I. INTR1 UCTION
The Lrpose of this study is to evaluate the traffic impact of thip pro-
pose ewfield Manor development located on the east side of Clark
Stree in the Town of South Windsor, Connecticut. The develo ment
consi t of 130 condominium units, 48 single-family units, 16 two-amily
units ( ousing 32 families) and an 11-lot subdivision that will ultimately
acco obdate 11 single family homes. It is intended that this report be
resp n eve to the concerns of the Town with regard to the impact of the
-' props d development on the surrounding roadways.
The c pe of work involved in the preparation of this report in luded
maki g Automatic Traffic Recorder (ATR) counts; making anual
turni ic movement counts; obtaining data relating to the physical har-
acteris ics of the roadways; obtaining information from the Conne ticut
_ Depa ti ent of Transportation (ConnDOT) relating to the reconstr ction
of 1- 6 and associated local roadway improvements; obtaining informa-
tion r m the Town of South Windsor relating to the roadway improve-
ments 1 the area due to the proposed Winchester Mall; determine I the
sight istances from the proposed access roads to the develop ent;
obtai i g traffic accident data from the Town; and conducting traffic
engin ring analyses.
II. EXIS G CONDITIONS
An 1 lot subdivision and 210-unit housing development consisting of
130 dominium units, 48 single-family units and 32 units in 16 uild-
ings is proposed for the approximately 78-acre site bounded o the
west Clark Street and on the south by Smith Street (see Figure 1).
Auto a is Traffic Recorder Counts were made during February! 1985
along lark Street south of Smith Street and along Smith Street east of
Clark treet. Turning movement counts were made during the nX rning
and a it rnoon peak periods during February 1985 at the intersect on of
Clark, treet at Pleasant Valley Road. These counts are summari ed in
the A endix to this report. Access roads to the site will be pro, ided
from I rk Street and Smith Street.
Clark' treet, approximately two-miles long, runs in the northeast-
south st direction terminating at Ellington Road (Connecticut Route
74) a he northeast end and Burnham Road at the southwest terminus.
The o dway is generally tangent and gently rolling in the vicin ty of
_ the sit Clark Street is 22 to 28 feet wide with one lane of traffic in
each ii ection. The posted speed limit along Clark Street is 30 mpri.
The la d use along Clark Street includes single-family homes andlagri-
cultul a land. The daily two-directional traffic volume on Clark treet
south f Smith Street is 1,065 vehicles with 37 vehicles tra eling
north ly and 100 vehicles traveling southerly during the morning peak
hour ( :00 a.m. to 8:00 a.m.) and 92 vehicles traveling norther) and

Smith Street, approximately 5,000 feet long, runs in the east-west
dire t in between Buckland Road at the easterly end and Clark Street
at the Westerly end. The roadway width varies from 18 feet to 4 feet
and has one lane in each direction. The land use along Smith Street
inclucj s single-family homes, agricultural land, and 2 condominium
complq es (Burr Meadow and Pleasant Hills).
The cl ily two-directional traffic volume on Smith Street east of Clark
Street, is approximately 437 vehicles with 21 vehicles traveling easterly
and ! vehicles traveling westerly during the morning peak hour (6:45
a.m. to 7:45 a.m.) and 37 vehicles traveling easterly and 19 vehicles
trav H g westerly during the afternoon peak hour (4:30 p.m. tb 5:30
p.m.),
Pleasal, t Valley Road runs in the east-west direction beginning at
Buck) d, Road in Manchester at the easterly end and extendingl about
3.75 Iles to Main Street ' in South Windsor at the westerly' end.
Appro imately 1,700 feet of Pleasant Valley Road beginning at Bu, kland
Road ind proceeding westerly has recently been reconstructed to a
four U ne roadway with a median and left turn lanes. Beginning
approximately 2,000 feet easterly of Clark Street, the roadway tapers
to 24 feet and continues with a 22 to 24 foot width with one lane ifi each
directi n for the remainder of its length. Land use along Pleasant
Vallee Road includes single4amily homes, agricultural land, an&multi-
famil homes (Westage Condominiums, Barrington Estates and Cinnamon
Sp ri ).
The uth Windsor Police Department provided traffic accident
lep p data for
the Ilast three-year period. During this three-year period, nol acci-
dent Nere reported along Smith Street or Clark Street in the v,lcinity
of the st4dy area.
Ill. IMPA F THE PROPOSED'i DEVELOPMENT
The itvlpant of the proposed', development was determined by calclating
the number of trips that should be expected to be generated by the
-- prop d, development, anrd subsequently, assigning the generated
trips 1, 'the roadway system. The Institute of Transportation (Engi-
neerATE) "Trip Generation Manual" contains trip generation rates for
condokiniums and single-fa ily homes. The trip generation rates for
the 1 lost subdivision were determined by using the trip generation
data fir Single family homes. The manual does not contain tripgener-
ation ates for two-family (homes. Generation rates for single-family
— home wore used for the two-family homes since they are greater than
the cle eeation rates for all other types of residential developmen s and
will owide the most conservative estimate of generated traffic
_ volumes. The generation rates used are as follows:

vehij s entering during the morning peak hour. During the of ernoon
pearjho r, 57 vehicles are expected to exit the site and 105 ehicles
are e_ cted to enter.

