Rennie , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , CT 06074 RE: Application Review JMJ Construction Co. , Chapel Road Dear Kevin : As indicated on the plans , there are no wetlands soils on the property. The Windsor Loamy Fine Sandy Soil tends to be very droughty , according to the Hartford County Soil Survey . Last October , the IWA/CC heard application #414 for "Rent-A-Space" , for the abutting parcel . Their proposal called for some regrading along the common property line . I would expect that this work would compliment each others site . The areas of concern as listed are areas between the two retention basins and the wind and water erosion . The stabilization of banks could take special seeding and preparation . - The wind erosion caused during construction , also as indicated , no doubt will be a problem. The plans fail to show a top soil stockpile as per note 2 , sheet 2 for this 5 . 86 acre site . It appears that with the construction proposed , there will be a minimum of undisturbed soil on the site . It would seem appropriate in the sequence to complete and stabilize a portion of the site as in item 2 , sheet 3 before proceeding with item 3 . It is more of cleanup and finish as you go . If the commission were to consider an approval , the following conditions might be appropriate . 1 . Their construction exit pad should be perhaps 25 ' wide . 2 . Modify the sequence item #2 to include seeding and stabilization of these items prior to proceeding to item #3 , Buildings . 3 . Modify the plans to show the stockpile per note #2 . 4. Item 4 , staked haybales . It is a flat site , it would seem that the engineers location on the plan should be appropriate , if more are needed , they can be requested . Mr . Kevin F. Rennie Page 2 . RE : Application Review, JMJ Construction Co . , Chapel Road 5. Signify on the plans the specimen trees , item 6 , to be protected and method to be used . 6. A fence or barrier should be installed along the easement line along the existing dention basin to protect it from encroachment and to maintain its integrity . 7 . A bond in the amount of $5 , 000 could be appropriate to assure compliance with their plans . Very truly yours , LSo A . Bowen Davies Deputy Town Engineer ABD/jsv _ CC : JMJ Construction Co . If you plan to extend your project beyond the above expiration date, you must apply for an extension at least sixty-five (65) days prior to the expiration date.
