Planning & Z01119
Applicant : Jean Marc Jacques of South Windsor , Connecticut
Current Zoning: Rural Residential
Proposed Zoning: DA-15 (16 . 7 acres) ; A-20 (53 . 0 acres)
Total parcel size = 69 . 7 acres (note : these
applications exclude a 17 . 5 acre parcel situated at the north-
east corner of Smith and Clark Streets) .
DA-15 Summary : Mr . Jacques proposes to secure a zone change to
DA-15 and general plan of development approval for a 16 . 7 acre
interior parcel of land, upon which he proposes to construct a
patio home development consisting of 35 residences at a density of
approximately two dwelling units per acre . The site overlooks a
two acre pond , which would remain in its natural wooded setting.
All homes would be limited to the south side of the pond . The
site contains six acres of open space , all located in bulk, and
abuts an additional 26 acres of open space proposed to be left
in a natural state. Most homes would be single family, however ,
Rosewood would also contain four two-family ranches and three two-
family two-story houses . All seven two-family homes are designed
to have the exterior appearance of a single family home . Four house
styles are proposed.
Site Location: Rosewood is situated on an interior parcel some
800 feet north of Smith Street and 800 feet east of Clark Street.
The site is free of any regulated inland wetlands , save for the
two acre pond.
Drainage:
The logical outfall for all site runoff is the Plum Gulley Brook,
which flows through the subject parcel . In order to abide by the
"zero increase in runoff" policy of the town, a stormwater de-
tention basin is proposed . The facility as shown on sheet 4 of 6
is adequate to serve the entire southern half of the overall parcel
(approximately 35 - 40 acres) for a 100 year storm occurence . It_
should also be noted that the entire detention basin facility as
shown, including the outfall, is outside of the established flood
plain and regulated inland wetlands areas .
Sanitary Sewers :
Sanitary sewers are presently available on-site. The existing 10
inch diameter sewer line was installed by J.M.J. Construction Co.
as part of the Pleasant Valley Homes II development on the west
side of Clark Street . The extenti_on of the sewer as shown on sheet
4 of 6 would be 8 inches in diameter and will adequately service all
dwelling units as shown with individual lateral connections to each
unit.
Public Water :
An existing water line of the Metropolitan District Commission
(M.D.C . ) in Clark Street will be utilized in order to provide
public water to the proposed development. The proposed Rosewood Lane,
Podunk Trail , and the DA-15 Development can easily be serviced with
extentions of the waterline in quest-ion.
ROSEWOOD cont 'd
A-20 Summary: Mr . Jacques requests approval of a zone change
from RR to A-20 for a 53 acre tract situated west_ and south of the
Rosewood DA-15 patio home development. If approved, a subsequent_
application will be submitted for subdivision approval . As con-
ceptually portrayed on sheet_ 1 , this subdivision would contain
10 house lots opposite Stanley Drive , nine of which would be
served by a new cul-de-sac street. "Podunk Trail" , and would also
contain 44 house lots fronting on a new street. "Rosewood Lane" .
The average site density would be approximately one home per acre ,
however , the homes will be clustered on one-half of the site, with
the remaining one-half of the site, or 26 acres , permanently dedi-
cated to open space . Lot- sizes would range from 15 , 000 square feet
to over. 3/4 of an acre . Most of the open space is heavily wooded .
Mr . Jacques has offered to donate a small parcel to the town upon
which a town pump station facility now encroaches .
