Constance Eriksson, Chairperson Town of South Windsor Conservation Commission 1540 Sullivan Avenue South Windsor , CT 06074 RE: PLEASANT HILLS CONDOMINIUM a Dear Mrs. Eriksson: There is a proposal pending before the Conservation Commission for this site. The plans as presented are generally acceptable , if the erosion and sediment control measures are implemented as shown . It has been indicated to me on a couple of occasions that there is anticipated to be 20 ,000 cubic yards of waste dirt , if thethis site an is developed as shown. I am opposed to an approval the following reasons: 1. It is a housing development on a site with a gentle slope. It is not a make dirt project . There is no proposal included with the plans to cover this situation. 2 . The last two projects done by this developer produced between 35 , 000 and 50 , 000 cubic yards of waste sdirt which all has caused a great deal of unpleasantness and those involved. To approve another proposal with memories of these other two still fresh in our mind would be unkind . Until the plans have been modified to eliminate this waste dirt problem or a proper application under Sections 9 and 10 of the Zoning Regulations which cover excavation and landfilling has been approved, I do not feel the plans are acceptable . This matter should be attended to now--not at the end of construction. Very truly yours , a j A. Bowen Davies Deputy Town Engineer f cc: R. Martel , Town Engineer P . The proposed sanitary sewer meets or exceed all Town standards and specifications with the following exceptions: 1. Sanitary manhole STA 6+73. 50 should be constructed as a dropped manhole with my preference being an outside drop. 2. That since there is no accepted proposal for development on this parcel, the developer must realize that approval of this proposed sanitary sewer line may well restrict any t. future activity of this land. Hyyppa & Associates reported that the Commission had been concerned about the excess material on the site, and they have completed--grading and- reddsigned a portion of it . The detention is in. Originally 130 units were approved , and they have eliminated six and now have 124 . That is a 4. 6% reduction, and results in 4 . 89 units per acre. In Phase II , buildings 8 and 9 are not changed. Building 10 had some changes including going from an 18 ' _.unit to 22 or 23 ' units . :. Previously they had 40 one-bedroom and 90 two-bedroom units, and now they have 24 one-bedroom and 100 two-bedroom units. Building 10 is larger, and building 11 had 6 units and now has 5. Phase III stays exactly as it was. Phase IV, building 1 had 4 units and still does , but they are wider by 6" . Building 2 is larger. Building 3 was reduced from 6 to 5 units ; as was building 4 . Building 5 is the same, and building 6 was reduced from 5 to 4, and building 7 from 6 to 5. Density has been increased by 14 , 000 s. f . Mr. Smith outlined the number of two-bedroom and one-bedroom units they are proposing. Mr .
