On the site plan; one half of the lot is Wetlands. On the location plan it should be shown, not just with a note. 2 . In meetings with the representatives, the drain- age was to discharge into other lands of the owner. We did ask for some indication of a right to drain, preferably on the plan. 3. The Erosion & Sediment control notes and construc- tion schedule are fairly complete. When Mr. RisCassi was asked about the situation, I was told that out of a necessity of locating an excess (about 7,000 cubic yards of top soil) , he obtained permission from the abutter to locate the stockpile there. Bowen Davies , Deputy Town Engineer, had a conversation with Mr. Victor Riscassi regarding the above referenced site. Mr. Riscassi was requesting permission to further excavate the detention basin. Due to the high ground water elevations in this area, I feel that the detention basin would then have standing water in it at all times. My main concern is that the detention basin will become eutrophic . Before I can allow this requested excavation, I will need a plan of the proposed excavation that also addresses the problem of eutro- phication. On the same plan, I would like to see a pipe size and type for the outlet of the detention basin with appropriate invert elevations . Before a Certificate of Occupancy can be issued, the outlet swale must be constructed. If you should have any questions , please give me a call . Very truly yours , ichard P.
