetlands Agency/Conservation Commission corporation Ax', March 17, 1987 aka Bo Davies Deputy Town Engineer Al Town Hall, Sullivan Avenue South Windsor, CT 06074 Dear Mr. Davies: 2- Upon close examination of the approved site plan for 52-58 Connecticut Avenue, I failed to discover any requirement that the drainage Swale be completed prior to the installation of the building's foundation. In fact this, and I quote, excavation" for installation of flared ends and beginning of swales" is the only verbage on the plans remotely related to this subject and its only reference is to the beginning of the swales where the flared ends will be installed which actually has already been completed. By not allowing concrete to be poured I feel that you have displayed an unreasonable use of your police powers and have gone beyond the parameters for construction set forth and approved by the Town of South Windsor and more specifically your department. Furthermore, in cooperation with the Planning and Zoning Commission we modified, to our own detriment, our site plan to accomodate the unfriendly concerns of our residential neighbors. In essence, we bastardized what we and your Town Planner felt was an attractive and well designed site plan, including an appropriate use of berms, landscaping and traffic circulation in order to blindly placate the objections of our residential abutters. Now the time has come for us to implement this site plan, to construct our buildings and we would respectfully request that we be allowed to do so without any undo or unreasonable harassment that may or may not be inspired by the clamoring and incessant complaints of our residential ratchdcgs who will object to our mere existence. To the east of me, over a berm (site of the now dead Allied Plywood proposal) is 52-58 Connecticut Avenue. The screening trees planted on the berm last year died and were partially replanted after I complained last fall. All of the new trees are either dead or in various stages of dying. This entire berm area was never landscaped properly as required by your commission, and consequently, the area is very unsightly.
