In essence, this is part of the Park Centre Site, 50± acres with substantial wetlands, as shown, throughout. Sheet 11, is a fair representation of the flat site, with the exception of the exist- ing berm along the Pleasant Valley Estates line. In our preliminary discussions with the deve oper, a realistic workable drainage proposal was required for the total site. This has been addressed on both the sequence and Dn sheet 11, in that the new swale is the first order of construction. Some of my concerns include: 1. Limit of development lines needs some thought. The swale construction is outside the limits. 2 . The location of little topsoil piles will be difficult for both them and us . Keep it simple in one spot, it will be less to maintain. 3 . The location of the proposed swale along a possible extension of Connecticut Avenue could become a problem. 4 . Assuming a winter construction, show appropriate E & S controls . 5 . A note should be on the plans to ma ntain the existing drainage from the Pleasant Valley Estates . Mr. John M. Moran, Jr. Page 2 . If an app d as e , a sedimentation and erosion control bond of $40 , 000 should be in place prior to any wok on the site to assure compliance with their pl ns . If the site work is to be done in phases , then certainly a lesser amount could be considered. Very truly yours , A. Bowen avies Deputy Town Eingineer ABD/jsv CC: Design Professionals Michael J. Evans : The Board of Directors of the South Windsor Chamber of Commerce would like to inform you and the other members of your com- mission that it has approved the concept plan for Governor' s Square on Nutmeg Road South proposed by Paul Capuano of Capuano Builders & Developers . The Capuano proposal was approved at the Board' s regular meeting April 21 after a detailed presentation by Mr. Capuano and Mr. Peter DeMallie of Design Professionals , Inc. Discussion following the presentation centered on the development ' s "incu- bator" concept--the encouragement of small business start-ups long favored by the South Windsor officials , and visible in varying forms throughout the industrial zone. In addition, it was felt that the project and its close to half a million square feet of individual buildings is a most appropri- ate use of the area, which has been zoned industrial or industrial park since the late 19501s . It is further felt that the project, as described to the Board, will not unfavorably impact the abutting residential zone. We urge your favorable consideration of the proposal when it is pre- sented at your up-coming meeting.