feet northerly of Smith Str et. In addition, a 400 foot Cul-de-sa along
Clark Street approximatel 1,350 feet northerly of Smith Stre t pro-
_ videss access to the 11-lot subdivision. The prevailing speed along
Clar,k, S reet and Smith St eet in the vicinity of the site are approxi-
matoly 45 mph and 35 mph respectively. The sight distance available
to dr+ e', s leaving the acce s drive at Smith Street will be approx mately
500 f t 'looking toward the), east and 1,750 feet looking toward the west.
The', ovallable sight distan a from the access drive along Clark Street
exceeds 1,000 feet in either direction. The proposed cul-de-sac on
Clam' S reet has more than 1,500 feet sight distance available ooking
towar! he south and more than 525 feet looking toward the north.
The 0, istances exceed the minimum distance established y the
_ Connecticut Department o Transportation design standards r the
prevloili g speeds of vehicl s presently traveling along Clark Street and
Smith) St' eet in the vicinity of the site.
IV. CAPA t Y ANALYSIS OF tHE SURROUNDING ROADWAYS
The r ction from which ehicles are expected to arrive to and depart
from, Ithe site is important n determining the impact that the generated
traf f i will have on the roa way system. It is expected that during the
peak + sods, the generat d traffic from the development will exhibit
3

similo t avel patterns to t e existing peak period traffic. The turning
mov4y1 nl, counts at the int rsection of Clark Street and Pleasant Valley
Road n the daily counts along Smith Street and Clark Street in the
vicin'iity f the proposed si a for the development provide informa ion on
the a is ing travel pattern The generated traffic was distrib ted as
shown i Figure 2. The tal distribution percentages exceed 100%;
thus prt viding a consery tive estimate of the impact of the ge erated
traffics f 'om the proposed d velopment.
Capa► ty' Analyses were co ducted at various locations surrounding the
site r j he existing traffi volumes combined with the traffic v lumes
gene to by the propose development and the expected traff c vol-
umes r m the access roa of the approved 70-lot subdivision along
Clark) t eet opposite the roposed development. The capacity of the
roadr y in the vicinity o the proposed housing development s
tated y'1 the capacity of th intersections in the immediate area t rough
-- which) th generated traffic must travel. The critical intersection were
analy d using the Unsi nalized Intersection Capacity Calculation
Techi i Oe presented in Tr nsportation Research Circular 281 "Proposed
Chaprs' for the 1985 Hi hway Capacity Manual", published y the
Trans o tation Research B ard. The intersections of the access drives
to th p oposed developme t along Smith Street and Clark Stree , the
inters) ct on of Smith Stre t at Clark Street and the intersect on of
Clark` t eet at Pleasant V I ley Road were analyzed for the anti ipated
post-d v lopment traffic v lumes during the morning and aft rnoon
peak r ods.
The a e s drives to the p oposed development are expected to o erate
at Ley► I f Service A thr ughout the day. The intersection of Smith
Stree at Clark Street is resently operating at Level of Servi a "A"
and w[ I ontinue operating at the same Level of Service througho t the
day u on completion of the proposed development. The multi-wa stop
sign nrolled intersection of Clark Street at Pleasant Valley R ad is
prese ly, operating at Lev I of Service "C" or better througho t the
day a I ill continue to op rate at this Level of Service with the post-
devel m nt traffic volumes.

V. PRES T AND FUTURE CO DITIONS
Major roadway construction is taking place and additional develo ments
are pr p sed in the southea t quadrant of South Windsor and acro s the
Town in'r, in Manchester. The Connecticut Department of Trans orta-
tion i'l presently reconstru ting Interstate 86 through Mancheste into
Vernoo. In conjunction wit this work, several interchanges are being
reloca d and local roads r constructed near the new highway r mps.
Westb n exit and entran a ramps to 1-86 intersect Pleasant alley

Road 1wilh Wheeler Road a d extending toward the southwest al ng the
Tow Li a to the intersec ion of Chapel Road at Clark Street. Addi-
tiona ly, the northwest cor er of Pleasant Valley Road and Wheel r Road
will elocated toward t e northwest with a smooth curve r placing
— the r er. As a result f these changes, Pleasant Valley Rod will
becor discontinuous at heeler Road. It is anticipated thal Smith
Stre t ill either be made into a Cul-de-sac west of Buckland Road or
will maintained and a t affic signal will be installed at the in ersec-
tion f Smith Street and uckland Road. These improvements would
sepa to the residential eighborhoods in South Windsor fr m the
cc rcal developments at Winchester Mall and in Manchester.
V1. CON IJSIONS
The r posed 11-lot subdivision and 210-unit Newfield Manor is ex-
pecte t generate 1,586 vehicle trips per day with 98 vehicles exiting
the si a and 28 vehicles en ering during the morning peak hour and 57
vehicl s exiting and 105 ehicles entering during the afternoo peak
hour1 i hese additional t ips combined with the traffic volumes from
the a 'proved 70-lot subdiv sion along the westerly side of Clark Street
shoul roduce no notice ble degradation to the traffic flow n the
road y system surround ng the site. The access drives the
prop a development alon Smith Street and Clark Street and th inter-
sects f Smith Street at lark Street will operate at Level of ervice
"A" tr ughout the day. he multi-way stop sign controlled in ersec-
tion lark Street at Plea ant Valley Road will continue to opera a at a
Level Of Service "C" or bet er throughout the day.
I
The ig t distance availabl at the proposed three access drives to the
devel ent, will exceed the minimum standards established y the
Conn ti ut Department o Transportation for the prevailing speeds
along m th Street and Clar Street.
The ro osed Newfield Manor development along Clark Street is not
_ expe d to adversely affect the quality of traffic flow or safety on the
road y surrounding the development. No roadway or traffic Aera-
tion p ovements are nec ssary due to the traffic generated y the
prop ed development.
