Discussion ensued , Rob Buck representing Kinder-Care , clarified where the property line lies for the Commission . Traffic safety was a major concern of many of the Commissioners . It was brought up that 135 students were to attend the Center , and that there were 25 parking spaces . Mrs . Rossi brought up the question of Open House functions and where all the parents would park . Atty . Rome stated that arrangements could be made with adjacent commercial property owners during Open House functions - to use their parking lot . Mrs . Rossi also suggested erecting some type of fence around the property near the road to further ensure that no one would back onto Ellington Road . Mrs . Evans suggested building a smaller building structure to enable more space for parking . Mr . Castro stated that this particular intersection is known to be the most dangerous intersection in South Windsor . Mrs . Klenke stated that she agreed that there is a great need for this type of service in South Windsor . The Commission stated that tightness of the site was a major problem and that letters from surrounding commercial industries stating that they would be willing to cooperate with parking needs in the case of an open house function would be beneficial . Mrs . Rossi moved to deny without prejudice , the application and Mr . Castro seconded the motion . All voted favor and the motion was carried unanimously with Mr . Hallowell and Mr . Sorenson abstaining . (°w" af4( o C w 1540 SULLIVAN AVENUE SOUTH WINDSOR. CONN. 06074 SOR-00) AREA CODE 203/644-2511 August 10 , 1987 Attorney Lewis B. Box 588 Bloomfield, CT 06002-0588 Re: Site Plan for Kinder-Care Learning Center Dear Mr. Rome: At your suggestion, I contacted Rob Buck, of the engineering firm that prepared your site plan for the Kinder-Care Learning Center, to be located at the corner of Chapel and Ellington Roads. The discussion centered around the bus turnaround that would be located on the site. The Board of Education, in its transportation policy and guidelines, has designated that buses will enter locations of day care centers only if an adequate turnaround exists. Mr. Buck has indicated that the turnaround proposed for this center would require a backing maneuver if buses were required to enter the property. The turnaround is constructed in a "T" fashion, which does resemble the turning radius of a cul-de-sac. Since buses cannot turn in one swing, because of the radius they need, the Board policy is clear as to the only time cul-de-sace streets would be used. In this case, the Board would not utilize this area as a bus turnaround. Attached are pages 4, 5, and 6 of the Board of Education Transportation Guidelines Policy, dealing with this issue of bus turnarounds. We would provide bus service for those students attending the Pleasant Valley Elementary School, and would stop on Chapel Road, at the driveway, to pick up students. It is my understanding, from talking with Mr. Buck, that the Kinder-Care Learning Center would not be availing themselves of school bus transportation. They will be providing their own vehicles for transporting children to and from the various schools in our community. I, therefore, do not see the school system at any time being required to use the bus turnaround as proposed for the site. Very truly yours, Donald C. Mercure Business Manager cc: Dr. Joseph L. If this is what the engineer intends, then an easement should be shown in that area. 7. The purpose of the dashed line just south of the town sidewalk is unclear. What does this line indicate? If it is a right-of-way line for Chapel Road then the town may need an easement in the vicinity of the curve section of the property. 8 The proposed water line size, fittings and valving for both domestic and fire, if applicable, should be shown on the plan. Is there sufficient pressure and capacity to tie-into the existing 1211 water main? 9. The proposed sanitary service should include the line size, manhole rim elevations and inverts, the proposed method of connection and a capacity analysis of the existing sewer line. 10. A capacity analysis of the existing storm drain in Chapel Road and the existing 1511 line easi`of the property should be submitted. Will these systems be capable of handling the additional anticipated flows from the site? 11. It should be noted that only a pipe hydraulic analysis was submitted. A pre- and post-development runoff analysis showing a zero net increase in flows should be submitted. 12. The slopes of the proposed drain lines to the north of the building are only 0.22%. A minimum slope of 0.5% should be used to insure adequate flows. 13. The most easterly catch basin in the parking lot only has 3/4 of a foot of cover over the pipe. The minimum cover over all pipes should be at least (2) feet. 14. The engineer should explore the use of various catch basin grates that could be used in the playground area. An improper grate selection could become a safety hazard. If you have any questions, please do not hesitate to call. Very truly yours, S E A Consultants Inc. : . zl - mes R. Bancroft, P.E.Ja P.E. Will these systems be capable of handling the additional anticipated flows from the site? 16 . It should be noted that only a pipe hydraulic analysis was submitted . A pre- and post-development runoff analysis showing a zero net increase in flows should be submitted . 