Maximum lot coverage with buildings, parking lots and other impervious surfaces shall not exceed seventy- five percent (75% ) . " South Windsor Planning Department March 18 , 1986 PLANNING DEPARTMENT REPORT RE: Robert D. Milkie , Amendment to Zoning Regulations 1) . The amendment to Section 4 . 5 . 2 . 4 would allow self-storage units such as those at Admiral Self-Stor on Ellington Road, and Rent-A-Space on Chapel Road, to be built as of right in any General Commercial zone in town. Thus, if this amendment is adopted, compartmentalized ware- house facilities could be located anywhere within the General Com- mercial zone on Sullivan Ave - i .e. , next to Armata' s , or across from the new Westview Office Building. 2) . The compartmentalized storage facilities are , in effect, large ware- houses which are divided into smaller individual warehouses , much as multi-tenant industrial buildings are large industrial facilities which are divided into smaller units . The I zone is the current and appropriate zone for warehouses. The Planning Department believes that just as multi-tenant industrial facilities are not allowed in General Commercial zones , neither should multi-tenant warehouses be allowed in the General Commercial zone. Therefore we cannot support the adoption of this portion of the proposed amendment. 3) . If Planning and Zoning Commission adopt this amendment, we recommend that it be adopted as presented. 4) . The proposed amendment to Section 5 . 2 will add total impervious sur- face coverage limitations for the General Commercial and I zone which are currently nonexistent in our regulations except in the IP zone. Maximum lot coverage in the General Commercial zone would be 65% ; and 75% in the I zone . We support this provision and recommend its adop- tion.
