PROJECT DESCRIPTION FLAX HILL RENTAL HOMES FOR ELDERLY CITIZENS FOSTER STREET SOUTH WINDSOR, CONNECTICUT The Housing Authority of the Town of South Windsor proposes to construct 40 units of rental homes for elderly citizens on approximately five acres of an 18 . 8 acre town-owned parcel of land . The proposed project is located on the easterly side of Foster Road and is shown on the accompanying site plans . Financing for this project is through a grant from the Connecticut Department of Housing to the local Housing Authority. The project will consist of 36 double occupancy units at 528 SF; four double occupancy units specially designed for handicap and wheelchair occupancy at 612 SF; and a community facility with a meeting room, office, laundry and lounge . All units are to be accessible to handicapped persons . Construction will be single story, wood framed , slab on grade with wood trussed roofs, asphalt shingles, combination brick veneer and vinyl siding . Each unit will have individual exterior entries, individual electric meters and two means of egress . Parking is provided at one car per unit plus six spaces for visitors. Four of the spaces are designated for handicap use only. The project will be serviced by municipal domestic water and sanitary services . Construction , contingent upon receiving all necessary local and state approvals , is anticipated to begin in the spring of 1988 . Banach, Director of Planning RE: Flax Hill Proposal From an engineering standpoint, the plans, as presented for the above referenced site plan, are inadequate. The major deficiences are: 1 . The plans were not prepared by licensed surveyors/ engineers. 2 . There is no key map. 3 . There is no conservation plan. 4 . The plan is inadequate for a plot plan. 5 . Drainage computations by a licensed engineer have not been submitted. 6 . Sanitary sewers are not shown. 7 . Inadequate stormwater drainage shown. 8 . Inadequate boundary information. 9 . Inadequate labeling - sidewalk type & width, bituminous concrete curbing. 10 . Inadequate zoning information - zone, flood zone, wooded areas, iron pins, NGS coordinates. The above items may not be the only deficiencies on the plans, but are significant enough to have the plans be incomplete. "Richard P. Frank Ahearn , Chairman South Windsor Housing Authority 50 Elm Street South Windsor , CT 06074 Dear Frank : As you are aware , the Planning and Zoning Commission reviewed preliminary plans ( dated 6/19/87 , project #87/144 Schoenhardt Architects) for Flax Hill , the elderly housing complex proposed for Foster Street . The following recommendations are offered as a result of PZC' s review and discussion : 1 . We strongly recommend that the Housing Authority secure a larger portion of the town-owned land than that shown on the preliminary plan for the purpose of future expansion of elderly housing . We recommend that the Town Council dedicate the entire piece to the future use of elderly housing and associated needs . We also recommend that a provision be made for a future access into the expanded property ( in addition to the access provided at the northerly boundary of the site ) from the driveway access within the current site . - 2 . The PZC does have a strong policy of removing all parking from principal access drives . We consider the entire driveway loop to be the principal access drive. 3. Reconfigure buildings as needed to ensure that the future access road at the north boundary does not have to encroach upon wetlands . 4 . The Commission does reserve final judgement about the site layout until such time as engineering details are provided and it is demonstrated that the site layout will work as shown on the preliminary plan . We are quite concerned that there are no provisions for expansion of the elderly copmplex , and we would like to strongly urge the Council to designate a larger portion of the Town-owned property on Foster Street/Oakland Road for elderly housing . We recommend that the Town Council dedicate the entire piece to the future use of elderly housing and associated needs . The demand for future elderly housing will far exceed our supply ; and at such time as the Town is ready to construct more such housing , we want to ensure that the land is already available and designated for elderly housing . Ahearn : Re : Flax Hill Elderly Housing Complex As you are aware , the Planning Department has received plans for the above-referenced project for Planning and Zoning Commission site plan approval . The plans in their present condition do not meet our requirements for a site plan submission -- in fact , are so far from meeting our regulations that the Planning and Zoning Commission would have no alternative but to deny the application if it is heard in the near future . The Planning and Engineering Departments have attempted many times , since the plans were first presented to us , to have the site plan prepared by an engineer and land surveyor as required by our regulations as well as by State statute . We have been assured time and time again that , at the time of submission to the PZC , the plans would be in comformance with our regulations . The commission was informed during your preliminary meeting with them in July that the plans would be properly engineered for submission . The enclosed list of deficiences , prepared in July , has been only slightly addressed . I have enclosed a detailed listing of items which need to be shown on the site plan before the Planning and Engineering Departments can even begin a review. The application cannot be scheduled for PZC action until a complete review has been done by staf f . We ih the Planning Department have tried innumerable times to get the plans done properly and are at a loss as to how to further proceed . We will do all we can to expedite the processing of this application , but the plans must be in an acceptable form for us to be able to expedite the application . Banach, Director of Planning FROM: Michael J. Gantick, Director of Public Works RE: Engineering Review - Flax Hill Please be advised that this Department has reviewed the subject plans dated November 11, 1987 prepared by Schoenhardt Architects, W. H. Steward, Landscape Architect and Ed Lally & Associates and the follow- ing points are noteworthy: 1# A pre/post design hydrologic analysis is needed. As designed, the drainage does not reflect increased flows as a result of the project i.e. , detention (or use of existing pond areas) . As designed, would probably need right-to-drain onto adjoining property. 