17 . The slopes of the proposed drain lines to the north of the building are only 0. 22%. A minimum slope of 0. 5% should be used to insure adequate flows . 18 . The most easterly catch basin in the parking lot only has . 75 feet of cover over the pipe . The minimum cover over all pipes should be at least two ( 2) feet . 19 . The engineer should explore the use of various catch basin grates that could be used in the playground area . An improper grate selection could become a safety hazard . 20 . It should be clarified by the engineer , on the plan , whether the twenty-foot drainage easement is an existing or proposed easement . 21 . Monuments shown at the P .C . and P .T. of the curve section should be designated as either existing or proposed . Lewis B . Rome , Esq . - 3 - December 14 , 1987 22 . A legend indicating at least the following items is needed on the plan . Existing Proposed Contour x x Spot Grade x x Fences x x Sewer Manhole x x Drain Manhole x x Sewer Line x x Drain Line x x Water Line x x Edge of Bit . x x It is very difficult to differentiate between the existing , existing to be removed , and proposed structures on the plan . 23 . The aisle width is labeled as 24 ' wide on the plan ; however , it scales to a distance of 22 ' wide . The engineer should clarify this on the plan . 24 . Proposed spot grades should be shown in the vicinity of the Tot Lot so as to insure proper grading and the avoidance of puddling in this area . 25 . The proposed roof drainage system should be indicated on the plan . 26 . The concrete sidewalk should be designed with a positive slope away from the building . 27 . Railroad-tie type guard rail along Ellington Road , to prevent vehicle encroachment onto the site , must be provided . Guard rail depth must meet the Town Engineer ' s specifications , and it must blend with the landscaping and be low profile . 28 . Traffic advisory signs must be posted by Kinder-Care on Chapel Rd . , with wording and location as directed by Mel Stead , Superintendent of Street Services . Black and White transparent mylars of Sheet No . 1 of Plans , with the above modifications , together with three blueprint copies of the entire set of plans , must be submitted to this Commission to be stamped and signed . The letters of approval of this Commission , as well as the Inland Wetlands Agency/Conservation Commission , must be reproduced on the mylars . Lewis B. Rome , Esq . - 4 - December 14 , 1987 After the mylars have been signed by the Commission , they will be returned to you for filing in the Office of the Town Clerk within 90 days . After filing these plans , a copy of the receipt must be submitted to the Planning Department . Very truly yours , PLANNING & ZONING COMMISSION By : z-(_ Ra mond F. Hallowell , J . Chairman cc : M. Bancroft, P.E. SEA Consultants 850 Silas Deane Highway Wetherfield, Ct. 06109 Dear Mr. Bancroft: In accordance with your letter of November 3rd, we submit the following information: Section 4,13,2 The plan will be stamped when the project is approved. Section 4,13,2(b) The addresses and telephone numbers of the surveyor and engineer are added to the plan. Section 4,13,2,3(e) The 20 foot drainage easement is on existing easement according to information furnished to us from the South Windsor Town Engineer. The existing storm drain in this easement is a 24 diameter line. This size was field confirmed. Section 4,13,2,3(g) The monuments shown are proposed. Section 4,13,2,4(c) There is a separate planting plan developed for this site (enclosed). General Comments 1. A legend is provided on the revised drawing. There are no structures on the site except for a wooden well house and pipe which we have called for to be removed and the well capped. 2. We have indicated N.T.S. adjacent to the aisle width dimension. 3. Additional spot grades have been added to the Tot lot area. 4. The roof drainage has been indicated in the drawing. 5. A note on sidewalk cross slope has been added to the drawing. FUCK & BUCK NGINEERS Mr. James R. Bancroft, P.E. TO Peas December 7, 1987 8636-2 DATE COMM. 6. The proposed town sidewalk will encroach. We have shown the sidewalk in its eventual position. At the appropriate time the Town will take an easement. 7. The line south of the sidewalk is the proposed right-of-way line for Chapel Road. It has been so labeled. 8. The water line size is shown. We have checked with the MDC and there is sufficient capacity for this facility. 9. Sanitary sewer size has been labeled. Sufficient capacity in the 30 inch sewer line was assured by the Town Engineers Office. 10. A capacity analysis for the two catch basins in question is enclosed. 11. The pipe hydraulic analysis was submitted by direction of the then Town Engineer. It was pointed out to us that since the site is small and that it presently drains to a large retention basin located to the northeast of the site, that the impact of the change in character of the site was very small in relation to the total drainage management situation in the area. Our first submission was for a larger parking area and building which was submitted and approved. 12. The slopes of the drain lines have been revised. 13. The catch basin has been moved northerly to achieve the required cover. 14. We shall look into various lawn and park gratings available for this purpose. If you have any questions, please call .