2 . Would recommend outlet pipe from CB#7 be connected with the inlet pipe to CB#6 with a yard drain placed at the proposed low spot. This would eliminate a ponding/maintenance problem and would reduce the project costs. 3,. Gutter flow analysis needed for driveway/parking areas. 4,. Profile views needed for all storm drainage and sanitary sewer lines. No elevations have been provided for the sanitary lines. Storm and sanitary (and other utilities) should be shown on same plan so potential conflicts can be evaluated. 5. Would recommend (MH#3) that manholes be located in paved area for maintenance access. 6. Detail of lateral connection to manhole #4 should be provided. 7. For all sanitary manholes, the complete channel should be u-shaped with a smooth continuation of the pipe. If pipe is laid through manhole, top half must be removed via saw cut. Manhole bench should be sloped at least 0 . 5 in/ft. TO: PZarcia A. Eanach Page 2 . RE: Engineering Review - Flax Hill (,-,7 In some cases, the proposed sidewalk layout does not allow an appropriate snow shelf, therefore many areas of the sidewalks will be plowed under. 9 . It is recommended that concrete sidewalks be considered. Bituminous sidewalks, unless sealed periodically, have been found to deteriorate faster than concrete. 10 . Would recommend, contrary to the note on the plan, that the brush and scrub along the Foster Street property line be removed and the area beautified to (a) eliminate potential sight line problems and (b) improve aesthetics of complex. It appears that the wetland limits were taken from the town maps and the only encroach- ment would be by the storm sewer outlet. The soils within the construction limits, Sheet L2, as indicated, are well to excessively drained and subject to erosion. From an on site inspection, the top soil appears to be thin. Its preservation could become important with apparently about 10% of the site left undisturbed, perhaps the stockpile location could be more centrally located for easy access. The "Connecticut Guidelines" provide an appropriate format for a site plan presentation to minimize the erosion from a site, a narrative for a site description, a sequence to provide a logical construction approach, and details, anti-tracking pad and seeding mixtures, etc. If an approval were to be considered, the following conditions could apply: 1. Modify the plans to show a narrative, sequence an entrance pad and the seasonal seeding and/or mulching per the "Guidelines" . 2 . Relocate the stockpile area. 3 . The company awarded the contract shall be responsible for maintenance of the erosion and sediment controls for this project. Very truly yours, J A. We have included all the information we have to date . Items not 100% complete are as follows : Boundary Data : Once site plan is finalized a legal description will be drawn up and exact meets and bounds determined . Pavement and Building Layout Data : Station points and building walk layout will be calculated once final site plan and boundaries are set . Water Service : Layout being finalized by Connecticut Water Company. Fire hydrant locations will be as requested by the Fire Marshal . Connecticut Water has this information and is in the process of finalizing service to the site . We have responded to commission comments either by making the change on the drawing or as noted below. The items noted below are those where we differ in opinion with the commission and are requesting reconsideration . Relocate Stockpile Area : We believe the area shown is the best location as it is away from the work and will minimize movement of material around site during construction therefore minimizing overall impact on existing features to remain . Siltation Basin : We anticipate using the existing gravel pit as a permanent detention basin . It will function as a siltation basin during construction for half of the site . Further , because the soils are porous and with the siltation fencing proposed , we do not see the need for a temporary basin . A temporary basin would also disturb more of the site than the permanent work would require in close proximity to the wetlands . The additional filling required for a structure would add to the cost of the project . If we could connect directly from CB6 to CB7 and detention basins are not required , we would agree to this suggestion . Snow Shelves : We still maintain that the lack of snow shelf between the parking and walks in this situation is better than too narrow a shelf which will not contain all the snow. Further , snow on both sides of the walks could create a river during thaws, leaving large areas of icy pavement or deep puddles. Mocarsky Schoenhardt Architects, Inc. One Massaco Place Simsbury, CT 06070 RE: FLAX HILL — SANI TAR Y SEWER Dear Mr. Mocarsky: In regard to the Flax Hill sanitary sewer, the recent effort by M & L Building Corporation to relay the sewer from Foster Street to the first manhole has improved the velocity of wastewater flow through a pipe originally installed at a slope insufficient to maintain self-cleansing velocities. However, the improvement does not appear to go far enough to realize a flow velocity for self-cleansing purposes. Those alternatives for further system improvement as outlined in your letter of May 8, 1992, should be reviewed in a meeting with the Housing Authority. At said meeting the feasibility and costs for each alternative will be reviewed. I will make myself available to attend this meeting.
